(a) The Oil Companies operational in the State of Jammu and Kashmir shall ensure that no area in the State was left uncovered from the supply of LPG. Those area which do not fall in the area of operation of the nearest dealer would also be covered by the oil companies by authorizing the nearest dealer to cater the person residing in the uncov- ered areas. In case the nearest dealer was not in position to supply the LPG to such consumers, the oil companies shall make spot distribution of LPG to such uncovered areas which may be identified by the concerned Deputy Commissioners. On such iden- tification it shall be the responsibility of the oil companies to ensure the supply of LPG to such consumers by adopting any mode permissible under the guidelines in force. (b) Any consumer who was deprived of such number of LPG Cylinders which may admissible to him under the orders/guidelines in force; may approach the nearest police station or Consumer Affairs & Public Distribution Department office in the area with his compliant, which when so received, shall be forwarded to the Deputy Commissioner for his necessary action. (c) The Jammu and Kashmir Police and its functionaries shall keep a vigil on the use of LPG in confectionary/Halwai shops, restaurants, tea shalls hotels and others commer- cial undertakings and as and when they noticed unauthorized use of LPG for commer- cial purpose, appropriate action under law shall be taken by them amongst those indulging in black marketing/malpractices. If the complaint of any consumer was not attended within two weeks time by the State functionaries he may inform the Amicus Curie by a registered letter who shall examine it and apprise the court about it. (d) The menace of black marketing of LPG or its misue for commercial/Industrial pur- pose is also required to be kept under check. If the distributors appoints any sub-agent or sub-dealer then action shall be taken against such dealer as it is imermissble act and has no sanction of even the guidelines fixed by the Oil corporation. If any distributor is found indulging in such malpractice then in the absence of any valid explanation he may have to lose his dealership. Dir (Contracts) For Accepting Officer NEW DELHI, May 29: With gradual increase in voice tariffs, there has been some restoration of pricing power for domestic telecom companies, says rating agency Fitch. According to Fitch Ratings, the gradual increase in voice tar- iffs by Indian telcos is positive for the industry. There has been a prolonged period of price-led competition during 2008-12 peri- od that eroded profitability and weakened balance sheets. "We expect industry average revenue per minute to improve from the current level of INR 0.43 per minute in 2013 as competition abates," said Fitch Ratings. "The industry monthly churn rates are also likely to decline by 3 to 4 per cent from 8 to 9 per cent in 2012." Since the beginning of 2013, some Indian telcos have raised tariffs by at least 30 per cent either by increasing the headline tariffs or reducing free minutes, Fitch said. Reliance Communications -- the fourth largest private Indian telecom firm -- has increased its headline voice tariff on GSM and CDMA network by 33 per cent to 2 paise per second, it added. In January 2013, Bharti Airtel and Idea Cellular announced reduction of promotional minutes, which effectively increased rev- enues from subscribers on associ- ated discounted plans by 20 to 30 per cent, Fitch said.
