Meeting Minutes
August 3rd, 2017
The monthly meeting of the Tarrant County Fire and Arson Investigators Association was
held on August 3rd, 2017 at 10:00 am at the Tarrant County Fire Marshal’s Office with
President Keith Ebel presiding.
The meeting was called to order, opened with the Pledge of Allegiance and an Invocation.
There were 36 persons present.
Guest present: Mike O’Neil, Ernest Cuellar, Scott Allen – Fort Worth, Jim Hudson - TCADA
Regular Business:
A. Approval of the Minutes – Motion to approve the minutes was made by Joey Lankford
2nd by Kenny Wilson, all approved, motion passed.
Committee Reports:
A. Treasurer Report – Stacy Singleton reported an ending balance of 15237.51 with no
activity for the month. A detailed report has been added to the website. Motion to
approve the report was made by, Kenny Wilson, 2nd by Joey Lankford all approved,
motion passed.
B. Training Committee Report –Kenny Wilson reported the following:
a. Arson Scene Search and Evidence Recovery; Denton; $295 thru PATC
08/8-9/2017
b. Hands-on Electrical Fire and Arson Investigation; Decatur; $325 thru PATC
9/12-14/2017
c. Fire Marshal Discussion; San Marcos; Free RSVP with TEEX 08/09/17
d. Fire Investigation Forum and SAW meeting; Amarillo; Free RSVP with TEEX
09/12-14/2017
e. East Texas Arson Conference; Longview; 11/09-11/2017
C. Social Committee Report – Mike Rehfeld had nothing to report.

D. Law Enforcement and Prosecution Committee Report –
a. Several cases gone to trial with guilty verdicts
b. Questions on discussing information with prosecutors when a case is
dismissed.
i. Ms. Wilson wants the investigator to call the prosecutor with any and all
questions.
ii. Riley stated that prosecutors dismiss cases on their own discretion.
1. If questions come up, they are to call the investigator and vice
versa
2. Dismissal does not mean the case is dead, just not enough to
prosecute with information at hand.
iii. Tech Share – if dismissal is made an automatic notification should be
sent to investigator? Prosecutor can customize the notifications.
1. Tracy will try to get the coding changed.
E. Legislative and By-laws Committee – Randy Renois reported:
a. SB1 and HB4 have more information coming down the pipe.
b. Fire Inspector requirements will stay the same. Talk of taking out the
requirement of Inspector II and Plans examination has been struck down by
the Fire Commission.
c. SB 55 pertaining to adopting new codes may require a cost analysis from cities.
Old Business:
A. Keith sent out an email and passed out a new SOP for Task Force activation. No
revisions were made.
a. Joey Lankford made a motion to accept the new SOP as it is written, no one
opposed. All in favor, motion passed.
B. 501.c.3 discussion was held:
a. Doug Parks needed our Employee ID number for the IRS.
b. Debra Crafton and Stacy Singleton on committee.

Open discussion was held.
Adjournment:
Motion to adjourn was made by Brian Fine, 2nd by Sammy Cox. All Approved @ 11:00 am.
The next meeting of the Tarrant County Arson Investigators Association will be conducted
on September 7th, 2017 at 10:00 am at the Tarrant County Fire Marshal’s Office.
