INTRODUCTIONS

On behalf of RBS, the Gatwick Diamond Initiative and all the sponsors and supporters that have helped to make today’s event possible, I would like to extend a very warm welcome to you all. This is the second Gatwick Diamond Economic Growth Forum and hopefully it will prove to be both informative and thought provoking, as we discuss the key drivers and issues that will shape the economic future for our region.

A key feature of these discussions will be the role played by Gatwick Airport, with or without a second runway. There are clearly benefits of a second runway to the local economy in terms of both business travel and job creation both at the airport and in support services, but we should also consider the negative impacts. We will hear from Stewart Wingate,

CEO of London Gatwick Airport and get his perspectives on the role of the airport in the Gatwick Diamond economy and he will share his thoughts on both the opportunities and the challenges for continued business growth.

We will also get the opportunity to hear from Sir Terry Farrell about the importance of planning for a bigger economy in the Gatwick Diamond. A successful and thriving local economy requires an appropriate infrastructure, transport network and availability of relevant skills – all important building blocks in developing long term sustainable growth in the local economy.

GDEGF

The Gatwick Diamond is an economic sub-region comprising parts of Surrey and West Sussex. With Gatwick Airport at its heart, it includes areas within the administrative boundaries of Crawley, Horsham, Mid Sussex, Mole Valley, Reigate & Banstead, Tandridge and Epsom and Ewell district and borough councils. Close economic links also exist with Croydon and London to the north and Brighton to the south along the A23/M23 corridor. The principal towns are Leatherhead, Epsom, Dorking, Reigate, Redhill, Horley, Crawley, Horsham, East Grinstead, Haywards Heath and Burgess Hill. With a GDP of £20.7bn, the Gatwick Diamond has one of the strongest local economies in the UK being just 30 minutes from central London, with London Gatwick Airport at its heart and one hour from Heathrow Airport. An excellent interconnected infrastructure of air, road, rail and sea transport connects the Gatwick Diamond to London and the rest of the UK, mainland Europe and the rest of the world. Home to 45,000 businesses, over 500 international businesses have also established in the Gatwick Diamond to access the excellent connectivity, talented labour force, strategic location and developed supply chain. There are six industry sectors which are particularly strong – •Aviation, Aerospace and Defence, •Advanced Manufacturing and Engineering,

Sir Terry Farrell CBE, FarrellsSir Terry Farrell CBE is considered to be the UK’s leading architect planner. Throughout his career, he has championed urban planning and helped shape government policy on key issues. As recognition of this, in 2013 he was voted the individual who made the Greatest Contribution to London’s Planning and Development over the last 10 years. In London, Sir Terry is the Mayor’s Design Advisor and he advises the Department for Transport on high speed rail. He is Design Champion for the Thames Gateway, Europe’s largest regeneration project, and Chair of the Thames Gateway Local Nature Partnership. Farrell recently published a national review of architecture at the invitation of Culture Minister, Ed Vaizey and he is currently working with Gatwick on their proposal for a second runway, as part of their submissions to the Airport Commission.

Daryl Gayler, Managing Director, RBS Group’s Corporate BankingDaryl is the Managing Director for RBS Group’s Corporate Banking business in the South of England with responsibility for over 500 mid-large corporates. He is also a board member of Coast to Capital Local Enterprise Partnership.

Kristina Alvendal, CEO, Stockholm Airport CityKristina Alvendal has been CEO at Airport City Stockholm since 2011. Prior to that she was Vice Mayor of Stockholm between 2006-2010, responsible for City Planning, Real Estate and Housing. During that time she also served as the chairman of the Stockholm Police Authority and was a member of the Committee of the Regions in the EU.

Rosemary French, Executive Director, Gatwick Diamond Initiative Following a private sector career, Rosemary became CEO of Business Link Surrey where she was involved in the Gatwick Diamond launch. As Executive Director of the Gatwick Diamond Initiative, her role is to promote the area, attract investment and influence public sector decision making.

Matthew Goggins, Head of Public Affairs, National ExpressMatt Goggins is Head of Public Affairs at National Express, the UK’s largest scheduled coach operator - over 1m people use their coaches to get to or from Gatwick Airport each year.

Martin Heffer, Technical Director, Rail & TransitMartin is a business representative on the board of Coast to Capital LEP focusing on infrastructure issues; a specialist in the planning and delivery of major transport schemes he is a Technical Director with the multidisciplinary consultancy Parsons Brinckerhoff. He is currently on secondment to the Department for Transport as part of its Project Representative team within High Speed 2 which provides assurance on the project.

Chris RowleyChris Rowley is Lead Strategic Planner for London and the South East at Network Rail, responsible for medium and long term planning on all Network Rail routes within the Sussex, Kent, Anglia and Wessex Route areas.

Hugh Sumner, Surface Access Advisor to Gatwick AirportHugh works currently with Gatwick Airport on improving surface access in support of the second runway. Prior to this he spent 10 years winning and executing the 2012 Games: He was Director of Transport at the Olympic Delivery Authority, having helped win the Olympics for London. This followed on from spells running a railway engineering Company and leading the operations and maintenance of the London’s Tube network.

Stewart Wingate, Chief Executive, Gatwick AirportPrior to Gatwick Stewart held a range of different roles within BAA, first as Customer Services Director of Glasgow Airport, then as CEO of Budapest Airport and most recently as Managing Director of Stansted Airport. Prior to that he worked for Black & Decker. Stewart is a Chartered Engineer and Fellows of both the Institute of Engineering and Technology and the Chartered Institute of Marketing. He has a Masters in Business Administration with distinction and a first-class honours degree in electrical and electronic engineering.

It is another year until the Airports Commission makes its recommendation on where the UK should build its next runway. London Gatwick believes that expansion at Gatwick is the obvious solution. Expanding Gatwick creates the market that works for all passengers A two-runway Gatwick in competition with a two-runway Heathrow will encourage greater competition, spur innovation, drive greater cost efficiencies and result in lower fares for passengers. The alternative is returning to a market with one dominant player where passengers will end up paying more for less choice and less convenience. Expanding Gatwick will deliver greater economic benefits for the whole of the UK Expansion at Gatwick will deliver an overall economic benefit to the UK of around £40 billion more than expansion at Heathrow and at no additional cost or risk to the taxpayer. Expansion at Gatwick would attract new businesses creating an additional 120,000 jobs across London and the South East. Only expansion at Gatwick will help maintain Britain’s leading position in the global race The Gatwick proposal is best

placed to align with future aviation

trends - including continued market share gains by Low Cost Carriers, the spread of new

technology hub-busting aircraft, and the rapid rise of new hubs in the Middle East and Far East. Such trends confirm that a single dominant hub is not the best solution for the UK’s future needs. Only Gatwick can support growth of all airline models– full service, low-cost and charter – with affordable charges and facilities that enable efficient aircraft turnaround times. Building at Heathrow excludes the low-cost business model. Only Gatwick is the deliverable option Gatwick’s second runway is a straightforward construction project, building on land already set aside for runway expansion. Unlike Heathrow, it doesn’t involve putting the busiest stretch of the busiest motorway in Europe into a tunnel, which would cost the UK in excess of £1bn in disruption. The lower construction risk means a second runway at Gatwick could be built for £7.8 billion – considerably less than the cost of a new runway at Heathrow. This would result in airport charges that would be around a third of the price of Heathrow’s and an operational second runway by 2025. Many fewer homes will be under the flight path than at Heathrow but Gatwick has introduced Europe’s most progressive noise insulation scheme. If a second runway is built, Gatwick will also compensate those most affected with an offer of £1,000 per annum towards their Council Tax. The many planning, environmental, surface access and political difficulties associated with Heathrow means there is considerable doubt whether another runway would ever get built – giving the Gatwick option much greater certainty.
