Unified Capabilities as a Service- Acquisition

■ Goal:

• Conduct an acquisition of Unified Capabilities as a Service that meets

the Army’s priorities of needs yet adheres to the DoD Unified

Capabilities Master Plan (UCMP, 2011) and the UC Requirement

(UCR, 2013)

■ Requirements:

• Functional requirements

– Voice, video, chat/ IM, presence, screen-sharing

• Integration requirements

– EVoIP, Emergency Services, Enterprise Email, Global Video Services (GVS)

• Technical/ system requirements

– Authentication, authorization, Enterprise Directory Services (EDS)

– Global accessibility

– Interoperability, Info assurance certification

– Records management

■ What you can expect in FY15:

• Additional market research:

– Potential hosting/ deployment models

• Government-owned/Contractor Operated vs. Contractor Owned/Operated

• Continued, ongoing synchronization with network modernization efforts:

– Multi-Purpose Layered Switching/ Joint Readiness Security Stacks (MPLS/

JRSS)

– Installation Infrastructure Improvement and Modernization Program (I3MP)

• Limited user pilot/ “pathfinder” (tentative)

– Scope could vary from 4,000 users to 400,000 users

■ Goal:

• Continue to transition AKO in accordance with the SecArmy’s directive and the

Army’s directed change to the Capabilities Production Document

■ Requirements:

• New capabilities production document (CPD)

– Availability of Single Sign-On (SSO) and Lightweight Directory Access

Protocol remain high (>99%)

– Availability of other AKO components reduced

• Draft performance work statement (Fed Biz Ops, 29 Oct ‘14)

– Operations and Maintenance (O&M)

– Transition planning

– Modernization

– Integration services

– Technology insertion

– Information assurance, accreditation and certification

• AKO email functionality (mailboxes, forwarding) goes away

– Other functionalities may also go away

• Move SSO fail-over capability to ALTESS

• Publish request for proposal (RFP) for O&M
