Arizona Section Newsletter March 2018 Arizona Section Manager, Rick Paquette W7RAP ARRL Southwestern Division Convention Is A Great Success The Southwestern Division Convention in Yuma on February 16 and 17 was well-attended and a tremendous effort by the Yuma Amateur Radio Club (YARC) team led by Jeff Weeks (W7JLW) and a dedicated group of volunteers who worked hard all weekend long to be sure everything went smoothly and successfully. Several ARRL Section and Division personnel helped attend to the Tables and the ARRL Special Event station W1AW/7, which ran all day Friday, Saturday and into Sunday Morning, Over 250 contacts were made and 37 states and many foreign contacts were made. All contacts were uploaded to Logbook of the World (LOTW) so QSOs can be verified. Division Director Dick Norton (N6AA) gave a good update on recent activities at ARRL HQ as well as insights as to the direction and changes in several of the Leagues policies and plans. Craig McVeay, (N0CSM) one of the ARRL "Force Of Fifty, gave an excellent presentation “My Experiences Providing Communications in Puerto Rico for the Red Cross”. Craig was one of the amateur operators that were sent there by Red Crosses request to ARRL. Former ARRL -AZ Section Manager Tom Fagan (K7DF) gave multiple talks on Station Operation and Stealth Antennas, and there were multiple presentations on the New AREDN networks being expanded throughout Arizona. Section Emergency Coordinator, Dennis Bietry KE7EJFThe dry winter that we have had is the perfect recipe for a bad Wildfire Season. If you live in the rural areas, now is the time to prepare. Make sure your house has a cleared defensible areas to keep it safer. Have plans and go bags ready for you and your family to bug out should an evacuation order be given and don’t forget about your pets. If you plan on being a communicator, make sure your family is safe first and then volunteer to support the effort. Now is the time to prepare your radio go-bags and your 72 hour personal/survival go bags in case the call goes out sometime before the the end of the long upcoming fire season. As we have seen in the past, the Wildfires can spread rapidly and effect may people very fast. Don't get caught ill prepared.

Now is also a good time to take those ICS classes that will help you better understand how you fit into a response. Those classes are IS-100b, IS-200b, IS-700a and if you want to work in an EOC of any type, IC-800b. They are free and can be taken on line at www.training.fema.gov/IS and then send copies of your Certificates to you DEC. Let’s be prepared this summer.

Official Observer Coordinator, Jeff Daugherty W0NWAAn Arizona ham had alerted the OO's about harmful interference to the 447.650 repeater located on Usery Mtn. This ham provided video and audio which helped to Positively identify a business in Mesa,AZ. If anyone has any issues, any type of recording be it voice, or video helps tremendously. Also remember it takes time for things to get done. We are on the bottom of the food chain with the FCC, but evidence helps speed things along. The goal is to hand the FCC an issue with all the documentation. Then, all they have to do is verify and send a warning letter or possible fines. etc.Before contacting the OO's with an issue, please remember the following. 1. Is this an on going issue? 2. Have you documented times and dates? Do you see a pattern? 3. Do you have any evidence? Recordings etc? If you can answer yes to all three questions then feel free to contact an OO or the OOC. One time issues. or personal arguments etc are NOT handled by the OO's.

Youth and Scouting, Tom Fagan K7DFWe have radio merit badge instructors in Phoenix and Tucson, however requests are coming in from other areas in the state. If you are interested, we have the complete instructor presentation, updated for the new Radio Merit Badge book, already put together. Local Government Liaison, Virgil Silhanek K7VZWe are still monitoring the status of SB1261 which would prohibit texting while driving in Arizona. They have added wording that exempts Amateur Radio. The bill has passed Senate committees and is waiting on a Committee of the Whole reading to discuss amendments before being voted on and sent tothe House. Please help us in the at the state, city, and local levels of government to ensure that Amateur Radio is exempted from any texting while driving regulation. We need your eyes and ears to alert us of any proposals before they are passed.
