More than half of employers expect ne

National LivingWage to affect salary bMORE than half of all employers (54 percent) say that the new National Living Wage(NLW) will have an effect on their wage bill,with three in 10 of those organisations thatwill be affected by the new higher wage floorplanning to raise productivity in response toits introduction.

This is according to a new survey publishedtoday by the CIPD, the professional body forHR and people development, and the Resolu-tion Foundation.

The survey of 1,037 employers, whichlaunches a joint CIPD/RF investigation intohow firms in low-paying sectors will adaptto the NLW, shows that the higher wage floorwill have its greatest impact in retail (79 percent) and hospitality (77 per cent), wheremore than three-quarters of employers saytheir wage bill will be affected.

In addition, more than two-thirds of em-ployers in the healthcare sector (68 per cent)will be affected.

Overall, almost one in five employers (18per cent) say that they will be affected to alarge extent by the NLW, a figure that risesto around a third in retail (33 per cent) andhospitality (32 per cent).

Asked for the three most important thingsthey plan to do in response to the NLW, em-ployers are most likely to say that they intendto manage these higher costs by improvingefficiency/productivity, with 30 per cent of employers intending to do this.

Taking lower profits/absorbing costs is thenext most popular response (22 per cent),followed by reducing overtime and bonuses(16 per cent), raising prices (15 per cent) andreducing the number of their employeesthrough redundancies or slower recruitment(15 per cent).

Fewer than one in 10 employers say thatthey will reduce the basic pay growth ratefor the rest of the workforce (nine per cent),reduce hours (nine per cent), hire moreworkers under 25 (eight per cent), hire moreapprentices (eight per cent) or cancel/scaledown plans for investing in or expanding thebusiness (seven per cent).

The CIPD and the RF note that the respons-es differ by type of employer. For exam-ple, small employers (one to 249 staff) aresignificantly more likely to say that they willrespond by raising prices (25 per cent) thanlarger employers (250-plus staff) of whom just10 per cent say that they will respond in thisway.

A higher proportion of public sectoremployers (21 per cent) say they plan to cutthe size of their workforce as a result of theintroduction of the NLW than private sectoremployers (13 per cent).

The CIPD and RF welcome the fact that somany employers plan to raise productivityin response to the new higher wage floor.However, they warn that securing these gainsmay be challenging for many firms.

The survey also finds that of those firmswho say that they will be affected by theNLW, 26 per cent say that it will reduce paydifferentials between those affected and theirsupervisors/managers.

However, with almost as many employers(20 per cent) saying that they would maintainpay differentials, the NLW also looks set tohave a positive “ripple effect” for workersalready earning above the new wage floor.

This finding supports recent RF research,which estimated that 2.8 million workerswould directly get a pay rise as a result of thenew National Living Wage by 2020, with a fur-

ther 3.2 million workers receiving an indirectbenefit as employers seek to maintain paydifferentials between staff.

However, 46 per cent of employers whoexpect to be affected by the NL Wage do notyet know what impact it will have on paydifferentials within their business, so there isstill considerable uncertainty over what theeffects will be.

Just over a quarter of employers (28 percent) think that cuts to corporation tax andnational insurance will offset at least someof the extra wage costs, though only one in 10says the tax cuts will offset most or all of theincreased costs.

However, reflecting the fact that manyemployers have yet to fully assess the impactof the range of taxation changes, 30 per centwere unable to give a response.

Mark Beatson, chief economist at the CIPD,said: “The NLW was a bombshell for mostemployers when it was announced in July.

It comes into force in April next year, whichdoes not give employers a lot of time to pre-pare. Hence we found 26 per cent of employ-ers in September saying that it was still toosoon for them to say how they would managethe cost implications.

“For those who have started to think aboutthe consequences, the emphasis on efficiencyrather than cost-cutting is welcome.

“However, our research also suggests thatonly a small proportion of firms see anysubstantial connection between the NLW andother changes to taxes and National Insur-ance Contributions.

“If the Chancellor wants to provide anymore support for businesses grapplingwith the NLW in the Autumn Statement, itmight be better delivered through enhanced

business support or special help fsector rather than shaving small ageneral business taxation.”

Conor D’Arcy, policy analyst at ttion Foundation, said: “The new Nhave a huge impact on the labour when it comes into effect next Aprmillions of workers set to get a pahalf of all employers saying that affected.

“It’s encouraging that so many fthat they’ll respond to the new higfloor by improving ef ficiency. Butlivering this will prove challenginsectors, and it’s important irms arnecessary support to boost produ
