The E.J. Ward is currently the vendor of the passive fueling system for the City of Los Angeles fleet. Thus, the passive fueling system installed in this vehicle shall be compatible with the E.J. Ward Fueling System. If using the E.J. Ward Passive Fueling System, it shall be the Canceiver unit or the latest updated model, with the correct antenna for the vehicle model connected to each fuel tank filler neck.* The Canceiver unit shall be installed under the dash with the wiring harness secured conspicuously underneath the vehicle floor and as per the diagram in Exhibit A attached or as specified in the E.J. Ward installation manual. Vendor shall obtain information for correct Canceiver and antenna(e) for specific vehicle from:

Vendor will be responsible for any required repairs or alteration and/or rewiring of the unit components within one year after the vehicle has been put in service, unless unit failure or component malfunction was caused due to negligence by City personnel.

Note: * If vehicle has an auxiliary fuel tank of at least 12-gal capacity, the auxiliary tank shall be fitted with antenna for the passive fueling system.

Technical Services shall supply one set (per equipment unit) of decals for installation by vendor. Technical Services will provide the exact location of decals and equipment number(s) at final inspection. Depending on equipment type and surface area limits, decal locations may be subject to change. City of Los Angeles decals shall include the following: • Two (2) City of Los Angeles Seals: One (1) decal shall

be installed on each side of the equipment. • Three (3) sets of Equipment Numbers: A five (5) digit

number shall be installed on both sides of the equipment and at the rear of the unit.

• Two (2) Department Decals: One (1) department decal shall be installed on each side of the equipment. Some equipment may require a rear decal.

City of Los Angeles Policy States: We must account for all City of Los Angeles decals. Furthermore: If any decals are damaged while in possession of the vendor, damaged decals will be exchanged with the City of Los Angeles on a one for one basis. Vendor is responsible to account for any lost or stolen decals. NO EXCEPTIONS.

LIGHTING:

All lighting shall comply with the mounting and orientation instructions of Division 12, Chapter 2, of the State of California Vehicle Code, and the Federal Motor Vehicle Safety Standards, as last revised.

Furnish and install license plate light and mounting for license plate.

WIRING:

All new wiring, and all wiring that is exposed, shall be installed in flexible non-metallic conduit, with crimped connectors, all properly insulated. All wiring passing through partitions or bulkheads shall have a rubber grommet at that point for chafe protection. All wiring shall be routed and secured to prevent damage from abrasion and heat. NOTE: “Scotchlok” connectors are unacceptable.

WELDING:

Welding fillets shall have good penetration, good fusion, good appearance, and shall show no cracks or undercutting.

All workmanship, welding, and construction to be in the best manner of the trade. Shall be subject to inspection and approval by Fleet Services.

PAINTING REQUIREMENTS:

All unwelded seams shall be sealed flush. All metal work shall be thoroughly cleaned, then washed to provide a good etched surface for paint adherence. At least one coat of prime, fog coat, and finish coat shall be applied with sufficient drying time between coats to produce a good finish, free of runs. All paintwork shall be sprayed.

COLOR: Cab, cab interior, hood, fenders, body, body interior, and all grill work not chromed shall be painted with National School Bus Chrome Yellow, U.S. Government Standard No. 595b-13538, acrylic enamel or with a City of Los Angeles approved equivalent. Wheels shall be painted factory gray, or factory equivalent. Frame, undercarriage, and fuel tank(s) shall be painted Black, Dupont Automotive DuLux. Interior trim and seat color shall be factory recommended colors.

SPECIAL REQUIREMENTS:

Noise Emissions:

A. Interior Noise: Shall comply with the Occupational

Safety and Health Act (OSHA) sound level (dbA) requirement in effect at time of award of contract, for an eight (8) hour maximum operator exposure time; measured at operator's ear with engine at governed RPM.

B. Exterior Noise: Shall comply with the Los Angeles

Municipal Code Section 112.05 Ordinance No. 161,574 which states the maximum noise emitted by construction, industrial, and agricultural machinery including crawler-tractor, dozers, rotary drills and augers, loaders, power shovels, cranes, derricks, motor graders, paving machines, off-highway trucks, ditchers, trenchers, compactors, scrapers, wagons, pavement breakers, compressors and pneumatic or powered equipment shall not exceed 75 dbA at a distance of 50 feet, in conformity with test procedure under Ordinance 156,363 of the Los Angeles Municipal Code Section 111.02. Also, shall comply with California Vehicle Code Noise Standards, Division 12 Article 2.5

The above specified Manuals, Books and other items are to be included in the equipment purchase price(s). TRAINING: (Mechanical) Vendor shall provide Manufacturer Authorized training classes for a minimum of:

Two (2) four (4) hour training sessions for City mechanical personnel.

Training shall be at their Los Angeles work locations, which may require classes on both day and evening shifts. Such classes shall include but not limited to:

• Engine familiarization of fuel and ignition system, engine Diagnostics

• Transmission: Familiarization, Troubleshooting and Diagnostics.

• Brake System: Familiarization, Troubleshooting and Diagnostics.

Shall furnish and install a "Whelen" Liberty II IB8FFFF-CO Super-LED Amber warning light bar, with Clear Lenses and options: 12 IBDLFF, and 1 IA3. Shall have four (4) corner Amber/Clear Linear Super-LED’s, and twelve (12) inboard; (6)front facing, and six (6) rear facing directional Amber/Clear Linear Super-LED’s to function as a Traffic Advisor, with two (2) Super-LED alley lights with Clear Lenses. Lightbar shall include mounting feet best suited for vehicle applications.

Mounting location shall be determined at pre-production meeting. Mounting hardware shall be manufacturers recommended for equipment installed and model of vehicle; Strap kit.

All Lightheads shall be certified Title 13 compliant.

NOTE: “NuTech” model NUP-4 single entry shrinking seal shall be installed where the wire passes through body where applicable. Use of silicon sealant is unacceptable. All wires shall be tightly secured and concealed when possible.

LIGHTBAR CONTROLLER: Shall provide a "Whelen" low profile back-lighted all function light bar controller, Model PCC8R, installed in the cab. Switches shall be permanently labeled; mounting location to be approved by the City prior to installation. Switches 1) Amber warning, 2) Take-Down light, 3) Left alley light, 4) Right alley light, 5) Rear warning, 6) Rear Work light, 7) Rear Traffic Advisor LEFT, and 8) Rear Traffic Advisor RIGHT.

BATTERY DISCONNECT: Shall furnish and install “MnStar EDH40VM-CO”, Direct Power and Ground Power Prep Package to support aftermarket equipment without interfering with any OEM cables/wiring, isolating it from the vehicle. Shall include a programmable solid state voltage sensing timer, model DR38. All devises shall be compatible with existing electrical system components; shall be located in an easily accessible location, exact location to be determined at pre-construction meeting.

Shall have all necessary circuit protection.

OPTION B LIGHT BAR: (Without Traffic Advisor)

Shave provide a “Whelen” Traffic Advisor™ model # TANF85 with controller model number TACTLD1 and TANBKT1 mounting bracket. The traffic advisor shall be solid state, vibration resistant incorporated in a rectangular extruded black aluminum chassis with eight amber Super-LED modules and 25’ of cable (single run).

NOTE: Mounting location shall be determined at pre-production meeting. Mounting hardware shall be manufacturers recommended for equipment installed and model of vehicle.

OPTION D WORK LIGHTS:

Furnish and install four (4) Marine grade work lights, “Whelen” Model No. MPPBBS with external switch and protective guards or equal. Lights shall be installed at headboard and rear of utility body. Final location shall be determined at time of initial City inspection. Light switch, indicating light, and permanent placard shall be dash mounted where deemed acceptable by the City.

360-degree revolving LED amber warning light, "Whelen" Model #L31HAF with branch guard #L360BGB. Shall include a permanently labeled switch and indicator light on dash. Without ladder rack, shall be cab mounted on a "Acari" vertical surface mounting bracket No.RTM101LP. Otherwise shall be post mounted on outside of ladder rack and above ladder rack load area directly behind cab on driver side.

A rubber grommet and weather seal shall be installed where light wire passes throughout cab roof. Wiring conduit shall be protected from falling debris.

OPTION F SPARE TIRE:

One (1) full size spare tire and aluminum wheel of the same size, brand and model as those mounted on the vehicle. Shall be securely mounted in factory recommended location or in truck bed for utility body configuration.

OPTION G ENGINE:

It is the intent of the following specifications to describe the type of body desired, as well as the equipment options required with this body type.

Shall be a Knapheide model EC676F or equal utility body with a configuration of two (2) lower vertical front compartments, and (2) horizontal compartment extending from front to (2) rear compartments. Shall have (2) flip top compartments. Note: Rear stabilizer bar and additional spring shall be

provided to maintain the utility body leveled with various optional equipment mounted on the body, if necessary.

Dimensions:

CONSTRUCTION: The body shall be constructed of galvanized steel. Body portions shall be constructed of 16-gauge steel. Compartment tops shall be strengthened by the use of embossed ribs, which run the entire length of the body. The body shall have 10-gauge (minimum) steel end and intermediate crossmembers with longitudinal stiffeners between crossmembers. Shall have reinforced bridge over wheel housings.

FLOOR AND BULKHEAD: Body floor shall be 43-inch wide, with drainage outlets. Floor shall be covered with 12-gauge diamond steel plate. Floor shall be strengthened underneath with hat section stiffeners between crossmembers. Bulkhead and end panels shall be 14-gauge steel with a full width channel stiffener. Bulkhead shall have expanded metal to protect rear window.

COMPARTMENTS: All compartments depths shall be 14-inch deep (minimum). Shall have Dri-Dek liner on all compartment horizontal surfaces.

Full-length gutter drains shall be provided over all compartments. Shelving adjustment shall be heavy-duty reinforced metal hat sections.

Curbside and street side compartments shall have the following approximate dimensions:

Forward Vertical: Located under Horizontal Compartment (Both Sides) Shall be 15" high x 11" wide.

Horizontal: (Both Sides) Shall be 15" high x 56" wide.

Lids shall be full length with water proof hinge and front gutter rail. TAILGATE: Shall be double panel, welded construction, fabricated of 14-gauge steel with two (2) stiffeners. Shall be 12 inches high and shall open out to floor level. Shall be held by two (2) arms and not by chains and shall provide a clear width. Lock shall be spring loaded twist type for easy closure.

GRAB HANDLES: Two (2) chrome plated grab handles shall be installed on body rear. Shall be 3/4-inch diameter and 12 inches long to facilitate access to bed area.

Complete underside of load body and all exposed sheet metal shall be coated with Heavy 3M undercoating compound. This shall not include the running gear, suspension, hydraulic components, electrical wiring.

OPTION Q LADDER RACK:

Shall have a capacity of not less than 1000-pounds and shall extend from rear of the bed to a point over the cab so as to protect the cab and provide support for long materials. Up-right supports shall be secured to the front and rear corners of the bed without interfering with doors of any side bed boxes. The horizontal side and crossmembers shall be gusset braced where they join the uprights. Cab overhang shall be braced by “bridge” or other method providing equal strength. Rack shall be equipped with three (3) side rail tie downs on each side and shall be located on the front, center and rear of the rack.. Rack shall also have four (4) ratchet strap hold-downs. Two (2) on the curbside and two (2) streetside. Shall be compatible with side tool boxes if used.

Straps shall be 1 ½ inch wide. Rack shall not be wider than cab at its uppermost point. Shall have adjustable ladder rack guides and rubber-covered rollers on rear crossmember. Rear crossmember shall have provision to swing away and lock in place with a leashed lock pin.

OPTION R D-RINGS: (Recessed)

Furnish and install four (4) “Eberhard” flush mounted “D” rings with backing plates on utility bed floor at each corner.

OPTION S TIE-DOWN HOOKS/CARGO RESTRAINT SYSTEM:

"TRIK TRAK" cargo restraint, hardened T-6 aluminum slide rail tracks shall be provided and installed with eight (8) stainless steel locking rings on both top bed rails and the full length of bed.

OPTION T CONDUIT BOX:

Furnish and install a 6” high x 10” wide x 122” long conduit box from 14-gauge steel. Shall have a lockable rear access door. Shall be mounted on the street side of the ladder rack, and shall not interfere with the rear roller.

Furnish and install one (1) “Rigid” Model BC-410 chain type pipe vise. Shall be mounted on the curbside end panel and shall have an interior backup panel for extra strength. Spot-weld the mounting bolts to prevent theft.

OPTION V VISE:

Shall have a “Wilton” Model 744 or equal, combination 4 inch jaw width forged vise with swivel base and shall be permanently mounted at the rear of body on the curbside of vehicle. All bolts holding vise in place must be tack welded to prevent theft.

OPTION W VISE BRACKETS:

Furnish and install two (2) “CTEC” VB-11 or equal, removable heavy-duty vise brackets. Install on street and curbside end panel. Body panel shall be reinforced with 3/8-inch steel plate where vise bracket is installed. Vise bracket shall be pad-lockable.

OPTION X COMPARTMENT LIGHTS:

Each compartment shall have "Vista" lights, or equal, in the inside perimeter. Lights shall be rivet mounted and protected by the doorjamb, each compartment shall include an on/off switch. A master switch and indicator light shall be installed inside the cab to alert driver that power to lights are energized.

OPTION Y ELECTRIC GENERATOR:

Install an electric rotary generator “Redi-Line” Model DA12L-1600-1 in the curbside front lower compartment. A City representative shall determine exact location at time of initial inspection. Voltage input shall be 12 volts with a 1600-watt output. Continuous output current shall be 14.5 Amp. Unit shall be able to operate without vehicle engine running. Shall have two (2) 3-prong, duplex type, electric outlets, 120 VAC, flush mounted, “Hubbel”, No. GF352 or equal: One (1) shall be mounted on the curbside front compartment between body and cab and one (1) on the rear curbside body panel, Outlets shall be housed in weatherproof enclosure with snap open covers. All outlets on body and generator shall be U.L. approved, G.F.I. protected and labeled with riveted placard as to voltage and usage

12-volt system, negative ground.

Batteries: Provide one (1) 540 CCA (minimum) battery for the engine and one (1) additional auxiliary “OPTIMA” deep cycle battery for auxiliary equipment such as warning lights, etc. The auxiliary battery shall be a 750 CCA (minimum) and shall be mounted in the engine compartment or a lockable battery box, 16-gage (minimum) steel in a location to be approved by the City prior to installation.

Alternator: Shall be 110-ampere (minimum) manufacturers rated capacity with 40-ampere (minimum) at engine idle RPM. A factory installed continuous duty solenoid dual charging system shall be provided to charge both batteries simultaneously and to prevent the truck battery from draining into the auxiliary battery when the auxiliary battery is in use. Solenoid rating shall be compatible with all electrical components and installed according to manufacturer.

All electrical circuits shall have circuit breaker protection devices.

OPTION AA CAMPER SHELL:

Furnish and install “Snug Top” or “Innovation” standard cab height shell. Shall have gas cylinder operated side and rear lift type doors with tinted safety glass. Shall have fixed front glass window. Shell shall be constructed of hand laminated fiberglass reinforced with polyurethane foam and shall have a gelcoat finish color to match the color of the truck. Dimensions shall be approximately 60" wide by 20" high and shall cover the full length and width of the cargo bed. Rear and side lift doors shall have heavy duty hinges and two-point cam-lock type locking mechanism with inside and outside door handles. Shell to cargo bed fasteners shall be located inside cargo area. External fasteners will not be accepted. All shell and body contacts shall be sealed and weather proof. A 12-volt cargo dome light with switch shall be installed on inside rear of shell.

OPTION BB TONNEAU COVER:

Shall be a “Snug-Top” full bed tonneau cover with clamp on mounting system, or equal, painted to match truck body. Shall have two (2) gas shocks for lift assist, and have a two-point lock system with four keys.

Below the sliding tray shall be a storage space for bulky tools and materials. “Dri-Deck” liner on all horizontal surfaces. All tool boxes on the truck shall be keyed alike.

OPTION DD SIDE-BED TOOLBOX:

Furnish and install two (2) “Weatherguard”, or equal lockable weatherproof Lo-Side Boxes, low silhouette side-bed toolboxes mounted on each side of the bed. Vision from the rear cab Rear window shall not be obstructed when toolbox is installed. Shall be compatible when used with cross-bed tool box. Shall have covers equipped with self-locking arms for supporting the covers in an open position. “Dri-Dek” shall be installed on the floor and tray of tool box. All boxes must be from the same manufacturer. No Exceptions. All tool boxes on the truck shall be keyed alike. The City spec writer at the pre-production meeting shall determine exact location of box.

OPTION EE ADDITIONAL KEYS:

Two (2) additional master keys, factory type with extra wide grips. Keys shall be programmed.

"Tommy Gate" Series G2 or equal. Lift-gate shall be all aluminum construction, 12-volt electric-hydraulic powered with not less than 750 pounds capacity. Power source shall be from the auxiliary truck battery. Lift-gate shall have white and red reflective tape installed on rear of gate in a chevron pattern.

Dimensions: Depth - 38" (minimum). Foldout extension with ramp - 6" (minimum). Width - full width of bed.

Construction and Installation: Platform shall be of the tapered, fold-out type. The lift gate shall fit snug against the body in the raised position and sit level on even ground when lowered. Platform shall be 2-piece extruded aluminum. A safety latch to lock platform in the vertical position shall be provided and installed at both corners of the body.

Control: Controls shall be located at the right corner of the body and shall provide power lifting and gravity lowering. Controls shall be accessible from ground and bed levels. Shall have a warning sound alarm when lifting and lowering platform.

Hydraulics: Unit shall be provided with a sealed hydraulic system with heavy-duty cylinder. Hydraulic system shall include but not be limited to a relief valve, a check or holding valve to safely hold the gate in the raised position and a flow orifice for controlled lowering of the platform at its maximum rated capacity.

Pintle Hitch: “Holland” PH-30 pintle hitch shall be installed. Throat of hitch shall be 20-inches from ground level, unladen. Shall be braced and adequately secured to truck frame to withstand maximum loads on hitch. Install two (2) safety chain eyes, one (1) on each side of hitch. Shall have an engraved placard near trailer hitch with a label stating “CAUTION DO NOT TOW A TRAILER WEIGHING 3,000 POUNDS OR MORE UNLESS EQUIPPED WITH SURGE BRAKES”.
