Introduction

The Correctional Service of Canada (CSC) and Saskatchewan Justice collaborated during the summer of 1997 to compile the following resource list of initiatives pertaining to restorative and related approaches to justice. The project's objective was to provide the participants of The Canadian Congress on Criminal Justice (Congress '97) and other interested parties with a resource list of recent and upcoming activities relating to the emerging fields of restorative justice and alternative dispute resolution.

Some of the events and initiatives in this compendium were inspired by "Achieving Satisfying Justice: A Symposium on Implementing Restorative Models" which was held in Vancouver in March 1997, while others were already in their planning and development stages. We have attempted to include only recently completed, new, or upcoming activities, and have tried to avoid duplicating those initiatives already ùidexed in other compendiums such as "Satisfting Justice" .

This resource list is not exhaustive. The scope of the research was limited to information provided through a survey of individuals who attended the "Achieving Satisfying Justice" Symposium. As a result, many relevant activities may not be included, nor is the document evaluative in nature. It is our hope, however, that this list will provide readers with a flavour of the various initiatives underway across the country, as well as a sense of the climate that is developing in this field. We have also included a few international events that came to our attention during the completion of the survey but no attempt was made to compile an extensive overview of international activity in this area.

We extend our thanks to summer student Jennifer Reynolds (CSC) and research consultant Wendy Stone (Saskatchewan Justice) who conducted the research for the project. 'Saskatchewan Indian Police Agreements This project involved development of a model policing agreement in 1993 which has led to the creation of 15 community services policing agreements covering 26 Bands in the Province. This work is ongoing and it is likely that as many as 50 Bands will be covered by such agreements by the year 2000. Police management boards, involving the use of elders and community justice workers, have responsibility for policing on reserves.

Saskatchewan First Nations Training Programs


This program involves the development of a training program comprised of First Nations Community Justice Workers who can facilitate the establishment of First Nations Justice Committees in considering options for Justice reform. Plans include the development of a First Nations Justice certificate program through the Saskatchewan Indian Institute of Technology and a detailed Justice training program offered through the Saskatchewan Indian Federated College.

Saskatchewan Child and Family Services Agreements

This initiative has involved the development of 6 Child and Family Services Agreements between various Tribal Councils and the Province. These Agreements have been developed on an interim basis in order to gain experience and greater control over difficult decisions about the best interests of First Nations children and families. This experience has provided a more complete appreciation of youth Justice and family Justice issues affecting Saskatchewan First Nations citizens, both on and off reserves.
