1.0 Introdution and Location

1.1 The Ranelagh Avenue Architectural Conservation area was adopted by Dublin City Council on the 7th July 2014.

1.2 Location: Ranelagh Avenue is a short andnarrow cul de sac located centrally in Ranelagh to north east of and to the rear of commercialproperties fronting Ranelagh Road.

4.0 Description of Character

4.1 Historic DevelopmentIn Rocque's 1773 map a new short road is markedgoing from the main road in Ranelagh to what wasthen the old Ranelagh Gardens. No buildings aremarked, but it is likely that this was RanelaghAvenue. Building is thought to have begun in thelast decades of the 18 Century, but No. 1 is the onlyhouse remaining from this period. This was part of aterrace of four houses, three of which weredemolished in the 1960s-1970s. A new terrace oflocal authority houses was built on the site and fitswell into the avenue. By 1816 most of the south sidewas built. The house at the end (no. 12) as well asnos. 5, 6, 7 were built in the 1880s. Originally calledWestmoreland Row, the name was changed toWestmoreland Terrace in the 1850s and toRanelaghAvenue in the 1860s, about the same timeas the north side of the terrace was built. Druitt'scottages, now nos. 21a, b and c Ranelagh Avenue,were also built then in what appears to be a piece ofground attached to no. 21.

Jeremiah Hodges Mulcahy lived in No. 18. A nativeof Limerick, he exhibited in the RHA from 1848 to1878. He had a school of painting in CatherineStreet, Limerick, and five illustrations from drawingsby him are published in the 19 Centurytopographical history Another artist,W.P. Rogers, lived in No. 21 about the same time.Baker's abattoir was situated at the rear of AlliedIrish Bank.

4.2 General Character

5.0 Existing Designations

5.1 Zoning

The general character of the street is two and three-bay two-storey terraced 19 Century structures withGeorgian like features including railings to the frontdoor and semi-circular fanlights. Two-bay terracesline the northern side of the street while three- bayterraces line the southern side. The overall specialcharacter of the street is formed from the overalluniform terrace of buildings fronting this narrowstreet.

The majority of Ranelagh Avenue and the areaIncluded in the architectural conservation area iszoned Z2 “To protect and/or improve the amenitiesof residential Conservation areas”. Buildings close to Ranelagh Road are zoned Z4 “To provide for andimprove Neighbourhood facilities” ,including House No.1.

5.2 Record of Protected Structures

TheArchitectural ConservationArea is comprised of15 houses. The 15 houses, 5-12 and 14-21Ranelagh Avenue (Reference no’s6939-6954),(See next page 6) were deleted from the Record ofProtected Structures by Dublin City Council at themeeting of April 2013.

6.0 ACA Policy

To seek to preserve, protect and enhance thearchitectural quality, character and setting of thenineteenth century building characteristics within theArchitectural Conservation Area (ACA) and to ensurethat any changes preserve and enhance its character.

To remove structures Nos. 5 to 12 and Nos. 14 to 21from the RPS and replace with an ArchitecturalConservation Area. (No. 1 Ranelagh Avenue willremain on the RPS as this structure dates from the 18Century).

7.0 General Objectives

7.1 To encourage the retention of originalwindows, doors, renders, roofcoverings and other significantfeatures of historic buildings andlandscape features within theACA.

7.2 To ensure that any development,mod i f i ca t ions , a l te ra t ions , o rextensions affecting a structure withinan ACA are sited and designeda p p r o p r i a t e l y , c o m p l y w i t hdevelopment standards and are notdetrimental to the general character oftheACA.

7.3 To encourage the reinstatement oforiginal features (see section 8.2 fordetails).

8.0 Guidelines to Homeowners in Architectural ConservationAreas

8.2 General Alterations and Domestic Extensions

Alterations that would be considered to materiallyaffect the character of the ACA would requirepermission. The works set out in Classes 5, and 7of the Planning and Development Regulations 2001are not exempted development.

Rear domestic extensions (Class 1) in accordancewith the conditions and limitations set out in Schedule2, Part 1 of the Planning and DevelopmentRegulations 2001 are exempted development and donot require planning permission.

Roofs

8.3 Guidance for Works to Particular Elements of Buildings

Note: Before starting any work, homeowners areadvised to contact the Conservation Section of DublinCity Council.

The roof is often an important feature of a historicbuilding that can make a significant contribution to thecharacter of an area. Historic roof materials andfeatures such as chimneystacks, chimneypots, naturalslates, dormers, roof lights, as well as details such asdecorative ridge tiles and finials all form an integralpart of the character of the building and should beretained.

The loss or inappropriate alteration of historicmaterials and features is likely to be harmful to theappearance and character of historic buildings.Dublin City Council encourages the retention andreinstatement of traditional roofing materials. Whenroofing materials are replaced, it is important that asmuch as possible of the original material is re-used.Replacement materials should respect the design andmaterial of the original and the age and character ofthe building and/or the area.

Chimneystacks are both decorative and functionalfeatures of the roofscape and can be importantindicators of the age of a building and its internalplanning.

Arts, Heritage and the Gaeltacht

Walls are the main structural fabric of any building.Every effort should be made to retain or re-useoriginal facing brickwork, stonework or render styles.Alterations or repairs to external walls should respectthe original material and endeavour to match it inappearance.

Particular care should be paid to re-pointing brick orstonework. Methods should be employed tominimise damage to historic building material: anappropriate lime mix mortar should be used andshould match the appearance of the original pointing.Brick or stonework should not normally be renderedunless the surface was rendered

Particular care is required in relation to the painting,repainting or cleaning of historic buildings. Inparticular cleaning can have a marked effect on thecharacter of historic buildings. All cleaning methodscan cause damage if carelessly handled. Guidanceon what works require planning permission areprovided in the table below.

Windows and Doors

Door and window openings establish the character ofan elevation; they should not generally be altered intheir proportions or details. The depth to whichwindow frames are recessed within a wall is a varyinghistorical feature of importance and greatly affects thecharacter of the building. The size and shape ofwindow openings, window frame detai ls,arrangement and detail of glazing bars, and themethod of opening are important characteristics of ahistoric building. Wherever possible originalwindows should be retained and repaired. Improvedheat and sound insulation can be achieved inunobtrus ive ways by draf t -proof ing andsoundproofing measures, rather than replacement ofthe original window.

Doorways form an important element of historicbuildings and can add to the character ofconservation areas. Together with the door surround,fanlight, steps and original door furniture, doors canprovide a significant and prominent feature.

Rainwater goods Original rainwater goods are an integral part of thedesign and character of an historic building. They willnormally be cast iron, which if properly maintainedshould last many years longer than replacementplastic goods. Cast iron gutters, down pipes andhopper heads etc. should be retained whereverpossible. Plastic rainwater goods are not consideredappropriate on buildings where cast iron has beenpreviously used.

Exempted Works Works that require permissionReplacement of defective rainwatergoods that are of cast-iron and match theoriginal profile and design. Suitablyprofiled cast aluminium may be anacceptable alternative to cast iron.

Boundary walls and railings are importantarchitectural and streetscape features. The loss oralteration of these features over time will bedetrimental to the overall character of the area.Distinctive boundary elements include brick andstone walls, gates, cast iron railings, and stone andbrick plinth piers. Historic boundaries should beretained, repaired or reinstated as necessary usingappropriate techniques and detailed to match theoriginal. Particular care should be taken to repair orreinstate existing walls using appropriate techniquesand materials. Stonework if appropriate should belocally sourced. Special care should be taken to usethe correct lime mortar mix and method of pointing inbrick or stone walls.

8.4 Other general works to public realm:landscaping, parking, additions andsignage

The ACA should not be adversely affected because ofadditional traffic generation, servicing or parking.

Addition of features to the front elevation of buildingsis not permitted and the optimum solution would bethe attachment of such additions to rear elevations. Interms of wiring, new electrical and other wiring shouldbe underground. Redundant and unused wiringshould be carefully removed.

All works to the public domain includingenvironmental and utilities improvements and publiclighting should not detract from, nor add clutter to thecharacter of the area. The retention of historic publiclighting will be encouraged where possible. Any newpublic lighting, whether reproduction or contemporarydesign, should be designed to complement andenhance the architectural character of the area.

Natural features such as trees, hedges or landscapingthat contribute to the character of the ACA should beretained and protected in new developments.
