Alpena County Commissioners OfficeC/O: Tammy Sumerix-Bates, Executive Manager720 W. Chisholm Street Suite #7Alpena, MI 49707-2453

The Hooker DeJong, Inc, Architects, Engineers, Planners and Landmark Design Group Team is pleased to submit this Statement of Qualifications for the Alpena County New Jail Construction and Sheriff’s Office Project. The enclosed response is organized to provide you with an introduction to our experience and our project team, while following your request for proposal format.

Our team understands that the success of your project goes beyond meeting the budget and project schedule requirements. The true measure of success for this type of facility is how the space will function in a safe and efficient way for decades. Our experience in designing these types of facilities will assist you in assuring a long lasting, functionally efficient and environmentally friendly building.

This blend of experience and expertise will enable our team to hit the ground running, streamlining the process and assisting you in anticipating needs and challenges before they arise.

Hooker DeJong & Landmark serve communities. The team you meet will be the team that works on your project. We are about practical design and finding effective, efficient solutions to your facility needs. Please note the following:

• The Team has completed over 50 County jail projects in Michigan.

• Our Team has recently completed the new Wexford County jail project, the most recently completed jail project in Michigan, at a cost below $60 thousand per bed.

• Excellent working relationship with the Michigan Department of Corrections and the State Fire Marshall. We understand the specialized state code requirements for jails.

• Fair and competitive fee. As a local team, the County will spend less compared to out of state companies.

• 100% Michigan Architectural/Engineering team. All dollars spent remain in Michigan to support Michigan businesses.

Thank you for considering the HDJ and Landmark team for this very exciting project. We hope you will consider interviewing us so that you can meet the team with whom you would be working.

Sincerely,

David Layman - PresidentHooker DeJong Architects, Inc.

The firstexpansion and renovation of the Chippewa County jail was completed in 2000 and we could not have been more satisfied withhow smooth everything came together. A new 22,632 SF public safety building houses the city’s central fire operations and the county’s 911 central dispatch, and also serves as a firefighter training center. The location was considered strategic to the redevelopment of downtown, and therefore had to blend with the city’s master plan. There are five spacious bays for the city’s firefighting equipment, a central dispatch operations room, and firefighter training areas designed to simulate various technical rescue, ladder operation and water suppression scenarios. Training areas include a 3 story, 35’ tall training tower, a 758 SF training mezzanine and an 1190 SF training room with audio visual capabilities for classroom lecture. The facade and elevation were designed to be complementary to the downtown development plan.

MICHAEL E. KOBZA HALL OF JUSTICE115,800 SF renovation • 1,800 SF new Budget: $1,300,000 990 Terrace Street, Muskegon, MI 49440A full interior renovation of the six-floor building (19,000 SF per floor) and 1,800 SF of new construction, as well as extensive mechanical and electrical upgrades throughout the facility. A new screening area at the public entrance addresses security requirements, while the area’s three-story atrium with glass window walls creates a pleasant, light environment for visitors. These renovations enhance functionality and significantly increase the space of the existing courthouse, including creating new spaces for numerous departments and courts as well as enhancing security.

933 Terrace Street, Muskegon, MI 49440A 25,000 SF full interior renovation that included new office suites for nearly every department, new city council chambers, new holding cells for the police department, and mechanical/electrical upgrades throughout the entire facility. During this project, Hooker DeJong captured 2,000 SF of usable floor area for the client by improving department layouts and creating more efficient space plans.
