About the Zionist Organization of AmericaThe Zionist Organization of America is the oldest, and one of the largest, pro-Israelorganizations in the United States. Founded in 1897 to support the re-establish-ment of a Jewish State in the ancient Land of Israel, its presidents have includedsuch illustrious Jewish leaders as Supreme Court Justice Louis D. Brandeis andRabbi Abba Hillel Silver. The ZOA was instrumental in mobilizing the support ofthe U.S. government, Congress, and the American public for the creation of Israelin 1948.

With a national membership of more than 50,000 and active chapters throughoutthe United States, the ZOA today works to strengthen American-Israeli relations,through educational activities, public affairs programs, support for pro-Israel leg-islation on Capitol Hill, and by combating anti-Israel bias in the media.

The Jerusalem Post recently called the ZOA “one of the most important and influ-ential Jewish groups in the U.S. today.” Israeli Prime Minister Benjamin Netanyahuhas written: “The Zionist Organization of America, under the leadership of MortonKlein, has done important work in explaining Israel’s case to the American public,media, and Congress. The ZOA has performed a vital service by exposing andchallenging the PLO’s violations of the Oslo accords; by documenting and com-bating anti-Israel media bias; and by helping Americans understand the sharedvalues and mutual strategic interests that are the basis of U.S.-Israel friendship.”

In recent years, the ZOA has led a number of important pro-Israel campaigns. Itmobilized significant Congressional opposition to the nomination of Strobe Talbott,a harsh critic of Israel, for Deputy Secretary of State. The ZOA’s protests led to theresignation of John Roth, who had compared Israel to the Nazis, from the post ofresearch director for the United States Holocaust Memorial Museum.When anti-Israel extremist Salam al-Marayati, director of the Muslim Public Affairs Council,was nominated to the U.S. government’s National Commission on Terrorism, theZOA led the successful campaign to have his nomination withdrawn. The ZOAexposed and protested the anti-Israel statements and activities of Joseph Zogby, anextremist who had been hired as a senior aide to Assistant Secretary of State MartinIndyk; within four weeks, Zogby left his State Department position. The ZOA ini-tiated the establishment of Peace Accord Monitoring Groups in the U.S. House ofRepresentatives and U.S. Senate, to which more than 50 Members of Congressbelong. The ZOA played an important role in securing passage of legislation whichtightened the linkage between U.S. aid and Palestinian Arab compliance with theOslo accords. The ZOA also initiated the first-ever Congressional legislation con-cerning American victims of Palestinian Arab terrorism—requiring the State De-partment to provide regular reports to Congress on efforts to catch the killers.

The ZOA also sponsors important educational and cultural programs in Israel. ZOAHouse is the premier cultural center in Tel Aviv, and is visited by over 40,000people each month. The ZOA’s Kfar Silver school, on a 500-acre campus nearAshkelon, has provided education and vocational training for more than 50,000new Jewish immigrants and others, and has a current student body of over 1,000.The ZOA’s youth division, Masada, sponsors one of the largest programs for send-ing young Jews to visit Israel.

The promotion of hatred and violence ispervasive in the Palestinian Authority’smedia, schools, summer camps andreligious sermons. The PalestinianAuthority deliberately disseminatesmessages filled with anti-Semitic and anti-Israel hatred with the clear aim of promotingviolence against Israel and the Jewishpeople. These teachings foster anenvironment of hostility and violence, notpeace and conciliation.

Clearly, the Palestinian Authority has notobserved their obligation under the OsloAccords to terminate the messagespromoting anti-Israel and anti-Jewishhatred. Instead, the Palestinian Authority israising an entire generation of Palestinianchildren to despise Jews and Israel withtextbooks that urge the young people toengage in violence against the people ofIsrael. The calls to fight and eliminate Israelthrough holy war and martyrdom for Allahappear frequently in the school textbooks.

The Palestinian Authority’s mediareinforces this message in hate-filledbroadcasts with the explicit aim to promoteviolence. Palestinian television broadcastsa continuous flow of violent images withmessages glorifying the children in thestreets as martyrs participating in Jihad.These teachings send a direct message tothe Palestinian people to pursue thedestruction of Israel. We cannot tolerate this

behavior by a society that claims to becommitted to pursuing the peace process.

The continued promotion of hatred by thePalestinian Authority is unacceptable, as itnot only violates the spirit of the peaceprocess but also the letter of the OsloAccords. In signing the 1995 InterimAgreement on the West Bank and Gaza, theIsraeli government and the PalestinianAuthority agreed to use their respectiveeducational systems and media to supportthe peace process. Notwithstanding thatcommitment, the Palestinian Authority hasfilled the school textbooks and broadcastmedia with the most vitriolic condemnationof Israel and the Jewish people.

These messages of hatred and violence areabsolutely intolerable if there is to be anychance of peace in the region. Without afoundation of trust in the hearts and mindsof the Palestinian people, the peace processis doomed to failure. The PalestinianAuthority should be held to the commitmentit made in the peace process, not the leastof which is to use the media and schooltextbooks in a way that will contribute topeace between the Israeli and Palestinianpeoples.

It is my hope that this publication willenable people to understand the situation,and they will join in the campaign toterminate the hate-filled messagesdisseminated by the Palestinian Authority.

Foreword

The Oslo accords signed by Israel and thePalestinian Arabs required the transforma-tion of Yasir Arafat’s Palestine LiberationOrganization from a terrorist organizationto an organization that promotes peace withIsrael.

The accords specifically obligate the PLO’sPalestinian Authority to “abstain from in-citement, including hostile propaganda.”(Oslo II, Article XXII [1]) But it is morethan just a provision in a treaty. Arafat wassupposed to end hostile propaganda in or-der to begin to transform the hearts andminds of the Palestinian Arabs, so that theywould stop hating and murdering Jews.

Instead, Arafat has been sending Palestin-ian Arabs the same message of bigotry thathe was sending them before the Oslo ac-cords were signed. The PA has created aculture of hatred and violence comparableto the culture of anti-Jewish hatred createdin Nazi Germany during the 1930s. And inthe recent waves of violence, we have seenthe bloody results of Arafat’s incitement.

The PA uses its official television, radio,newspapers, school textbooks, summercamps, and religious sermons–which are itsprimary means of communicating with thePalestinian Arabs–to promote anti-Jewishhatred and glorify violence.

This report begins with a survey of the ha-tred and incitement just prior to, and dur-ing, the most recent waves of mass Pales-tinian Arab violence. But Arafat’s cultureof hatred did not evolve overnight. It hasbeen operating at full intensity since thesigning of the Oslo accords in September1993. This report therefore also examinessome of the central themes in the culture ofhatred as they have been promoted inrecent years.

As we review Arafat’s culture of hatred andassess its impact, we must always remem-ber the words of the noted historian PaulJohnson (in his book A History of the Jews):“One of the principal lessons of Jewish his-tory has been that repeated slanders aresooner or later followed by violentphysical deeds.”

I. The Hatred That Incitedthe Latest Violence

The latest Palestinian Arab violence againstIsrael erupted at the end of September 2000.Here is a sampling of the incitement pro-moted in the PA media during the weekspreceding the violence:

July 20, 2000 - “Knives and rifles”: theofficial PA daily Al-Hayat al-Jadidah pub-lishes a threat by the PA-appointed gover-nor of Khan Yunis, Sakhr Basiso, declaredthat the PA “will use all available meansfrom the kitchen knife to the

Kalatchnikov rifle [to achieve] the ultimatepurification of the land”. It also publishesa threat by Yasir Arafat’s wing of the PLO,Fatah, “announced a general call-up in itsranks as a preparation for the next stage.The movement announced the opening ofregistration for boys until the age of 16, forweapons training.” (Al-Hayat Al-Jadidah,July 20, 2000)

That same day’s edition publishes a noticefrom Arafat’s Fatah movement announcing“a general call-up in its ranks as a prepara-tion for the next stage,” with “the openingof registration for boys until the age of 16,for weapons training.”

July 21, 2000 - “Satan’s agents”: Theofficial PA Television repeatedly broadcasts

A one-year-oldIsraeli childinjured in aPalestinianArab attack

military parades and video clips of violenceagainst Israeli soldiers. The announcer de-scribes the Israeli soldiers on screen as“Satan’s agents” and “enemies of man-kind.”

That day’s edition of the PA newspaper AlHayat Al Jadidah publishes a statement bythe PA Mufti, Sheikh Ikrama Sabri, threat-ening “massacres and rivers of blood” if“Jewish prayer” takes place on the TempleMount.

July 23, 2000 - “Eternal struggle”: ThePA Television program “Good MorningJerusalem” features an artist with a paint-ing of Jesus between two Israeli soldiers.The artist tells the viewing audience: “Ourstruggle today against the Other is an eter-nal struggle; one can say that it began 2,000years ago and it continues until today. Iportray this with the figure of Jesus whocame to the world with the gospel of jus-tice, and the Other Side did what they didto him, and the Palestinian demands thesame justice, and they deal with us thesame way.”

July 24, 2000 - “Jewish murderers”: Theofficial PA daily Al-Hayat Al-Jadidah pub-lishes an article in its issue headlined,“Nazareth: The City Where the Jews Mur-dered the First Palestinian of Her Sons.” Thearticle declares: “Nazareth became famousas the place where Jesus grew up ... TheJews tried to attack the city many times inorder to disperse the people of Nazareth anduproot them, just as they obliterated manyArab villages ... The forces of the Zionistoccupation did not succeed in altering theface of the Palestinian Nazareth, and thatshe did not forget and will not forget herfirst son that the Jews betrayed and handedhim over to the Roman emperor, and per-sisted until he was taken out to be killed.”

July 28, 2000 - “Kill the Jews”: PATelevision broadcasts a speech by theIslamic preacher Dr. Ahmad Yusuf AbuHalbiah, in which he proclaimed: “Theresurrection of the dead will not occur, untilyou battle with the Jews and kill them!”

August 2000 - “Jewish rapists”: InAugust, PA Television begins dailybroadcasts of a 10-minute film in whichactors portraying Israeli soldiers murderPalestinian Arab men and then savagelyrape and beat their wives and daughters.

August 6, 2000 - “Destroy Israel”: PATelevision broadcasts a speech by theSecretary-General of the Movement for theIslamic Struggle,” in which he declared:“The end of the Zionist entity is a Koranicnecessity, there is no place for [Israel] nomatter how long it takes.”

August 9, 2000 - Sheikh Yusef Abu Sneinadeclares in his August 9, 2000 sermon atthe Al Aksa mosque, which is broadcast onPA Television: “Muslim Palestine is oneand cannot be divided. There is nodifference between Haifa and Nablus, Lodand Ramallah, Jerusalem and Nazareth orGaza and Ashkelon. Palestine is wakf landthat belongs to Muslims throughout theworld and no one has the right to give it upor to forsake it. Whoever does this is atraitor to the trust and is nothing but acriminal whose end shall be in hell.”

August 11, 2000 - “War against Jews”:PA Television broadcasts a speech by theIslamic preacher Dr. Ahmad Yusuf AbuHalbiah, in which he announced: “O, ourArab brothers, O our Muslim brothers, don’tleave the Palestinians alone in their waragainst the Jews!” and “Let me take thisopportunity to speak about the Jews, abouttheir cunning ways, their heresy, theirjealousy and their attempts to get you to loseyour way.”

August 11, 2000 - “The hour ofconfrontation”: The PA newspaper Al-Hayat Al-Jadidah publishes a pledge by PApolice commander Ghazi Jabali: “ThePalestinian police will be leading, togetherwith all other noble sons of the Palestinian

people, when the hour of confrontationarrives.”

August 16, 2000 - “Expect to die”: ThePA newspaper Al-Hayat Al-Jadidahpublishes a threat by Abu Ali Mustafa,secretary-general of the Popular FrontMovement: “We want to die as sacredmartyrs and to sacrifice our souls for our

homeland. The settlers should expect to die,and we will yet see who will suffer the fireof war and the coming battle.”

The same day’s newspaper also publishesa statement by Mohammed Dahlan, chiefof the PA Security Forces in Gaza: “Wewill reach an independent Palestinian statewith Jerusalem as its capital even if it isby blood.

August 18, 2000 - “Jews are enemies”:PA Television broadcasts a speech by aMuslim religious preacher proclaiming:“Allah decreed that in our lives, we are tohumiliate the Jews sooner or later. TheMuslims and the Arabs must stand behindthe sons of the nation of Palestine, for theyare the vanguard against the enemies ofAllah. And by Allah’s life, the Jews are theenemies of Islam.”

Also on August 16, Arafat’s Minister ofCommunications, Imad Falouji, threatens“We are capable of blowing up Israeli cities”and warns that the Palestinian Arabs wouldstrike at “Israel’s heart.” (Arutz 7, Aug.16, 2000)

August 22, 2000 - “Israel’s crimes”: ThePA newspaper Al-Hayat Al-Jadidah,commenting on the anniversary of the fireset at the Al Aksa mosque in Jerusalem in1969 by a mentally deranged AustralianChristian, tries to incite anti-Jewish hatredby claiming that Israel was actually theculprit in the arson attack: “The crime ofthe Al Aksa fire was carried out with theplanning and knowledge of the Tel Avivgovernment. The evidence and the fire’sresidues pointed toward the involvement inthe crime of an entire group, and the above-mentioned Jew [the Australian Christian]had accomplices.”

August 24, 2000 - “Violence is near”: ThePA’s Al Hayat Al Jadidah publishes a threatby PA Justice Minister Frieh Abu Middeinthat “Violence is near and the Palestinianpeople are willing to sacrifice even 5,000casualties.”

August 28, 2000 - “All of Palestine”: Onthe PA Television children’s show “TheBird’s Garden,” the host announces: “TodayI have chosen a truly beautiful picture foryou, a picture of the map of Palestine. [Thehost displays a map of Israel, from Metullahto Eilat, excluding the Golan.] Let us alllook at it together. A drawing of Palestine.Truly beautiful. It has Akko [Acre], Haifa,Jaffa, Tiberias, Tulkarm, Shechem[Nablus], Ramallah, Gaza, Khan Yunis,Hebron, Jerusalem and Jenin. Palestine isso beautiful! You can also see the DeadSea, here. You can see how beautiful ourcountry is, how beautiful it is. And to allour cherished friends on the map, be theyfrom Akko, Haifa, Jaffa, Nazareth, Jenin,Tulkarm, Ramallah, Jerusalem ... or fromeverywhere, to all: welcome!”

August 30, 2000 - “This is my land”: PATelevision begins re-broadcasting a film

clip for children that appeared dozens oftimes in the past but was taken off the airdue to Israeli pressure. The clip defines allof Israel as Palestine, and the Israelis asthose who ‘took everything in 1948.’ Theclip, called “This is My Land, its Name isPalestine,’ is enchanting. It opens with afew young children building ‘Palestine’with Lego-like game blocks. They ‘build’houses and ‘plant’ trees; the atmosphere isone of joy and happiness. The children aresinging: ‘My box in my room/ My room inmy house/ my house in my neighborhood/my neighborhood in my country/ mycountry is very beautiful/ it has homes andoranges and neighbors and trees...’ Then thesong suddenly stops, the music changes, andan ‘earthquake’ causes the houses to trembleand fall.

A young girl then says in a sad and solemnvoice: ‘Do you know what happened in1948? They took every single thing! Theyemptied the room, they smashed the house,they torched the forest, they changed the

names, changed the names... This is stillmy land, it is a beautiful land, the name ofmy land is Palestine.’ The clip ends withthe children presenting themselves in turn,noting their name and town: Kafr Kassem,Jerusalem, Haifa, Jaffa and other places inIsrael.

In September 2000, the PA Ministry ofEducation issued fourteen new textbooksfor use in grades 1 and 6. The books usedpreviously for all other grades (includingthe books cited in this report) continue tobe used.

Palestinian Media Watch, which analyzedthe new books in detail, found:

No mention of peace: “The newPalestinian schoolbooks make no attemptto educate for peace and coexistence withIsrael. Indeed, the opposite is true. Thepeace process is not even referred to in theschoolbooks. The Oslo Accords arementioned once, but are not defnied as apeace process, rather as a point in timeconnected to the PLO’s ‘liberation armyforces’ entering ‘Palestine’.”

Israel de-legitimized: “The bookscontinue to instruct de-legitimization ofIsrael. Israel is defined as foreign to theMiddle East and is categorized as acolonialist conqueror, which occupied‘Palestine’ in 1948 ... Israel is mentionedonly in contexts that breed contempt, suchas having expelled and massacredPalestinians.”

* Weapons Training for Arab Children:According to Palestinian Media Watch,“The official summer camps of the P.A. inno way resemble what one would expect tofind in a summer camp. There are nocounselors in shorts teaching basketball.Rather in the PA summer camps thecounselors wear army uniforms, and thechildren undergo weapons training. our sovereignty.’ Next to the report is apicture of young children learning how touse automatic weapons.” A PA Televisionbroadcast on July 16, 2000 showed a skit performed at a PA summer camp for girls.In the skit, an Arab man tells his daughterhow the Jews, whom he calls “dogs,” are“stealing our land.” When the man goesout to plough his field, he is confronted bya group of armed Jews who beat him todeath and take his land.

* Cities in Pre-1967 Israel Are“Palestine”: According to PalestinianMedia Watch, “Twice this week, the emceeof the PA children’s television program ‘AGarden of Birds’ displayed drawings ofwhat she defined as ‘Palestine’ for the fiveand six year olds that included all of Israelas part of Palestine. In one she displayedthe map and this is how she described it: ‘Ihave chosen a beautiful picture today, themap of “Palestine”...It has Acre, Haifa,Jaffa, Tiberias...Jerusalem. Palestine is sobeautiful. Our country is so beautiful. Yousee how beautiful our country is...To all ourdear viewers who are on the map, whetherfrom Acre, Haifa, Jaffa, Nazareth ...welcome!” (July 18, 2000) The cities shelisted are within pre-1967 Israel.

“In a second program, a similar map of‘Palestine’ is completely fettered in chains,which encircle the entire country several

times. The emcee tells the children: “Wehave a very nice drawing ... it has a man,and some real pretty things...a drawing ofthe map of Palestine with chains andshackles on it. Allah willing my dear[children], these chains will be freed andPalestine will remain ours forever.”

* The PA newspaper Al-Hayat Al-Jadidadescribed, on July 18, 2000, a PAeducational program called “Know YourCountry”:

“The Ministry of Youth and Sport organizeda trip yesterday for [campers] from ages 5to 12 ... They visited the city of Acre [inNorthern Israel]...and they heardexplanations about the hardship that thePalestinians of Acre are suffering ... Duringthe trip the children sang nationalisticPalestinian songs which aroused the angerof Jewish guards at the site ... Later on, thechildren met with their counterparts fromsummer camps from within the area of theGreen Line [Israeli Arab children] ... in amanner that emphasized the happiness ofthe Palestinian children ... The children alsovisited Caesarea, Nahariya, [both Israelicities within the pre-1967 borders] Sebastia,and Jericho, in order to increase theeducational identity of the Palestinian child.The camp is run under the framework ofthe educational program entitled ‘KnowYour Country’.”

The chief Mufti of Jerusalem, SheikhIkrama Sabri, is the most senior Muslimreligious authority in the city. He isappointed by the PA, and he has under hisjurisdiction numerous religious preachers.The sermons they deliver each Friday at theAl Aqsa Mosque in Jerusalem are broadcastover PA Radio.

V. Recent Incitement

Once the mass Palestinian Arab violenceagainst Israel began at the end of September2000, the official PA media —television,radio, and newspapers— continually incitedadditional violence by publishing andbroadcasting appeals to kill Jews, as wellas false accusations designed to whip uphatred against Jews and Israel.

In addition to the specific quotes listedbelow, PA television and radio broadcastsmaintained a steady drum-beat of war-likepronouncements, such as repeatedlyannouncing the names of Palestinian Arabswho were killed and praising them as “holymartyrs” and “stars of the blessed intifada”;giving the times and locations of thefunerals; graphic descriptions of thewounded, such as “occupation bullets

pierced his eye”; and playing martial music,such as patriotic marching tunes withIslamic lyrics emphasizing the need formartyrs. To further legitimize violenceagainst Israelis, the PA media routinelyreferred to all Israeli self-defense actions as“aggression” or “massacres,” and Israeli

leaders, including then-Prime MinisterEhud Barak, were characterized as “warcriminals.”

What follows is a sampling of the incitementbroadcast by the PA media during the firstmonths of the violence.

September 29, 2000: PA Radio broadcasta sermon from the Al Aqsa mosque, inwhich the preacher urged his audience to“eradicate the Jews from Palestine.” (PMW)Members of the audience then engaged inmass rock-throwing against Israeli policein the Temple Mount plaza outside themosque, and against Jews worshipping atthe adjacent Western Wall. This was thefirst instance of mass rioting in the recentwaves of violence. (Washington Post, 10/04/00)

October 3, 2000: The director-general ofthe PA Information Ministry, Hassan Al-Kashef, writing in his daily column in thePalestinian Arab newspaper Al Ayyam,stated: “The only way to impose ourconditions is inevitably through our blood.Our national duty is to continue theconfrontation, continue the intifada,continue to sacrifice our martyrs so that theblood of our martyrs and injured will nothave been spilled in vain.” (MEMRI)

October 8, 2000: Al-Hayat Al-Jadidahpublished a Fatah announcement, also readaloud on PATV, declaring: “The Fatahmovement calls for its brave sons who standat the front lines in all the disturbances tocontinue their great struggle and even toincrease it ... The Fatah movement gives itsblessings and support to the guns of Fatah.”(IMRA)

October 19, 2000: A PATelevisionbroadcast conducted conversations with 2ndgrade school children. An interviewer askeda child who had thrown rocks at Israelis,“You threw stones at the army and injuredyour leg. Will you throw again?” Child:“Yes”. Interviewer: “You aren’t afraid todie?” Child: [embarrassed, hesitant]Interviewer: [indicates “No” to the child byshaking her head in the negative] Child:“No.” (PMW)

October 24, 2000: Sheikh Col. Nader Al-Tamini, Mufti of the PLO’s PalestinianLiberation Army, said in a television debateon the Qatari Arabic cable news channel Al-Jazeera, which is broadcast in the PAterritories, that “there can be no peace withthe Jews because they suck and use theblood of Arabs on the holidays of Passoverand Purim.” (MEMRI)

October 27, 2000: PA Television broadcastschoolgirls reciting the “Song of theMartyr”: “I will take my soul in my handand toss it into the abyss of death. And theneither life that will gladden friends or deaththat will anger the enemy. The honorablesoul has two objectives: Achieving deathand honor.”(The poem appears in 5th, 6thand 12th grade PA school books.) (PMW)

October 27, 2000: An editorial in Al-HayatAl-Jadidah by its editor in chief, HafezBarghouti, said that parents who discouragetheir children from throwing rocks at Israelisare committing “the most severetransgressions...These destructive,

abominable individuals harm us more thanthe bullets of the occupation, because theyconstitute a fifth column.” (PMW)

October 31, 2000: PA Television broadcastarchival footage intended to give the falseimpression that Israel was bombing housesin the Jerusalem Arab suburb of Beit Jala.The Israeli Army spokesman called the

broadcast “incitement whose purpose is toinflame the region.” (IDF)

November 1, 2000: PA Televisionbroadcast interviews (not live, but edited)with young Palestinian Arab women—oneat a demonstration saying “All we ask isthat the Arab countries stand by our side,give us weapons, and we, on our own, willprevail—we’ll kill them on our own, murderthem, slaughter them, all of them, we askonly for weapons, and we won’t spare asingle Jew,” and a group of high schoolgirls, speaking during recess, saying, “Wewant all the Arab countries to arm us withweapons, then we’ll see who will win, usor the Jews. We want neither medical aidnor money. We need only weapons.”(PMW)

November 6, 2000: PA Radio’s seniorcommentator, Yousef al-Kazzaz, assertedon the air: “We threw the Israelis out ofLebanon, and we will throw them out ofHebron.” Another commentator said:“Palestinian blood will defeat occupation,settlements, and Judaization and siege andbullets and tanks and missiles.” A statementfrom the Fatah Shabiba (Youth) Movement

was read aloud, which stated: “Carrying outthe intifada is an effort to achieve the goalsof freedom and independence for ourpeople.” (MW)

The same day’s edition of Al Hayat - AlJadidah interviewed young Palestinian

November 8, 2000: The 7:00 a.m. newsroundup on PA Radio began with a songwhose lyrics included: “The voice of therocks above the voice of the thieves / Theeyes cry with yearning, the small hands holda stone, daring the aggressors”. (MW)

November 9, 2000: Al Hayat - Al Jadidahinterviewed the father of a young PalestinianArab killed while attacking Israelis, andreported:

“[He] sacrificed his son (aged 18) in orderto redeem the homeland and Jerusalem. Hestated that becoming a Martyr is atremendous source of pride and a medal onhis chest... he added that his son alwaysspoke about martyrdom and his desire tobecome a Martyr.”

It also reported: “The Martyr MuhammadAbu Tahoun wrote down his final words onhis notebook:

always say to his friends: ‘When I becomea Martyr, give out Kannafa [sweet cake].He always spoke about his uncle whobecame a Martyr in southern Lebanon, andyearned to become a Martyr like him and[now] he attained what he yearned for. Hereached the highest levels with Allah.[Wajdi’s gym teacher relates:] Wajdi askedme to give out Kannafa if he becomes aMartyr. His classmates swore that theywould continue in the path of Martyrdomuntil the liberation of Jerusalem.”’ (PMW)

November 13, 2000: PA Radio broadcasta call by Hamas leader Sheikh AhmedYassin urging Arabs to “transform theIntifada into an armed struggle against theIsraeli conquest.” (Ha’aretz)

November 23, 2000: In an interview on PARadio, PA Justice Minister Freih AbuMedein said: “We have to close Israelinside a ghetto. She does not feel like part

of the region, but wants to control theregion.” He also said: “The United Statesis the real enemy, the first and the mostdirect with its capital, its weapons in bloodand protection.”

November 25, 2000: Al-Hayat Al-Jadidahpublished a statemet by PA Minister ofSupplies Abu Ali Shahin: “The intifada is a

liberation movement, and therefore allmeans may be used in order to accomplishits goal.” (MEMRI)

November 27, 2000: On PA Radio, a“Special Ramadan Show” authored by PABroadcasting Corporation director RadwanAbu Ayyash, called on listeners to “purifythe Holy Land for the Zionist presence.”(MW) Discussing the importance of theMuslim month of Ramadan, PA MuftiSheikh Sabri said on PA Radio thatMohammed’s first major military victory,the Battle of Badr, took place in Ramadan,as did Mohammed’s conquest of Mecca andthe 1973 Arab invasion of Israel. December 2, 2000: Al-Hayat Al-Jadidahpublished a column declaring: “We mustchoose a battlefield that will cause themdeath and fear and preserve our sons... Wemust choose the place, the time and themethod which will not only leave them

sleepless, but will cause them every formof pain and fear... We must take the battleto the enemy’s land, if we may use this term,in the knowledge that all of Palestine isunder occupation... Let us carry the battleinto Palestine occupied since 1948...”(PMW)

December 14, 2000 - The PA newspaperAl-Hayat Al-Jadidah publishes a four-pageinsert with a detailed daily schedule for mobviolence against Israelis. One day wasdesignated “General Escalation Day,”featuring “expanded resistance activity andconfrontation in the villages.” The dailyschedule is introduced with the words, “Theintifada leadership reiterates its promise tostrengthen national unity and continue alongthe common course: blood of the martyrsuntil success.”

The PA’s official television station, radiostation, and newspapers are filled with hate-filled statements by Yasir Arafat and otherPalestinian Authority officials. These arenot merely statements criticizing Israelipolicies; they are venomous attacks on Jews,Judaism, and Jewish history.

From statements made by Palestinian Arabparents and children to the media, it is clearthat the PA media are having a significantimpact:

On October 27, 2000, PA Televisionshowed schoolgirls singing, “I will take mysoul in my hand and toss it into the abyss ofdeath / And then either life that will gladdenfriends or death that will anger the enemy /The honorable soul has two objectives:Achieving death and honor.”

On October 29, 2000, the New York Timesdescribed a Palestinian Arab mother askingher 2 year-old son what he wants to be whenhe grows up, and the child answered, “Amartyr.” It also quoted a Palestinian Arabfather, speaking of his teenage sons whothrow rocks at Israelis and who “all yearnfor just one thing: to be martyrs forPalestine.” The father added: “I pray onlythat God will choose them.”

On November 2, 2000, a teacher appearedon PA Television alongside her students andsaid, “Our blood is a sign of our fightingfor our precious Palestine.” In that sameday’s edition of the PA newspaper Al-HayatAl-Jadidah, the father of an Arab youthkilled while attacking Israelis was quotedas saying that he has “great pride that hisprogeny has become a martyr,” and theyouth’s mother was quoted as saying that“her offspring wished to become a martyrand she anticpated it.”

VI. Mass Media

On November 6, 2000, the PA newspaperAl-Hayat Al-Jadidah quoted a “wounded 11year-old, Amr Qarut,” as saying that he

“wants to win the honor of a martyr’sdeath...and he insists on continuing thestruggle.” It also quoted “the woundedSa’ed Awad Allah, aged 11,” as saying:“We are all potential martyrs for Jerusalemand the homeland.”

On November 8, 2000, the PA newspaperAl-Hayat Al-Jadidah quoted a wounded 13year-old, Ramadan Saadi Abd Rabbo,saying: “My goal is not to be injured, butrather something higher: Martyrdom.”

* “Jews never had any connection toJerusalem.” In a statement issued Dec. 10,1997, the PA’s Ministry of Informationclaimed that archaeological excavations inthe Old City have found “Umayyad Islamicpalaces, Roman ruins, Armenian ruins andothers, but nothing Jewish.” The Ministryalso falsely claimed that “there is no tangibleevidence of any Jewish traces/remains in theold city of Jerusalem and its immediatevicinity.”

* “The Tombs of Rachel and Joseph areactually Muslim sites.” The PA newspaperAl-Hayat Al-Jadidah published an article inits issue of Dec. 1, 1997, which declared:“I call to be alert and to treat the Tomb ofJoseph and the Tomb of Rachel as dunamsof Palestinian land which must be liberated,and to treat Joseph and Rachel as just twopeople who died, like anyone else who dies.”

Similarly, the Israeli daily Ha’aretz quotedPalestinian Authority officials as saying that“Rachel’s Tomb in Bethlehem is thetraditional tomb of the Cushite servant ofMohammed.” (Ha’aretz, Oct. 9, 1996)

* “The Western Wall is not a Jewish holysite.” The Arafat-appointed Mufti ofJerusalem, Sheikh Ikrama Sabri, who is thePLO’s senior religious authority for the city,said: “The Al-Buraq Wall [Western Wall]and its plaza are a Muslim religiousproperty, and the Israeli government’sdecisions do not affect it...The Al-BuraqWall is part of the Al Aqsa Mosque. TheJews have no relation to it.” (Al Ayam, Nov.22, 1997)

Arafat’s Minister of Religious Affairs,Hassan Tahboob, said: “The Al-Buraq wallis Muslim property and it is part of the AlAqsa Mosque, of course.” Tahboob saidthat in accordance with a Muslim religiouscourt decision in 1929, Jews “are allowedto pray towards the Wall,” but they mustremain “two meters [six feet] away from the

* “The settlers are monkeys and pigs.”“The colonialist settlers are the descendantsof monkeys and pigs,” declared the seniorPLO religious authority, Mufti IkramaSabri, in a sermon at the Al Aqsa Mosqueon July 11, 1997, broadcast on the officialPA radio station Voice of Palestine.

* “The Jews never lived in ancientIsrael.” A program broadcast on PalestinianAuthority Television in June 1997 featuredPalestinian Arab historian Jarid al-Kidwa,who claimed that “all the eventssurrounding Kings Saul, David andRehoboam occurred in Yemen, and noHebrew remnants were found in Israel, fora very simple reason—because they werenever here.” Al-Kidwa said: “Most of theKhazars [a Turkish tribe that converted toJudaism in medieval times] are theAshkenazic Jews who arrived in Palestine.As Allah is my witness, in my blood flowsmore of the Children of Israel and theancient Hebrews than in the blood of ArielSharon and Benjamin Netanyahu.”

(d) Denying or Distorting the Holocaust

PA officials and publications regularlyinvoke the Holocaust as part of their

promotion of hatred against Jews and Israel.In some instances, they compare Israelibehavior to the Nazis’ behavior, or allegethat Israel is even more brutal than theNazis. At the same time, PA spokesmenfrequently claim that the Holocaust is ahoax, fabricated by world Jews in order togain sympathy and financial compensationand to justify the creation of the State ofIsrael. PA officials have also publiclydefended Holocaust-deniers in othercountries.

* PA Television: “No Auschwitz”: Onthe PA Television program “Pages FromOur History” on November 29, 1999, anArab historian, Dr. Issam Sissalem, said:“Lies surfaced about Jews being murderedhere and there, and the Holocaust. And, ofcourse, they are all lies and unfoundedclaims. No Chelmno, no Dachau, noAuschwitz! They were disinfection sites.”

* Mein Kampf a best-seller: An Arabic-language edition of Adolf Hitler’sautobiography, Mein Kampf, with anintroduction praising Hitler as “a greatman,” has become a best-seller among thePalestinian Arabs.(Agence France Presse, Sept. 8, 1999)

* “The Holocaust and the Lies”: OnFebruary 18, 1999, Al-Hayat Al-Jadidahpublished a crossword puzzle which gaveas its clue, for 7-across, “Jewish Center foreternalizing the Holocaust and the Lies.”The “correct answer” was “Yad VaShem.”

* “The Lie of the Holocaust”: OnDecember 8, 1998, Al-Hayat Al-Jadidahpublished an article by Dr. Samir Sahda,General Secretary of the PA’s Desk of theNational Institutions, in which he contendedthat “Israel convinced the world of the lieof the massacre and racism which they [theJews] were exposed to in Germany, and[thus] gained the world public opinion.”

* PA Officials Lead Public Rally onBehalf of Holocaust-Denier: PACommunications Minister Imad al-Faloujiand PA general-secretary Ahmed Abdel-Rahman were among the leaders of a rallyby prominent Palestinian Arabs in supportof Roger Garaudy, who was on trial in Parisfor denying the Holocaust, which is acriminal offense in France. Garaudy hassaid that the Nazis committed some“pogroms” against Jews, but that there wasno genocide and the Nazis did not kill sixmillion Jews.

At the pro-Garaudy rally, in Gaza onJanuary 19, 1998, Minister Falouji said:“We condemn the trial of the Muslim writerRoger Garaudy and we ask all believers inhuman rights and freedom of expression to

back him.” Abdel-Rahman said that filmsand books about the Holocaust “have toldwhat happened to the Jews in anunbelievable and exaggerated manner, sowhy not give Garaudy the right to state hispoint over the issue?” (Reuters, Jan. 19, 1998)

* “Israel is as brutal as, or more brutalthan, the Nazis.” In a statement issued Dec.10, 1997, the PA’s Ministry of Informationsaid that Israeli police checks of identity

cards of some Arabs entering Jerusalem“should remind the Europeans of Nazioccupation by Nazi soldiers surroundingchurches and places of worship during thesecond World War. Israeli practices inmany aspects are equal with, if not morebrutal than, those practiced by occupyingNazi soldiers dealing with French-Dutchcitizens during the second World War.Everyone can visualize this because it hasbeen shown in war films and documentedin museums all over the world.”

* “The Nazism of the occupation.” Anarticle in the PA newspaper Al-Hayat Al-Jadidah on Dec. 8, 1997, said that Arabrock-throwing attacks against Israelis “showthe world the Nazism of the occupation atthe end of the 20th century.”

* “No more than 400,000 Jews werekilled by the Nazis.” “It is well-known thatevery year the Jews exaggerate what theNazis did to them,” said the moderator of acultural affairs program on PalestinianAuthority Television, during an Aug. 25,1997. “They claim there were 6 millionkilled, but precise scientific researchdemonstrates that there were no more than400,000.”

* “Israel holds Palestinian Arabs in onebig concentration camp.” On April 22,1996, the Palestinian Authority distributeda document titled “Statement Issued by theMinistry of Information on the PalestinianPrisoner’s Day.” It said:

“While the Israeli government is speakingabout the atrocities committed against theJews at Auschwitz, Birkenau and Dachauconcentration camps, the violations againstthe human rights of the Jewish individual,and the tragic consequences of themassacres and collective punishment, it [theIsraeli government] is directly involvedthese days in weaving plots and causing twomajor catastrophes to their neighbors.”

The document accused Israel of persecutingPalestinian and Lebanese Arabs, thenreferred to “the inhumane legacy” of theHolocaust and adds: “As a Palestinianpeople we are still experiencing the legacyof this catastrophe, being applied againstthem by the ancestors of those Jews whohave suffered one day its consequences. Ourhomeland was transformed into a bigconcentration camp...”

* “Zionists were partners with the Nazisin the Holocaust.” Mahmoud Abbas (AbuMazen), the number 2 official in the PLOand architect of the Oslo accords, authored

and has refused to retract a book claimingthat “the Zionist movement was a partnerin the slaughter of the Jews.” The book isentitled The Other Side: The SecretRelationship Between Nazism and theZionist Movement. The book also claimsthat the Nazis may have really killed lessthan one million Jews. (Jerusalem Post,Jan. 26,1995)

VII. Glorifying Murderers

As part of their effort to encourage hatredof Israel and Jews, Arafat and the PAregularly issue statements or take actions topublicly glorify those who have murdered Jews.

* “Courageous” killer: The PAnewspaper Al-Hayat Al-Jadidah published(Sept.3,2000) a glowing feature story aboutthe “hero” and “courageous warrior”Mahmoud Abu-Hanud, who is responsiblefor attacks that killed 19 Israelis and 3Americans (Mrs. Leah Stern of New Jersey,14 year-old Yael Botwin of Los Angeles,and 16 year-old David Boim of New York).Abu-Hanud was recently wounded in ashootout with Israeli soldiers, in which threeIsraelis were killed; he escaped to PA-controlled Nablus. The PA’s Al-Hayat Al-Jadidah quoted young Palestinian Arabwomen saying their dream is to marry Abu-Hanud, “a legend of the struggle against theoccupation.”

* “Warrior, struggler”: PA Televisionbroadcast a program on August 31, 2000,called “Panorama,” which presented a playglorifying the late Dalal Maghribi, one ofthe leaders of the Palestinian Arab terroristsquad that carried out the 1978 Tel Avivhighway massacre, killing 37 Israelis andMs. Gail Rubin of New York, niece of then-U.S.Senator Abraham Ribicoff. The hostof the PA program declared: “Dalal is asymbol of Palestine...in this play weenlighten the viewer as to the function ofthe Palestinian woman as a warrior, astruggler...a builder of Palestiniansociety...we stand by Dalal, she is a part ofPalestinian awareness.”

* Hero’s burial: Sufian Jabarin was one ofthose responsible for the bombing of a busin Jerusalem in August 1995, in which fourpeople were killed, including JoanDavenny, a teacher at the Ezra Academy in

Woodbridge, Connecticut. In addition,more than one hundred people —includingU.S. citizens— were injured. WhenJabarin’s body was handed over by Israelto the Palestinian Authority, the PA gavehim a “hero’s burial” with full honors,complete with “Palestinian policemenfir[ing] shots in the air as his body waslowered into the ground.” (Jerusalem Post,June 30, 2000)

“Courageous commandos”: The PAnewspaper, Al-Hayat Al-Jadidah (in anarticle reprinted in the Arab weeklyJerusalem Times on May 5, 2000) assertedthat “In the 1970s, the Popular Front for theLiberation of Palestine [a faction of thePLO] executed courageous commandomissions against Israel.” Those “courageousmissions” included an attack on the Istanbulairport on August 11, 1976, killing fourpeople, including Harold Rosenthal ofPhiladelphia, an aide to U.S. Senator JacobJavits; an attack on Israel’s Lod Airport, on

“A holy martyr”: The PA newspaper AlHayat Al Jadidah on Nov.27, 1983 praisedthe Arab terrorist who murdered 241Americans in Beirut in 1983—an article byeditor Hafez al-Barghouti said the attackwas “a bold action that was carried out by aholy martyr who suckled from his mother’sbosom the pure jihad tradition.”

Prayers at the killer’s tomb: The Speakerof Arafat’s Palestine National Council,Salim Zanoun, recited prayers at the tomb

of Abu Jihad in Damascus, Syria (JerusalemPost July 1, 1999). Abu Jihad mastermindednumerous terrorist attacks, including the1978 attack in which Gail Rubin of NewYork was murdered; the Munich Olympicsmassacre in September 1972, in which 12people, including David Berger ofCleveland, were murdered; and the May1980 Hebron massacre, in which six Jewishworshippers, including U.S.citizens ZviGlatt and Eli Haze’ev, were murdered.

“Holy martyr”: Arafat permitted a mass“memorial service” at Bir Zeit University,near Ramallah, for “the holy martyr” KhalilSharif, on October 30, 1997. Sharif wasinvolved in the attacks in which David Boimand Yael Botwin were murdered. Arafatalso permitted Bir Zeit University to holdthree days of mourning for Sharif.

* Arafat honors killer of Israelipoliceman: Arafat announced on August19, 1999, that he has bestowed the“Jerusalem Decoration” upon Khalil Al-Ra’i, in honor of Al-Ra’i’s “struggle.” Al-Ra’i was convicted in 1974 of murderingIsraeli policeman Moshe Carmeli.

* Arafat aide praises killer of Americans:The Speaker of Arafat’s Palestine NationalCouncil, Salim Zanoun, recited prayers atthe tomb of Abu Jihad (Khalil Wazir) inDamascus, Syria (Jerusalem Post July 1,1999). Sharif, who was killed in an internal Hamasdispute, was connected to the August 21,1995 Jerusalem bus bombing, in which fourpeople, including Connecticut schoolteacher, Joan Davenny were murdered. OnMarch 13, 1996, Israel asked the PA toextradite Sharif; the PA ignored the request.Sharif was subsequently involved inadditional attacks, including the bombingin Jerusalem’s Mahane Yehuda marketplaceon July 30, 1997, in which 16 people,including Mrs. Leah Stern, an American-Israeli formerly of New Jersey, were killed;and the bombing on Ben-Yehuda Street indowntown Jerusalem on September 4, 1997,in which five people, including YaelBotwin, a 14 year-old American-Israelischoolgirl formerly of California, werekilled.

* Arafat’s newspaper praises killer ofAmericans: Arafat’s official newspaper,Al Hayat Al Jadidah, praised the Arabterrorist who murdered 241 Americans inBeirut in 1983. It published an article by itseditor, Hafez al-Barghouti, in its November23, 1997 edition attacking the United Statesas “a blood-spilling cowboy.” Barghoutiwrote that “This is the same mentality whichcaused the Marines who enter Beirut and torun away from it [in 1983], after one boldaction was carried out by a holy martyr whosuckled from his mother’s bosom the purejihad tradition.”

* Arafat aide praises bomb-maker:Marwan Barghouti, chairman of Arafat’sFatah movement for the Judea-Samariaregions, called the late Hamas bomb-makerYiyhe Ayyash “a martyr.” In an interviewwith the Israeli news agency IMRA onNovember 6, 1997, Barghouti was askedwhy Arafat and representatives of Arafat’sFatah movement take part in memorialservices for Ayyash and other terrorists. He

replied that “it is a tradition” and “weappreciate these people as persons andinviduals and consider them martyrs.”

* Arafat leads rally for “martyredfighter”: Arafat personally presided overa memorial rally for “the martyred fighter,Salah al-Qidwa,” in Gaza on November 3,1997. PLO Executive Committee memberZakaria al-Agha, speaking at the rally onbehalf of Arafat, declared “we stillremember the martyrs and still follow theirpath.” Amad Hils, Secretary-General of theHigher Committee of Arafat’s Fatahmovement, told the rally that Yiyhe Ayyashand Imad Aql (the first commander ofHamas’s military wing) were “holymartyrs.”

* Memorial rally for killer of Americans:Arafat permitted a mass “memorial service”at Bir Zeit University, near Ramallah, for“the holy martyr” Halil Ibrahim ToufikSharif, on October 30, 1997. Sharif wasinvolved in the May 1996 drive-by murderof David Boim, an American-Israeliteenager; Sharif was also one of the threesuicide bombers who carried out the attackon Jerusalem’s Ben-Yehuda Street onSeptember 4, 1997, in which five peoplewere killed, including a 14 year-oldAmerican-Israeli schoolgirl, Yael Botwin.Arafat also permitted Bir Zeit University tohold three days of official mourning forSharif, during which all classes weresuspended.

* Salaries for jailed terrorists: Jawad al-Tibi, chairman of the Social AffairsCommittee for Arafat’s PalestinianLegislative Council, visited Arab terroristsin Israeli prisons on October 30, 1997. Tibiannounced that his committee “will act toimplement the Legislative Council’sdecision, which states that each prisonershould receive an income identical to thatof a soldier.

* Memorial rallies for Islamic Jihadleader: Arafat permitted the Islamic Jihadterrorist group to hold a mass public rally

An officialrepresentative of Arafat’s Fatah faction ofthe PLO, Fareeh al-Gharabli, spoke at therally and urged unity between the PLO and“the Islamic forces and factions.” Jamil al-Majdalawi, representing the Popular Frontfor the Liberation of Palestine, a PLOfaction, told the rally that Shikaki was “aholy martyr.” At the rally, Islamic Jihadspokesman Ramadan Shalah declared that“the option of resistance is legitimate,” andHamas leader Sheikh Ahmed Yassin urgedthe audience to “follow the path of the holymartyrs.” Their statements were publishedin the official Palestinian Authoritynewspaper, Al-Hayat Al-Jadidah.

Arafat also permitted 3,000 students at A-Najah University, in PLO-controlledNablus, to hold a memorial rally for Shikaki.Islamic Jihad spokesman Ramadan Shalahtold the rally by telephone that the group“will continue its jihad against the Zionistenemy. His statement was published in theofficial Palestinian Authority newspaper,Al-Hayat Al-Jadidah.

* Fatah rally for “martyrs.” The youthwing of Arafat’s Fatah movement held apublic memorial service to commemorate“the martyrdom of Osama al-Najjar andAnwar Asleih,” two Fatah Hawk terrorists.

The rally, held in Khan Yunis (Gaza) onNovember 3, 1997 was attended by PLOExecutive Committee member Zakaria al-Agha and the deputy chairman of the PA’sPolitical Guidance Directorate, Mazen Izzal-Din.

* Hebron rally for Islamic Jihad“martyr.” Arafat permitted a mass rally atthe Islamic University of Hebron incommemoration of the “martyrdom” ofIslamic Jihad leader Fathi Shikaki, onNovember 3, 1997. Representatives ofArafat’s Fatah movement and another PLOfaction, the Popular Front for the Liberationof Palestine, spoke at the rally. Islamic Jihadleader Ramadan Shalah, addressing the rallyby telephone, “renewed the oath to themartyrs to follow their path.”

* Arafat aide praises Islamic Jihadleader: Hani al-Hasan, a senior adviser toArafat, praised Fathi Shikaki, leader of theIslamic Jihad terrorist group, as “a giantamong giants of the Palestinian people, oneof the giants of the nation” and “the teacherof generations.” Shikaki and Islamic Jihadwere responsible for the April 1995bombing in Kfar Darom in which BrandeisUniversity student Alisa Flatow was killed.(An Nahar, Oct. 29, 1996 —from IsraelGov’t Press Office, Nov.27, 1996)
