All XIII. Rallye Legendy Show Český Krumlov applicants have to apply properly before the registration closure. The online registration with the help of a properly completed e- form at the competition web site www.rallyekrumlov.cz. The date and time of sending the registration form is decisive when registering online. After making the online registration, the competitor has to print the entry, and then hand this original signed by the competitor and both drivers over to the organizer at the administrative check. The entry form must be accompanied by a copy of the valid first drivers’ licence! Details concerning the Co-driver can be completed up to the start of scrutineering. Photos of the car have to be in the attachment of entry form.

4.4 Entry fee

4.5 Payment of the entry fees The entry fee should be paid by a bank transfer:

- to candidates whose entry has not been accepted - in case of the rally not taking place - to competitors who cancelled their entries before the final date for submitting entries

4.6.2 Part fee will be refunded: - organisers will refund 80 % of the entry fee to them who excused till start of

reconnaissance - organisers will refund 50 % of the entry fee to them who excused till start of administrative

check. 4.7 Regulations and conditions of participation 4.7.1 Event is presentation of historical cars on close track without timekeeping. 4.7.2 Only historical cars or car replication can participate. Cars have to comply with

historical look and represent history of rally. Competitor has to present historical photo of the car in design in which he presents himself. That photo must be sent together with the entry form. Cars made after 1990 have to be original rally cars. Car owner has to present car sporting history before testing. Participation is allowed to cars manufacture up to year 1995.

4.7.3 Cars have to comply with law 56/2001 for operation on public roads with appropriate exceptions for historic sports car. The vehicle will be equipped with a sports car with a license valid roadworthiness.

4.7.4 At the administrative checks all crews must present the International Motor Insurance Card (green card) for their rally car valid for the Czech Republic and only then it is possible to reinsure the rally car by the organiser.

4.7.5 Event may participate only drivers and co-drivers with valid FIA licence, at least a national licence grade F issued by ACCR or valid national licence issued by their ASN.

4.7.6 Current advertisement can be only 50 x 50 cm. Place above and under starting number is reserved for obligatory advertisement of the organizer.

4.7.7 Crew have to wear helmets and nonfire overall. Valid homologation is strongly recommended.

5.1 Organiser Insurance 5.1.1 The organiser has concluded an insurance contract No. 0024680494 with Česká

podnikatelská pojišťovna, a.s., Vienna Insurance Group. This is an insurance of liability for damages inflicted on third person’s property up to CZK 10 000 000 / EUR 400 000 per incident.

5.1.2 All crews must submit their valid green card of their vehicle on administrative check. Start without this document will not be allowed.

5.2 Crews Insurance Drivers and co-drives must have own accident insurance and can be asked to submit confirmation about insurance on administrative check. Foreign participants insurance must cover also cost for treatment in the Czech Republic.

5.2.1 The organizer commits himself to arrange liability insurance contract for damage committed to the others by participant or by participant's car for all participants except those crews, who will support the liability long-term insurance covering damages committed at special stages.

5.3 Damage announcement Crews must announce any damage made by their vehicle on the rally track. In other case will

be the competitor and crew summoned by disciplinary commission. 5.4 Exclusion from insurance cover Service, reconnaissance and other cars marked by rally plates are not cover by rally insurance

. 6.1 Compulsory advertisement Starting numbers: advertisement of Rallye Český Krumlov Front rally plate: advertisement of Rallye Český Krumlov

Text of the advertisement will be sent with entry form confirmation. For other advertising article see art. 4.6.5.

6.2. Starting numbers and rally plates 6.2.1 The competitor numbers and rally plates will be presented to each of the crews by the

organiser at the presentation. Any labelling (including advertisements) shall be placed on prescribed places on the car. See Appendix SR No. 4. Literal L will be before the number.

6.2.2 In the event it is found during the rally that on the car is missing: - both competitors’ door - numbers - the crew will be excluded.

7.1 In the Czech Republic, the tread depth of the tyres fitted on car must not be less than 1.6 mm. The tyres that may be used for rally stages on tarmac) are limited to tyres marked «E», or tyres in conformity with Appendix IV of the FIA regional regulation

8.1 Competition registration procedure

During receiving of the road book each of the crews shall dictate to the organiser the factory mark and the plate of the car which the crew will use for reconnaissance. The organizer will issue the identification sign with the crew's starting number for the vehicle. The sign must be stuck in the right upper corner of the windshield and the two rear side windows of the reconnaissance vehicle during any reconnaissance. The sign must be removed from the vehicle after the expiry of the time intended for. The crew must notify the organizer in advance about any change in the announced vehicle. The crew shall receive recce car plates and recce ride sheet which must be returned on the administrative checks.

8.2 Programme Programme of the reconnaissance is in Appendix No. 2 in this SR.

8.3 Restrictions 8.3.1 Completely serial cars as they are offered to buy for public can be used for recce. This car must have valid insurance and organizer is not responsible for this. 8.3.2 Reconnaissance is restricted in 2 passages in one single special stage. Passing in opposite way is strictly prohibited with exceptions in the road book. 8.3.3 Running of reconnaissance will be checked by officers on start and stop positions of each SS. Next checking place could be inside SS. Organizer is obliged to make spot check of observance of the traffic rules. Officers for check will be chosen by Clerk of course. 8.3.4 The crew is obliged reconnaissance observe traffic rules and constraints of the program of

reconnaissance or road book. Passing in opposite way is strictly prohibited with exceptions in the road book.

8.3.5 Breaking the traffic rules during the reconnaissance and mainly exceeding the speed limits will be controlled and fined by the Czech Police according to standard procedures. That not excludes other sanctions from organizer according art. 20.2 of FIA Regional Rally Championship Sporting Regulations. Organizer will fine competitors up to CZK 5 000 / EUR 208 for breach other regulations of FIA Regional Rally Championship Sporting

SS 4 Citajl, SS 7 / 11 Kohout from village Velké Skaliny to finish (forest roads) and SS 9 / 13 Rožmberk is restricted maximum speed to 50 km/h.

8.6 GPS tracking system for reconnaissance All cars used for reconnaissance must be equipped with GPS tracking system, which is able to

track the progress of the reconnaissance and following the traffic rules. Distribution of the tracking systems for reconnaissance:

requirements for the operation of sports cars on the road, including regulations for noise limits and rules for the use of additional lights and tires. Crew present proof of vehicle registration extension (MOT, testing of) for the period - see Art. 4.6.3.

10.2.2 Organizer will check base safety equipment of the car and crew. (Fire extinguisher, warning triangle, overalls, helmets). Will be carried out stuck Safety numbers.

10.2.3 Organizer will compare historical originality of the car. Car which is replication will be compared with historical model. – see Art. 4.6.2.

11.1 Ceremonial start will not be organized. Crews will come with their cars directly to the start. 11.2 Running on the track 11.2.1 Two person will be in each crew. These two people are marked as driver and co driver. Both

can drive the car. 11.2.2 Crews are obliged to drive throw all control points on the track in the right order and in the

right direction and in the prescribed time. Crews are obliged to obey instruction of the control point chief and route marshals at all control points on the track.

11.2.3 Prescribed intervals between cars can be changed by organizer anytime. Information about change will be given to crews by chief of the control point.

11.2.4 Track of the SSs is driven without timekeeping, start to the SS by the article 11.7 is symbolic only. Finish is flying and cars have to stop at STOP position to confirm time card.

11.2.5 Start will not be allowed in case crew is late more than 10 minutes from ideal time of last car. 11.2.6 The reason for driving throw the SSs is presentation of the historical cars. Not

competitive driving. Crew who will not obey instructions of these supplementary regulations will be excluded.

Slide turns are strictly prohibited during the competition. 11.2.7 During the rally, each crew will be monitored on SS by GPS tracker ONI® System. For rally

will be used same device like for tracking of reconnaissance. Crew is obliged to install this device into rally car before scrutineering. For feeding GPS tracking ONI® System must be

Prepared power supply in the car (<+> cable operated by ignition system, <‐> cable to the frame of the car) ended by car power point (as car lighter plug). Mounting of this device means attaching the device inside the car and putting the antenna on the window of car. We are highly recommend not to attach this device close to intercom. This device will be collected back at the end of rally. If the crew will retire during the event, this device must be delivered to the organiser before departure of the crew. (ONI Service in service area or in finish of the rally).

11.3 Inform about accident 11.3.1 By accident on open road (out of SS) keep the valid transport regulations and inform the rally

control about the accident. 11.3.2 If you stop or if you have an accident, red reflex triangle have to be placed at least 50 m

behind the car, also if it is out of the road. Other crews must go through this place with enhanced caution.

11.3.3 In case of an accident on SS without any injuries a green symbol OK must be shown to the next rally cars. Symbol OK have to be placed easy to see when you leave the rally car.

11.3.4 If you have an accident and medical care is needed, you must (if it is possible) to show the red symbol SOS to next rally cars.

11.3.5 Crew which sees the red symbol SOS or a seriously crashed rally car with the crew inside the car without the red symbol SOS is obliged to stop, get information and give first aid.

11.3.6 Next rally cars stops, checks the situation and informs a next radio point. The other rally cars stop as well and leave road so that emergency rally cars could pass and they unconditionally keep instructions of road and safety marshals.

11.4 RED flag If the red flag is displayed at a radio point, driver has to speed down immediately (till the finish of SS) and follow instructions of marshals on the road.

11.5 Quit or crash If you quit, inform rally control as soon as possible and give a time card to the nearest check point.

11. RUNNING OF THE RALLY

11.7 Start to special stage 11.7.1 Start into SS is only symbolical.

Crew will arrive to the start area with helmet and fasten seatbelt. Timekeeper on the start will write into time card time of start – beginning of demonstrational ride through SS. After the timekeeper give starting signal, the crew takes starts the demonstrational ride through SS. Interval between crews can be changed according to article 11.2.3.

11.7.2 Circuit SS Following rules are applied for SS 1/2/6/10 České Budějovice: In the TC, before the circular SS starts, the time that is the beginning of the driving period to

the next TC is registered to the crews' time card. The timekeeper allows entering SS approximately in one–minute intervals regarding the safety of the drivers. After the timekeeper

gives starting signal, the crew takes start and passes the starting line where the flying start will be recorded. The crew must complete the prescribed track according to the road book (laps

are counted by crew). After passing the flying finish of SS the crew has to slow down and reach STOP position, where it must stop. On this STOP control crews will not be informed about their stage result.

Start using semaphore: If the start will be done in expected starting interval (approx. 1 minute), timekeeper will show a

table with number 5 approx. 5 seconds before green light appears on a semaphore. In case of longer delay than expected, timekeeper will show the table with a sign STOP and then show again the table with number 5 approx. 5 seconds before green light appears on the semaphore. Start at the red light is prohibited!

11.8 Early arrival in the leg finish Early arrival to the leg and rally finish is permitted Early arrival to the service area is permitted 11.9 New start after retired 11.9.1 Retired crew in each section can continue in competition in the next section. Crew must inform

organizer about this. 11.9.2 Retired crew in 1st day can continue in the 2nd day. Crew must inform organizer about this and

car have to be checked before start. 11.10 Time cars

Crews receive time cards on the start of 1st day and on the start of 2nd day. 11.11 Service park organisation

a) Opening of service area A: Date: Thursday, 16. 5. 2019 16.00 – 22.00 Date: Friday, 17. 5. 2019 from 6.00 b) Only car identified as “SERVICE” is allowed enter service area. c) Service area regulations: - maximum speed 30 km/h - clean service area - Competitor must leave allocated place clean and without any mess. - Catering in service area: If your team or any other company would like to have a catering for their guests in service area, it must be settled with organiser before starting administrative checking. In other cases organisers can forbid this catering. Exception is food-supply for crews and mechanics. With regard to waste disposal organiser can levy a charge for costs. Selling food and drinks in service area without permission of organisers is strictly forbidden. - Shows and exhibitions in service area: If any team or company would like to organise shows or exhibitions for their guests in service area, they must ask organisers for permission before administrative check. All shows and exhibitions in service area without permission of organisers are strictly forbidden. d) In service area in České Budějovice is forbidden to use gas electric supply. Standard

electric supply will be provided from the organizer (230/400 V). Price for 230 V is CZK 605 / EUR 25 incl. VAT per each crew, price for 400 V is CZK 1 210. / EUR 50 incl. VAT per each crew. "Charge should be paid with entry fee or at latest during the crews

presentation. Each service place will be connected by exhibition area employees. Contact information will be given at the crews presentation.

In case of service park regulations breach, the Clerk of Course may penalise competitor by CZK 5 000 / EUR 204. Serious breach will be reported to the Stewards.

11.12 The reason for driving throw the SS is presentation of the historical cars. Not competitive driving. Crew who will not obey instructions of these supplementary regulations will be excluded. Crew who breach the rule about slide turns will be excluded by the Clerk of the Course.

APPENDIX No. 4 STARTING NUMBER AND ADVERTISEMENT STARTING NUMBER WITH OBLIGATORY ADVERTISEMENT PROVIDED BY THE ORGANISER RALLY PLATE APPENDIX No. 5 MONITORING GPS SYSTEM ONI®

1. General provisions All competition cars have to be obligatorily equipped with the ONI® tracking system. ONI® tracking system is owned by the Autoclub of the Czech Republic and will be rented to the competitors (for non-refundable fee 350 CZK or 15 EUR payable by competitor). Eventual destruction, non-return or damage of the unit has to be paid for by the competitor to the provider in accordance with the applicable price list. In case of non-returning GPS tracking system immediately after the event, the fine 600 euro will be imposed to the competitor. 2. Distribution of the ONI® tracking system ONI® tracking system contains following parts: • tracking unit with display • tracking unit holder • power supply cable • combined antenna roof • control panel containing: ‐ OK button to cancel the alarm / confirm red flag ‐ SOS switch for calling emergency

ONI® tracking system will be installed to every rally car before each event. Detailed information will be published no later than during roadbooks issuing. After arrival to the scrutineering, device administrator will install the tracking unit, antenna and control panel. Antenna and power supply cables can be purchased by the crew for personal ownership. At the end of the rally or after retirement, the tracking unit or complete tracking system must be returned to the device administrator. Usually the devices are collected in the last service area or before finish of the rally. 3. Installation of the unit in the car 3.1 To fit the tracking unit with display, antenna and control panel, it is necessary for the competitor to follow exactly the Installation guide, to keep the unit in good condition and to protect it against damage and fouling (especially the connectors) during the time. 3.2 Foreign and one time rally participants will receive a rental version of the set equipped with magnetic roof antenna. 3.3 Control panel with OK button and SOS switch is in one box for which the competitor has to choose a suitable place for fitting within the reach of both crew members. It is obliged to prepare everything for its installation prior to the scrutineering. 4. The unit operation during rally To operate the unit, the crews have to meet all instructions as mentioned in the User’s guide. Operation during events on SS: • Accident (crash detection)

- The unit evaluates the situation and sends info about accident to rally control. Crew cannot affect this message.

- The display shows message: Are you OK? Confirm. - 10 s after this question, the siren wails for next 15 s - If the crew pushes OK button, this information is sent to rally control and information about

accident is not sent to the unit of following cars in the stage. • Stop in SS

- When the car stops in SS, it is counted as an obstacle. Unit signals to the crew by sound siren and text, that they have stopped. This signal takes 15 s.

- If the crew doesn’t push OK, warning message is sent to the rally control and also to other cars, which are currently in the stage arriving to the obstacle.

- With pushing the OK button the crew confirms that they are okay, on the display is shown message OK and information about obstacle is not send to the unit of next cars in the stage.

• Request for help - Changing the switch is confirmed by SOS message on display, also the siren sounds. - The siren sound can be cancelled by pushing OK button.

• Red flag - When the rally control hangs out the red flag, the display shows big message RED FLAG (with

red background) and the siren sounds. - Crew has obligation to confirm receiving the red flag by pushing the OK button and to reduce the

speed according to the sporting regulations. - The siren sound can be cancelled by pushing OK button. - The red flag on display can be cancelled only by rally control.

5. Speed checking during reconnaissance During reconnaissance the crew is obliged to follow traffic rules of the Czech Republic. Not respecting this rules, especially exceeding the speed limits, will be monitored via ONI® tracking system. This checking doesn’t exclude other checks, i.e. police controls according to their standard procedures.

ONI® tracking system for reconnaissance Tracking system is checking the speed in every moment during the reconnaissance. Every crew will pick up the ONI® recce tracking unit together with roadbook. Installation of the unit and its using during reconnaissance is obligatory for all crews during the whole schedule of reconnaissance according to the art. 3 Reconnaissance schedule. For speed checking during the reconnaissance, NCL 21 units are used.

NCL21 unit is started during roadbook issuing before starting of reconnaissance. For whole reconnaissance the unit is working on its own battery. It is not necessary to plug the unit to any power supply. It is possible to place the unit on metal surfaces - magnets are implemented in the unit. Not using the unit in a rally car during reconnaissance will be fined. Every attempt to falsify, manipulate or infringe the unit for reconnaissance or any device, which will make impossible to collect data because of external interference will be reported to the stewards who can penalize the crew up to refusing the start. Decision regarding seriousness of the offence and its repeating is in Clerk of the Course‘s authority. For exceeding the speed limit, sanctions can be given according to supplementary regulations or championship regulations. 6. Manuals and further information: www.onisystem.cz/rally
