Over the last few months our community has experienced law enforcement in a new way. The

tragic loss of our friends, Sergeant Butch Baker and Detective Elizabeth Butler, have reminded us that for more than 150 years local law enforcement has not just been there to keep us safe and a source of comfort, but for that same time local law enforcement has been a part of our community – a part of us.As we take the time honor local law enforcement during the July 4th Parade I thought it would be interesting to take a look at some facts you might not know about the Santa Cruz Police Department.

• A number of officers hired in the last few years were raised locally –after attending college elsewhere they came back to serve their friends and neighbors

• The department averaged 288 calls-for-service each day in 2012 and made 53 percent more arrests in 2012 than in 2011

• Santa Cruz Police was the first department in the nation to deploy a technology program that helps predict when and where crime will occur as well as the first in the nation to develop a consumer-focused mobile app that allows access to crime maps, crime tips and social media – gaining the department international recognition.

• The Department has over 900 solar panels installed in its parking lot - providing green energy for its building and beyond

• About one out of four of all of the Santa Cruz Police employees live in Aptos, which means they shop at our local stores, their kids attend our local schools and play in our local parks. Even though they wear a Santa Cruz Police uniform they are a part of our greater community There is no question the last few months have been an extraordinarily trying time in our community. But through it all, one thing has become clear -- that this community takes care of its own. Since our police are part of our community, a part of us, we need to continue to be there for them and for their families. Our community will continue to be stronger if we do.

n 1850, Santa Cruz County was formed just as California became a state. That same year, Francisco Alzina, who was formerly from Spain, was elected the first Sheriff. Alzina served a one two-year term, which became the election standard for all Sheriffs until about 1895. In the early days, the Sheriff also served as the County Tax Collector.

Some of the same problems existed in 1850 as they do today – but the methods for dealing with them have changed! Before the turn of the century, local convicted murderers sentenced to death were actually hung on gallows near the County Jail in the Mission Hill / Holy Cross neighborhood under the supervision of the Sheriff.

Today, the Sheriff’s Office oversees one of the most advanced community-oriented policing strategies in the region and focuses on neighborhood-based service centers to directly address the community’s needs.

Here are some interesting facts about the Sheriff’s Office:

• In 1903, Howard V. Trafton was elected Sheriff. Trafton served as Sheriff for 22 years until he and his Undersheriff, Richard Rountree, were murdered on an Aptos Beach while serving an arrest warrant on a local man described as a “Hermit” • In the 20th Century, three Santa Cruz County Sheriff’s served at least 20 years in elected office. They were Howard Trafton, Bob Devitt and Alfred Noren • In the early 1960’s, the Office of the Coroner was merged with the Sheriff’s Office. Most of the staffing growth of the Sheriff’s Office has occurred within the last 25 years• The Sheriff’s Office offers tours of the Jail. You can set one up directly on their website• Two of the three last sheriffs were from Aptos • There are 5 Sheriff’s Service Centers throughout the county where you can meet with Sheriff’s staff in your neighborhood – including one in Aptos at Rancho Del Mar. The Sheriff’s Office is the primary law enforcement provider for the Aptos area with the California Highway Patrol providing traffic enforcement in the area. Sheriff Phil Wowak, the current County Sheriff, is both a sworn peace officer and an elected official. He was elected in 2010 to a four-year term.

In 1961, much to the horror of local citizens, a zoning change was proposed that would have allowed a

cement batching plant to be built in the center of Aptos Village. Locals rose up against the proposal. Concerned women such as Lucille Aldrich, Anne Isaacs, Babe Toney and others formed the “Aptos Ladies Tuesday Evening Society” and organized themselves to defeat the zoning change. Their efforts were successful, and after their victory,

The “Sun Tan Special,” the train that once passed through Aptos Village while transporting visitors from the San Francisco peninsula to Santa Cruz, stopped for the parade. “It was a happy coincidence that the parade coincided with the train passing through,” recalled Lucille Aldrich.

Later that year, when the Southern Pacific Railroad tried to close the crossing in front of the Bayview Hotel, the Aptos Ladies’ Tuesday Evening Society again took action. Inviting the press, they dressed in Victorian clothes and laid themselves down upon the railroad tracks. Eventually, the court decided the Southern Pacific could not close off the right-of-way, and the Ladies were again victorious. This second victory pro-vided the impetus for continuing the parade.

Originally, the parade route was from the Driftwood Gas Station at Trout Gulch Road to the Pop Inn restau-rant (Britannia Arms) and back to the Bayview Hotel. It lasted less than ten minutes. Soon, food booths were set up to help raise money for Mar Vista School and ears of corn were sold. Childrens’ games and contests were added including a cow milking contest. The pancake breakfast was added in 1987 and is a cooperative venture between the Aptos Chamber of Commerce and the Aptos Lions Club.

throw a parade every year attended by thousands, it truly takes a village. The Aptos 4th of July Parade is something the townspeople look forward to and celebrate every July 4. Yes, organizing the Aptos 4th of July Parade takes a village…. Aptos Village!

Lucille’s Dreamis Now World’s Shortest Parade

It was 52 years ago when Lucille Aldrich and the Aptos Ladies Tuesday Evening Society celebrated the

first Aptos Fourth of July Parade. The parade began as a community victory celebration that has expanded into a world-renowned icon. Even today the parade still reflects the small-town community values that were so important to its founder.

As Lucille explained it, the Aptos Fourth of July Parade actually began to celebrate the community’s victory over big business. It was 1961, the year the Berlin Wall went up, and there was a proposal to build a cement plant in Aptos. Aldrich and her group of friends in the Tuesday Evening Society successfully lobbied against the project.

The membership of the Tuesday Evening Society cel-ebrated the defeat of the cement plant by inviting every-one in Aptos to a Memorial Day barbecue in the fields near the in the center of the village close to the rail-road tracks. Lucille enlisted the help of her friend Hank Shaw, a member of the Monterey Bay Antique Car Club. Hank showed up with 18 antique cars & drivers. The ladies of the Tuesday Evening Society dressed up in old-fashioned clothes and paraded alongside the antique cars with their children in tow.

As they were parading through the village, a train headed for the Boardwalk in Santa Cruz pulled into the Aptos Station. Many of the passengers decided to hop off and join in the fun. Before they knew it, an im-promptu procession of happy folks was marching down Soquel Drive from the Driftwood gas station to the Pop Inn Restaurant (now the Britannia Arms). Little did they know that was the beginning of the World’s Shortest Parade.

Lucille and her friends decided to repeat the celebra-tion by making it an annual Fourth of July parade. The enthusiasm for the event grew by leaps and bounds. The crowd of parade watchers increased from a few families and visitors in 1961 to a few hundred in 1968 to an estimated 25,000 today including participants and spectators.

Early each Fourth of July, lawn chairs and blankets mysteriously appear out of the fog along the parade route and by parade time are filled by enthusiastic spectators. Times have changed since that first parade & Lucille Aldrich would be pleased of what that first victory parade has become.

2012 Aptos 4th of JulyParade Winners

The funky floats, the cars and trucks and trailers loaded with kids, musicians, flags and celebrants of all ages and all those who paraded and danced

and entertained (some in rather weird and unique ways), the spectators who waved and applauded made this tradition a unique expression of the delight that the freedoms we enjoy can create for us.

The parade participants and the crowds that cheered, laughed, and felt a lump in their throat as they stood for the honor guards made the World’s Smallest Parade - the 2012 Aptos’ Fourth of July parade - once more a community celebration… and a celebration of community!

While just some of those who took the time and had the chutzpah to be in the parade are being honored as winners in the various categories - We all were winners! This year it could be you! Start planning now to surprise and entertain us in the 2014 edition of the World’s Smallest Parade.

People are beginning to realize how disasters impact themselves, their cars, homes, and businesses. Many

now know how unprepared they are to face such a situ-ation and do not have a coordinated evacuation plan, do not have their documents in order, and do not have a clear plan of action. The time to act is NOW! Here are some things you should immediately do to prepare for any emergency whether an earthquake, severe storm, fire, or terrorist attack.

LEARN HOW TO SuRVIVE THE DISASTER Take the free Community Emergency Response Team (CERT) train-ing offered by the Aptos La Selva Fire District (aptosfire.com) that teaches how to survive natural disasters.

MAKE A DISASTER SuRVIVAL PLAN Prepare a plan that details how to evacuate: what to take, where to meet and who to contact. Check out the Free Disaster Survival Planning Toolkits at www.awsdisasterplanning.com/tool-kits.htm

STORE DISASTER SuRVIVAL SuPPLIES Have sup-plies on hand for your car, home and office. You can order car and most family disaster survival supplies online at www.redcross.org

STORE REquIRED DOCuMENTS Gather and copy the following for each member of your family: birth certificate, drivers license, passport, and social security card. Copy life, property, and medical insurance policy contacts and policy numbers. Store them in a safety deposit box.

FILE YOuR CLAIM ASAP As soon as possible during the disaster contact your insurance agent to begin the process of filing a complete claim. Your insurance may cover housing if you are evacuated or lose your home. The sooner you file your claim, the better. Don’t wait!
