    Representative selection is a thorny topic in most sports, varyingfrom the quantitative assessment of athletics to the qualitativeassessment of say rllgby. As one miJ;(ht expect. t.he lat.ter type of selectionprovides continual uebate on selectors' decisions but even thestandardised Rnd perform~nDe baserl sport. of athletics often produces howlsof derision from those not actually in the hot sant, In orienteering,performance c nn ohviously be s ssons ed wi thin all event but difl'icul tiesarise in comparin~ event with event. Much as we wish it were so, it is notpossible to provide a general theory or selection which caters for actualcompetitor behaviour in the real world and therefore one has selectors tomake decisions and, if necc essa rv . r ece ivc br ick -bn t s . Fortunately Richard Flynn (AJAX)has agreed to return to ehe LOC in order to continue and developArthur's good work. A new idea in the fixtures area is to replacethe odious 10% LOC levy with a registration fee.

    Leinster have been fortunate in' securing the services of MauraThornhill (GEN) and Eoin Rothery (AJAX) as senior selectors. No doubttheir recent experience of top grade competition will be an asset inthe performance of their new duties.

    NEW COMPETITION RULESThe IDA has decided that (I) 1st, 2nd and 3rd prizes be awarded

    to the first three placings in each class in a Regional Championshipand that a separate award be given to the Regional Champion, (2) norestrictions be placed on entry to the 218 class and (3) that thecontroller should not be a member of the organising club. The LOChas further ruled that 1st, 2nd and 3rd pri7.es be awarded in each21 subclass (e.g. 21E, 21A, 2IB). The award of open Regional Championbe given to the best Leinster competitor in the top sub-class (i.e21E or in its absence 2IA). It is expected that these rules willbe adhered to at the next Lainster Championships.

    NEW CLUBS

    A warm welcome is extended to the newest Leinster Club, namelyOutward Bound Adventure Club, Cabra West. Their experience in introducingoutdoor activities to juniors will be an aBRet to the Region. Newshas been received of attempts to form a new club catering for orienteersin the North County Dublin, we wish this effort every success. Thereis also the possibility of a new club being formed in Roundwood.

    INSURANCE AND SCIIOOL ORIENTEERING

    Paddy Keane (JROC) , ex-treasurer lOA has done much valuable behind--the-scenes work in discovering what is spe c LfLcu Ll y covered by the LOAinsurance policy. Unfortunately it is now appa ren t that most of theevents run by the LSOA are not covered by the lOA insurance policy.This has caused many problems for the LSOA chairperson Jane Watt (GEN) ,who has had to arrange expensive insurance cover for single events atshort notice. It appears that the LSOA will need to negotiate a separateinsurance policy to cover their calcnd~r of events for next year.

    The LSOA occasionally needs to call on the service of experiencedorienteers. In this context a special word of thanks is due to Johnde Lacy (ECO) who agreed at a few days notice to control the LSOAevent on 20th March.

    TECHNICAL STANIJARDS

    Concern about technical standards is not confined to members ofAJAX. There would seem to be tI need Ear the LOC to develop a role in

    monitoring technical standards. The LOC technical off~cer, TiinaCleary (3ROC) is presently formulating a policy on controllers whichwill be presented in the near future.

    JUNIOR AFFAIRS

    At the 1987 Leinster Championships, the performance of Leinsterjuniors was, in general, noticeably inferior to that of junior competitorsfrom Munster and the North. In contrast Leinster seniors more thanheld their own against first-class competition from the other regions.We certainly do not begrudge the Hunster and Northern juniors theirwell-earned success. We feel that the disparity between senior andjunior performances indicates deficiencies in the organisation ofjunior affairs in Leinster. In an effort to rectify this we are invitingthe clubs to send representatives to a meeting on junior affairs inBn Ll Ln reer Community School £It 8.00 p.m on 7th April.

    The genernl development section discussiOn was remarkable forthe number of criticisms made about the failure of established clubsto function as social units and to actively encourage novices to persist1n the sport. There wns not enough time to publi~ise the conferencein TID. The lOA informed club secretaries. It became apparent that therewnR no mechnniRm in existence by which club secretaries could easilydisseminate information to th~ir members. It is suggested that clubsconsider setting up a cascade communicntions three as outlined by ColinlIenderson (LVO) in the Dec. '87 issue of "Compass Spore". In short,the secretary phones two members who each in turn phone two others etc.The result is thAt all members with telephones can be informed in ashort time with minim\lm effort on the part of any single individual.

    Congratulations to all those who successfully completed four events.Certificates for 1st, 2nd and 3rd place were awarded in each class.Some certificates still need to be distributed and apologies are dueto those still not in receipt of them. The final results for theLeague will be puhlished separately.

    RECENT EVENTS, ENDYMION

    The Rward goes to the planner Aubrey Flegg of SET Sprint 0 - eventat Killakee The short courses provided on a much-used area weretechnically demanding and interesting. The GEN scale event atCarrickgollogan was notable for the successful debut of Gavan"DohertyHI5 aa a planner. The well-organised AJAX event at Clara-Lara gaveus an opportunity to orienteer on this new map in good weather overunusually long courses.
