other hand, so that the interest of Japanese consumers are protected with respect to anxiety-free use of ITE.

INDEX 2016 April-2017 March

We are thankful for your understanding of and support to activities of VCCI. This is a report on the

activities of VCCI in the fi scal year 2016 (April 2016 – March 2017).

While Japanese economy is generally on the trend of gradual recovery due to the effects of so-

called “Abenomics” having brought about the easy money policy and the correction of the high-

yen trend, the world economic situation is not necessarily viewed in a rosy expectation because of

disquieting political movements and geopolitical risks in major countries. The information

technology industry of Japan having close relationship with VCCI is facing with big innovative

changes brought about by CPS (Cyber Physical System) and IoT (Internet of Things) which are

expected to bring about keen global competitions necessitating innovative managerial strategies

to survive in the market.

Since its inception VCCI has been engaging in activities at a broad front in Japan to protect

Japanese users of electric and electronic equipment against interferences by radio disturbances

caused by ITE. We are thankful that we were able to celebrate the 30th anniversary of VCCI in

December 2015. We owe our 30 years activities a lot to related government agencies, industry

associations and, above all, to the members of VCCI. Thank you all very much.

What has long been sustaining the activities of VCCI is the reliability of the VCCI mark. It is a

symbol of efforts of VCCI members to clear the VCCI requirements made of the three pillars. Pillar

1 is the registration of EMI measuring facilities of members to VCCI, pillar 2 is conformity

verifi cation tests performed by the members with the registered measuring facilities and pillar 3 is

market sampling test conducted by VCCI. It is our commitment to continue this scheme to further

solidify the reliability of the VCCI mark symbolizing cleaner electromagnetic environment in Japan.

Now if we look back over the situation in Japan on CISPR 32 Ed.2, the international standard on

emissions from multimedia equipment released in March 2015, it was endorsed as applicable to

Japan by MIC in December 2015 as the result of the intensive review by the information

communication council of the ministry. To follow this move VCCI formed a taskforce under the

steering committee with a mission to develop CISPR 32 based VCCI rules. The taskforce fi nally

completed the work in November 2016 by taking widely collected members’ opinions into

consideration. The remaining efforts of VCCI will be to promote the new VCCI rules by way of

running explanatory meetings, seminars, workshops in Japan and overseas.

No less important is our continued efforts in contributing to the ongoing work in CISPR as well as

in increasing general recognition of the VCCI mark in Japan and overseas. The list of our work to

promote the application of the new rules includes convening the International Forum with invited

speakers from related organizations overseas, running VCCI workshops overseas, information

exchange meetings with BSMI of Chinese Taipei, and dispatching VCCI experts with technical

contributions to related committees of CISPR, just to name a few. All these activities are

considered to have contributed to the recent fact that the rate of recognition of VCCI in the world

is getting higher.

Turning our eyes to VCCI activities in Japan domestic situations, we have regularly participated in

the VCCI seminars arranged in the program of Information Communication Month sponsored by

MIC, VCCI seminars in prefectural industrial technology centers in addition to regular VCCI

education courses for measuring engineers of VCCI members. We also participate in major

conventions covering ITEs in Japan and overseas on a regular basis to have site visitors

familiarized with the VCCI mark while VCCI technical experts participate in technical sessions run

in parallel to present results of their EMC related studies in VCCI. The results of all those activities

are considered refl ected in the increased rate of recognition of VCCI in the world.

It is our commitment that we will increase the visibility of VCCI even higher in the world where

CSP/IoT will be in the forefront and background of industrial society everywhere. Activities that will

realize such commitment of ours include efforts to further improve electromagnetic environment in

Japan, increase the number of members of VCCI involved in CPS/IoT and other technical

innovations. The bottom line will hopefully be that VCCI is recognized as an organization

indispensable in highly industrialized Japan.

We would appreciate your support to and cooperation with VCCI more than ever.

sampling test among other things. Attended by 18 trainees in the

course held in July 2016. They were all given a diploma.

(6) Automatic and manual measurement course

This course was initiated in February 2016 to horn the skills of

measurement engineers, but it was decided to cancel the course for

this fiscal year due to insufficient number of enrollment.

(1) Market Sampling Test

Carried out market sampling tests in accordance with the Rules for the

Voluntary Control Measures. The number of sampled products was 100

out of personal computers, peripheral equipment, digital cameras, game

machines and others, of which 45 were loaned and 55 procured. Of 100

sampled 93 were judged “passed” and 7 were judged “failed tentative”

of which 2 were recovered as “passed” and 5 remained “failed” in the

final judgement. Products remained “Failed” in the end were announced

in the VCCI Web site with the name of suppliers, model numbers and

reasons for “Failed” upon the consent obtained from the suppliers.

(2) Document inspections

Performed document inspections on 40 cases. The check is

administered by scrutinizing test reports filed with conformity verification

reports. As a result, the owners of 4 cases were asked to comeback

with the result of retesting. Judged from the reports of retesting

received all were recovered to the “passed” status.

(3) Surveillance on the VCCI mark in the market

Conducted the fact-finding surveys on the indication of the VCCI mark

on ITE distributed in the market (1,734 models of 190 suppliers). The

result was, VCCI marks were found on a certain number of non-VCCI

members’ products. Also inappropriate marking on VCCI members’

products were found in several cases. We will ask non-VCCI companies

which used the VCCI mark to join VCCI and make efforts to promote

legitimate indication of the VCCI mark.

Executed the following activities

(1) Update of the table of ITE related standards in the world

Updated the table of emission and immunity standards of 25 countries

including Japan, the US, Europe, China, Russia, Australia and others. It

was uploaded in the Website in July 2016.

(2) International Forum

Convened a regular annual international forum as a parallel event

to CEATEC on October 7, 2016. Speakers were invited from EU

Commission, Australia and Russia. The number of the audience was

approximately 100.

(3) Initiated the service of information provision to VCCI members on

the update of the trend in EMC regulations in the world.

Created a database on the trend of EMC in the world for the reference of

VCCI members. The database has been regularly updated since April 2016.

(4) Study of EMC regulatory situations overseas

Dispatched VCCI staff in March 2017 to GSO (in Saudi Arabia) which

plans to start regulation on EMC. The purpose was to get updated on

the regulatory information there. The resulted report is opened in the

VCCI Website.

(1) Setting of the revised VCCI rules for autonomous control of

electro-magnetic disturbances

Completed the implementation of the revised VCCI rules based on

CISPR 32 in November 2016 for immediate application. Refer to item (5)

for details.

(2) Had information exchange meetings on the proposed draft of the

new VCCI rules planned to be made effective in November 2016

with the following associated overseas governments and the

industry associations

・BSMI of Chinese Taipei in May, 2016

・ ITI of the US in July, 2016

・ECMA in September, 2016

・RED CA in November, 2016

(3) Renewal of the MoU with overseas counterparts

Japan and the US have been engaging in the mutual recognition of

conformity data measured in the US and Japan reciprocally. In 2016

VCCI had information exchange meetings with A2LA and NVLAP

and agreed with them to continue the contract in the future. The next

contract renewal date will be in FY2017 as the renewal is required in

every two years.

(4) Running VCCI seminars

VCCI makes it a practice to run seminars every year to update

members on the latest activities of VCCI and related standards applied.

In FY2016 we had it in May 2016 as a part of the special program

for the Information Communication Month of MIC. Also VCCI ran

independent seminars for the Mie Prefectural Industry Center, the

Minami Shinshu Iida Industrial Center and the Nagasaki Industrial

Technology Center to update local industry people on the EMC issues

VCCI is engaged in.

(5) Activities of the problem driven taskforce

In the past the operational principle of the taskforce was to tackle with

specific problems outside the Steering committee, but as far as CISPR

32 is concerned, the taskforce focused on the development of the new

VCCI operational rules in line with CISPR 32 to be effectuated from July

2015 onward. The basic work principle was to widely collect needs of

VCCI member companies and define common needs out of them to

reflect on the new VCCI rules for the final assessment by the taskforce.

The deliberation was held almost at the rate of once a month and the

final draft approved by the steering committee was released in November

2016 as the new VCCI operational rule for immediate application.

(1) Contribution to the setting of the Japanese EMC standards

Participated for contribution in the MIC ad hoc group in charge of

the adaptation of CISPR 16 (Specification for radio disturbance and

immunity measuring apparatus and methods) as Japanese standard.

As a result Japanese standards equivalent to CISPR 16-1-1 and CISPR

16-1-4 were released by MIC in October 2016.

(2) Opinion exchange meetings with the Japanese industry association

Had an opinion exchange meeting with JEITA on a new proposal being

discussed in CISPR to specify the test volume. It was decided in the

meeting that Japan make a supplemental proposal to CISPR with

the addition of practical conditions based on the evaluation done by

JEITA. As a result the Japanese proposal was adopted as a CD to be

circulated by CISPR.

(3) Briefing meetings on the new VCCI rules based on CISPR 32

VCCI had two briefing meetings, one in July 2016 and the other in

January 2017, on the new VCCI rules based on CISPR 32 changed

from CISPR 22 based on the assumption that VCCI members have

many questions and comments on the significant rule changes.

(4) Convened a technical symposium

Held a symposium in Tokyo in January 2017 to brief VCCI members on

the efforts made by the VCCI Technical Subcommittee on the release of

the new VCCI rules based on CISPR 32. Also covered in the

symposium were technical papers presented in CISPR related

international conventions. The total number of audience was

approximately 160.

(5) Activities of the Technical Subcommittee and working groups under it

(a) Developed three new guidance documents on the new VCCI rules.

They cover the tips for preparation of a test report, the material of

test tables and errata on CISPR 32.

(b) CISPR project WG

Reviewed the drafts of MIC proposal on Japanese standards based

on CISPR 16-1-1 and CISPR 16-1-4 and provided VCCI comments

on them. Also VCCI experts who attended CISPR meetings briefed

on the meetings for information sharing with VCCI members.

(c) CISPR 32JTF (Joint Task Force of the Rules WG and CISPR 32 WG)

Developed a draft of the new VCCI operational rules and a draft of

the new VCCI technical requirements and interpretations of them.

(d) Radiated EMI WG

Had a meeting with JEITA on a new proposal made by CISPR

to definethe test volume. Based on the result of the meeting

Japan proposed to CISPR the additional conditions reflecting real

situations, which was adopted as a CD document. The WG also

released a guidance on the selection of materials for the test table.

(e) Conducted EMI WG

Released a technical report on the effect of the status of PoE communication

port on the conducted emission of mains port to be measured.

( f ) Antenna calibration WG

Conducted a study on the antenna height which does not interfere

the surrounding space from staying as free space. Also studied the

method of calibration of antenna factor in the free space.

(g) VHF-LISN WG

Released a CD on the VHF-LISN in December 2016 to be

standardized internationally. Also studied the specifications and

method of calibration of VHF-LISN.

Planned and executed the following technical training seminars targeted to

EMC managers and measurement engineers for their better understanding

of the requirements and improvement of required skills. At the same

time the preparation was initiated to renew and enhance the contents

of the courses to meet the new VCCI rules based on CISPR 32. Not a

small number of the responses to the questionnaires asked at the end of

each course addressed the need of a new course on the uncertainty of

measuring apparatus. To satisfy this need the education team started the

work with target initiation of the courses within FY2018.

(1) VCCI Course for Measurement Engineers

Attended by 29 trainees in two sessions held in May and October,

2016. All of them were provided with the diploma.

(2) VCCI Basic Course for Measurement Engineers

“Basic Course” is designed to prepare entry level measurement

engineers for the course in (1). Two courses held in April and

September were attended by 28 trainees in total.

(3) A course on Antenna Calibration/NSA Measurement for

Measurement Engineers

Attended by 6 trainees in a session held in November 2016. They were

all presented a diploma.

(4) A course on Radiated EMI measurement above 1GHz

Attended by 16 trainees in two sessions held in November 2016.

(5) A course on the Operation

This course is for trainees to have deeper understanding of concrete

VCCI operations including conformity verification reporting and market

Ran the VCCI booth at the convention site for April 20-22, 2016.

Approximately 300 visitors responded to VCCI questionnaires.

(2) Participated in COMPUTEX TAIPEI 2016

(May 31-June 4, 2016 in Chinese Taipei)

VCCI ran a booth for improvement of the recognition rate of VCCI.

Distributed VCCI brochures to approximately 500 visitors and answered

their questions.

(3) Participated in CEATEC 2016 with VCCI booth

(October 4-7 2016 in Makuhari Messe)

It was first time for VCCI to participate in this event with own

booth since VCCI became a corporate body. Had cooperation of

approximately 250 visitors for answering questionnaires.

(4) VCCI ad with decorative illumination

Continued posting the illuminated VCCI ad boards in the JR Akihabara

and JR Osaka stations for the general PR purpose.

(5) VCCI ad on the door windows of the Tokyo Metro Hibiya line

Continued this way of PR with a new design of the sticking label.

(6) VCCI ad movie in the TV sales floors of Bic Camera

Since March 2016 a 30 second movie ad on VCCI has been televised

on the TV sales floor of 21 stores of Bic Camera in Japan to address

sales personnel and general consumers.

(7) “VCCI Dayori” quarterly magazines in the VCCI website

Posted in the VCCI website were four issues of no.121-124 in Japanese

and English language.

(8) Issued annual report 2015 edition in August 2016

TELEC is a testing/certifi cation organization providing services of certifi cation on the clearance of technical requirement specifi ed by the

Radio Act, notifi ed body services accredited by MRA with EU, specifi ed calibration of measuring equipment and testing of radio/high

frequency equipment. TELEC is also capable of testing EMC, RF, SAR and feeble radio equipment. Also engaged in is services of

testing of wireless power transmission facilities, various facilities using high frequency radio, antenna characteristics and measurement

of various open site basis electro-magnetic measurement.

JQA (Japan Quality Assurance Organization) – Saito Electromagnetic Environment Testing Laboratory

JQA is a fair and neutral third party organization providing services ranging from inspection and registration in quality management system ISO 9000 and

environmental management system ISO 14001, testing of electromagnetic environment, certifi cation of product safety, calibration of measuring equipment,

to certifi cation of life-supporting robots among others. The Saito testing laboratory is the largest one among the electromagnetic environmental testing

laboratories of JQA as it also covers information/medical/home appliances and vehicle/vessel mounted equipment. In addition JQA is capable of radio

equipment testing in Japan and overseas. JQA testing facilities are registered as qualifi ed in the VCCI and certifi ed by VLAC as ISO/IEC 17025 compliant.

KEC (Kansai Electronic Industry Development Center) – Testing Division

KEC provides services of laboratory accreditation in accordance with ISO/IEC 17025 (as certifi ed by VLAC, JAB, JNLA and A2LA). Covered

services include high quality and speedy EMC testing for home appliances, industry/medical/railway equipment, power conditioners,

automobiles, EV chargers, vehicle mounted equipment, airplane mounted equipment, defense related equipment as well as product safety

evaluation testing for radio equipment and home appliances. KEC has various EMC testing facilities including a 10-meter radio anechoic

chamber and vehicle/airplane mounted/defense related small size anechoic chamber supported by the iNARTE engineers.

Intertek Japan – Kashima Testing Laboratory

Intertek Japan running five testing sites in Japan is a testing laboratory accredited by VLAC, NVLAP and IECEE among others. The

laboratory provides EMC testing services for consumer, industry, medical, automobiles, military, aviation and telecommunication equipment

and calibration services for measuring instruments. It also provides agent service for applications for domestic and overseas product safety

and telecommunication certifi cation as well as factory inspections. The Kashima laboratory with an open site and anechoic chamber has

been engaged in EMC testing mainly of consumer electronic equipment since 1984.

VLAC was established in April 1999 by VCCI as an independent organization providing services of testing laboratories accreditation based on ISO/IEC

17025:2005. VLAC accredits testing laboratories by examining their conformity with the international standard. The scope of VLAC is as broad as in the following

in addition to the test of emission form ITE which is the basic domain of VCCI. They are, EMC testing of various equipment (electronic/electric equipment, medial

electronic equipment, electronic on-board equipment for railway, ship and elevators, performance testing of telecommunication terminal equipment, electro-

magnetic field exposure testing, performance testing of wired communication terminals, air conducted noise testing, power consumption testing of home use

electronic equipment and safety testing.

Testing laboratories accredited by VLAC are recognized as passable anywhere in the world because VLAC is a signatory organization of ILAC MRA. Thus

testing laboratories certified by VLAC have a privilege of fast registration to VCCI free of charge by just sending the certification via the web site. The number of

laboratories certified by VLAC at the end of the fiscal year 2016 is 46 testing sites of 36 laboratories.
