What undergraduate programs should I focus on in college? These are all questions and many more that were an- swered at PrairieValley Jr. and Sr. High School in Gowrie on Monday, March 31st. Medical stu- dents from Des Moines University along with three medical staff visited Prairie Valley School to offer hands-on activities for students to learn about the medical field. Ambulance staff from Gowrie, Harcourt and Farnhamville also offered information on Emergency Medicine careers and hands-on activities for students. A special thank you goes out to Terry Towne for coordinating the EMS staff for the day. Abby knew that her brother was coming home but she did not know that he was returning early, much less that he would be waiting backstage during the Char- acter Counts assembly! Our state teams won, lostbut they gave us thrills Idon’tfollowcollegebasketballlikeIoncedid,butIcertainlycheckoutourstateteamswhenit comes to the NCAA tournament and MarchMadness. ItwasdisappointingtoseeIowamissthetournament, but Iowa Statewas doingwell andmadeittotheSweet16.TheCycloneslostakeyplayerviainjuryandalthoughtheyfoughtvaliant-lytheycouldn’tquitemakeittotheeliteeight. RoyEdwardHeggen,age90,ofDaytonpassedawayonApril18,2014. Roywas thesonofElofBernardandIngeborgTeresia(IngaBergstrom) Heggen was born on a farm nearMoorland,IAonJune29,1923. In1925theElof&IngafamilymovedtoafarmnortheastofHarcourt.RoyattendedHarcourtConsolidatedSchoolandentered thefarmingoccupationin1943.HemarriedDar-leneTell onAugust 25, 1943. They lived onfarmswestofDaytonandnortheastofHarcourt.In 1972, Roy andDarlenemoved to the ElofandHeggenfarm. Roystayedon thefarmafterDarlene'sdeathinFebruary1994.InJulyof1995,RoymarriedAnnabelle Bjornson of Dayton. Theymoved toDayton in 1998. AfterAnnabelle'sdeathinMarch2004,Roycontinuedtoliveathis home in Dayton. Roy farmed until 1988whenhe retired. Royalsoworkedduring thewinter months at Rueben Lundberg's-Dayton(1948)andWestrumMotors-Stratford(1960s).Duringthe1950s,RoydeliveredmeatforErtl'sLockerofHarcourt. Inaddition to farming,Royhadapas-sion for painting. During the winter monthsin the early 1980s, Roy and Maurice Bjorn-son started taking painting classes. Over thecourseofseveraldecades,Roypainted inoilsandsketchedincharcoal.Throughtheyearsheperfectedtheartofpaintingonfabric.Inturn,fivequiltsweremade fromhis paintingswitheachquilthavingatheme:churches(WebsterCountyarea),barnsofIowa,Australia&JohnDeere cotton pickers, IDOT/Harcourt/farmingandRoy'slifehistory. Those of you who still can make theclimb,comewithmetothesecondflooroftheBoxholmConsolidatedSchoolBuildingandre-memberasitwas68yearsago.Sincewewereat thatendof thefirstfloor lastweek, let’sgoupthosesouthsetofstairs.Aswelandonthatfloor,almoststraightaheadisthecloakhallforthe high school boys. I notice there are nowlockers insteadofcoathooksandshelves.Onthesoutheastcornerwasourfifthgraderoom,the onewherewewould have our first expe-riences on that floor. MissWilliams was ourteacher.Imayhavementionedbeforethatsherarelysmiled.Idon’trememberhereverraisinghervoicetousbutIthinkherraresmileandthelackofmuchexpressiononherfacewerewhatmayhaveruledusorkeptusinline. Directly across from the fifth graderoom was Miss Morton’s sixth grade classroom.MissMortonsmiledandIthinkshecon-trolleduswithhercaringattitudethatmusthavecomeacrosstous.Thisroomwouldbeourlastina roomsetaside just foraparticulargrade.Weweregrowingup! Aswewent north, to our leftwas theboys’ restroom, directly above the first floorone. Those restrooms are only thing that hasstayedinsameplace.Totherightaswewentnorthwasthetypingroom.Someofusoptedtotakeasecondyearoftypingalongwithshort-handclasses. Mrs.Leo taughtEnglish, short-handandtyping.Herhusbandhadbeeninthewarandhadhealthproblemsrelatedtohisser-viceandwas in theVeteran’sHospital inDesMoinesforalongtime.Onedaytowardtheendofthedaytheprincipalcameandgotmeoutofstudy hall. Would I please come to the sixthgraderoomandmonitorthemforthelasthourorsoof theday. Mrs.Leohadgottenames-sageherhusbandwasverybadandMissMor-ton,herspecialclosefriend,woulddrivehertoDesMoines.Mr.Leolosthisbattle.Thetypingroomhad served for years as the boy’s lunchroom. Otherroomsondownthehallwerepri-marilytheEnglishroom,specialgrammar,oth-errelatedsubjectsroomandtheHistoryroomwhere social studies of various stages werelearned. I remember both Miss Phipps andMiss Maude Moffett teaching those subjects,bothbeingverycapable. Aswejourneyedonnorthupthathall-waywecometoanotheralcoveacrossfromthenorthstairwayandthatwasthegirls’cloakhall.Therewas still that segregationof cloakhallsand lunch rooms.The roomat the endon thenortheastwastheband/musicroomandifyourecallmytellingit,ahopedfor“dancevenue”.NowofallthethingsIremember,Iamnotsureifthiscontinuedtobealunchroomafterwegotthehot lunchprogram.Doanyofmy readersremember?Itseemswemayhavebroughtourfoodbackup thereas somestillbrought theirlunch, especially if we didn’t want what wasonthemenufortheday. There wasn’t alotofroomintheHomeEc.Roomeither. Across from theband/music roomwasthe“lab”. Idon’tknowhowmuchofa“lab”theyactuallyhadintherebutdorememberonceinawhilesmellingsomethinglikerotteneggsorrottenonionswaftingthroughthedoor’scracks.Everyscienceclasscouldn’tbetaughteachyear(lack of faculty or faculty specialty) butwerealternated, thus kids from both eleventh andtwelfth grademight be sharing the classes. Iwas fortunate that theonly“required” sciencesubjectforhighschoolwasgeneralscienceand

Othersmay have been assigned the same taskswithotherteachers.LivingintownIcoulddothatworkafterschoolhours. Thesmallroomatthesouthendofthehall between the fifth and sixth grade roomswas,atonetimeanyway,the“sick”room.Ifastudentdidn’tfeelwelltheycouldgointhereandrestforawhileoruntilaparentcouldcometo get them. Also, occasionally the Coun-ty nurse would come around and we wouldhave togoup there tohaveour temperaturestakenandIsupposeourthroats,eyesandearschecked. Butletusgobacktothemiddleofthehallway to theWest. Therewasour belovedassemblyhall,entered/exitedbythreedoors.Itwassupposedtobeastudyhallwhenyouhadnoclassorsportactivity.Ithinkafewactuallystudied in there.Wehad the individualdeskswiththedrawersundertheseatsforourbooksandpapers. Ihavereportedonthisroombe-fore, especially as seventh graders feeling sogrownuptobeintherewiththe“upper”class-men.Itseemedsolargetomethen,evenwiththestageandsideroomsupfront.Ifthosewallscouldtalk.Iftheghostofthatoldstagecouldcome back and tell about all the plays, oper-ettas,musical programs, children’s programs,specialeventsandmostofallgraduationsthatgraceditwhatabookitcouldmake.But,ithastoremaininthememoriesofthoseofuswhowereinthatroom,onthatstage,inthatbuild-ingthoseyearsago.Areyoursasgood,aspre-ciousasmine?

Morgan will man the burn site on April 19th and Kicklighter on May 17th. The police report was reviewed and discussed. Monaghan will assist with traffic control on April 26th with the bike ride for Jamie Buenting. He will look into funding for a bullet-proof vest and will be taking three day safety training. He also will be conducting a STEPH which will be a seat belt safety inspection in the near future. Motion by Gregg, seconded by Wooters to approve Subordination Agreement with Martens. Motion carried. Motion by Kicklighter, seconded by Seil to approve Advance Lawn Care to fertilize and spray for weed control the city’s properties and to pre-pay for the application. Motion carried. Helgevold addressed the council on the Vulnerability Assessment & Emergency Response Plan. She indicated that several changes needed to be made to the plan and the council agreed to the changes. Motion by Kicklighter, seconded by Gregg to approve the bid received from Blacktop Service Co., Humboldt, IA to repair some streets after the completion of our water project. Motion carried. A memo from Joy from JEO was distributed bringing the council up to date on the Well rehabilitation. Motion by Kicklighter, seconded by VanKley to approve Change Order No.4 from Cahoy Well and Pump Service. Motion carried. Thirteen payment plans have been secured for delinquent utilities and six shut-off notices will be sent out this week. Monaghan will be working on updating the Police Department and Junk Vehicle Ordinances to present to the council. Morgan and the City Clerks and Gregg will be attending the Region V Municipal Governments Conference in Fort Dodge on April 29th. Next council meeting will be May 12th at 6:30 P.M. WHEREAS, the Board of Supervisors is empowered under the authority of Sections 321.236 and 321.255 and 321.345 of the Code of Iowa to designate any highway under their jurisdiction as a through highway and to designate any intersection as a stop intersection and to erect the signs at one or more entrances to such intersection, and

WHEREAS, the intersection to Madison Avenue and 300th Street common to Sections 12 and 13, T87N, R29W, Clay Township and Sections 7 and 18, T87N, R28W, Clay Township and Sections 7 and 18, T87N, R28W Burnside Township is currently not controlled by any regulatory signs, and

WHEREAS, construction of the Lundgren Wind Turbine Project includes access to a lay down yard, storage area, and batch plant near said intersection, which substantially increases traffic flow, and

WHEREAS, present traffic would be better served if all traffic approaching the intersection to Madison Avenue and 300th Street were to stop;

NOW, THEREFORE, BE IT RESOLVED by the Webster County Board of Supervisors that STOP AHEAD and STOP signs be temporarily erected for all traffic approaching the intersection to Madison Avenue and 300th Street. This resolution shall be in effect when the traffic control signs are erected and shall continue for the duration of said Lundgren Wind Turbine Project as determined by the Webster County Engineer.

WHEREAS; the Board of Supervisors is empowered under authority of Code of Iowa Sections 321.236 Sub.(8), 321.255 and 321.471 to 321.473 to prohibit operation of vehicles or impose limitations as to the weight thereof on designated highways or highway structures under their jurisdiction, and

WHEREAS; the Webster County Engineer has caused to be completed the Structural Inventory and Appraisal of certain Webster County bridges in accordance with the National Bridge Inspection Standards, and it has been determined that they are inadequate for two-lane roads at the allowable operating stresses.

WHEREAS; the Webster County Board of Supervisors approved a list of bridges with vehicle and load limits on November 5, 2013 and said list needs to be updated due to recent inspections.

THEREFORE, BE IT RESOLVED by the Webster County Board of Supervisors that vehicle and load limits and that signs be erected advising of the permissible maximum weights thereof for the 54 bridges listed on attached Exhibit A.

This resolution will be in effect when the signs have been erected.

Moved by Dencklau, seconded by Campbell to approve minutes of the April 8, 2014 regular meeting. Motion carried unanimously. Moved by Campbell, seconded by Leffler to receive and place on file the following Drainage Repairs: D.D.#52 and D.D. #70 Webster and #95 Calhoun. Motion carried unanimously. Moved by Leffler, seconded by Singer to approve hiring and employment of Laccey Liska, Home Health RN, effective April 21, 2014 at the rate of $18.00 per hour per recommendation of Kari Prescott, Public Health Director. Motion carried unanimously. Moved by Singer, seconded by Dencklau to accept and place on file the resignation of Adam Struve, Correctional Officer, effective April 21, 2014. Motion carried unanimously. Moved by Dencklau, seconded by Campbell to receive and place on file County Recorder’s Report of Fees Collected for period ending March 31, 2014. Moved by Dencklau, seconded by Campbell to approve and authorize Chair to sign utility permits from Wanzek Construction to temporarily bury existing overhead electrical lines for Locations D, F, H, I, O, S, T and U to allow for large crane access and reduce impact to residents for Lundgren Wind Project. Moved by Campbell, seconded by Leffler to approve and authorize Chair to sign utility permits from Wanzek Construction to temporarily lower existing overhead electrical lines for Locations A, C, G, J, L, N, P, Q and R to allow for large crane access for Lundgren Wind Project and then immediately restore after access. Moved by Leffler, seconded by Singer to approve and authorize Chair to sign work in the right of way permits for Wanzek Construction to temporarily modify intersections at 300th and Madison to accommodate delivery of turbine components for Lundgren Wind Project. Moved by Singer, seconded by Dencklau to approve resolution to temporarily close Nelson Avenue between 350th and 360th Street for tile crossing by Rognes Brothers Excavating in Sub District No. 378 to Drainage District No. 2. Motion carried unanimously. Engineer Randy Will informed the Board that on April 16, 2013 the Board approved the purchase of two tandem axle trucks with snow plow equipment from O’Halloran International, Inc. in the amount of $384,724.00. Bids were also received from Interstate Motor Trucks, Mason City, Iowa in the amount of $392,460.00 and a bid from Rees Trucks, Fort Dodge in the amount of $409,500.00. The Road Department’s Fiscal Year 2015 new equipment budget includes purchasing two new tandem trucks with snow plow equipment identical to last years, but with the following changes: deleting shoes on front plow and installing parking jack; and switching from front mounted wing to 9 feet mid mounted wing. O’Halloran International and Hiway Truck Equipment recently informed him that they will honor the same pricing as last year until April 16, 2014, minus the deductions, so the total amount of two trucks is $384,724.00, minus $3,578.00 or $381,146.00 with delivery in approximately six months following approved order. Therefore, Engineer Will recommended that the Board approve the purchase of two new tandem trucks from O’Halloran International, Inc. in the amount of $381,146. Moved by Dencklau, seconded by Campbell to approve County Engineer’s recommendation to purchase two tandem axle dump trucks with snow equipment from O’Halloran International in the amount of $381,146.00. Motion carried unanimously. At 10:45a.m. a Joint Telephone Meeting for Drainage District #70 Webster and #95 Calhoun Counties to discuss Statement of Substantial Completion of Contract with Ingraham Construction dated January 17, 2013 for Open Ditch Repair. A drainage meeting was held at 11:00a.m. B & W Control discussed and presented Year 2014 Open Drainage District Spraying Schedule for various drainage districts in Webster County, Iowa. For further particulars see Drainage Record Book. At 11:15a.m. a meeting was held to approve Change Order No. 1 relating to contract for repairs to D.D#197 Main Open Ditch. Revenues for month $117,476.86. Expenses for month $107,199.78. The agenda was approved by consensus of the board with the addition of water tower painting under old business. The recent electrical outages were discussed. ITC came to the utilities and put a monitor on at the substation, which showed a 17% swing in the voltage. Until then ITC believed that the problem was just Gowrie Municipal Utilities problem. GMU has disconnected the low voltage side, which seems to have alleviated some of the problems, but they won’t go away entirely until Alliant finishes the upgrades to the line. According to the information given to Chuck, with the new wind farm going up, we may always see more fluctuation in our voltage, but are hopeful that an upgrade to the relay system will keep it under control. No new bids for heating the engine room. Chuck is not worried about it as much with warmer weather coming. Chuck talked to a man from McGuire Iron about painting the water tower. His estimates were $95,000 for the exterior and $50,000 for the interior. The paint from Tnemec can be expected to last twenty-five years. Boerner moved to donate 400,000 gallons to the pool, second Lane. Carried-all ayes. (Value of approximately $1750) Ditchwitch will give $700 for old locator on a trade in and can purchase a new one with a hard case for $5207.03. Lane moved to purchase a new locator, second Boerner. The Webster County Board of Supervisors will hold a PUBLIC HEARING on Tuesday, May 6, 2014 at 10:45 A.M. in the Board Room, Webster County Courthouse, Fort Dodge, Iowa, regarding the above captioned amendment. The PUBLIC HEARING will be the final consideration of an amendment to County Ordinance Number 028 as follows: Deletions are indicated by strikethrough and additions are indicated by underline. Amend Section IV.2. to read: The Unauthorized Use of the County Secondary Road Right-of-Way shall be a County Infraction as defined in Section 331.302(15)(16) of the Code of Iowa. Amend Section IV.3. to read: Pursuant to Section 331.302(15)(16) of the Code of Iowa, the penalty for the Unauthorized Use of the County Secondary Road Right-of-Way in Webster County shall be a civil penalty of five hundred dollars ($500.00) seven hundred fifty dollars ($750.00) for a first offense and seven hundred fifty dollars one thousand dollars ($1000.00) for a repeat offense. The PUBLIC HEARING will be the final consideration of an amendment to Zoning Ordinance # 046 as amended in first and second considerations and as follows: Deletions are indicated by strikethrough, additions are indicated by underline.1. Amend Sec.4.04 to read: Agricultural Preservation District and strike

Agricultural Conservation District.2. Re-classify Savage Subdivision lot 13 and Savage Subdivision 2nd lots

46-51 and 77-86 to R-2.3. Add language to Section 4.07.03:The following apply to any residential parcel larger that 3 acres in size:

1. Institutions for academic instruction, clinics, charitable institutions, hospice facility, juvenile residential homes or facilities, chemical dependency or mental health facilities or other similar institutions or facilities, provided:
