Solar energy &
net-metering in Cambodia
PicoSol Cambodia
• Mission: to support the introduction and
implementation of solar energy in Cambodia
• Why is this necessary?
– Lack of awareness and knowledge
– Issues with accessibility
– Issues with affordability
– No supportive regulatory framework
Our services
Energy situation Cambodia
• Electrification rate: – < 45% (Lao PDR 70%; Vietnam 95%; Thailand 99%)
• Electricity price: – ranging widely from $0.15/kWh to up to $1/kWh.
Industries are charged $0.18-19 kWh
• Power supply and demand: – ~ 60% electricity imported from Vietnam and Thailand
– annual growth of power consumption: ~ 9%
• Supply challenges, especially during hot season
BUT
• Excellent solar conditions
Two kinds of solar systems
1. Stand alone
2. Grid connected
Net-metering/feed-in tariff (1)
• Both methods entail that the utility company
compensates the owner of the solar system for the
energy fed back into the grid.
Net-metering/feed-in tariff (2)
• Feed-in tariff works with two meters:
– one measures consumption,
– the other measures generation.
• Net-metering has only one meter:
– this meter runs “backwards” when a homeowner’s solar
panels produce more electricity than the property is using
and the excess energy is send back to the grid.
Feeding energy back into the grid
in Cambodia not compensated for by feed-in tariffs or
net-metering
• Both methods are designed to accelerate
investments in renewable energy technologies by
allowing energy producers (e.g. homeowners) to be
compensated for the energy fed back into the grid.
• Does this impede the development of solar in
Cambodia? What is needed from govt. to support
the sector?
