pR e s I d e n T ’s Me s s A g eWith summertime comes the annual American Optometric Association convention. This year’s meeting was held in Orlando, and the Missouri Optometric Association was well represented in the AOA House of Delegates with four past-MOA Presidents and others serving as our representatives. It was nice to see that we have such a good group of engaged optometrists who are willing to spend their time ensuring the value of that degree you have hanging on your wall. I was privileged to serve on the nominating committee for the AOA board of trustees. We should be proud of the representation we get from such a committed group of leaders.

Over the last year there has been much discussion about the implications and reasoning for Board Certification. Some optometrists do not think it is necessary to have a system in place for an optometrist to become Board Certified. At the AOA House of Delegates this year it was refreshing to see that the states, whether for or against Board Certification, were ready to look to the future and continue to provide the leadership and direction our great profession needs. There are those outside our membership who have not been willing to work together for the good of our profession. It is important to understand that our AOA leadership spends incredible time and energy devoted to learning what the implications of legislation and policy are for optometry. I am confident that they are interested in providing us with advice and recommendations that they believe provide us the greatest opportunity for success. I encourage you to help educate those of us that are not aware of how the process affects us every day.

Missouri optometrists achieved a great win this year in Jefferson City. Under the bill that was signed into law this week, optometrists and ophthalmologists will be paid the same amount for the same procedure under the Missouri Medicaid program.

The Children’s Vision Bill has already proven that early detection of vision and eye health concerns is important to learning. This legislation, which is just now starting to be understood across the state, will sunset after next year. We need to be able to quantify the value we know this bill provides. It is important that you and your office are reporting the results of your examinations.

opToMeTRy’s MeeTIng® 2010 In oRlAndo The MOA was well represented at the 2010 Optometry’s Meeting® held in Orlando, FL.

The opening General Session featured an interesting presentation by keynote speaker Frank Abagnale. Frank’s life was the basis of the Spielberg movie Catch Me If You Can.

During the House of Delegates, two resolutions were passed this year.

The first resolution declared the support of the House of Delegates for the Drug Evaluation and Classification Program utilized by law enforcement and requested that members become familiar with the program.

The second resolution adopted designated Optometry Cares as the AOA’s domestic charity of choice.

Elections were held for the officers and trustees of the AOA Board of Directors.

Also in attendance were more than 40 students from UMSL College of Optometry. For many of them, this was their first national meeting. “I monitored CE for 2 days and found it to be an easy way to meet and speak with doctors from various parts of the country,” said Laura Ebbert. Tania Botts, a veteran student attendee found it to be “an honor as a student to get to attend this meeting, and have the opportunity to mingle with the people that started our profession!”

Chris Boschen was UMSL’s contestant in the Essilor Student Bowl. Chris, a 4th year student from Springfield, MO, made it all the way to the final round of the Jeopardy like knowledge bowl. All the UMSL students

were joined by Drs. Howard McAlister, Jeffrey Weaver, Tim Wingert and LeeAnn Barrett in cheering Chris on. The

MOA helped sponsor the students’ trips to Orlando.

The meeting concluded with the Presidential Celebration sponsored by HOYA and featuring comedians Frank Caliendo and John Pinette.

The MOA Board began its meeting Friday morning and heard from Representative Steve Tilley, the future Speaker of the Missouri House of Representatives, regarding the outcome of the legislative session.

The Industry Alliance Executive Level members met with the board and the Affiliate Services Committee for a late breakfast. Executive Level members are Duffens Optical, Hoya Vision Care, Midland Optical, Ozarks Optical Laboratories, Inc., and Sutherlin Optical. Convention activities and the advent of online eyeglass ordering were discussed.

The afternoon was filled with golf for the ODs and Alliance members. Thanks to Tom Cullinane, OD, for yet another successful golf outing!BBQ

The committee members arrived at the lake on Friday evening to join everyone for a delicious BBQ supper. We received more comments about the food this year since we took a year off from the BBQ. Yes it will be back next year!

Saturday morning began with the featured speaker Steve Hughes addressing the attendees about communication...a great lecture which involved audience participation held everyone’s attention, even if it was eight o’clock in the morning!

The committees got down to work later that morning and were able to plot the course for the MOA in 2011. As we approach the end of Dr. Ryan Powell’s tenure as president, we will be looking for some new committee members. Anyone interested in serving on a committee in 2011 should contact the central office.

We would love to see some new faces at the next Leadership Retreat.

dR. FRAnk FonTAnA honoRed AT opToMeTRy’s MeeTIng®

Dr. Frank Fontana, an MOA member for more than 50 years, was honored by the AOA Contact Lens and Cornea Section (CLCS) at the 2010 Optometry’s Meeting.

The CLCS held a dedication ceremony naming the CLCS hospitality center after Dr. Fontana.

Uncle Frank, as his friends call him, was a founding member in 1981 and one of the first chairs of the CLCS.

Dr. Fontana is an Illinois College of Optom-etry graduate. He was one of the charter members of the Heart of America Contact Lens Society Board in 1961.

Dr. Fontana has served both the MOA and the AOA in many capacities over the years. In 1987 he received the OD of the Year award from the Heart of America Contact Lens Society.

The MOA is proud to be in Uncle Frank’s family!

WPS Medicare recently conducted a review of procedure code 99214 for Optometrist in the Missouri and surrounding states. They identified a 48% DENIAL RATE for multiple reasons. The claims samples for these service-specific prepayment probe claims were obtained from Iowa, Kansas, Nebraska, and Missouri. Widespread, service-specific probes are conducted to validate potential systemic problems with billing, utilization, and/or documentation of a specific service.

Records were reviewed to determine whether the procedure code billed met all documenta-tion requirements for the service billed. Services for CPT Code 99214 were denied or reduced if documentation did not support the service billed as defined in Internet Only Manual (IOM) 100-04, Chapter 12, Section 30.6, Evaluation and Management Service Codes - General (Codes 99201 - 99499), located on the CMS Website. http://www.cms.gov/manuals/downloads/clm104c12.pdf

In addition, medical record documentation must meet the following criteria:Must be legible;Clearly identify patient, date of service, and who performed the service;Accurately report all pertinent facts, findings, and observations;Include appropriate diagnosis for the service provided;Documentation must have a hand written or an electronic signature. Stamp signatures are not acceptable.

CPT Code 99214 requires at least two of these three key components:

A detailed history;A detailed examination;Medical decision making of moderate complexity.

dIsTuRbIng VIdeo Could CAuse eye dAMAge

There are disturbing videos on YouTube showing teens pour-ing vodka directly into the eye in the hopes of getting a faster, more intense buzz. This is called “vodka eyeballing.”

This is, of course, completely stupid, because it can damage their eyes and vision, but teenagers in your area could be influenced to try this by seeing it on the web. And obviously, it is more likely to occur after drinking has already impaired someone’s judgment.

As a Doctor of Optometry you are aware of the long list of dangers that can come from trying this stunt. The alcohol is likely to loosen the corneal layers causing a denaturing to the surface of the eye. Without the protective layers, it is very painful to the person who has done the “vodka eyeballing.” You may see a patient who has a painful, red eye on emergency with a vague story of getting alcohol splashed into their eye.

This is not a widespread problem yet; however, due to the popularity of videos on the web and how things can get out of hand with a dare or a dumb decision, optometrists may be seeing damage from “vodka eyeballing” when students begin attending college this fall around the state.

The public service program InfantSEE celebrated its five year anniversary this year. Much like our Children’s Vision Bill, InfantSEE has dramatically impacted lives across Missouri. I encourage you to participate in this program. If you are currently an InfantSEE provider, please be sure that you are returning your InfantSEE “yellow” forms to the AOA office in St. Louis. This information is important to demonstrate to legislators the value of the public health service you provide. We also would like to hear from you if you have any great InfantSEE stories. The passage of Health Care reform by the federal government makes for some uncertainty in the future of our profession. In 2014 the state exchange health care plans will be required to provide a children’s vision benefit. What will that benefit be? Will children be required to have an eye exam or a vision screening? Your participation in organized optometry and your report-ing of results from InfantSEE and the Children’s Vision Bill will be invaluable in the discussions that will take place with legislators.

The AOA Commission on Paraoptometric Certification (CPC) is pleased to announce that the practical portion of the CPOT will be available in St. Louis on October 16, 2010. This date overlaps with the MOA Annual Conference, which is also scheduled for that weekend in St. Louis.

If you are planning to take this examinations, you must complete an official original application that is available on the AOA Web site.

When the application and appropriate fee(s) are received by the CPC, you will receive notification from the CPC that your application has been accepted.

The deadline date for accepting applications and fees for the practical examination is September 4, 2010. This deadline date will be strictly observed.

Registrants for the CPOT practical examination will receive information on your scheduled time from the CPC office. Each group of candidates may be scheduled at different times on Saturday, October 16, 2010. Transportation will be provided. Registration on-site or after the deadline date will not be permitted.

TsA RelAxes ResTRICTIons on eye dRops, sAlIne soluTIon, And MedICATIons

The Transportation Security Administration (TSA) has relaxed restrictions on the type and amount of liquids passengers may carry onto international and domestic flights.

The agency announced that the flying public will now be able to board flights with all prescrip-tion and over-the-counter medications (liquids, gels, and aerosols)—including petroleum jelly, eye drops, and saline solution for medical purposes.

The new regulation states that passengers with “disabilities and medical conditions” may board with the products and are not limited in the amount or volume of prescription or over-the-coun-ter medications they may bring in carry-on luggage.

However, TSA indicated that if the medically necessary item exceeds a limit of three ounces or is not contained in a one-quart, zip-top plastic bag, that it must be declared for inspection by Security Officers at the checkpoint.

TSA officials warned that it was a normal procedure to X-ray medications and related supplies. However, as a customer service, passengers may ask that Security Officials visually inspect medications and associated supplies to prevent contamination or damage.

The Central Optometric Society hosted our esteemed MOA president, Dr. Ryan Powell, for our April meeting. Dr. Powell was able to summarize MOA activities for the society and field questions from the membership about board certification and legislative pursuits.

Our May meeting was held in Jefferson City. Dr. Cable from Discover Vision provided a lecture on behalf of Ista Pharmaceuticals.

COS will take a break for summer activities in June but will meet again in July

We had our last GOOS meeting on May 18, before the MOA Leadership Retreat at the Lake of the Ozarks. Paul Yutesler from Rite Style sponsored the dinner and gave a presentation.

We will be taking our usual summer hiatus and plan on having out next meeting in August or September.

The annual Installation and Awards Banquet will be held on June 8 at the Kemp Auto Museum.

The annual UMSL College of Optometry Corneal Classic was held on Saturday, April 17, at Normandy Golf Course was turned out to be a great success with perfect weather.
