Washington, DC

This week, I laid out my plan for our fiscal future. It¶s a balanced plan that reduces spending and brings down the deficit, putting America back on track toward paying down our debt.

We know why this challenge is so critical. If we don¶t act, a rising tide of borrowing willdamage our economy, costing us jobs and risking our future prosperity by sticking our childrenwith the bill.

At the same time, we have to take a balanced approach to reducing our deficit ± an approach that protects the middle class, our commitments to seniors, and job-creating investments in thingslike education and clean energy. What¶s required is an approach that draws support from both parties, and one that¶s based on the values of shared responsibility and shared prosperity.

Now, one plan put forward by some Republicans in the House of Representatives aims to reduceour deficit by $4 trillion over the next ten years. But while I think their goal is worthy, I believetheir vision is wrong for America.

It¶s a vision that says at a time when other nations are hustling to out-compete us for the jobs and businesses of tomorrow, we have to make drastic cuts in education, infrastructure, and cleanenergy ± the very investments we need to win that competition and get those jobs.

It¶s a vision that says that in order to reduce the deficit, we have to end Medicare as we know it,and make cuts to Medicaid that would leave millions of seniors, poor children, and Americans

To restore fiscal responsibility, we all need to share in the sacrifice ± but we don¶t have tosacrifice the America we [All Chose to] believe in.

That¶s why I¶ve proposed a balanced approach that matches that $4 trillion in deficit reduction. It¶s an approach that combs the entire budget for savings, and asks everyone to do their part.

And I¶ve called on Democrats and Republicans to join me in this effort ± to put aside their differences to help America meet this challenge. That¶s how we¶ve balanced our budget before, and it¶s how we¶ll succeed again.

We¶ll build on the savings we made from last week¶s bipartisan budget agreement, while

Washington, DC

This week, I laid out my plan for our fiscal future. It¶s a balanced plan that reduces spending and

A Greek Army on the March is a social and cultural history of the Cyreans, the classical Greek mercenary soldiers depicted in

Xenophon¶s Anabasis. While historians have traditionally viewedthe Cyrean army as a single political community, this book reveals that the soldiers¶ lives were largely defined by a pair of smaller social communities: the formal unit organization of thelochos (µcompany¶) and the informal comradeship of the

 suskenia (µmess group¶).

Remarks of President Barack Obama

As Prepared for Delivery

Saturday, April 16, 2011

Washington, DC

This week, I laid out my plan for our fiscal future. It¶s a balanced plan that reduces spendingand brings down the deficit, putting America back on track toward paying down our debt.

We know why this challenge is so critical. If we don¶t act, a rising tide of borrowing willdamage our economy, costing us jobs and risking our future prosperity by sticking our childrenwith the bill.

In 1926 a paleolithic type of spear point

(the Folsom Point) was discovered in New

Mexico in association with an extinct

species of bison. The favored date for this

point is c. 10,000 B.C. But two earlier types

of point (Sandia and Clovis Flutes) have

been found associated with mammothremains, calling for a date of at least c.

15,000 B.C. The conservative estimates

now run up to 35,000 B.C.,8and some are

even prophesying "that the next few years will

show the presence of man on this continent

long before 'the end of the Pleistocene.' "

On his deathbed, Darius left the throne to Arses, whotook the royal name Artaxerxes II. The satrapTissaphernes took the opportunity toaccuse Cyrus of plotting against the new Great King.Artaxerxes, believing the charge, had his younger  brother arrested. Parysatis, though, intervenedto keep Artaxerxes from executingCyrus, and senthim back to Ionia. Cyrus took the lesson to heart. Theonly way to keep his head off the chopping block was to depose Artaxerxes and become Great

King himself. He set about making his preparations.

Like the siege of Troy, the siege of Jericho is thesubject of much speculation over the recordedsource (which was written after a significantamount of time had elapsed) and the archaeologicalevidence. Although the details of the biblicalaccount of the fall of Jericho are much sketchier than the extended story of Troy told by Homer, modern evidence unearthed at Tel es-Sultan (themodern site of ancient Jericho) gives a greater substantiation to the Hebrew-Canaanite battle.

8. Earth comprises distances, great andsmall; danger and security; open ground an

narrow passes;the chances of life and death.

The rest now took their seats and kept to their own several places, but Thersites still went on wagging his unbridled

tongue- a man of many words, and those unseemly; a

monger of sedition, a railer against all who were inauthority, who cared not what he said, so that he might set

the Achaeans in a laugh. He was the ugliest manof all those that came before Troy- bandy-legged, lame of

one foot, with his two shoulders rounded and hunchedover his chest. His head ran up to a point, but there was

little hair on the top o f it.Achilles and Ulysses hated him worst of all, for it was

with them that he was most wont to wrangle; now, however, with a shrill squeaky voice he began heaping his

abuse on Agamemnon. The Achaeans were angry and

disgusted, yet none the less he kept on brawling and

bawling at the son of Atreus.

At the same time, we have to take a balanced approach to reducing our deficit ± an approach that protects the middle class, our commitments to seniors, and job-creating investments in thingslike education and clean energy.

This was from the Left Naval Commander of the same

area, reporting that a further 350 Japanese ships had

now entered Pusan harbour, and that he and Wn

Kyun were monitoring their movements. Even Wn

Kyun had now realised that they were probably

dealing with a very serious development in the

relations between Korea and Japan.

The new generals had been selected as leaders of the existingcontingents, but preparing for the retreat up the Tigris demandedsome changes in contingent organization. Facing superior Persiancavalry and without horsemen of their own, the mercenariesdecided to adopt a hollow square ( plaision) for marching (see

below, p. 155, and Figs. 6.3, 6.4). Xenophon and Timasion took therear of this formation, while Cheirisophus took the lead, andCleanor, Philesius, Sophaenetus, and Xanthicles commanded theflanks in unspecified pairs.67 Since the existing contingents weregrossly unequal in hoplite strength, ranging from Timasion¶s 3,000to Xanthicles¶ 500, there must have been some shifting about of

lochoi amongst contingents in order to create the rectangular formation Xenophon describes.68 The peltasts too departed their original contingents, some taking up positions at the front and rear

while others remained as a central reserve within the square.69

A n image is conceived, a supernormal image,

surpassing in scope the requirements of food,

clothing, shelter, sex, and a pleasant hobby for one's

leisure time. Nerve is required to move into such a

game and to play out the fraction of one's part in the

picture. But then, behold! a transformation of life, an

increment such as before had not been even

imagined, and therewith a new horizon, both for man

and for his gods. It was in the marvelous talent of the

Sumerians for their extremely demanding divine play

that civilization was born as a function of an

aristocracy of spirit.  A nd it was continued as such in

many parts of the world up to a very recent date.

When, at length, the day was far advanced, Caesar learned

through spies, that the mountain was in possession of his own

men, and that the Helvetii had moved their camp, and that

Considius, struck with fear, had reported to him, as seen, thatwhich he had not seen. On that day he follows the enemy at his

usual distance, and pitches his camp three miles from theirs.

After Cunaxa, and especially after the seizure of the generals, probably the usual pattern was for troops to carry as muchfood as they could, for they never knew when they might run across

the next supply source. A daily water or wine ration of two literswould add an additional 2 kg (4.4 lb) to a soldier¶s burden. Becausethey traveled wellwatered territory, probably the Cyreans carried nomore than a single day¶s ration. An exception that shows normal practice appears in the Arcadian±Achaean secession episode.Surrounded by angry natives and cut off from nearby streams, theArcadians and Achaeans ran low on water after a single day, suggesting that they had not carried any reserve.97 Finally, each manneeded at least a kilogram of firewood daily; as with food, the

amount of fuel Cyreans carried depended on the situation.98

Prior to the time of Hideyoshi the only attacks

on Korea by Japan had been carried out by

bands of pirates, and it was to the north not

the south that Korea had tended to look

when anticipating foreign invasion.

and make cuts to Medicaid that would leave millions of seniors, poor children, and Americanswith disabilities without the care they need.

But even as this plan proposes these drastic cuts, it would also give $1 trillion in tax breaks tothe wealthiest 2% of Americans ± an extra $200,000 for every millionaire and billionaire in thecountry.

I don¶t think that¶s right. I don¶t think it¶s right to ask seniors to pay thousands more for healthcare, or ask students to postpone college, just so we don¶t have to ask those who have prosperedso much in this land of opportunity to give back a little more.

However, the very early appearance of the pig in the Near East, in the earliest

proto- and basal neolithic strata,* makes it difficult to imagine how the

relationship of such a Chinese origin to the early Western data might be

interpreted.

he Roman Republic first showed an interest in Iberia in the

ake of the First Punic War. Iberia had long been the major

ource of mercenaries for the Carthaginian army, as w ell as a

ource of natural resources. For a time Carthage controlled

he southern part of the peninsula and Rome the upper part

ear the Pyrennees. The Second Punic War began over a

order dispute in Iberia, and in the wake of Romes victory at

ama all of Iberia fell under Roman sway. Unfortunately, the

habitants, a mixture of Celts and local populations, were

ercely independent and resisted Roman rule at every turn.

In the end, its intense political orientation, which was the

great force behind the histories of Herodotus and Thucydides,

was the fatal flaw in Greek historical writing. Politicians

have always created the history they needed, and

Greek politicians were no exception.

Unless you create the history you want and to secure your lineage you call

history a religion.

In the first case both history and politics change on the second both the family

and history of a nation led by them does not especially in tribal or closed

societies.

Perhaps, a first easily recognized distinction of what makes a Republic and a

Monarchy or Dictatorship.

And Minerva answered, ³So be it, Far-Darter;it was in this mind that I came down fromOlympus to the Trojans and Achaeans. Tellme, then, how do you propose to end this

All this knowledge and experience were assembled in a

vast work of forty books, of which only the first five survive

in full, the rest merely in extracts preserved by later anthologies and epitomes.

Nothing in what we have points explicitly beyond the year 144, and, apart from

some possible

(and very veiled) hints in Book VI on the Roman constitution, nothing gives

warning that a decade later, with the Gracchi, Rome would enter a full century of

civil strife and revolution. As usual, we are completely uninformed about the date

or circumstances of the actual publication. It is worth noting, however, that if the

tradition is accurate that

Polybius died at the age of eighty-two, then he was alive in

the tribunates of both Tiberius and Gaius Gracchus.

ne wonders how many men, over the course of he campaign, settled into a morning ritual of acking and donning gear: left greave first, erhaps, hen right, then armor, baldric over one shoulder nd canteen over the other, shield and spear kept

The S, unsurprisingly, had their wings clipped, with the

Just as the weakened condition caused by Byzantine-Persian hostility had opened the door for Islam to break out of Arabia in the seventh century, Europe in the 1520s presented to a potential outsideaggressor a wonderful opportunity. It was political rivalry in Europe that made the Continent susceptible.

At least his casualties had friends close by; the peltasts outthere skirmishing with the Persians had little chance of retrieval if theyfell.131 As he watched the peltasts come tumbling back, dust-covered and panting, from yet another sortie outside the square, Arystas must have been thankful that he was not amongst them.

as Americans´

WASHINGTON ± In his weekly address, President Obama said that to restore fiscalresponsibility, we all need to share in the sacrifice ± but we don¶t have to sacrifice the Americawe believe in. Earlier this week, the President proposed a balanced approach to cut the deficit, which matches the $4 trillion in deficit reduction put forward by House Republicans¶ plan.

The President¶s proposal does this by combing the entire budget for savings and asking

everyone to do their part. The Republican plan, though, would end Medicare as we know it andmake drastic cuts to education, infrastructure and clean energy, while giving away $1 trillion intax breaks to the wealthiest two percent.

In 1841 the Academy underwent a drasticorganizationalchange: It absorbed the Imperial Russian

members.

Remarks of President Barack Obama

As Prepared for Delivery

Saturday, April 16, 2011

Washington, DC

This week, I laid out my plan for our fiscal future. It¶s a balanced plan that reduces spendingand brings down the deficit, putting America back on track toward paying down our debt.

We know why this challenge is so critical. If we don¶t act, a rising tide of borrowing will

1. By "Norse mythology" we mean the

information we have concerning the religious

conceptions and usages of our heathen forefathers, their faith andmanner of wor shiping the gods, and also their legends and songs

about the gods and heroes. The importation of Christianity drove out

the old heathen faith, but remnants or memories of

it long endured in the superstitious ideas of the common people, and

can even be traced in our own day.

"I, A.B., do swear that I do from my heart abhor,

authority of the see of Rome may be deposed or

murdered by their subjects or any other

whatsoever. And I do declare that no foreign prince,

person, prelate, state or potentate hath or ought to

have any jurisdiction, power, superiority, pre-

eminence or authority, ecclesiastical or spiritual,

within this realm. So help me God."

damage our economy, costing us jobs and risking our future prosperity by sticking our childrenwith the bill.

At the same time, we have to take a balanced approach to reducing our deficit ± an approach that protects the middle class, our commitments to seniors, and job-creating investments in thingslike education and clean energy.

On the other hand, European readers were entertainedwith rags-to-riches sagas of American robber-baronsuninhibited by the traditional norms of European patriarchal

capitalism. The rapid soar from obscurity to dizzyingheights and of individuals like the Vanderbilts and theHearsts, the worrisome reports on the merciless nature of American capitalism, of risky financial speculations, andcut-throat competition, led to the image of the Americancapitalist as evil incarnate. Writers of all stripes excoriatedthe µµtrust system,¶¶ run by coarse-mannered billionaireswho managed to corrupt even capitalism itself. TurningMarx¶s theory of progress on its head, American capitalismdragged society backwards into a grotesque form of technologized feudalism instead of pushing it forward. Inshort, everything in the United States grew into a monstrous

aberration, and that included American idealism.

Advised first by the philosopher Gottfried Wilhelm Leibnitzand then by his student Cristian Wolff, Peter the Greatfounded the Imperial Russian Academy of Sciences in 1725on the model of the Paris and Berlin institutions of the samekind. All initial members of the new Academy wereforeigners. The most outstanding member of the fledglinginstitution was Leonhard Euler, who in a short time waswidely acclaimed as Europe¶s leading mathematician. He was credited as the founder of a strong mathematical

What¶s required is an approach that draws support from both parties, and one that¶s based onthe values of shared responsibility and shared prosperity.

Now, one plan put forward by some Republicans in the House of Representatives aims to reduce

our deficit by $4 trillion over the next ten years. But while I think their goal is worthy, I believetheir vision is wrong for America.

It¶s a vision that says at a time when other nations are hustling to out-compete us for the jobs

That required an adherence to stabilitas, a life spentin one place and devoted to glorifying God; and hisdays were too packed with distractions. Whilerunning Saint-Martin, he was also, in absentia, abbotof six other monasteries. Each of these, like a smallcity, housed dozens or even hundreds of monks, aswell as workers, wanderers, slaves culled fromfrontier wars, and children who had been sent to thebrothers to receive a formal education.

Environmental Conditions play an important role in the

creation of Stories or Sagas

The two armies were burning with impatience to attack each other. But the Emperor dreading the irresistiblefirst shock of the Latin cavalry hit upon a new device. He had wagons built, smaller and lighter than theordinary ones, and four poles fixed to each, in these he placed heavy infantry so that when the Latins camedashing down at full gallop upon the Roman phalanx, the heavy-armed infantry should push the wagons

forward and thus break the Latins' line.

This total environment, including thingsboth real and imagined, was the cosmos;he words COSMOLOGY (as widely used in

anthropological literature) and cosmovisiónare broadly synonymous with worldview. Innon-Western worldviews, directassociations between the terrestrial and theelestial are commonplace. A good example

of this is the BARASANA ³CATERPILLAR

AGUAR ́ CONSTELLATION, whose behavior is

believed to relate directly to that of earthlyaterpillars, which fall out of trees and

provide an important food source at a

ertain time of the year.

and businesses of tomorrow, we have to make drastic cuts in education, infrastructure, and clean energy ± the very investments we need to win that competition and get those jobs.

It¶s a vision that says that in order to reduce the deficit, we have to end Medicare as we know it,and make cuts to Medicaid that would leave millions of seniors, poor children, and Americanswith disabilities without the care they need.

They scraped the skins of animals with little round knives;applied inks and pigments to each clean surface; and then

with meticulous care, threaded the pages together. Theywere making books, especially Bibles and biographies of Saint Martin, presented in the Tours style, an easy-to-read

layout with clear headings and subheadings.

The Palestine rebellion of 1936 to 1939 was mostly a peasant insurrectionagainst colonial rule and the Zionist settlers; by February 1947 a war-weaBritain no longer felt able to sustain the mandate and submittedthe problem to the United Nations. In November the United Nationsrecommended that Palestine should be partitioned into an Arab state and aJewish state. By December fighting had already begun between the twostates. By May 1948 some 300,000 Palestinians had fled, and on May 14David Ben-Gurion (1886±1973) proclaimed the state of Israel, after whichragbag of Arab armies and the poorly organized Palestinian resistance for

tried to deflect the Zionists, to little effect.

In other places there can be a finer balance. The origins of a piece of oral history are typically much more obscurethan the historical context of written records or inscriptions. It can be extremely difficult to separategenuine traditions and stories that stretch back over manygenerations from more modern inventions or infiltrations. In Hawai¶i, a very rich oral heritage existed until the earlynineteenth century, of which only fragments now survive

(see HAWAIIAN CALENDAR ; POLYNESIAN AND MICRONESIANASTRONOMY).

To restore fiscal responsibility, we all need to share in the sacrifice ± but we don¶t have tosacrifice the America we believe in.

That¶s why I¶ve proposed a balanced approach that matches that $4 trillion in deficit reduction. It¶s an approach that combs the entire budget for savings, and asks everyone to do their part. And I¶ve called on Democrats and Republicans to join me in this effort ± to put aside their

differences to help America meet this challenge. That¶s how we¶ve balanced our budget before, and it¶s how we¶ll succeed again.

We¶ll build on the savings we made from last week¶s bipartisan budget agreement, while protecting the job-creating investments that are critical to our future.

We¶ll find additional savings in our defense budget. Over the last two years, the Secretary of Defense has taken on wasteful spending that does nothing to protect our troops or our nation, saving $400 billion in current and future spending. I believe we can do that again.

Similarly, Serbia reverted to autonomous status within the OttomanEmpire.Alienated provinces were restored to Serbian administration, and all taxes on Serbians were to be combined into a single levy. Inlong-term perspective, the Akkerman Convention strengthenedRussia¶s hand in the Balkans, more strongly identified Russia asthe protector of Balkan Slavs, and further contributed to Ottoman

Turkish decline.

The result of the battle was still hanging in the balance, and both armies were fighting withgreat spirit, when some Scythian chieftainswere seen in the distance coming with thirty-six thousand men; the Romans who couldnot possibly stand against so many, then turnedtheir backs to the enemy. The Emperor hadadvanced in front of his own army and stoodsword in hand; with the other he held up as astandard the Pallium of the Mother of theDivine Word and was supported by onlytwenty brave-hearted companions,

In the relative safety of the eighth century, not even the most pessimisticrabbis foresaw that dire future for Frankish Jews.Tight- knit communities lourished in Karl¶s kingdom, where Jewsworshipped in their own synagogues and ran their own schools, healthclinics, bakeries, and courts. A rabbi oversaw each kehillah, or community, hearing civil cases and serving as an authority on religiouslaw. Just as Lombards, Saxons, Bavarians, and other non- Franks livedby their own laws, so did Jews, who had the additional beneit of their ancient pedigree as Romani, citizens of the long- gone Roman empire.

I intend to question this construct of the Framing bysuggesting a simple but subversive idea: the members of theFraming Generation were as much influenced by the politicalvalues and experiences of classical antiquity as they were byEnlightenment liberal philosophy and the exigencies of the

struggle against Great Britain. I intend to show here that, even more pertinently, the Framers¶ use of ancient historygreatly informed their decisions in drafting the Constitutionof the United States, perhaps even more so than classical

 philosophy.

Having therefore an entire confidence that his said Highness the prince of

Like many of Notker¶s stories, written seventy years after Karl¶sdeath, this anecdote seems implausible, and the monk iscuriously unwilling to name names. This Article unfolds in a number of steps. In Part One, I makethe case that the Framers were substantially influenced byancient history and classical political theory, and I very brieflyexamine the education of the members of the FramingGeneration²the availability of classical readings and sources tothe Framers and their inculcation in classical republican values.

In Part Two, I turn to Roman Republican models of Americanconstitutionalism and consider the theory of mixed governmentas applied to the Roman constitution and the distribution of

powers among the organizations and institutions of the RomanRepublic, as well as the way that the Framers understood these

classical constitutional designs.

When, in the course of human events, it becomes necessary for one people to dissolve the political bonds which have connected themwith another, and to assume among the powers of the earth, theseparate and equal station to which the laws of nature and of nature'sGod entitle them, a decent respect to the opinions of mankindrequires that they should declare the causes which impel themto the separation.

The Republican plan, though, would end Medicare as we know it and make drastic cuts toeducation, infrastructure and clean energy, while giving away $1 trillion in tax breaks to thewealthiest two percent.

It was Bill Clinton¶s singular contribution that he tried to transcend this ideologicaldeadlock, recognizing not only that what had come to be meant by the labels of ³conservative´ and ³liberal´ played to Republican advantage, but that the categorieswere inadequate to address the problems we faced. At times during his first campaign, his gestures toward disaffected Reagan Democrats could seem clumsy and transparent(what ever happened to Sister Souljah?) or frighteningly coldhearted (allowing theexecution of a mentally retarded death row inmate to go forward on the eve of animportant primary). In the first two years of his presidency, he would be forced toabandon some core elements of his platform²universal health care, aggressive

investment in education and training²that might have more decisively reversed thelong-term trends that were undermining the position of working families in the neweconomy.

Pursuant to Article I of the Treaty between the United States of  America and the Russian Federation on Measures for the Further

Reduction and Limitation of Strategic Offensive Arms, hereinafter referred to as the Treaty, the Parties hereby agree upon the followingprovisions regarding

implementation of the Treaty.

Remarks of President Barack Obama

As Prepared for Delivery

Saturday, April 16, 2011Washington, DC

This week, I laid out my plan for our fiscal future. It¶s a balanced plan that reduces spendingand brings down the deficit, putting America back on track toward paying down our debt.

We know why this challenge is so critical. If we don¶t act, a rising tide of borrowing willdamage our economy, costing us jobs and risking our future prosperity by sticking our childrenwith the bill.

Kurilov would later find out his challenger wasanother spetsnaz officer assigned to guard theAfghan VIPs. It was his first meeting with amember of ³Group A,´ later called Alpha, an eliteunit formed by KGB chief Andropov. Kurilov andthe other officer, Alyosha Baev, would becomefriends after the onset of fighting drew them

together.

The Barber and the Back Door: Shaving the Anal Area

Although it is not widely discussed, many people find thatshaving their own or their partner's anal area can be veryerotic.

Guidelines for shaving the anal area are very similar to thosefor shaving a woman's pubic area or a man's balls and pubicarea. Use a regular disposable razor²leave the wielding of

straight razors to the professionals²and plenty of nonirritating shaving cream (I find Aveeno Shaving GeITM

with oatmeal ideal). Find a clean, well-lit place to work, go

slowly, and be careful. If you're shaving your own anus, usea hand-held mirror so you can see exactly what you're doing.

At the same time, we have to take a balanced approach to reducing our deficit ± an approachthat protects the middle class, our commitments to seniors, and job-creating investments inthings like education and clean energy.

It¶s a vision that says at a time when other nations are hustling to out-compete us for the jobs and

There was another ³wake-up call´ to the threat of WMD, thistime in Tokyo, Japan, when a guru named Shoko Asaharainstructed followers to use nerve agents (sarin) against his real or  perceived enemies. In 1995, Shoko Asahara¶s cult (Aum Shinrikyo) struck at theTokyo authorities by releasing a nerve agent on the subwaysystem. The death toll was 12, with thousands injured. The endresult of the Tokyo subway attack was less than many expertsexpected from a WMD attack. Still, it made a tremendous impact,

not only on Japanese society but also on how governments aroundthe world reevaluated the CBW terrorist threat.

General Solovtsov said that Russia would conduct 13missile launches in 2009; five would support thedevelopment of new missiles, three would confirmthe life-extension of existing missiles, and five wouldlaunch satellites into orbit using SS-18s.8

Development of a new ICBM appears to beunderway. U.S. intelligence reported in March 2006that a new ICBM, which could be deployed in bothland- and sea-based versions, may be under development but had not yet been test-launched.9 InDecember 2007, a spokesman for the StrategicMissile Force stated, ³In the next 5±10 years,Russia¶s [missile force] may adopt a new, moreadvanced ballistic missile system [than the Topol-

M]´ for possible deployment starting in 2017.10

Even then, the scheme was vague; Drozdov didn¶t evenhave a floor plan of Amin¶s palace, which the KGB would put together later.

The most effective method for securing the Russian CW and BW programs would be destruction of current stockpiles, conversion of former production facilities, and the provision of peaceful work for

former weapons scientists so that they are not lured into illicit programsin nations of concern. Russia has run into several problems inachieving these goals. Destruction of current stockpiles, for example,

imposes an economic burden on Russia that it can ill afford.

businesses of tomorrow, we have to make drastic cuts in education, infrastructure, and cleanenergy ± the very investments we need to win that competition and get those jobs.

It¶s a vision that says that in order to reduce the deficit, we have to end Medicare as we know it,and make cuts to Medicaid that would leave millions of seniors, poor children, and Americanswith disabilities without the care they need.

But even as this plan proposes these drastic cuts, it would also give $1 trillion in tax breaks to

As the Secretary General of the United Nations, an organizations of the 147

earth. I send greetings on behalf of the people of our planet. We step out of

our solar system into the universe seeking only peace and friendship, to teach

if we are called upon, to be taught if we are fortunate. We know full well that

our planet and all its inhabitants are but a small part of the immense universe

that surrounds us and it is with humility and hope that we take this step.

I, (NAME), do solemnly swear (or affirm)

that I will support and defend the

While I give you these assurances, and pledge

myself in the most unequivocal manner to exert

plighted faith of your country, and place a

full confidence in the purity of the

intentions of Congress; that, previous to your

dissolution as an army, they will cause all

your accounts to be fairly liquidated, as

directed in their resolutions, which were

will adopt the most effectual measures in

their power to render ample justice to you,

the wealthiest 2% of Americans ± an extra $200,000 for every millionaire and billionaire in thecountry.

I don¶t think that¶s right. I don¶t think it¶s right to ask seniors to pay thousands more for healthcare, or ask students to postpone college, just so we don¶t have to ask those who have prosperedso much in this land of opportunity to give back a little more.

To restore fiscal responsibility, we all need to share in the sacrifice ± but we don¶t have tosacrifice the America we believe in.

When I was about twelve, sitting on my uncle Buddys porch in Hope, a

man walked up the steps, looked at me, and said, Youre Bill Blythes

son. You look just like him. I beamed for days.

Still, when I think about what that old Washington hand told me thatnight, when I ponder the work of a George Kennan or a George Marshall, when I read the speeches of a Bobby Kennedy or an Everett Dirksen, Ican¶t help feeling that the politics of today suffers from a case of arresteddevelopment. For these men, the issues America faced were never abstract and hence never simple. War might be hell and still the rightthing to do. Economies could collapse despite the best-laid plans. People

could work hard all their lives and still lose everything.

Nonstrategic weapons. The Russian government provides little information about its inventory of nonstrategic nuclear warheads. This secrecy only encourages rumors and distrust.President Boris Yeltsin pledged in 1992 that productof warheads for groundlaunched tactical missiles, artillery shells, and mines had stopped and that all ofthose warheads would be eliminated. In addition, he

pledged that Russia would dispose of half of all tactiairborne and surface-to-air warheads, as well as one-third of all tactical naval warheads. The RussianForeign Ministry declared in 2004 that ³more than 50

percent´ of these tactical warheads had been³liquidated,´ and in 2007, a Russian Defense Ministrspokesman provided a further update.20

He has dissolved representative houses repeatedly, for opposing with manly firmness his invasions on the rights

of the people.

He believed that his state¶s governor²William

McKinley²could become the president, and he setabout to make this a reality. Hanna focused on wooingdelegates in the South, in the Ohio Valley, and in the

region of the Great Lakes.

We¶ll reduce health care spending, and strengthen Medicare and Medicaid through common-sense reforms that will get rid of wasteful subsidies and increase efficiency.

We¶ll reduce spending in our tax code with tax reform that¶s fair and simple ± so that the amountof taxes you pay doesn¶t depend on how clever an accountant you can afford. And we shouldend the tax cuts for the wealthiest Americans, too. Because people like me don¶t need another tax cut.

So that¶s my approach to reduce the deficit by $4 trillion over the next 12 years while protectingthe middle class, keeping our promise to seniors, and securing our investments in our future. Ihope you¶ll check it out for yourself on WhiteHouse.gov. And while you¶re there, you can alsofind what we¶re calling the taxpayer receipt. For the first time ever, there¶s a way for you to seeexactly how and where your tax dollars are spent, and what¶s really at stake in this debate.

Now he believed the PDPA¶s reforms, however ruthlesslyimplemented, had set his country on the right course, specificallythat the revolution would help pull the Afghan people out of illiteracy and poverty. He also believed most of them supported thegovernment¶s efforts. The pivotal Herat uprising in April 1979, hethought, was orchestrated by military officers with ties to Iran, andfar fewer civilians died in the violence than the rebels claimed.

Going forward, Democrats and Republicans in Washington will have our differences, some of them strong. But you expect us to bridge those differences.

You expect us to work together and get this done. And I believe we can. I believe we can livewithin our means and live up to the values we share as Americans. And in the weeks to come,I¶ll work with anyone who¶s willing to get it done.

Thanks for listening. Have a great weekend.

The United States has cooperative programswith Russia to assist with the destruction process. In

addition to cooperative threat reduction programs,Russia is also seeking to engage in joint ventureswith Western chemical and pharmaceutical companies

to generate revenue and to create transparencywithin their legitimate research, development, and

 production facilities. Unfortunately, financial hardship

and political instability in Russia do not makeit an attractive place for foreign investment.
