A 15 year old girl died following a fatal car accident on Rainbow Summit just east of Prince Rupert over the weekend.
RCMP received a call about the accident at 7:15 a.m. on April 9. Cst. Laura Lechky says that the vehicle crossed the east bound lane while it was travelling west bound and then went off road and down a steep embankment. Two of the four occupants in the vehicle, all of who were under the age of 18, were ejected from the vehicle. One of the ejected passengers, the 15-year old girl, was flown out by air ambulance in critical condition and later succumbed to her injuries.
Alcohol is not considered to be a factor in
the accident, and RCMP say evidence points to the driver falling asleep at the wheel. RCMP reconstruction analysts were called to the scene and the vehicle has been seized for a full mechanical inspection.
“This is a tragic ending to a young female’s life. No one can prepare for a horrific end like this and our thoughts are with all the families involved,” said Cst. Lechky.
RCMP have not released the name of the deceased girl, but Prince Rupert School District Superintendent Lynn Hauptman says students were able to access a support network that included grief and youth counselors when school resumed on Monday.
“We pulled together our crisis team on Sunday at PRSS, which involved people from both high schools, and put a plan in
place for [Monday]. [Monday] morning I talked to both principals and the system is going as well as can be expected,” she said.
“The students know there is a celebration of her life scheduled for Wednesday afternoon in Port Edward and are working on that...This is very tough on the community as a whole and I think there are a lot of parents holding their children tight after this weekend.”
There was also a lot more pink in Prince Rupert on Monday after a Facebook group was started encouraging people to wear pink in honour of the girl, with more than 780 pledging to do just that.
“The reason I picked pink is because it’s the color of love and [she] is loved by so many of us,” wrote the group’s creator.

Politicians, members of
the business community, and representatives of the Tsimshian First Nations boarded a ship called the “MV COSCO Prince Rupert”
on Friday to hold a welcoming ceremony for the brand new cargo ship on its maiden voyage to the port of Prince Rupert; which according to its operators will be the first of many.
The brand new ship was very recently constructed in Korea and started its first voyage to Prince Rupert loaded with 8,500 TEUs worth of cargo. The ship’s operators, COSCO Group, say that naming the ship after the City of Prince Rupert is a significant recognition of the city as a major port in the shipping industry.
E x e c u t i v e vice-president of COSCO, Dave Bedwell, says the community has itself to thank.
“We could never do [the same operation we have here] in metro Vancouver. The uniqueness of this little port is that everyone works together. If there’s an issue, they resolve it and they resolve it really fast. We could never bring these ships to Vancouver or some other port and have the cooperation of the community to make the business successful,” says Bedwell.
Bo Liang is the president of COSCO Group, he says that by naming one of their new vessels after Prince Rupert, the city’s
profile inter-nationally is likely to increase.
“I think most people leaving this city have little
knowledge about Prince Rupert. But, with this new vessel more and more people will know about where Prince Rupert is and about the community. It seemed like a
good idea,” says Liang.
S h a u n S t e v e n s o n is the vice-president of m a r k e t i n g and business-development for the Prince Rupert Port Authority and he says that
this is a validation of the work that has gone into developing Prince Rupert as a port city.
“It shows that Prince Rupert has arrived as an internationally recognized gateway for trade with Asia. And COSCO being based in China and a large company,
it’s an honor that they would name one of their ships after us,” says Stevenson.
A small group of dignitaries were taken up to the bridge of the vessel on Friday for the ceremony. Stevenson, the Prince Rupert mayor Jack Mussallem and the mayor of Port Edward, Dave MacDonald all presented gifts of plaques and local Aboriginal art to the ship’s captain, Milton Vaz.
According to COSCO, the ship will be making regular stops in Prince Rupert and will be carrying everything from chemicals to electronics to and from the Prince Rupert port.

The first ship of the next cruise season is scheduled to arrive in Prince Rupert on May 13 and the port authority is preparing a much more engaging and fun experience for passengers when they get here.
The hope is that this effort will help to attract a new cruise line to Prince Rupert in time for the start of the 2012 cruise season.
Phil Westoby is the cruise development coordinator for the Prince Rupert Port Authority. He says that the Port Authority and others with a stake in the cruise ship business are banding together so that all of the activities for cruise ship passengers will all be part of a larger organized effort to make Prince Rupert more appealing to cruise companies and their passengers.
There are quite a few different elements to the plan. This month the city’s director of recreation and community services, Rudy Kelly, put out a call for people willing to perform as buskers around town during the cruise season. Buskers are just one part of the plan; another is to make activities more accessible from the waterfront.
“We are creating a clustering of activities along the waterfront with an ability to provide the cruise ship guests with greater knowledge of the experiences that can be had in Prince Rupert and with an ability to further engage the community so they can get out into the local neighborhoods, take on the regional trails and be able to explore on their own,” says Westoby.
Westoby says that not all of the other initiatives have the exact details worked out at this point, but they’re looking at some form of engagement
with passengers while still on their ship. There’s c o n s i d e r a t i o n of creating an exploration guide, and an increase in shore-excurs ions that will be easier for passengers to take in during their short time in the city.
“A big selling point for any destination, both in terms of revenue and experience, is a shore excursion
program. We have been told time and again that we have a good shore excursion program, maybe not in terms of volume, but in the quality of the products,” says Westoby.
Westoby says that he thinks that with their plan, he is confident the city will be able to attract a new cruise line to its harbour in the years ahead.
“Not only does this provide a better cruise guest experience going out of the 2011 season, but it also demonstrates to the cruise lines that regardless of the announcements [of the cruise ships stopping] we have a long term plan and vision, and we’re dedicated to providing consistently better services for cruise guests when they arrive in Prince Rupert,” says Westoby.
He says that representatives from the port authority are going to be attending two major cruise industry conventions this fall where they will be pitching Prince Rupert as a potential cruise destination for companies operating in the Alaska area.

Last week NDP incumbent Nathan Cullen and North Coast MLA, Gary Coons, voiced concerns about possible radiation contamination in seafood stocks off the North Coast and Haida Gwaii.
While campaigning on Haida Gwaii last week, Cullen raised the concerns about the possibility that radiation from the damaged Fukushima nuclear power plant in Japan could contaminate seafood off of BC over time, and
eventually make its way into human consumption.
Cullen says that he’s heard concerns from people in the region who are worried about rising radiation levels in rainwater, seaweed and wildlife that people depend on for food and for their livelihoods.
The town of Old Massett has been doing its own independent testing and advised its residents to not drink rainwater. Cullen says that testing should be the Federal Government’s responsibility.
“There is some testing going on,
but its being done and funded mostly by communities, and we think the F e d e r a l G o v e r n m e n t has got to get involved, bring it up to a certain level, fund it, and make sure it’s comprehensive,” says Cullen.
Since the earthquake in Japan, Health Canada has been
a s s u r i n g people on the west coast of the country that the amount of radiation coming over from
Japan is very small once it makes it over here. Cullen says he met with the nuclear watchdog in Ottawa and that their testing is focused almost exclusively on radiation found in the air, but that people are really worried about radiation in the ocean.
A c c o r d i n g to news reports, seawater used to
try to cool off the damaged reactor at the power plant in Japan is being pumped back into the ocean.
J a p a n ’ s Nuclear and I n d u s t r i a l S a f e t y Agency said on Sunday that it hopes to stop p u m p i n g out the contaminated w a t e r soon.
“ W i t h o c e a n c u r r e n t s being the way they are, I think we
have enough legitimate concern from the baseline levels, that we should do some tests to see when those levels start to change, which they are already,” says Cullen
MLA Gary Coons has also taken up the issue and submitted a list of questions to Health Canada about what, if any, radiation testing they are doing on sea life off of the North Coast. He received an acknowledgement from Health Canada but no answers to his questions.
The Prince Rupert Northern View made its own inquiries about this subject to Health Canada, Environment Canada and DFO and received no response from any of them.
Cullen and Coons acknowledge that the government agencies have continually said that there is no serious threat to Canadians from radiation, and some will accuse them of fear-mongering, but say that people who depend on the water deserve the reassurance of testing.
“I do believe that one has to be careful not to raise alarms about this situation, but when we have Old Massett doing independent testing and advising area residents not to drink rainwater because of concern about radiation from Japan, I believe that federal agencies should heed questions and concerns from those in our region,” said Coons.

This spring Rupert Square Shopping Centre plans to update its signage and will begin by making changes to the Second Avenue side of the building.
Two free standing signs on either side of the building will be removed and on the Second Avenue side, light boxes will be installed on the existing metal canopy for advertising banners.
“Instead of the current Pylon figures on 2nd Avenue, we feel that by having light boxes on the canopy on 2nd Avenue it will give the building and streetscape a face lift which is badly needed. This will give 2nd Avenue a better presence and lighting,” Connie Chow of Pollyco stated in a development permit application submitted to City Hall.
While the application received unanimous support from council, it did prompt discussion amongst council members about the mall.
“I’m wondering if what used to be a front door is just a decorative piece and are we mandated to keep it there?” asked Kathy Bedard.
City Planner Zeno Krekic said he’s had that same conversation
with the mall owners before.“It’s one of those situations
where the retail outfit that’s now taking up the space has seen it as a bit of an issue in respect to stealing and carrying stuff out. I have visited the store and they have simply moved materials in front of the door. It isn’t boarded it up inside. Each conversation we have, I bring it up again because I think it’s an important piece for us that a front entrance has a front door,” Krekic told council.
But, he added, he also realizes the difficulties that exist.
Councillor Joy Thorkelson voiced her displeasure with the design, but said she was voting in favour because it was in sync with the regulations and if the City sets design guidelines, then council should live with them.
“But I hate this, I really do. I think it looks garish and I would think we should have some kind of system with awnings that would have been more pedestrian friendly. I’m just saying it’s not what I would like to see for Second Avenue. It looks like another strip mall,” Thorkelson said.
Responding Councillor Sheila Gordon-Payne said she liked the design and was surprised by
Thorkelson’s response.“It appeals to me because
I do like the lighting and I think it will be something that will be easy to keep clean. The gardens are there and people don’t walk through the gardens anyway as far as awnings go. I think they’ve done a great job and it’s a good first step,” Gordon-Payne said.
She also raised concerns about the $30,000 value of the application.
“I’m starting to wonder how many development permit things are going to come before us and if we should be raising the value at which point they need to come before council?” Gordon-Payne posed.
Krekic told council he’s had similar discussions recently with a group of local contractors, business owners, designers and volunteers that are looking at downtown revitalization and said he hopes to bring a suggestion to council later in May to possible raise the limit.
“Right now I’m canvassing other communities to see what
they are doing,” he added.

Rotary donates $10,000 toward new vessel

The Prince Rupert Marine Rescue Society got a big boost toward the completion of their new vessel to replace the Rainbow Responder with a $10,000 donation from the Prince Rupert Rotary Club.
The money will go toward the approximately $500,000 replacement vessel that will allow the society to better serve the north coast. Unlike the 21-year old Rainbow Responder, the new vessel will be self-righting to
meet Transport Canada standards, will have a heated interior with capable of holding patients on a stretcher, will have seats for the crew, will have state of the art electronic search and rescue equipment and will have an estimated top speed of 40 knots.
The group continues to seek sponsors for the vessel, which is currently under construction, and are about half-way to their goal. Any individuals or businesses wanting to contribute can contact Geoff Gould at 250-624-4138 or e-mail [email protected].

When I was young and growing up in Kitimat, a getaway to Shames Mountain was always a fun trip for myself and my family - a full day of exercise, excitement and some family togetherness. When I got older the family trips became fewer and fewer, but were replaced in-kind with trips to the hill with my best friend Keith. It was a nice break from everything and some time for the two of us to chill and (yes) see what kind of jumps and challenges we could find to get our dose of adrenaline after a week of sitting in the classroom.
Admittedly, since graduating high school I’ve been skiing twice and that’s about it. School, life and work kept getting in the way, although the last time I went for a quick couple runs to cover an event at the mountain it was a total blast. But, to say the least, skiing is no longer a part of my life.
Nonetheless, as a resident of the northwest I would like to see My Mountain Co-op succeed in their efforts to purchase and operate the mountain, which may otherwise be shut down. And I say that for a number of reasons.
Personally, I would like to have a hill within driving distance for my brother and his family in Kitimat. Now the little ones may never ski a day in their life, but the likelihood they take up the sport is much greater with a mountain just over an hour away. Let’s face it, a day trip to ski in Smithers is unrealistic and driving in the region in the winter is sketchy at best. And on a quasi-professional, quasi-personal level,
it’s because I think we need Shames. The northwest already has to overcome a number of hurdles in attracting skilled people, and having a ski hill within 150 kilometres only adds to the quality of life we can offer.
Yes the business case may be tough when looking at the raw numbers, but it’s what Shames brings to the region that’s beyond the scope of business that really make it a needed part of the region.

What does Tourism Prince Rupert do?We’re a destination marketing
organization, and in general terms our role is external. We bring visitors to Prince Rupert. We interpret the Prince Rupert experience to potential visitors by publishing and distributing our own marketing materials, and creating opportunities for others – media and travel professionals – to promote Prince Rupert. Other agencies handle different aspects of the local industry – for example, the Museum runs the Visitor Centre, the City bears responsibility for developing and maintaining a tourism business-friendly environment, and so on.
What is Tourism Prince Rupert’s budget?We receive the additional hotel room tax of
2 per cent, which means that visitors staying here pay for the bulk of our marketing. As is the case with any performance-based funding, this fluctuates from year to year but has lately been in the ballpark of $140,000. The City provides an administration grant; in 2010 it was $65,000. Our members contribute approximately $50,000 in partnered programs, as well as a significant amount of service-in-kind. We leverage this money, and
are sometimes able to as much as double the original investment by matching external funding.
Is this enough?It’s never enough. It’s about
a third of what the community invested in better times, and far less than other BC communities with comparable tourism experiences. We can no longer have anywhere close to the presence in the marketplace that we used to. But it’s what we have, and we make dollars count through very targeted activity – and, within the guidelines of the community Tourism Plan, focus on activities which offer the highest measurable return on a limited investment.
Why invest in bringing people here, when there’s nothing for them to do here?
It’s sometimes hard for residents to understand just how exciting this place is for visitors. Through the Tourism PlanPrince Rupert is promoted as a surprisingly cosmopolitan hub, and a comfortable base for exploring the coastal wilderness. Our cultural attractions, wildlife and sport fishing
excursions, and so on, are unique, numerous and diverse, and highly desirable to visitors.
What is tourism worth here?In only three months of 2007
the industry was worth over $52 million. Annual revenue is of course much higher, the Northern BC Tourism Association is conducting new research this year to learn that number.
Do you keep TPR operations private, or secret?
Hardly. We execute our part in a transparent and measurable, 34-tactic community Tourism Plan that was developed by a large group of local stakeholders. Each of the groups that participated, such as the City, Port Authority, private business sectors, and so on, identified Rupert’s strengths and weaknesses, prioritized activities, and clearly defined areas of responsibility for each agency.
TPR is a non-profit society governed by a volunteer Board of Directors. Some of our directors are appointed by the City, others elected by the membership. We report to the
City. One City Councilor sits on the Board as a voting director, and the City Manager sits on the Board as an ex-officio director. Our next AGM will be held later this month. We publish regular updates on our activities and progress, hold public meetings, and participate in social media and other forms of promotion such as my writing this weekly column. Anybody with the slightest interest in tourism has ample opportunity to understand the full scope of our activities. To suggest that we are in any way secretive would be disingenuous.
Why do you: a) Focus only on cruise ships, and ignore the rest our tourists; b) Focus on every aspect of the tourism industry here except cruise ships, and ignore that?
We hear many different versions of this. Why do you do everything/nothing for sport fishing… attractions… wildlife viewing…? It would be unwise, and likely impossible, to single out one aspect of our local tourism industry. Using the cruise example, there is only one tactic in the Tourism Plan which is specific to cruise, but virtually every tactic in the Plan supports cruise. We look at the industry holistically, and as a community.

The swirling around of wine in your glass is an interesting activity that isn’t just fun and stylish looking; swirling your wine can help you do a few things that will add to the total wine experience.
Modern day wine etiquette says that your glass should only ever be filled one third of the way full. This allows for adequate room to properly swirl your wines without losing any
of that precious nectar over the edge of your glass. As the wine swirls it increases in surface area, exposing more of it to the air. This aeration helps to release the aromatic compounds and will make the different components of the wine easier to smell.
Wine aromatics have a better
chance of being identified when they are jostled up and moved
around so that they can be sucked up by your nose. Swirling wine helps to shake it up, oxygenate a bigger surface area and make things easier to smell.
Swirling your wine can also give you an idea about how much alcohol is in your wine. When wine is swirling in a glass it will go up the sides of the glass and start to fall back down.
As the wine heads back to the bowl of the glass it creates legs. This is really rather an interesting phenomenon, because longer and slower legs are an indication of a higher alcohol content.
The real scientific stuff will
show that alcohol evaporates more readily than water – the alcohol in the wine starts to evaporate and creates the beading effect that leads to legs streaming down the side of your glass. Legs aren’t really a signal of quality, but they sure can tell you if your wine is high alcohol. To see some really great legs you should try to give a swirl to a fortified wine like port or sherry.

Last week the Prince Rupert Northern View was informed that two other candidates had entered the May 2 election in the Skeena - Bulkley Valley riding competing with Rod Taylor of the Christian Heritage Party, Clay Harmon of the Conservatives, Roger Benham of the Green Party, Kyle Warwick of the Liberal Party and Nathan Cullen of the New Democratic Party.

Maggie BraunCanadian Action Party
The Canadian Action Party has selected Maggie Braun as their candidate for the current election.
Braun is a resident of Jack Pine Flats, a small agricultural subdivision located outside of Terrace. She says she decided to run for the party because they
offer “positive solutions” to the problems facing the riding.
Braun says that one of the reasons people should vote for her is that they will get an MP not bound by the strict party-discipl ine found in the other parties, which she
says causes MPs to vote in ways that are not always in their riding’s interest.
“Our party is really looking at practicing different forms of democracy. We’re really bringing the power back to the people. Instead of voting for a member of a party who will have to tow that party line, voting for the Canadian Action Party means that you are voting for yourself because the concerns of the people in the riding will be the concerns I will be bringing forward,” says Braun.
The two biggest concerns of the Canadian Action Party’s platform are the preservation of Canadian sovereignty and civil rights.
Braun believes that so much is changing, and so quickly, on the international level, that sometimes the government doesn’t keep the preservation of sovereignty in mind while making deals with other countries. Braun points to a potential deal for an integrated border with the US and the potential selling of Canadian water sources to private businesses as two problems facing Canadian sovereignty,
On the economy, Braun says she would push to reduce the amount of interest payments the
country has to pay on its debt through banking reform. The plan would be to pay off all federal debt owed to private banks and then only
use the Bank of Canada. She says this would cut down on interest payments and free up more money to be invested in communities to create jobs.
“There is no reason why people can’t be working here. We have resources, an employable work force, and we have Canadian entre-preneurs with good ideas waiting for the opportunity to get this economy going again. And we’re spending so much a day on interest payments alone, we have to get out of that,” says Braun.
Braun says she believes that people in Skeena-Bulkley Valley are ready for a change.
“When I go out, I get a sense that people are dissatisfied with our current political system. They really want something to happen, I sense a lot of despair and if I can do one thing for this riding it will be giving these people back a voice.”

He isn’t in the race to win it, L a u r e n c e Knowles said, but he does want to make people think more about the issues in the upcoming f e d e r a l election.
K n o w l e s is running for the
Rhinoceros Party, a party which operates more “tongue-in-cheek” he said.
“I’m just there to put some points out, that everyone keeps sidestepping,” Knowles said.
“I’m hoping the younger kids like my platform and want to get involved.”
His interest in politics, oddly enough, came from his apathy towards it in high school, he said.
As there was a federal election during the time in high school, they organized an in-school debate, with students dividing between the parties to discuss the issues. He and a few others were put in the Rhinoceros Party group.
“The idea was we could predict the election before the election was held based on how it went in the class. But our party won, so it backfired,” Knowles said.
Issues he would particularly like to bring up have to do with gun control. Hunters, he said, should have to use machine guns, the bigger the better, but the real issue here is the need for registering staplers. Another one of his stances is to see Haida Gwaii removed from Canada.
Knowles grew up in Prince Rupert, and now lives in Masset, B.C. on Haida Gwaii. A commercial fisherman from a young age who now works in the mining industry, it would be the best thing for the island, which is vastly ignored unless there is an election, he said.
“We don’t see any jobs up here,” Knowles said. “
Regarding the proposed Enbridge Northern Gateway project, Knowles said he would, if Enbridge paid $1 billion per member of First Nations throughout the project, with a monthly rent paid afterwards.
Knowles hopes to take part in the all-candidates discussions, but it depends on funding, he said.

Local telecom company, CityWest, has picked a new CEO after months of searching. William R. Craig will be taking over for outgoing CEO Rob Brown on April 18th.
Brown is retiring after working with the company for 37 years.
“Rob started with CityWest as a telephone lineman and made his way to the top through
commitment, hard work and perseverance. A lot of what CityWest is today is in no small part thanks to Rob’s contributions. We will all miss Rob and wish him the best in the future,” says chairman of CityWest’s board of directors, Gord Howie, via press release.
The employment background of the incoming CEO, William R. Craig, seems to be primarily, but not exclusively, in television. He was CEO of Bermuda Broadcasting, president of Shift TV inc, president of World on Wireless, a cofounder
of Bermuda Cablevision, an executive at Rogers Communications in its early years, and a senior policy analyst for the CRTC.
Craig was even the vice-president of TV and property development for an NHL team, the Pittsburgh Penguins.
According to CityWest, Craig exceeds all the expectations of the hiring board.
The Prince Rupert Northern View was not able to secure an interview with Craig before this story had to go to press.

My Mountain Co-op is pushing an “I’m buying My Mountain because....” campaign that mirrors Hockeyville’s “What’s your Number?” campaign,
which generated excitement and successfully brought in nearly 2 million votes for the title.
“The gist of it is: ‘I’m buying My Mountain because....’ and then everyone can add their own tag line to that,” said Jon Hopper, a My Mountain
Co-op director.“We’re just sort of
rolling out the push to the business community now,” he said, adding that signage saying “I’m Buyin’” can go up in windows and storefronts to show that local businesses are supporting the idea.
The official launch of My Mountain Co-op was Feb. 19, and around $145,000 has been raised so far.

The total amount of containers traveling through the Port of Prince Rupert in
March was up roughly 28 per cent over the previous month for a total of 23,804.5 TEUs (the equivalent of a twenty-foot cargo container).
After two months where the number of
containers were much lower than the year before, they have returned to be about the same as levels as they were in March 2010.
The total amount of imported containers increased by about 1,700 TEUs to 12,217.5
TEUs, which is a 4.5 per cent improvement over March of last year. Exported containers went up by about 3,500 containers in February to 11,587.0 TEUs, which is about the same amount from the year before.
Fairview Terminal moved 238,045.0 tonnes worth of containers in March, which is about 50,000 tonnes more than
in February, and about 3.1 per cent more than the year before.
A total of 45,267.0 tonnes worth of logs moved through the Prince Rupert Harbour, which is actually 9,000 tonnes less than in February, but a 43.4 per cent improvement over March 2010.
The Prince Rupert Grain Terminal shipped out 527,124.5 tonnes of canola, barley, grain pellets, and wheat last month. This is 28 per cent less than the year before about 170,000 tonnes more than in February.
Ridley Terminal loaded ships with 885,779.0 tonnes of coal, and petroleum coke. This is about 550,000 tonnes more than February and 39.2 per cent improvement over the year before.

Students from Prince Rupert Secondary School and Charles Hays Secondary School hit the stage and showcased their talents at the Lester Centre of the Arts all day on Friday, holding the annual Fine Arts Revue.
The two high schools hold the yearly performance to showcase what students in the fine arts department (drama, art and band) have been up to over the school year. In previous years the show had been held at the end of the school year, but because of grad and other events coinciding during that time, the schools decided to hold the annual performance around the same time as Arts and Culture Week.
The School District Concert and Jazz bands, led by teacher Tristan Fox, provided the music throughout the evening, and whether it be performing multiple songs from the Disney classic The Lion King during the first part of the show, covering the well known Journey song “Don’t Stop Believing” or music from the popular video game “Halo” the band students did a spectacular job.
The art department helped lend a hand by creating masks to be used during “The Lion King” songs that were performed. Art students did an amazing job at recreating familiar faces from the movie. As well, many eye-catching paintings, drawings and photography projects made by art students were displayed in the lobby.
Students from the drama sector performed published plays including a play about a mother (played by Georgia Riddell) and daughter (played by Tristen Wybou) who are arguing about the sanitary level of the daughter’s bedroom that rang all to true to any mother or daughter in the crowd. Also, a play about a want-to-be bedtime monster (played by Michael Robertson) being trained by a professional nighttime terror (played by Josh Tooke) had the audience howling in laughter, not fear.
“I am so proud of [the drama students]. They were great on stage and off. They did really good,” commented PRSS’s Drama Department Leader Alison O’Toole.
After a band that was scheduled to play dropped out, the drama students stepped up and decided to
do some improv skits to the end of the show.
“It was a last minute decision to have the improv in the show, but I’m glad we did. I think crowds are always impressed when people can go on stage and wing it,” said O’Toole.
Funds raised from the Fine Arts Revue will go towards future projects for each arts sector.

Pink: Breast Cancer. Doctors recomentd that women have regular clinical breast exams and mammograms to fi nd breast cancer early. Treatment is more likely to work well when breast caner is detected early.
Grey: Brain Cancer. Family history: It is rare for brain tumors to run in a family. Only a very small number of families have several members with brain tumors.
Light Blue: Prostate Cancer. A man with prostate cancer may not have any symptoms. For men who do have symptoms, the common symptoms include: urinary problems, not being able to pass urine, having a hard time starting or stopping urine fl ow, needing to urinate often, especially at night.
Red: Oral Cancer. There is no single cause for oral cancer but some factors increase the risk of developing it: smoking or chewing tobacco or using snuff, especially if you also drink alcohol heavily, chewing betel nut, sun exposure to lips.
Lime Green: Lymphoma. Non-Hodgkins lymphoma can cause many symptoms including: swollen, painless lymph nodes in the neck, armpits or groin, unexplained weight loss, fever, soaking night sweats, coughing, trouble breathing, or chest pain, weakness and tiredness that won’t go away.
Orchid: Testicular Cancer. The most common signs of testicular cancer include: painless lump on testicle, swelling of a testicle or change in the way it feels, pain or discomfort in a testicle or in the scrotum, feeling of heaviness or aching in the lower abdomen (stomach area) or scrotum.
Teal: Ovarian Cancer. Early ovarian cancer may not cause obvious symptoms. But, as the cancer grows, symptoms may include: pressure or pain in the abdomen, pelvis, back or legs, a swollen or bloated abdomen, nausea, indigestion, gas, constipation, or diarrhea
Black: Melanoma. Check for anything new: a new mole (That looks abnormal) a change in the size shape, colour, or texture of a mole, a sore that does not heal. Check yourself from head to toe.
Purple: Pancreatic Cancer. Sometimes called the silent disease because in early stages often do not cause symptoms. But, as the cancer grows, symptoms may include: pain in the upper abdomen or upper back, yellow skin and eyes, and dark urine from jaundice, weakness, loss of appetite, nausea and vomiting, and weight loss.
Yellow: Bladder Cancer. Men are two to three times more likely than women to get bladder cancer. Smoking is the most common risk factor. The tars and chemicals in the smoke pass quickly from the lungs into the bloodstream and then into the urine, which col-lects in the bladder.
Kelly Green: Kidney Cancer. Common symptoms of kidney cancer include: blood in the urine, pain in the side that does not go away, a lump or mass in the side or abdomen, weight loss, fever, feeling very tired or having a general feeling of poor health.
Dark Blue: Colon Cancer. The most effective prevention of colon cancer is early detection and removal of precancerous coloy polyps before they turn cancerous.
Gold. Childhood Cancer. Cancer in children is rare. Most Canadian Children who develop it will survive their disease. The most com-mon cancers diagnosed in children (aged 0-19) are leukemia, brain and spinal tumors, and lymphomas (Hodgkin and non-Hodgkin lymphomas)
Pearl/Clear: Lung Cancer. Exposure to asbestos, arsenic, chro-mium, nickel, soot, tar and other substances can cause lung cancer. The risk is highest for those with years of exposure.

[April 8 Northern Connector] seeking information on social issues, I am pleased that council is taking a stand to help those of us in need.
Being a person of low income, there are many challenges I have to overcome.
With the cost of inflation and the HST, it is extremely difficult to buy food, never mind any other necessities or even going to a movie. We need to abolish the HST and ensure that people understand the huge problem many of us face.
I have to depend on the food bank and soup kitchen to make ends meet.
There must be an increase in support to make sure those on assistance can live day to day. We also need more low income housing for
young and single people in our community. 10 new units is not
enough. I hope that, with help from the
City and the community, changes will come.

On Saturday, April 9, the Prince Rupert Concert Society presented one of the final concerts of the season, Viennese Promenade with the Quebec Viennese Music Society.
The quartet took the audience to the end of the ninetieth century in Vienna, Austria with a combination of traditional Viennese music and music from Hungarian, Slovenian and Czech immigrants.
The Viennese Promenade concert was performed by a quartet titled the Transatlantik Schrammel, who is the only ensemble of it’s kind in North America, and has been widely praised by critics.
The quartet consists of Anne Lauzon who plays clarinet, Brigitte Lefebvre and Jacques-Andre Houle who both play violin, Jean Deschenes who plays the Viennese Conterguitar, and interesting instrument that is made up of a regular guitar, as well as an additional neck with bass notes.
Throughout the evening concert, the group played an overview of Schrammelmusik, which is known as the most popular style of Viennese folk music. The group performed polkas, waltzes and other forms of music with various screen projections also being featured in the concert that made audience members feel as if they were in the late 19th century, at a wine tavern in Vienna instead of sitting at the Lester Centre of the Arts.

Writer and poet Stephen Collins presented a large group of Charles Hays Secondary students a reading and explanation of how to get into the professional writing fi eld last week as part of the Writer in Residence program. School Librarian Diane Rabel has invited a number of writers over the past two years and Collins was the latest to visit CHSS. He read two poems “End of the Flight” and “History of Plastic” from his latest book. He told the students that his books such as “On the Material” are often based on historical events or periods such as coal mining in BC. He said one event that effected him as a child was when a dead eagle fell from a tree while he and friends were building a playhouse. His poem History of Plastic refers to how birds have been killed by eating plastic.

Rupert key component in Terrace mill sale

On April 4 West Fraser Announced that it would be selling its Skeena Sawmill assets to ROC Holdings Ltd., a subsidiary of a Chinese conglomerate.
The sale includes the Terrace sawmill and related Crown timber tenures and the plan is to process lumber at the site for shipment to Asia through Prince Rupert, both as raw logs that have been debarked and, eventually, as sawed lumber.
Terrace Mayor Pernarowski, who met with ROC officials last week, said the company anticipates starting to log in the summer to provide material for chips to send south.
There’s been no activity on the forest tenure that was also sold to ROC since West Fraser substantially shut down operations at the mill in 2007.
“Any time you see 40-plus jobs initially, that’s a very good thing for Terrace,” said Pernarowski of plans to run a debarker and log chipper.
Eventually, added the mayor, ROC wants to resume cutting lumber at Skeena Sawmills for shipment to China.
“I know there are plans to upgrade some portions of the mill,” said Pernarowski.
Forests minister Steve Thomson echoed Pernarowski’s comments, saying the prospect of an employment boost would be welcomed.
“Certainly it’s a good sign to have this mill open up again,” he said.
Through wholesale forest policy changes in the last decade, Thomson does not have to sign off on a forest tenure transfer.
And a purchaser does not lose five per cent of a tenure’s annual allowable cut to the forest ministry’s program to encourage small business operators, either.
Thomson also said he’s not required to determine if the purchaser of forest tenure has met with obligations to
consult with aboriginal groups and then accommodate whatever interests they may have.
The sale by West Fraser of Skeena Sawmills continues a growing connection between China and B.C. when it comes to forest products.
Thomson credited his predecessor, Pat Bell, with helping build the Chinese market and also in adding lumber to an already substantial whole log export trade.
And the workers at any revamped Skeena Sawmills operation will be represented by the Steelworkers union, says one of its business agents.
Rick Nelson from the Steelworkers union said ROC Holdings Ltd. has already told the union it recognizes it as the workers’ representative.
Successorship rights exist because two years has yet to pass since there was any work done at the site, he added.
“The last activity there, in Oct. 2009, was making chips for Eurocan,” said Nelson.
That activity ended when West Fraser, which is selling Skeena Sawmills to ROC, announced the closure of its Eurocan pulp and paper mill in Kitimat.
But West Fraser never did announce a permanent closure, meaning its collective agreement with the Steelworkers survived.
Nelson described as good news the prospect of Skeena Sawmills re-opening on a staged plan of gradually increasing activity on the site.
“We’ve had a preliminary discussion with them. They want to start off by debarking, making chips,” said Nelson.
An initial 40-person work force would increase as the mill began cutting lumber for the Chinese market.
The sale by West Fraser to ROC Holdings is conditional upon a series of events, including an environmental assessment of the location on Hwy16 between Terrace and Kitsumkalum.

Leading into the election the Prince Rupert Northern View will be sending questions out to the candidates on different topics of interest to the North Coast from different stakeholder groups.
This week the question focused on shipping and was thought up in our newsroom. While all candidates had the opportunity to respond with up to 300 words by press deadline, only the following three candidates provided answers. The questions this week are as follows:
1) Prince Rupert has emerged as Canada’s newest A s i a - P a c i f i c gateway for shipping goods to and from the Asian markets. What policies would you pursue to see this aspect of Prince Rupert’s economy continue to grow?
Roger BenhamGreen Party:
I am unfamiliar with the port and its needs. If elected I’d hurriedly seek information
concerning this. The Green Party policy is to invest heavily in rail transportation and surely this can be greatly improved by increasing double line tracking.
Kyle WarwickLiberal Party
A Liberal government will cancel the Harper government’s 2011 and 2012 corporate income tax cuts and the Conservative’s mismanaged $30 billion deal for F-35 stealth fighter jets so the federal government has resources to invest in promoting Canada’s Asia-pacific gateway.
Instead of Conservative spending on corporate tax cuts and fighter jets we don’t need, a Liberal government will establish a Canadian Transportation and Infrastructure Strategy that targets major Canadian objectives such as international trade competitiveness, regional development and economic growth. For British Columbia and the Pacific Gateway, it will mean investments in highways and major roads that support international
trade.To maximize the opportunities
associated with the Asia-Pacific Gateway, a Liberal government will pursue new bilateral agreements with China and India focused on enhancing people-to-people cooperation, exchanges and collaborative projects in key sectors such as higher education, clean technologies, culture, tourism, financial services, transportation, natural resources, trade logistics and governance.
We also need to protect our Pacific Coast from the threat of oil spills. The disaster we all watched last year in the Gulf of Mexico was a grim reminder that we must always be vigilant to protect our natural environment and regional economy from the threat of oil spills.

Securing a long term future for all parts of our shipping and transport industry in Rupert is going to be critical for both that
community and the whole region. For all of the reasons we know
(quicker, less congested, etc) Prince Rupert is the best option for moving things off of the West Coast. I have worked with our partners in the community to secure tens of millions of dollars from Ottawa and this is just the beginning. Along with Phase Two for the container port we will be looking at creating even more opportunity for Ridley and creating the kind of value-added economy right here in the Northwest so we’re taking advantage of living beside a world class port.
Around the world we have examples of communities that have developed their port and built an entire second industry around it. Vancouver, Seattle, LA have all reached their physical limits and Canada and the US need Prince Rupert to maintain access to the eastern markets. We will be that access and the community should be proud of the success we’ve achieved so far.”

With just over a week to go before B.C. NDP members pick a new leader, Powell River-Sunshine Coast MLA Nicholas Simons has dropped out.
Simons announced his decision Thursday and said he is supporting Juan de Fuca MLA John Horgan. Simons has trailed front-runners Mike Farnworth, Adrian Dix and Horgan in recent polls.
The NDP holds a province-wide vote of members that concludes April 17.

We have been very fortunate the past few weeks to have some new-er friendly faces coming to the Centre for coffee and for lunch. The usual hangout that the Walking Club adjourns to every Tuesday and Thursday morning is under repair so they have
chosen to meet instead at the Centre. I think our home made soups, desserts and sandwiches have been a hit with them. Kudos to our volunteers in the kitchen for stepping up to the plate and giving them the best service ever! Of course we give the best service Mondays, Wednesdays and Fridays too…
Tea & Bazaar News: Well the Tea is finally here this Saturday April 16 running from 11am to 1pm. We have wonderful grocery and towel hampers to raffle off and of course we draw at 1:00pm for the main raffle. Who will win the quilt this year??? It

PRINCE RUPERT - The BC Northern Real Estate Board re-leased their fi rst quarter results on April 5, statistics that show property sales in early 2011 have slowed down compared to the fi rst three months of 2010.
According to the numbers, there were 25 properties sold in Prince Rupert worth $4.3 million compared to 35 properties worth $6.3 million in the fi rst quarter of 2010. Unlike other communities in the northwest, all 25 proper-ties sold were single-family resi-dential properties, with no vacant
land or manufac-tured homes being sold.
The average selling price of homes in Prince Rupert also took a sharp drop follow-ing a big 2010. The average selling price for a home in the fi rst quarter of 2011 was $171,909 com-pared to $207,893 in the fi rst quar-ter of 2010. The 2011 number is very close to the 2009 average selling price of $170,000.
The number of homes that remain on the market is also up from last year. At the end of the fi rst quar-ter in 2010 there were 231 properties still on the Multiple Listing Service (MLS) while there were 240 prop-erties listed at the end of March 2011.
Numbers were also down slightly in Terrace and Smithers, with home sales fall-
ing from 45 to 43 and 45 to 42 re-spectively, while Kitimat bucked the trend and saw the number
of properties sold jump from 14 properties worth $2.1 million to 37 properties worth $5 million.
“In spite of a long hard win-ter that has seemingly impacted the various real estate markets in our northern two-thirds of the province the numbers of sales and listings throughout the area are only, on average, marginal-ly down over 2010,” said board president and local realtor Victor Prystay.
“We are, with spring fi nal-ly here and bringing with it the number of new listings that his-torically come into the market at this time of year, continuing to be optimistic about 2011.”

The Kitselas and Kitsumkalum First Nations are expecting to see a finished draft of their respective treaties by this year’s end.
“I am fairly certain we will have a handshake agreement by the end of this calendar year,” Gerald Wesley, the chief treaty negotiator for both, said at a recent Kitselas meeting.
A handshake agreement falls under stage four of the six-stage treaty process in B.C., when provincial, federal and First Nations treaty negotiators have agreed a treaty’s draft is ready to be made public and voted upon by those affected.
Once approved, it becomes an agreement in principal (AIP), which marks stage five of the negotiation process.
An AIP is the treaty’s
near-final draft, is not legally binding, and can be changed before becoming a final agreement, or official treaty, which is stage six. At the final stage, the new treaty laws are implemented.
Both Kitselas and Kitsumkalum treaties are being negotiated simultaneously, containing identical content in most sections. Should one decide to stop or slow the treaty process, the other can continue.
Wesley initially anticipated a handshake agreement for both this month.
But a cabinet shuffle under new B.C. Premier Christy Clark meant that a new minister of Aboriginal Relations and Reconciliation, Mary Polak, was catching up on the work of her predecessor.
The May federal election has further slowed progress. Despite this, the provincial
Ministry of Aboriginal Relations and Reconciliation is confident an AIP draft will be finished very shortly.
“We are encouraged by the progress to-date and look forward to concluding an AIP in the next few months,” the ministry said in an email.
Also, the Cohen Commission — a judicial inquiry into the disappearance of the Fraser River sockeye salmon — was extended one year past its spring 2011 deadline. This meant a freeze on fish negotiations for both First Nations while the cause of the decline is further examined.
As a result, there will be no section in either AIP drafts about fish, Wesley said.
“It’s the Ministry of Fisheries and Oceans,” said the commission’s media spokesperson Carla Shore. “It is my understanding that at
some point after the commission was announced the fisheries ministry said they were going to slow treaty negotiations.”
The Ministry of Fisheries and Oceans didn’t respond to Black Press by publication deadline.

fundamental aspect of both Kitselas and Kitsumkalum cultures and economies, and Wesley hopes to add a section about fish after the AIPs are completed.
While much will be covered in the 25-chapter draft AIPs, Wesley identified four main topics covered: expanding land bases, resource management, self-governing authority and money.
He said ideally, he’d like to see the lands expanded back to their traditional territories. Currently, reserves make up a small fraction of the land occupied by their ancestors before colonization. However, Wesley expects the nations will meet the government closer to the middle.
“The land and cash components of an AIP are made public after an AIP is initialed by all parties,” said the aboriginal affairs provincial ministry.
But Wesley said that fairness to surrounding communities is a priority in these negotiations.
“We understand that we need the community of Terrace and that we need to work together,” he said.
Wesley explained this applies to resource ownership and management as well as self-government, noting the importance of economic interdependency between First Nations and their surrounding communities.

Children Inga (Doug) Brunton, George (Karen) Snidal, Jim (Mary) Snidal, step-children Geraldine (Richard) Solumndson, David (Sharon) Snidal and Same (Yvonne) Snidal, her ten grandchildren and seven great grand-children.At her request there will be no service. On April 6, 2011, the Prince Rupert RCMP responded to a report of fraud complaint. This fraud was in the form of a phone call, and the call came to an elderly woman. The caller claimed to be her granddaughter, stating that she was in jail in Jamaica and needed money to get out. Another telephone scam was reported regarding Airmile points, where the caller requests your credit card number in order to give you free Airmiles on your account. In any case where you are unsure, or something seems too good to be true....it probably is. There is a specific company that tracks and deals with frauds over the telephone, Phone Busters. It is requested that you report any frauds to Phone Busters at 1-888-495-8501 and your local RCMP Detachment.
On Thursday evening, April 7, 2011, police officers of the North District Drug Section assisted by police officers of the Prince Rupert Detachment executed a search warrant under the Controlled Drugs and Substances Act in the 1600 block of Jamaica Ave. Seized during the search were approximately 300
marihuana plants in various stages of growth and growing equipment. Also, located at the residence was a hydro diversion / bypass to facilitate the theft of hydro. Two subjects were taken into custody and later released. The investigation continues and police will be proposing charges of production of a controlled substance, possession for the purpose of trafficking and theft of telecommunications.
In the early hours of Friday, April 8, 2011, again police officers of the North District Drug Section and the Prince Rupert Detachment executed a second Controlled Drugs and Substances Act search warrant in the 1600 block of Jamaica Ave. Seized during this investigation were 34 immature marihuana plants. The residence had been modified to facilitate a large, marihuana grow operation however the operation was not active at the time. This investigation is ongoing.
Grow operations are very dangerous and in particular those involving electrical bypasses because of the large amount of electricity and heat required to grow marihuana and run numerous pieces of electrical equipment. The fire hazard is the main concern, as you can appreciate most of
these electrical bypasses are not professionally done, leaving room for error, risk of fire and electrocution. These bypasses are done at various locations within and around the house. Some are done outside in the front yard where the wiring comes into the home, some are done at the roof line before the power enters the home and some are virtually undetectable and done from inside. If you see suspicious activity in your neighbourhood that may relate to a grow operation, for example: if you notice large bags of soil or fertilizer being brought into the home, a large amount of planter pots, window coverings, humming noises, a skunky odour, little or lots of foot traffic or people arriving at the same time every day. These are all signs to be noted by you and relayed back to the police or there are ways to be anonymous in reporting the information, by calling Crime Stoppers 1-800-222-TIPS.
Dig back in your memory bank if you live near or were travelling though Frederick Street and 11th Avenue East on March 12, 2011, around 8:00 pm. A man was struck by a vehicle while walking his
dog. The collision caused the man to ride up onto the windshield of the vehicle, then fall and strike his head on the pavement. The male driver stopped, rolled down the window then took off. Minimal information was gathered from the victim, regarding his incident. Police are looking for your help in locating the driver of the vehicle.

It is with great sadness that we announce Helge’s sudden passing at home with his son David by his side. Helge is predeceased by his parents Eli & Mette-Marie, youngest sister Inga, older sister Margit and hisbeloved Henny, his wife of 55 years.Helge is survived by his son and daughter-in-law, David and Elaine, his greatest joys; granddaughter Jessica and grandson Jared, brothers Louis and Ernst, sisters Elly and Elin, many well-loved nieces and nephews and their families. Helge was also special Farfar (grandfather) to Blake Flann, Megan and Chase Woelders.Helge was born in Esbjerg, Denmark. He married Henny on May 19, 1950 and together they saw the world aboard a merchant vessel before settling in Canada; for a short time in Campbell River and later making Prince Rupert their home in 1957. Son David came along in 1962 who in 1985 married Elaine and later, with the blessings of Jessica and Jared, Helge’s family was complete.Helge was a man of many talents; chef, bartender, business owner, and a sherman for over 30 years, just to name a few. To the end, never one to relax, Helge kept busy as the Net Loft Tender at J.S. McMillan. Helge could most likely be found enjoying his morning coffee with the crew at Paci c Net and Twine. He will be missed by many.

Over 100 people entered the 30th annual Prince Rupert Half-marathon on Sunday, which was the second time the event featured an eight-kilometre run, and organizers say they were happy with how the event turned out.
In the 8km open men’s up to age 40 section Scott Foulser from Prince Rupert came in first, with an impressive elapsed time of 30:18, and Paul Neibergall, also from Prince Rupert, coming in second with 39:01.
In the master male’s section for men aged 40 to 59, Johnny Cabral from Kitimat took the gold with an elapsed time of 38:07. Kitimat resident, Chris Davies, earned the silver position with a time of 41:10.
Prince Rupert’s Ray Leonard came out on top in the men’s masters category for men ages sixty and up. Leonard earned an elapsed time of 39:14, with Prince Rupert’s Jeffrey Simons coming second with 45 minutes.
In the open female sector for the 8 km run, Prince Rupert’s Amber Sheasgreen came out on top, finishing at 39:12. Prince Rupert’s France Riley earned the runner-up’s position finishing in 41:13.
For the masters female category for women ages 40 to 59, Jackie Minaker from Kitimat came first, in 40:01, followed by Terrace’s Nancy Vandevekde at 41:41.
April Macleod from Kitimat was the lone participant in the masters female sector, and finished in 1:14:20.
In the half marathon two person mixed section, Terrace team consisting of Nancy Parkes and Allan Bowles took the top spot with a time of 1:42:48. Prince Rupert’s own Whitney
Magliocchi and Bob Taylor placed second with a time of 1:56:16.
In the half marathon for two-person male, Troy O’Toole and Remo Pomponio finished with a time of 1:37:28. Steve Robin was the only runner in the half-marathon open male with a time of 1:43:03. In the Half-marathon for master male, Shaun Davies of Prince Rupert finished first with a time of 1:19:55, followed by Travis Carter of Terrace with a time of 1:29:54 and Simon Kruithof with a time of 1:30:20.
Marie Gauthier of Smithers won the half-marathon open female division with a time of 1:37:55, followed by Emily Janes and Tracey Nelson of Prince Rupert with times of 1:43:55 and 2:01:19 respectively.
Sheryl Radford of Kitimat edged out Suzanne Leblanc of Terrace with a time of 1:54:27 to a time of 1:56:37 to win the masters female half-marathon.
