I, as Joint Secretary, MoLE and Director General (Labour Welfare), have long been made aware of the
vulnerabilities, strengths, limitations and opportunities in this sector, and desire that the, stakeholders, such
as industry and training partners are also cognizant about their roles and responsibilities.

Domestic Workers Sector has always been a subject matter of priority for us in MoLE. Our
Prime Minister has always focused on the social security of the unorganised workers of
which domestic workers form a big chunk. Coupled with this, the “beti bachao, beti
padhao” programme, has also been at the core of the social development agenda for our
PM. To further this end, my attention shall also be on to get a 'National Policy for the
Domestic Workers' with an aim to provide them decent work conditions and work place empowerment.
Let me assure the stakeholders of this sector that their concerns are our issues at the MoLE and that it will
always be our endeavour to work together as a team to support each other. They should not hesitate to
approach my Directorate or Ministry to find solutions to the challenges. My staff at the directorate has been
sensitised towards the needs of the Domestic Workers Sector.

Our Industry Partner PORTEA Medical organised a stakeholder’s meet to brainstorm on skill development of
caregivers segment, mobilizing the right candidates for caregiving job roles and on how to promote the
importance of home-based care model amongst the candidates. DWSSC was honoured as the 'Platinum
Partner ' for providing excellent manpower to PORTEA.
The Chairman, Mr Amod K Kanth, responded “You all deserve profuse compliments and congratulations. It's a
tribute to our hard-work, clear thinking and ability to execute our programs the best way within our limited
resources and constraints.“
DWSSC climbed the ladder from 16th in the financial year 2017-18 to FOURTH position currently, amongst all
the SSCs, based on the performance under the Annual Business Plan in 34 indicators .

carried out in remote or/and border
areas.
DWSSC has also conducted various RPLs in the states of Assam, Madhya Pradesh, Jharkhand, Bihar, Punjab,
Haryana, Chhattisgarh, Uttar Pradesh, Uttarakhand, Rajasthan & Maharashtra.
DWSSC completed a RPL program (2000 candidates) for domestic workers in Tamil Nadu in association with
TNSDC by May 2019. The programme commenced in Mar 2019.
By 31 Aug 2019, 459 candidates have been certified from
Maple Bear, Maintenance House and PSIPL, the Best in Class
Employers. The programme commenced in Sep 2018

09 Apr 2019: Orientation session was conducted for PSIPL by
DWSSC under the scheme RPL 4 Best in Class Employer
SSB: Closing ceremony of 'Housekeeper cum Cook (Man Friday) batches at
Sashastra Seema Bal (SSB) Training Centre-Udalguri, was conducted on 05 Apr
2019. Shri P. Stobdan, IG, Froner HQ, Tezpur and Sh. Chance Keishing, DIG, SHQ,
Bezpara attended amongst others.
BSF - Man Friday project: Training under the special project 'Man Friday' has been
planned in 16 border loca ons. Of these, the training has commenced in eight ti
loca ons. These are in states of Rajasthan, West Bengal, Chha sgarh, Assam, Meghalaya, Tripura. As in case of ti tti
SSB, this project is also meant to train the youth from the border. The training is being conducted as per the NOS
of the Job Role 'Housekeeper cum Cook'

Aug 2019: Conduct of Impact Assessment of Training Activity
During Aug 2019, impact assessments were conducted in various places across Delhi-NCR to understand the
effectiveness of our training and other related activities which are imparted to domestic workers under RPL
programme. From this activity, it transpired that, while the activity was conducted in satisfactory manner,
nevertheless, some gaps were identified and immediate action taken to address the same.
Conducted a job mela in Ranchi, by DWSSC and PORTEA. 14 were
offered jobs as caretakers by PORTEA at Delhi/ NCR. All of them
were willing to migrate to NCR

Job Mela was also conducted by Seema Suraksha Bal at Udalgiri,
Assam for the beneficiaries cerfied as Housekeeper cum Cook
(Man Friday), consequent to the STT organised by DWSSC, and

MEGA PLACEMENT DRIVE: CHAPTER 2019
IMPACT ASSESSMENT
DWSSC organised workshops and awareness camps for female candidates on Menstrual Hygiene on
“Menstrual Hygiene Day” on 28 May 2019, at Kalaigaon, Assam, to enable the girls to achieve their full
potential.
A workshop was conducted by Martha Farrell Founda on and PRIA (Society for Par cipatory Research In Asia)ti ti
supported by Embassy of Netherlands with a view to ensure safe, secure and dignified workplaces for women
domestic workers in India.
She also specified the limita ons and poverty ridden condi ons the Domestic workers were func oning/ ti ti ti
working. Focussing on the fact that this sector was the largest unorganised sector, there was a need to bring the
same under the social security net in the organised business.

Mr. Amod Kanth, Chairman DWSSC briefed the chorum on 'Skill Development of Domestic Workers for their
improved Livelihood'. Manager Advocacy and Business Development briefed the chorum of the NSQF aligned
job roles in the Domestic Workers Sector and progression therein.

WORLD YOUTH SKILLS DAY: 15 JUL 2019: ACTIVITIES
Candidates of our new Job Role 'Household Multi Purpose Executive' were presented with RPL certificates by
Shri Manohar Lal, Hon'ble, Chief Minister of State of Haryana, at Maharshi Dayanand University, Rohtak.
These candidates were trained by Centum Learning under Haryana Skill Development Mission.
Candidates of our job role 'General Housekeeper' were presented with RPL certificates by Shri Mahendra Nath
Pandey, Hon'ble Minister - Ministry of Skill Development and Entrepreneurship at Vigyan Bhawan, Delhi.
These candidates were trained by Urban Clap under PMKVY – Pradhan Mantri Kaushal Vikas Yojna.
Our Training Partner Creative Brains conducted RPL certification ceremonies at various locations in Madhya
Pradesh on World Youth Skills Day. These candidates were also up skilled to the job role of Housekeeper cum
Cook.

DWSSC enters into B Voc in an effort to make the Domestic
Workers sector Aspirational:

On 6th Aug 2019, we signed a landmark MoU with Vidya Jyoti
Education Society (VJES), Chandigarh also known as Vidya Jyoti Edu-
versity to launch Bachelor of Vocation (B.Voc-Child Caregiver)
course in comprehensive Child Caregiving. This program shall be
credit based, wherein the trainees have option to obtain Certificate/
Diploma/Advance Diploma/B.Voc degree for the said job role, as
convenient/ as per credit rating achieved, with option to return to
carry on these studies, from where they have separated.
DWSSC is also in negotiation with IKG Punjab Technical University for
similar arrangement, widening the scope of the said B Voc Course.

Regional conference on "Human Rights of Domestic Workers: Issues and Challenges" was held at ILS Law
College, Pune under the aegis of National Human Rights Commission. The discussion weared around the
limitations under which the domestic workers are working in the country, and methods to improve their
economic conditions and provide them dignity and social security. CEO attended the discussion as a panel
speaker and brought out the ground realities on the subject.

ABOUT DEVELOPING THE TRAINING/ SKILLS
QRC MEETING: 16 AUG 2019
In a QRC Meeng at NSDC, New Delhi on 16 Aug 2019, DWSSC submitted additional three job roles to be inserted
into the Occupational Map. The job roles were introduced by the CEO. QRC has approved the same. These job
roles are:-
A person who can undertake all basic level work for electrical,
plumbing, physical load shitting, carpentry, auto cleaning/
support in kitchens in a household
Visits the elderly persons, provides emotional, material and
social support. Assists in personal work/documents, liaison
and work with Govt./ Financial Institutions. Accompany them
to the market/ Govt offices/Banks/Hospitals, where required
He/ she should have factual knowledge and practical skills of
the deep cleaning in the houses/residences. Deep Cleaning
Executive may carry out his work independently as a service
provider, or form part of a service providing organisation.

23rd NSQC Meetting was held at Kaushal Bhawan, NSDA on 22 Aug 2019. CEO presented the Job Role Caregiver
Person with Disability (Non Clinical) to be approved as aligned with NSQF. The committee heard the
presentation, discussed and approved the same as aligned with NSQF.

DWSSC has established DWSSC Chapter Jharkhand at Ranchi with a view to mobilize the domestic workers for
migration under the able guidance of Shri RP Singh, Ex India Forest Service, Ex DG SIRD, Ex MD & CEO JSDM.
This office also has the responsibility of ensuring migration support.

IT’S FESTIVAL AHEAD
It's time to change our mind set towards our house help!! It's time to make it a festival season for them too!!
With this year's festive season nearing in, we need to change this attitude that we have towards our domestic
help and actually thank them for their services rendered to our homes and families throughout the year. Let's
treat them as any other formal sector employee by giving them a small bonus with a new saree or a suit as a
token of love.
While most workers in the organised sector and even some workers from unorganized sector like security
guards receive bonuses from their employers and organisations around the festive season in the form of cash,
domestic workers do not get to enjoy this lavishness. Instead, in most parts of the country, old sarees and
clothes are given to them in the form of “Baksheesh” which is sometime accompanied by a meagre token
amount to buy “laddoo” for her family.
Business Development and Advocacy
It is a festival for themselves and their families also, and they too deserve to be as happy as any other formal
sector employee enjoying this me like any other formal job deserves in return for their services.
This Festival season, let's thank our domestic workers for keeping our home as a home!
For ages, domestic work has always been a female dominated sector and in India's unorganized sector which
constitutes nearly 93% of the total economy, domestic workers constitute a whopping 25 million, with 90%
being women.
