Abstract This document proposes to create an Urban Action Program in order to: 1. Increase the well-being on Antalya and 2. Increase the public space and the pedestrian safety By creating A Handbook for safety at pedestrian ways, to be used by municipality technicians and engineers and A Green Streets network to increase public open spaces with new vibrant pedestrian environments, developed by Public authorities and technicians experts on public space. 1. Introduction

This document is a first draft of answers starting from: 1. Results of first survey made on Antalya about “pedestrian culture”

within APPSA project. 2. Several questions made by traffic authorities 3. Commitment of Dr. Ahmet Altiparmak, Governor of Antalya, during our

press conference of 20/01/2012 trying to build a safer city. 4. Personal commitment of Dr. Mustafa Akaydın - Mayor of Antalya- wishing

to reduce accidents, commitment made during the APPSA press-conference the 20/01/2012 on Antalya.

2. What to do?

We propose to draft an action program with 2 purposes: 1. Increase the well-being on Antalya and 2. Increase the pedestrian safety By developing 2 different products: 1. Handbook of safety solutions for pedestrian ways and traffic streets.

2. A Green Streets New Hierarchical Network to create new vibrant pedestrian safe environments in Antalya city, under international adopted urban development criteria.

3. Profits

By implementing this proposal, the city and citizens of Antalya will get the following profits:

1. Experts and technicians will have a “Pedestrian code”, as Validated Handbook for safety solutions at pedestrian priority public works, describing models, standards and measures about how signalizations, crosswalks and itineraries should be constructed in order to improve the safety of pedestrian and to pacify the circulation of drivers. 2. Accidents on streets will be reduced. 3. Traffic will be more fluid. 4. Citizens will increase the well-being about the safety of Antalya. 5. Better perception about safety of Antalya by tourists. Moreover, on second phase, by a new hierarchical Green Streets Network 6. Citizens and families will have more public space to enjoy the own city. 7. The connections between strategically enclaves and downtown amenities will be stronger by improving a streetscape network for pedestrians, bicycles and transit. 8. Citizens will increase the well-being about the safety on Antalya. 9. Tourists will improve the better perception of Antalya as a “nice city” 10. More support to economic activity by creating an attractive and vibrant network for pedestrians, for example:

4. Beneficiaries

First beneficiaries are: Experts on planning and signalization of traffic Experts on urban planning Responsibles of traffic control Public authorities End users: Citizens of Antalya, including families and children. International tourists Industries of tourism (Hotel, carrier) Professionals of transport (bus, taxi, commercial,..) Tradesmen, shopkeepers.

5. Proposals from passed phases and conclusions

From document “Changing attitudes of drivers & pedestrian on Antalya” (June 2012): Implement APPSA project is not enough to get attitude toward Pedestrian Priority: A new proposal of intervention specific for Antalya's situation and culture should be written and developed. This new proposal should give integral solutions – holistic- including all factors and interested groups. Both projects are different and will be developed on different timing, programmes to apply within a core ambit at city downtown.

Conclusions

1. To give Pedestrian Priority is an individual behavior. 2. If citizens have positive attitude to Pedestrian Priority but infrastructures are poor or cars are parked over the crosswalk the behavior may not occur and people will go back to the previous situation (= negative attitude to Pedestrian Priority). 3. To get Pedestrian Priority needs more than communications techniques (as courses, seminars, games, publicity), pedestrian priority needs urban solutions. 4. An integral model of intervention should be developed including other tools and a network of local partners.

5. Risks are:

A. True promise: "Crosswalk is safe" is our main promise; pedestrian and drivers will check our slogan every day and night. In case of success, they will believe and do; in case of small failure, every one will go back and worst. Our promise “Crosswalk is safe” should be a true promise, day and night B. Time: Change attitude, take time, much time; change attitude toward Pedestrian Priority will take more 2 years of integral intervention in situ by continuous measurement and improvements.

6. Schedule

First phase –Handbook and Action Program to transact technical and economical cooperation 2014-2015 calls of requests: about 12 - 18 months Second phase –Project and building Green Streets Hierarchical Network: about 48 months (1+3)
