Dear Mr. Overfelt: 923Thank you for your recent letter and for sharing your viewswith us regarding the necessity of. licensing the DiabloCanyon Nuclear Power Station for operation;We would like to assure you that the NRC staff and theindependent Advisory Committee on Reactor Safeguards areworking as expeditiously as possible to resolve questionswhich have been raised about the ability of the facilityto withstand earthquakes.
When this question is resolved, the Atomic Safety andLicensing Board will resume the public hearing on PacificGas and Electric Company's application to operate thefacility. At this time, it is not possible to predictwhen a final decision will be reached. r
We, of course, are aware of the problems the 'current droughtis causing and will cause in the coming months; nevertheless,our primary consideration in this matter--as in all others--must be the public health and safety.In the meantime, we are taking the liberty oi'orwardinga copy of your letter for inclusion in the Diablo Canyonfile so that all parties to the proceeding will be aware ofyour views.

Dear Sirs,I feel this power plant should be allowed 'to commence, operating
at the earlist possible time and that, the procrastination oi re-gulatory agency's be eliminated toward this goal.
Further I feel the current drought in California points out theinadvisability of locating Nucleax Power Plants whexe they are de-pendant on any water other than Sea water. For example, in droughtyears much greater ground water pumping is needed with incxeaseddemands for enex'gy,. At the same time there may not be enough coolingwater to run a nuclear plant at full capacity, which means lessenergy available where your need is greatest because of lack ofHydro Electric.

Supervisors urges all governing agencies to expedite thc licensing process

that the issues before us were amenable to a reasonable settle-ment by the parties and that negotiations toward that end were
in progress. At this juncture, we wish to be apprised of the
status of the negotiations. Counsel for the several parties
(including .the staff) are reguested to confer and prepare a jointstatement for us stating (1) those issues upon which agreement has
been reached; (2) those issues on which agreement is likely to be
reached within the next few weeks; and (3) those issues, if any,
with respect to which settlement appears unlik~ely. The jointstatement should be submitted no later than May 4, 1977.—
