In response to the Request for Proposal (RFP) for SSVF Technical Assistance Services
TAC- SSVF 2014-01
As described in the Request for Proposal SSVF 2014-01 for Supportive Services for Veterans
Families (SSVF) Technical Assistance Services -TAC- SSVF 2014-01 issued by the Technical
Assistance Collaborative, Inc. (TAC) on October 10, 2014, TAC is seeking proposals from
qualified and experienced consultants to provide technical assistance services for the U.S.
Department of Veterans Affairs (VA) SSVF program. These services will be directly related to
SSVF community collaboration and coordination, grantee capacity building, product and tool
development to support SSVF implementation, and the development and delivery of web-based
learning content to support the SSVF program. TAC will enter into a fixed-rate subcontract for
services with the selected technical assistance applicant.

2- Brief Narrative Describing Expertise
In 250 words or less, please describe your expertise and skills: Specifically describe your expertise in issues related to homelessness, rapid re-housing models, targeted
homelessness prevention, collaboration and service coordination (including Continuum of Care coordinated
intake and assessment), federal and non-federal housing assistance programs, and issues and initiatives related
to homelessness among Veterans.
3- Brief Narrative Describing Experience
In 200 words or less per task, please describe your recent experience related to the SSVF TA objectives below. Highlight any key skills or areas of expertise obtained through your recent experience with these topics. TAC considers recent experience as experience gained within the past 24 months. Only provide information for those tasks that are applicable to you and/or your agency. Specify those key staff members with expertise and experience with these topics.
1. Facilitate local collaboration, strategic planning, and service coordination among VA, HUD, and other homeless assistance entity stakeholders, including SSVF Grantees, Continuums of Care, public housing authorities, employment agencies, behavioral health organizations, and other non-profit organizations, consumer cooperatives, units of state and local government, and tribes. If applicable, describe any involvement in recent community initiatives focused on rapidly reducing the number of homeless Veteran households in a given geography.
2. Deliver on-site, direct TA and training to non-profit grantees delivering services to homeless individuals and families with children. Please highlight any experience in directing TA and training specifically to grantees and stakeholders serving homeless and at-risk Veteran households in rapid rehousing and homelessness prevention programs. Further highlight any history of delivering best practices through regional or national events or meetings.
3. Conceptualize, develop, deliver (onsite and virtually) and/or implement needs-based and/or responsive tools and products (including webinars, presentations, toolkits, discussion guides, activities, and other materials) to support the enhancement of key skill sets and program methodologies to homeless service and housing practitioners. Further highlight experience in directing such deliverables to stakeholders serving homeless or at-risk Veteran households in rapid rehousing and homelessness prevention programs.
4. Use technology and the internet for effective knowledge management and to assist stakeholders in accessing enduring, self-driven content for ongoing training and professional development. Please list any specific examples or initiatives where contractor has used e-learning and virtual content delivery techniques to reach a broad audience of practitioners.
