Everest Minerals Corporation has an in situ uranium leach mining project in Karnes County, Texas near the community of Hobson. This project will circulate an ammonium bi- carbonate solution containing dissolved oxygen through an underground uranium deposit. The deposit is a fresh water aquifer confined above and below by impervious aquicludes. The mining zone will be surrounded by monitor wells in the mining aquifer and in the next higher aquifer. During mining operations, the leach chemicals will be confined to the mining area by withdrawal of a purge stream from the aquifer. The monitor wells are utilized to detect any outward movement of leach chemicals from the mining zone. This process will generate liquid wastes consisting prin- cipally of a purge of fresh water Oom the leach circuit containing trace quantities of heavy metals and a purge of t- salt water from the process plant also containing small g S quantities of heavy metals. No surface discharge of waste treams is authorized. In accord with my conversation with Mr. Miller on thisdate, we are writing on behalf of Everest Minerals Cor-poration to request that you issue a byproduct materialslicense under the Atomic Energy Act for possession and-

storage of discrete above ground wastes generated by insitu solution mining at the In Situ Uranium Leach MiningProject near Hobson, 'Iexas.

Everest Minerals Corporation has an in situ uranium leachmining project in Karnes County, Texas near the communityof Hobson. This project will circulate an ammonium bi-carbonate solution containing dissolved oxygen through anunderground uranium deposit. The deposit is a fresh wateraquifer confined above and below by impervious aquicludes.The mining zone will be surrounded by monitor wells in themining aquifer and in the next higher aquifer. formation. Solid waste generated in this process willconsist primarily of ore zone sand produced from theproduction wells, calcite deposits from equipment, cal- ,

cite cemented filter media, and used ion exchange resinbeads. The solid wastes will be temporarily stored ina lined pit on site. From time to time, solid wasteswill be drummed-and shipped to a licensed low level-radio-active waste disposal site.

The corpora-tion's business. address and the location of the plant areincluded in all of the Texas permits and applications. Thenames of the individuals. involved in this project and-a com-

-Supplemental Item 2 to Item A listed above.

A brief, but complete, description of the process in which theradioactive material will be involved is provided in Attach-ment A to Item E. -A more detailed examination of this processappears in the Environmental Assessment (Item I).

The types, chemical forms, quantities and use of each form ofmaterial'are charted in Paragraph 7 of the Application Formof Item A. This chart includes the maximum total quantity ofmaterial which will be on hand at any time.

The Radiation Detection Instruments which will be used to pro- I

tect health and minimize danger to life and property are item-ized in Paragraph-8 of Item A according to the type of instru-ment, number _available, type of radiation detected and use.

;Paragraph 9 of the same Application sets forth the method, '

frequency and standards usedLin calibrating these instruments.

The proposed procedures to protect health and minimize dangerto life and property and to handle emergency situations inthe event of accident aru particularized fully in Supplemer.talItem 14 to Item-A. These procedures-include survey programs.

Liquid waste solutions generated by this project will beaccumulated in: surge tanks for final disposal by deep wellinjection pursuant to Permit-Number WDW168 (Item D). Radio-active solid waste material will be temporarily re ained inthe Solids Waste Storage Pit, diagram.in Supplemental Unit 6to ItemLA, from which waste wA21. periodically be packaged andshipped to an approved' site for permanent disposal. Supple-. mental' Item 6 to Item A gives an account of this entire pro-cedure.

We understand that you have conducted your own on-the-groundinvestigation of the Hobson Project. Your findings togetherwith~the supplemental information given herein should be
