Notice is hereby given in terms of the National Environmental Management: Waste Act (Act No 59 of 2008) that, BMW
South Africa (Pty) Ltd has submitted an application for a waste management license to the Department of Environmental
Affairs.
BMW South Africa operates a Waste Management Centre, effluent treatment plant and a temporary paint sludge storage
area as part of its production activities at their plant in Rosslyn, City of Tshwane Metropolitan Municipality, Gauteng
Province.
According to the NEM: Waste Act, a person who wishes to commence, undertake or conduct an activity listed under
Category B of Government Notice 718, must conduct an Environmental Impact Assessment (EIA) process, as stipulated in
the EIA Regulations (2010) made under section 24(5) of the National Environmental Management Act, 1998 (Act No. 107 of
1998). Consequently, BMW South Africa intends to undertake an Environmental Scoping Study and an Environmental
Impact Assessment and submit a Scoping and EIA report respectively in support of the waste management license
application.
An application for exemption from assessing alternatives in terms of Chapter 5, Section 50 of Government Notice R.543 was
lodged with the Department of Environmental Affairs on 16 September 2010 and the exemption was granted on 01
November 2010.
NOTICE OF AVAILABILITY OF DRAFT ENVIRONMENTAL IMPACT ASSESSMENT REPORT FOR
PUBLIC REVIEW
All Interested and Affected Parties are hereby notified that the draft Environmental Impact Assessment Report (EIAR) will be
available for public comment from 22 February 2011 for a period of 60 days until 04 May 2011. The report will summarise
key environmental issues identified to date and will be available for download on the SSI Environmental website
(http://www.ssi-dhv.com/pages/enviromental/current-projects.php). Hard copies of the draft EIAR will also be available at the
following places:
• BMW Rosslyn Plant (Gate 1, Main Reception, Frans du Toit Street)
• Pretoria North Municipal Library (288 Burger Street)
• Offices of SSI Environmental (78 Kalkoen Street, Monument Park, Pretoria)

BMW South Africa operates a Waste Management Centre (WMC) for the recovery of solid
waste; an effluent treatment plant and a temporary paint sludge storage area as part of its
production activities at their plant in Rosslyn, City of Tshwane Metropolitan Municipality,
Gauteng Province.
All these waste management activities are located within the BMW plant premises and have
been in operation for over 15 years. Additionally, the facilities are designed such that they
have a dedicated storage area for the various waste streams to prevent environmental
contamination and to treat waste water prior to the release into the municipal sewerage
system. The waste management license application is a pro-active action by BMW SA to
comply with the requirements of the Waste Act (Act No. 59 of 2008) and thus, the
neighbouring premises will not be affected in any way.
All comments raised by I&APs will be captured in an issues trail which will form part of the
final Environmental Scoping and Environmental Impact Reports.

SSI Environmental will send four copies of the final copies of the Environmental Scoping
Report and Environmental Impact Report to the City of Tshwane the once they are ready.
Please note that hard copies of the draft scoping report were available for public review for a
period of 60 days from 21 October to 21 December 2010 at the following places: BMW
Rosslyn Plant (Gate 1, Main Reception, Frans du Toit Street); Pretoria North Municipal
Library (288 Burger Street); and Offices of SSI Environmental (Monument Park, Pretoria).
Section 6.10 of the Environmental Scoping Report makes reference to the City of Tshwane’s
Integrated Development Plan for 2010/2011. The City of Tshwane’s Open Space Framework
was also used as a reference in the compilation of the above-mentioned section, however, it
should be noted that the waste operations/facility at the BMW Rosslyn Plant have been
ongoing for the past 15 years.
