File: T05-DU5 To All Area Residents / Business Owners / Tenants / Agencies: Re: Duckworth Street Transportation Improvements – Bell Farm Road to St Vincent Street Municipal Class Environmental Assessment Phase 3 & 4 Presentation of Alternative Design Solutions The Corporation of the City of Barrie is undertaking a Municipal Class Environmental Assessment (Class EA) to address transportation issues on Duckworth Street, between Bell Farm Road and St Vincent Street (see attached Figure 1 - Map of Study Area). This letter is to advise you of the progress that has been made on this study and the upcoming activities. The preferred alternative solution from Phase 1 & 2 of the Class EA process completed as part of the Multi-Modal Active Transportation Master Plan was endorsed by Council on December 2, 2013 (Council Direction Memorandum 13-G-289), recommending bike lanes and sidewalk improvements on Duckworth between Bell Farm Road and St Vincent Street. The City of Barrie is now proceeding with Phases 3 and 4 of the Schedule “C” Municipal Class EA (October, 2000, as amended in 2007 and 2011). The Corporation has retained the consulting firm C.C. Tatham & Associates Ltd. to develop and evaluate various alternative designs and to complete the Environmental Study Report (ESR). A Public Information Centre (PIC) is scheduled for Thursday, April 16, 2015, 4:00pm to 7:00pm, in Sir Robert Barrie Room - 2

nd Floor City Hall. The public is invited to attend the PIC to review and provide

comments on the proposed design alternative solutions. Comments and responses received from the PIC will be considered in the development of the preferred design alternative solution. C.C. Tatham and City Staff will be available to discuss issues and concern with members of the public. The following alternatives will be presented at the PIC (see attached Table 1 for additional information).

Alternative 1 - “Do Nothing”

The “Do Nothing” alternative corresponds to the existing conditions. Under this option, no geometric improvements to the road system would be made.

Alternative 2 - Recommended Improvements from the Multi-Modal Active Transportation Master Plan

This alternative incorporates the recommended improvements based on the Multi-Modal Active Transportation Master Plan with 5 lanes of vehicular traffic from Bell Farm Road to Davies Street, 4 lanes from Davies Street to Wellington Street and 2 Lanes from Wellington Street to St Vincent Street. Bike lanes and sidewalks are recommended from Bell Farm Road to St Vincent Street.

Alternative 3 - Recommended Improvements from the Multi-Modal Active Transportation Master Plan

with some reduced features. This alternative is similar to Alternative 2 except with reduced vehicular lane, bike lane and boulevard widths.

Alternative 4 - Incorporate a 3 Lane Cross Section between Davies Street and St Vincent Street

This alternative is similar to Alternative 3 except a 3 Lane Cross Section is proposed between Davies Street and St Vincent Street.

Following the completion of the PIC, and in consideration of all concerns raised through review agency and public comment, the preferred alternative design solution will be identified and appropriately documented in the ESR. The ESR and accompanying recommendations will then be presented to General Committee for endorsement. Those individuals and parties that requested to be kept informed of the Class EA process will be notified of the date that Council may approve the preferred alternative design solution so that deputations to Council can be made.

A comment sheet has been included with this letter to allow the public and review agencies the opportunity to provide input / comments regarding this study. Please return comment sheets by April 30, 2015.

Something that is missing from your letter is a reference to enhanced policing of speeds in our area. It feels like a "racing straightaway" between Grove and Wellington. Frequently we see vehicles speeding and racing on Duckworth. Very, very seldom do we see Barrie Police monitoring this activity. Perhaps if they did, bicyclists would feel safer.

*via PIC April 16‐2015* Question 1 ‐ The road width varies by Alternative Design Concepts however the 5 Lane taper from Grove Street to Davies does not make the road wider or closer to your property.  Question 2 ‐ Adding bike lanes makes the road wider at your property for Alternative 2 and 3 but not in Alternative 4.  Question 3 ‐ In all alternatives the sidewalks would be proposed at 0.5m off the existing property line which would means they would be closer to your property.  Question 4 ‐ A 3 Lane Cross Section means there would be one vehicular lane north, one lane vehicular lane south and a continuos two way left turning lane. Question 5 ‐ Assessement of Police presence is outside of this Classe EA and would be followed up by local residents through the Police Department.  *via email April 30‐2015 response to April 29‐2015 email* ‐ To briefly answer your question below , the MMATMP does recommend sidewalk improvements on Howard Crescent as part of a Sidewalk Project and this was indeed presented at the Public Information Centre on April 16th on board 5 and is also contained in the Duckworth Street Class EA ‐ Phases 3 & 4 Draft Report under Figure 3.  This information can be viewed by doing a keyword search on the City of Barrie web page (www.barrie.ca) for “Class EA” and clicking on the first check marked result then scrolling down to the Duckworth street EA section.

The Preliminary Preferred Design Alternative (PPDA) will be a hybrid of the Alternative Design Concepts.  In the area between Davies Street and Howard Crescent the PPA will be 3 Vehicular Lanes (one lane north and south wiht a continuous two way left turning lane), Buffered Bicycle Lanes and 2.0m sidewalks.  The south bound vehicular lane will be further away from the property and the sidewalk will be marginally closer to the property (0.2m +/‐).  The MMATMP does recommend sidewalk improvements on Howard Crescent as part of a Sidewalk Project.  The location of any sidewalks Howard Crescent would be determined at the design stage of the project.

We believe an EDR route is a poor choice for bike lanes, with the increased traffic to come from the new commercial on Cundles at Duckworth + when Marketown ever gets built makes for a poor mix. As one of the reps stated at the meeting is the hope that students will switch to bikes + leave their car at home thus making it less traffic. Thought being "if you build it they will come". Great idea but very expensive project if it doesn't happen. We are not against bike lanes but from walking around Barrie ourselves we find people ride where scenery is i.e. around Kempenfelt Bay.

One other recommendation I would like the City to look at is to purchase 166 Duckworth St. and turn that five intersections into a circle. This would illuminate traffic ligths and slow the traffic down. It would allow the flow of traffic to all five streets ‐ Codrighton, St.Vincent, Duckworth and Eugenia.

I think it is very important for Council to remember that this is a residential area and this needs to be the priority not access for the College, Hospital and the few businesses in the area.

Alternatives 2, 3 and 4 recommend bicycle lanes whereas Alternative 1 is the existing condition or do nothing which doesn't have bicycle lanes.  Alternative 3 proposes 1.5m bicycle lanes on both sides of the street which is reduced compared to Alternative 2 (the Multi‐Modal Active Transporation Master Plan) which recommends 2.0m bicycle lanes from Queen Street to Bell Farm Road.

*via E‐Mail* The property we own on the east side of Duckworth currently has no sidewalk (between Codrington and Melrose). The west side of the street has a sidewalk, I don't think we need a sidewalk on the east side, we sometimes use the "proposed boulevard and sidewalk area" for extra parking, like an extension of the driveway, as do some neighbours. As far as I know, there have been no complaints about not having a sidewalk, with budget being an issue, perhaps you can look at that as savings. I would recommend trying to save that money, projects always seem to go over budget as it is. I guess that means I would send in our sheet with the Alternative "Do Nothing"? Unless note 2 means you aren't planning on a sidewalk on the east side where there is none, I don't understand clearly. If this project goes ahead, could you advise when it is scheduled for and where will the residents be allowed to park when/if the work is going to be done?

*via email April 16‐2015 response to April 15‐2015 email* ‐ The answer to your parking question really varies somewhat project by project during the construction phase.  Typically vehicle access to properties within the construction limits will be provided at most times during construction periods.  On several occasions, however, direct access to driveways may be interrupted.  Where possible and practical, access to driveways will be maintained.  Access will be restored as quickly as possible after the work is completed.  During periods when access is not available, you may be asked to park in an alternative location (such as on one of the adjacent side streets where parking is normally allowed).  The Contractor must give prior notice of any imminent access restrictions to the residents and businesses.  During the construction some short delays (e.g. a few minutes) while driving through the construction area can be expected while equipment is maneuvering, trucks are dumping, etc. , and In these cases we ask for your patience.  Pedestrian access to all homes and businesses will be maintained during construction.  If you have any special needs, for instance if wheelchair access is required you will need to advise the project Construction Engineer.  At this time we do not anticipate any Road Closures for this project .  Answer to Question 1 ‐ The alternative design concepts can be combined by
