Dear Natasha, The submission of the Application Form to your department on 19 August 2014, received by your department on 21 August 2014 and acknowledged on 4 September 2014 has reference. Please find attached one hard copy and one CD copy of the Draft Basic Assessment Report for your perusal. The proposed development involves the establishment of one 23m3 and one 56m3 aboveground fuel storage tanks (AST’s) and six 23m3 underground fuel storage tanks (UST’s) for BP Atlantic (Pty) Ltd. The construction of such facilities requires a BAR according to NEMA listing notice 1, Activity 42. As per the NEMA EIA Regulations 2010 the Draft BAR will be made available for comment for the required period of 40 days dating from 24 October 2014 to 3 December 2014. - 2 high-speed curb side pumps, fuel and filler lines and a separator system Project Background The site is located on Erf 2265, on the corner of Russel Street and Stroom Street, Swellendam. The total size of the property is approximately 6102m² and the proposed expansion footprint covers an area of approximately 230m

2. There is no remaining natural vegetation on site as it has been completely transformed

as a result of the existing BP Atlantic fuel storage depot. Legislative requirements This application for Environmental Authorisation is being made to the Competent Authority, namely, the Provincial Department of Environmental Affairs and Development Planning (“DEA&DP”), and is required since the proposed development includes activities which are listed in terms of the NEMA Environmental Impact Assessment (EIA) Regulations 2010 (Listing Notice 1, Activity 42). In terms of these regulations, a Basic Assessment process must be followed, which includes the compilation of this Basic Assessment Report (BAR). A Basic Assessment is the process of identifying, assessing, mitigating and reporting the environmental impacts (social, economic and biophysical) associated with an activity (in this case, the proposed expansion of the existing fuel depot on Erf 2265, Swellendam). Public Participation Process Notice is hereby given of a public participation process in terms of the NEMA Environmental Impact Assessment Regulations, 2010.

If you would like to register as an interested and affected party (I&AP), please do so in writing, giving your name and contact details as well as an indication of your interest in this matter and of any direct business, financial, personal or other interest that you may have in relation to this proposal.

Registering as an I&AP will entitle you to further project information, to be kept informed of project progress and provide you with an opportunity to comment on the Draft BAR, which is now available for comment.

Dus is die aansoekproses vir omgewingsmagtiging vanaf die Provinsiële Department van Omgewingsake en Ontwikkelingsbeplanning (DEA&DP), ‘n Basiese Bepalingsproses. Publieke Deelname Proses Kennisgewing word hiermee gegee vir ‘n publieke deelname proses in terme van die Omgewings Impak Bepalings Regulasies, 2010.
