NAME ORGANISATION COMMENT RESPONSE
Frans van der Walt
Private
Is the concentrated heat as a result of sugar cane burning a problem for underground cabling?
No, as long as the cabling is deep enough. But runaway fires are a concern.
H.C. De Villiers
Councillor
You need to assess the broader scale socio-economic impacts in terms of the loss of sugar cane production. Also, will this development result in the lowering if the price of electricity to the consumer? Who will own the asset in the end?
Our studies will not assess this detail. We acknowledge there might be downstream impacts, we hope to minimise these. The impact on feedstock for cane mills will be minimal, but the agricultural impact assessment to be conducted will inform us in this regard. Other positive impacts are electricity generation, employment opportunities and the establishment of trust funds. A specialist company will help identify needy causes, and high priority development requirements. Eskom sells power to the consumer at a fixed rate, this price is determined by what it costs Eskom to acquire and distribute the electricity. The infrastructure will belong to the company.
H.C. De Villiers
Councillor Have other sites been assessed?
Yes, but this EIA is considering this site.
Louis Nel Private How many people will be employed?
Direct employment during operation phase: approximately 25. During construction many more. There will be indirect employment created due to service requirements.
H.C. De Villiers
Councillor
What skills development will occur? Will there be any water use required? Will any other infrastructure development take place?
We will develop a cross training skills development program which will entail bringing in skilled foreigners who will train locals in the required areas. Other infrastructure development will be minor.
Hennie Smit uThungulu District Municipality
Has provision been made for the de-commissioning phase?
A portion of retained earnings will be set aside to allow the de-commissioning of the wind farm. The financial model predicts that this amount will have been generated within 8 years.
Volume 3: Environmental Impact Assessment Report
Coastal & Environmental Services 169 Richards Bay Wind Energy Project
Elvin Venter Private How long will the construction phase last?
A bit longer than 18 months. The laying of the concrete foundations takes the longest time. The construction phase will need to be timed so as not to disrupt cane harvesting. The operation phase lasts approximately 20 years but this is variable, and will be determined as the operation phase develops.
H.C. De Villiers
Councillor Are you aware of potential land claims?
The lease agreements should protect against this. If ownership changes, our lease agreements will not change.
(No name) Is the Hluhluwe development an alternative or a separate development?
They are separate.
Frans van der Walt
Private
Are you aware of Eskom’s plans for construction of a transmission line in this area?
We are attempting to contact the EAP facilitating this. UVS will try to have the transmission line built in such a way that it is not detrimental to this project.
Frans van der Walt
Private What is the potential for the construction of wind turbine components in South Africa?
The market is not sufficient at this stage. Governments plan is to localise manufacture. Any manufacturing is only likely to occur in the IDZs located in Port Elizabeth and East London.
Hennie Smit uThungulu District Municipality
What listed activities are triggered?
Please refer to the report available on the CES website.
