Mr. Helton has more than 12 years of environmental management experience in the United States. He has a strong background in environmental impact evaluations, having directed technical studies; negotiated with lead agencies, responsible agencies and clients; and has written, edited, and produced a substantial number of environmental review and technical documents. His knowledge of regulatory compliance and cultural and paleontological resources enables him to manage National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) compliance activities and document preparation. Mr. Helton is a particularly skilled practitioner of federal regulations governing treatment of cultural resources, especially Section 106 of NHPA (36CFR800) and the Native American Graves Protection and Repatriation Act (NAGPRA) (43CFR10). Mr. Helton has significant expertise conducting consultation with State and Federal agencies, as well as facilitating formal government-to-government consultation with Native American groups and tribes throughout the western U.S. Additionally, Mr. Helton has authored numerous environmental technical reports, cultural resources management plans, cultural resources studies, Programmatic Agreements, Memorandums of Understanding (MOU), and contributed to many NEPA documents for a variety of private and public sector clients. Mr. Helton is native-level bilingual in Spanish.

Cultural Resources Task Manager, US Border Patrol; Customs and Border Protection, Facilties Expansion, Multiple Locations Along United States Southern Border. Lead preparation of numerous cultural resources studies in support of NEPA Environmental Assessments and Phase I Environmental Site Assessments in support of US Border Patrol facility expansion projects along the US/Mexico border. Included investigations for facilities in New Mexico, Texas, Arizona, and California.

Cultural Resources Task Manager, Iberdrola Renewables. Cultural resources assessments for solar power generation facilities in AZ, NM, NV, and CA. Mr. Helton conducted literature searches for several fatal flaw analyses of solar projects in Arizona, California, Nevada, and New Mexico. Five study areas of this overall project are located in Arizona; two are in Maricopa County, two are in La Paz County, and one project is located partially in La Paz and Yuma Counties. Task Manager, Ivanpah Solar Electric Generating System Project, San Bernardino County, CA. Assisted with preparation of Application For Certification for California Energy Commission in support of a large proposed solar power generation facility covering over 4,000 acres of land managed by Bureau of Land Management in San Bernardino County, California. Responsible for preparation of cultural resources component of project, including archival research, field surveys, report preparation, and conducting Native American consultation.

Task Manager, State Route 79 Realignment Project, Riverside County, CA. Task Lead, quality control manager, and overall management of cultural and paleontological resources studies for this 19-mile highway realignment project in Riverside County, California. Provide regulatory guidance, regional technical expertise in cultural resources and management of two subconsultants. The inventory comprises over 7,100 acres in the vicinity of the cities of Hemet and San Jacinto. Frequent consultation and coordination with Riverside County Transportation Commission (RCTC) and Caltrans.

Task Manager, State Route 79 Widening Project, Riverside County, CA. Task Lead, quality control manager, and overall management of cultural resources studies for this highway widening project in Riverside County, California. Contract value was over $2.0 million.

Project Principal/Quality Control Manager, Talega Residential Housing Development, Archaeological and Paleontological Compliance, Data Recovery, and Compliance Monitoring, San Clemente, CA. Project principal for multidisciplinary team providing environmental compliance services for this 3,700-acre home development in San Clemente. Assisted with frequent agency consultation with U.S. Army Corps of Engineers (USACE).

Army National Guard Cultural Resources Support Contracts, UT. Managed cultural resources services from Army National Guard for all 29 facilities within the State of Utah. Primary goal was to

Authored an Integrated Cultural Resources Management Plan (ICRMP) to assist the Guard in complying with Department of Defense Instructions 4715.3 and Army Regulation 200-4.

Project Manager; 700-mile Kern River Pipeline Expansion Project; WY, UT, NV, and CA. Managed major cultural resources services contract with Williams Gas Pipeline, in support of the 700-mile Kern River Pipeline Expansion Project, traversing Utah, Nevada, Wyoming, and California. Mr. Helton was individually sought by Williams Gas Pipeline to provide regulatory guidance, regional technical expertise in cultural resources, project management support, as well as to provide leadership as the agency and subcontractor liaison for the project, given the size, complexity, multistate and multijurisdictional challenges and aggressive schedule of the project. Assisted from project initiation with facilitation of project Programmatic Agreement and led coordination meetings with stakeholder agencies and permitting authorities in California, Utah, Nevada, and Wyoming as well as FERC. Project Manager, Sierra Pacific Power Company, Third-Party Environmental Compliance, 630-Mile Silver State East Fiber Optic Project, Salt Lake City, UT, to Reno, NV. Managed multiphase contract to provide staff support to Bureau of Land Management (BLM) during preparation of POD and NEPA document, as well as well as third-party environmental compliance activities during construction of the 590-mile Silver State East Fiber Optic Project by Sierra Pacific Power Company. Led agency coordination, managed the project budget and staff, and assisted with resource data extraction from agency archives. Assisted with development of MOU, Project Charter, Programmatic Agreement, and public scoping process. During 14-month construction process, managed team of 25 cultural and biological resources environmental compliance monitors and acted as point of contact for BLM and Sierra Pacific Power Company.

Project Principal /Quality Control Manager, Williams Pipeline, Rockies Expansion Pipeline Construction, WY, ID. Provided overall management of cultural resources and paleontological resources compliance monitoring services for the Rockies Expansion pipeline construction project.

Project Manager, Adesta Communications Fiber Optic Project, Grand Junction, CO to Salt Lake City, UT. Managed all aspects of cultural and paleontological resources compliance for the 260-mile utility project. Assisted with preparation of environmental assessment (EA) for NEPA compliance. Provided project development, agency coordination, management of project budget and staff, supervision of field crews, identification and recordation of historic and prehistoric resources, laboratory analysis, and report preparation. Contract value was over $1.0 million.

Project Principal/Quality Control Manager; Questar Pipeline Company, Mainline 104 Pipeline Project, UT. Managed cultural resources component of the Mainline 104 natural gas pipeline project, 75 miles of 24-inch-diameter natural gas pipeline from Price to Elberta, Utah, across Carbon, Emery, Sanpete, and Utah Counties, including the Manti-LaSal and Uinta National Forests, BLM, state, and private lands. Coordinated with officials from BLM, State Trust Lands, U.S. Department of Agriculture (USDA) Forest Service, and State Historic Preservation Office (SHPO).

Project Manager, Williams Communications, Third-Party Environmental Compliance, I-80 Fiber Optic Project, NV and UT. Managed third-party construction compliance monitors and representatives of the BLM; ensured that compliance monitors, contractors, and construction crews met the requirements described in the projects construction stipulations, permits, and right-of-way grant. Was the primary liaison to the client, BLM; provided agency coordination, management of project budget and staff, supervision of field crews, and report preparation.

Project Principal\, Western Area Power Administration, Transmission Line Project; Imperial County, California. Provided overall management of cultural resources services for the Parker-Blythe #1 161-kV transmission line project. The inventory extended from Blythe, California to Parker, Arizona. A total of 147 sites (136 in California and 11 in Arizona) were recorded.

Program Manager, United States Army Dugway Proving Ground, Cultural and Biological Resources Services. Program Manager for a 3-year on-call contract to supply cultural and biological resources services to the United States Army's Dugway Proving Ground. Served as primary point of contact for the facility's environmental lead official. Assisted facility staff with cultural resources compliance activities, including cultural resources inventories in harsh and sometimes dangerous conditions within areas known to contain UXO's and other potential hazards. Completed required background checks, safety training, range training, and other required training and preparation to work on the sensitive facility. Led crews on several large inventories within this expansive training facility in Utah's West Desert. Maintained constant communication with Range Control and base staff to avoid conflict with range training activities, while performing the required inventories.

Project Manager, United States Army Deseret Chemical Depot, Cultural Resources Services: As Principal Investigator for a large multi-phased cultural resources investigation of the United States Army's Deseret Chemical Depot, led initial survey design and sampling plan to determine the presence, distribution, type, and significance of cultural resources located at this sensitive chemical weapons facility.

Ms. Lawson assisted with preparation of cultural resources component of EIR/EIS for the proposed 51 km long Mid-County Parkway located in western Riverside County, California, which is located in Caltrans District 8. FHWA is the lead agency. Fieldwork was conducted for Phase I surveys (intensive pedestrian survey): April 2005 through September 2005 and December 2005 through January 2006; for Extended Phase I survey (limited evaluation phase w/ shovel test excavations): May 2006 through June 2006; for the Phase II evaluation (test excavations and site evaluations): November 2007 through December 2007 for a total of 10 months for all fieldwork. Ms. Lawson functioned as Lead Archaeological Surveyor (Crew chief and Field director) for this project and was involved in the Phase I survey, the Extended Phase I survey, and the Phase II Evaluation and has been an author on the following documents for this project: ASR (Archaeological Survey Report), XPI (Extended Phase I) proposal, XPI Supplemental Proposal, XPI report, HRER (Historical Resources Evaluation Report), AEP (Archaeological Evaluation Proposal), and AER (Archaeological Evaluation Report). All documents were prepared according to the Caltrans Standard Environmental Reference handbook. Two different research designs were written for the XPI proposals and the AEP; Ms. Lawson was a coauthor of these documents and developed the research design for several of the research domains. Ms. Lawson also assisted in the preparation of all site records for the 100+sites included in these reports, the evaluation of the historic archaeological resources for the HRER, directed lab analyses, and conducted the lithics analysis for the Phase II Evaluation. Personnel supervised during eight months of survey work include four person field crews while serving as crew chief and three field crews of four persons each while serving as field director. Personnel supervised during two months of test excavations include five crews of three to four persons each. Personnel supervised during four months of lab analysis include five laboratory technicians. Colorado Lagoon, Long Beach, CA. December 2007. Field work was completed in one day. Ms. Lawson conducted a Phase I survey (intensive pedestrian survey) of 10 acres and is the primary author of final letter report. Copper Mountain Verizon Wireless, Twenty-nine Palms, CA. October 2007. Field work was completed in one day. Ms. Lawson visited a proposed location for cell tower upgrades and wrote a site report for proposed impacts. Laguna Canyon Road Widening Mitigation, Orange County, CA. October 2005, September 2006, and September 2007. Fieldwork was conducted at various times and totaled approximately 7 weeks. Ms. Lawson served as Field Director, assisting with the cultural resource management for the widening of Laguna Canyon Road and subsequent biological mitigation within prehistoric site CA-ORA-1055. This project is located in Caltrans District 12. As field director, Ms. Lawson oversaw unit excavation, feature excavation, and assisted with the monitoring of controlled grading, as well as in the definition of a burial discovered during construction monitoring and supervised up to five field technicians. Additionally, Ms. Lawson conducted analysis of a portion of the flaked stone tools recovered during the monitoring and recovery phases of this project and assisted in the preparation of the final report. Two prehistoric sites were recorded and a Phase II evaluation, consisting only of shovel test pits, was conducted at the one of these sites. McSweeny Farm Project, Hemet, CA. The project consisted of the Section 106 Phase II evaluations for 14 sites, including prehistoric milling sites, one prehistoric habitation site, and historic refuse dumps. Professional Qualifications Mr. Fergusson is a Cultural Resources Specialist with CH2M HILL in the Salt Lake City office with experience in all phases of cultural resource investigations, NEPA analyses, and project management. His responsibilities include conducting all aspects of archaeological projects such as: file searches; supervising archaeological crews; conducting block, linear, and site surveys; excavating historic and prehistoric sites; and preparing reports. Mr. Fergusson meets the Secretary of the Interior’s Professional Qualification Standards for Archeology. Mr. Fergusson has completed numerous cultural resource inventories and authored many technical reports for a variety of federal, state, and private clients. He has managed large, complex projects such as the Kern River Cultural Resources Mitigation Project in Utah. He has also managed or supervised several other large projects, including numerous fiber optic projects, several transportation-related projects, large block surveys for federal agencies, and many other small projects for private industry as well as participated in large NEPA projects and managed smaller Environmental Assessments. In addition, he has authored numerous Class I and Class III cultural resource inventories and technical reports for many projects including several fiber optic cables, highways, utility lines, and oil and gas exploration. His archaeological expertise is in prehistoric and historic archaeology specifically in the Great Basin, artifact analysis, and data recovery. Mr. Fergusson is a Registered Professional Archaeologist, and holds memberships with the Society for American Archaeology, Utah Professional Archaeological Council, Nevada Archaeological Association, and Utah State Historical Society. Selected Projects Task Manager, AEC Programmatic Agreement Review (2006-2007). Reviewed the Programmatic Agreements that have been prepared through the Army Environmental Center for installations located throughout the country. The task was to review the comments and identify patterns of issues that continuously make the documents technically or legally insufficient. Client: Army Environmental Center. Assistant Project Manager, Price Field Office Resource Management Plan and Environmental Impact Statement (RPM/EIS) (2005-2007). Served as assistant project manager responsible for planning and delegating hours, tracking the budgets of each individual task, preparing the monthly status report to the client, and preparing the invoice. Project Manager, Winter Creek Homes Development (2004). Managed the cultural resources evaluations for a new housing development in Truckee, CA. Worked with the client and community to address the historic cultural resources found on the property. Client: GLA Realty Advisors.

Project Manager, Death Valley National Park Cultural Resources Overview (2003-2004). Worked with another contractor to manage and lead the preparation of the Cultural Resources Overview for Death Valley National Park. Worked closely with the Park Service archaeologist to use their database and developed the historic resources section of the document. Client: National Park Service.

Project Manager, Southern Nevada Regional Heliport Environmental Assessment (2003 to 2004). Worked with another contractor on the development of the Environmental Assessment for the identification of the preferred location of the regional heliport. Mr. Fergusson managed portions of the initial feasibility studies as well as the cultural resources (Section 4f) issues. Task Manager, Desert National Wildlife Refuge Complex Comprehensive Conservation Plan/Environmental Impact Statement (2003 to 2004). Served as the Cultural Resources

technical lead in the preparation of a cultural resources overview and synthesis of the known archaeological data for the over 1.5 million acre Complex. The document reviewed the existing archaeological data, identified archaeological and historic themes that are common on the Complex, and made management recommendations regarding the needs for future data gathering, and created a context for the evaluation of future cultural resources on the Complex. The project also required the creation of a GIS database that contained the location of, and information about, every cultural resource within the Complex. In addition, Mr. Fergusson assisted the staff with the Native American consultation that included the seventeen tribes that make up the Consolidated Group of Tribal Organizations in southern Nevada. Client: United States Fish & Wildlife Service.

Project Manager, Clark County Regional Flood Control District EIS (2003-2004). Managed the cultural resources needs for the final document and served as Project Manager over the final phases of the project, including the preparation of a web-based GIS tool allowing for the preparation of basic environmental documents for flood control facilities. Client: Clark County Regional Flood Control District.

Project Manager, Summerlin Village Cultural Resources Survey (2004): Managed the cultural resources survey of 5,000 acres of undeveloped land on the west side of the Las Vegas Valley. Upon completion the report was successfully submitted to the Army Corps of Engineers and the Nevada State Historic Preservation Office. As a result of the inventory, it was determined the additional Native American consultation was required as well as a treatment plan to mitigate adverse impacts to cultural resources from the planned development. Client: G.C. Wallace.

Project Manager, Kern River Expansion Project (2003). Managed the cultural resources mitigation efforts in Utah, including the excavation of eight sites, monitoring of eligible sites, additional surveys, and several ancillary studies. Client: Kern River Gas Transmission Company.

Project Manager, Manning Canyon Inventory, (2003). Successfully bid and managed the Manning Canyon Cultural Resources Inventory project through the Salt Lake Field office of the BLM. Mr. Fergusson lead the effort to inventory the property, make management suggestions to the BLM on the preservation or mitigation of significant cultural resources, and produce the final report, which was approved by both the BLM and the Utah State Historic Preservation Office. Cultural Resource Specialist, Chula Vista Energy Upgrade Project, City of Chula Vista, San Diego County, June 2008 to August 2008. Phase 1 of this project consists of relocating the existing parking on the North side of the building to the South side of the building adjacent to Mill Street. In addition, the existing parking lot on the North side of the building will be converted into a terraced plaza that will provide access from the street level to the river level.

Cultural Resource Specialist; SW Gibbs Street Pedestrian Bridge over I-5, Oregon Department of Transportation, City of Portland, Multnomah County, February 2008 to present. The project is a new pedestrian and bicycle bridge over I-5 providing connections between the historic South Portland Neighborhood Association (formerly known as Corbett, Terwilliger and Lair Hill neighborhoods) and the new South Waterfront developments on the Willamette River. The west landing of the bridge is within the South Portland Historic District, which is listed in the National Register of Historic Places. Ms. Feldman will prepare a Cultural Resources Baseline Report, Determinations of Eligibility (DOE) forms, and Finding of Effect (FOE) forms.

Cultural Resource Specialist; State Route 94 PSR-PDS; San Diego County, CA; October 2007 to present. On behalf of the SANDAG, CH2M HILL is preparing a Project Study Report-Project Development Support for the proposed State Route (SR) 94 Improvements Project (Caltrans). The project proposes to add two high occupancy vehicle (HOV) lanes along SR 94 from the I-805 interchange to downtown, and to direct HOV connectors from I-805 and I-15 to SR 94. Ms. Feldman conducted background research and a field review in preparation of a Preliminary Environmental Assessment Report (PEAR), a standard Caltrans report format. The highway is within one block of two locally significant historic districts and two locally significant cemeteries.

Cultural Resource Specialist; Salem River Crossing NEPA-EIS; Marion and Polk Counties, Salem, Oregon; August 2007 to present. The project proposes to improve mobility and safety across the Willamette River in the Salem-Keizer metropolitan area while alleviating congestion on the Marion and Center Street bridges and on the connecting highway and arterial street systems. In support of a preliminary concept analysis, prepared an evaluation matrix ranking each of the 13 alternatives. Additional work will include the preparation of a Cultural Resources Technical Report in support of the Draft EIS.

Cultural Resource Specialist, Fontana Energy Center Project Application For Certification; San Bernardino County, CA; October 2007 to present. Fontana Energy Center LLC (Calpine) proposes to construct a new power plant on the property of California Steel Industries, Inc., in Fontana, CA. The California Steel Industries, Inc. property is situated on the former Kaiser Steel mill site (California Point of Historical Interest #71). Ms. Feldman will prepare a cultural resources inventory report as supporting documentation for the appropriate cultural resources section of the Application for Certification (AFC), as required by the California Energy Commission (CEC). This includes background research, field survey and preparation of DPR-523 inventory forms, per the Office of Historic Preservation guidelines.

The proposed project, a new energy facility west of the City of Hayward, California, requires a California Energy Commission license. The DPR forms were prepared as part of the supporting documentation for the application of the CEC license.

Cultural Resource Specialist; PG&E Humboldt Bay Power Plant Modernization Project, Application for Certification, Pacific Gas & Electric; vicinity of Eureka, California; October 2006 to December 2006. Conducted site visit and prepared evaluation of the power plant as an historic district, according to the State of California Department of Parks and Recreation guidelines and format. PG&E are proposing to upgrade and modernize the plant. The site visit and historic district evaluation were prepared as supporting documentation for the Application of Certification.

Cultural Resources Specialist; Diestelhorst Bridge Preservation and Rehabilitation Plan; City of Redding; Redding, California; August to December 2006. Prepared the historic context and applied the Secretary of the Interior’s Standards for Rehabilitation of Historic Structures for the Diestelhorst Bridge in Redding, California. The bridge, which was built in 1914, was the first reinforced concrete bridge over the Sacramento River, and its completion linked the Shasta and Siskiyou County seats. The Bridge is eligible for the National Register of Historic Places. The proposed project will convert the structure to a pedestrian facility.

Preparation of Section 106 documents in support of the Environmental Impact Statement (EIS) for the Dallas Area Rapid Transit (DART) NW alignments and Mid-Jordan Light Rail (Salt Lake City, Utah); preparation of historic bridge evaluations for Caltrans in support of Historic Property Survey Reports and Finding of Effect Reports, used as basis for Environmental Impact Reports (EIRs), for Los Angeles, Riverside, San Bernardino and Madera Counties; preparation of National Register nominations for General Services Administration (GSA)-owned courthouses and post offices throughout the United States; preparation of Historic American Building Survey (HABS) and Historic American Engineering Record (HAER) level data forms for properties in the City of Long Beach.

Past responsibilities included directing a survey team for the Caltrans statewide historic bridge inventory update; leading an intensive architectural survey for the City of Riverside of more than 1,300 parcels in the downtown area, which led to the preparation of determinations of eligibility and historic property inventory forms; surveying proposed Historic Preservation Overlay Zones for the City of Los Angeles to determine contributing and non-contributing buildings; and conducting historical documentations and evaluations of state-owned buildings
