Appendix 4.1 Representive NAPs and Respective Area Sensitive Ratings for Each Assessment Scenario
Assessment Scenario 1A
Future Context of Environs and Determination of Influencing Factor(s):
The future context of environs at Siu Ho Wan will be changed upon the population intake at Phase 1a SHD Topside Development after April 2026. According to the current development scheme of SHD TopsideDevelopment (Appendix 2.6 refers), there will be 18 residential blocks with 17 to 19 residential storey high within the SHD Topside Development. A large commercial/retail area, public transport interchange andkindergarten will also be provided at Phase 1 podium of SHD Topside Development. SHD operation will be maintained throughout the SHD Replanning Works. In view of the development elements, the Project sitewill contain high density, diverse development including a mixture of such elements as industrial activities, major trade or commercial activities and residential premises, therefore, according to TM-IND, the Project siteis classified as “Urban”.
The North Lantau Highway (NLH) has an Annual Average Daily Traffic (AADT) of 68,930 in Year 2015 and hence it is classified as an Influencing Factor (IF) with its daily traffic flow greater than 30,000 vehicles.Between Year 2024 and Year 2028, Stage 2 SHD Replanning Works are being conducted while Stage 1 Reprovisioned SHD is being operated under the podium deck. The industrial operations at the existing SHD atStage 3 and 4 area without decking that is of a significant scale with a site area of about 14-ha include rail grinding, maintenance works of passenger and engineering trains, train washing, wheel lathe, repairingworkshops, etc, and the noise generated from these industrial operations would be one of dominant noise sources affecting the planned NSRs. In view of the significant scale of industrial operation, the existing SHDat Stage 3 and 4 area is designated as an industrial area for the purpose of TM-IND and is considered to be an IF.
As shown in the table below, the potential fixed plant and rail noise sources under Assessment Scenario 1A have been identified. Apart from the fixed plant and rail noise sources, the identified NSRs will be affectedby the traffic noise from NLH which is located to the south of existing SHD.

Notes:(1) The foundation of SHD Topside Development including piling and excavation works will be conducted in parallel with replanning works respectively.(2) Upon completion of concrete slab in respective phasing area, the contractor(s) of SHD Topside Development would be on board to commence the superstructure works. The remaining SHD Replanning Works including architectural builders works and finishes (ABWF), electrical and mechanical
(E&M) provision and track works will be conducted under the concrete slab. It is expected that there would be insignificant noise contribution from these remaining works as these works will be conducted under the concrete slab and their nature of works are minor.(3) During the operation of Reprovisioned SHD and SHO, all the Reprovisioned SHD facilities as well as all fixed plant items for supporting SHO operation (e.g. cooling towers, chillers, pumps, etc.) will be operated under the podium deck, hence, noise impact arising from these facilities is
anticipated to be minimal. It is expected that the fixed plant noise sources that may have impact to NSRs would be the ventilation louvres only.(4) Existing rail noise sources include the train movement on the stabling sidings and test track within the SHD, the entry tracks to the east and west of SHD and the mainline (i.e. TCL and AEL). As the Reprovisioned SHD will be located under the podium deck and thus the railway noise contribution
from train movement within the Reprovisioned SHD will be insignificant.(5) NSRs located at more than 300m from the noise sources or with no direct line of sight to the noise sources would not be affected by the noise sources and thus they will not be selected for noise assessment.

The Noise Control Authority shall determine noise impact from concerned noise sources on the basisof prevailing legislation and practices being in force, and the ASRs determined in this report should not bind the Authority when enforcing the NCO based on the contemporary conditions. The ASR would be reviewed as necessarybased on the contemporary conditions/situations such as adjoining land uses, influencing factors or the latest SHD Topside Development layout.

The ASR would be reviewed as necessarybased on the contemporary conditions/situations such as adjoining land uses, influencing factors or the latest SHD Topside Development layout.
[5] In accordance with Table 1A of TM-EIAO, the fixed plant noise emission should be controlled to comply with the ANL-5 dB or the prevailing background noise levels, whichever is the lower[6] In accordance with Annex 13 of the EIAO–TM, country parks are considered to be a NSR. However, the EIAO–TM and IND–TM do not provide a specific noise limits for Country Parks.
