Appendix 4.1 – Page 1 Appendix 4.1 Representive NAPs and Respective Area Sensitive Ratings for Each Assessment Scenario Assessment Scenario 1A Future Context of Environs and Determination of Influencing Factor(s): The future context of environs at Siu Ho Wan will be changed upon the population intake at Phase 1a SHD Topside Development after April 2026. According to the current development scheme of SHD Topside Development (Appendix 2.6 refers), there will be 18 residential blocks with 17 to 19 residential storey high within the SHD Topside Development. A large commercial/retail area, public transport interchange and kindergarten will also be provided at Phase 1 podium of SHD Topside Development. SHD operation will be maintained throughout the SHD Replanning Works. In view of the development elements, the Project site will contain high density, diverse development including a mixture of such elements as industrial activities, major trade or commercial activities and residential premises, therefore, according to TM-IND, the Project site is classified as “Urban”. The North Lantau Highway (NLH) has an Annual Average Daily Traffic (AADT) of 68,930 in Year 2015 and hence it is classified as an Influencing Factor (IF) with its daily traffic flow greater than 30,000 vehicles. Between Year 2024 and Year 2028, Stage 2 SHD Replanning Works are being conducted while Stage 1 Reprovisioned SHD is being operated under the podium deck. The industrial operations at the existing SHD at Stage 3 and 4 area without decking that is of a significant scale with a site area of about 14-ha include rail grinding, maintenance works of passenger and engineering trains, train washing, wheel lathe, repairing workshops, etc, and the noise generated from these industrial operations would be one of dominant noise sources affecting the planned NSRs. In view of the significant scale of industrial operation, the existing SHD at Stage 3 and 4 area is designated as an industrial area for the purpose of TM-IND and is considered to be an IF. As shown in the table below, the potential fixed plant and rail noise sources under Assessment Scenario 1A have been identified. Apart from the fixed plant and rail noise sources, the identified NSRs will be affected by the traffic noise from NLH which is located to the south of existing SHD. According to the current development scheme of SHD TopsideDevelopment (Appendix 2.6 refers), there will be 86 residential blocks with 15 to 22 residential storey high and schools within the SHD Topside Development. A large commercial/retail area, public transport interchangeand kindergartens will also be provided at Phase 1 to 3 podium of SHD Topside Development. SHD operation will be maintained throughout the SHD Replanning Works. In view of the development elements, theProject site will contain high density, diverse development including a mixture of such elements as industrial activities, major trade or commercial activities and residential premises, therefore, according to TM-IND, theProject site is classified as “Urban”.

Future Context of Environs and Determination of Influencing Factor(s):

After July 2038, both SHD Replanning Works and SHD Topside Development will be completed. According to the current development scheme of SHD Topside Development (Appendix 2.6 refers), there will be 108residential blocks with 15 to 22 residential storey high and schools within the SHD Topside Development. A large commercial/retail area, public transport interchange and kindergartens will also be provided at Phase1 to 4 podium of SHD Topside Development. SHD operation will be maintained throughout the SHD Replanning Works. In view of the development elements, the Project site will contain high density, diversedevelopment including a mixture of such elements as industrial activities (i.e. Reprovisioned SHD), major trade or commercial activities and residential premises, therefore, according to TM-IND, the Project site isclassified as “Urban”.

The NLH will be remained as an Influencing Factor (IF) due to Year 2015 Annual Average Daily Traffic (AADT) greater than 30,000 vehicles. There will be no existing industrial operations within the Project site andthus the only IF affecting the SHD Topside Development would be NLH.

As shown in the table below, the potential fixed plant and rail noise sources under Assessment Scenario 4 have been identified. Apart from the fixed plant and rail noise sources, the identified NSRs will be affected bythe traffic noise from NLH which is located to the south of existing SHD.

The Noise Control Authority shall determine noise impact from concerned noise sources on the basisof prevailing legislation and practices being in force, and the ASRs determined in this report should not bind the Authority when enforcing the NCO based on the contemporary conditions. The ASR would be reviewed as necessarybased on the contemporary conditions/situations such as adjoining land uses, influencing factors or the latest SHD Topside Development layout.

However, the EIAO–TM and IND–TM do not provide a specific noise limits for Country Parks.
