Additional Requirements by Other State Agencies of Oregon
In the administration of ORS 537.505 to 537.795, the Director of the Water ResourcesDepartment has statutory authority under the provisions of ORS 537.780 "to prescribe andenforce general standards for the construction and maintenance of wells and their casings,fittings, valves, and pumps..." Other agencies of the state have statutory responsibilities thatrelate either directly or indirectly to the construction and operation of public water supply systems and their source of water supply. These agencies and their responsibilities are listedas follows:

Minimum Specificationsfor Measuring Tube
• Vented above and belowwell cap.
• If well has a pitlessadaptor, the measuringtube terminates within6 inches of the top of wellcasing.
• Attached to pump columnat 10 foot intervals with10 mil plastic tape.
• Perforation I Screen• Lower 5 feet 0.020

• Lower 20 feetextensively perforated t-with 1/8 inch holes.
• Extends to top of pump.
• Plug or cap.
This diagram details the minimum standards for a dedicated measuring tube. A measuringtube may be constructed in a manner that exceeds these standards without prior Departmentapproval. The dedicated measuring tube shall not be reduced in size over the length of thepipe and shall remain free from wires or any other obstruction.

WHICH STANDARDS APPLY?
The Department regulates the construction of borings through which groundwater may becomecontaminated. The type of boring (and its purpose) will determine which set of regulationsapply. Questions often arise as to how a certain boring is to be regulated. In general, if thepurpose of a boring is to seek water then it is considered a well. The table below lists commontypes of holes and the standards that apply. This is not a complete list of borings and there areother types of borings regulated by other agencies. Contact the Water Resources Departmentif you have any questions.
