The Henniker Board of Selectmen has announced the appointment of Matt Henry to the position of Town Administrator. Long-time town Police Chief Wayne Preve is under criminal investigation by the Sullivan County Attorney’s office for improperly accessing a police database to find damaging information about a local attorney. The town’s Board of Selectmen suspended Preve for one week without pay in January, but did not disclose the reason for the discipline. A decision by the Depart-ment of Labor shows that his misconduct stemmed from a disagreement with Tony Soltani, who has been a critic of the police department.

David Hall - Greenfield Fire DepartmentGreenfield Fire Chief David Hall is stepping

down at the end of the year. Hall, who has over 30 years in public safety, has been chief in Greenfield for the past four years. He originally agreed to serve in the capacity for two years. Hall said that he is choosing to retire for several reasons, including being at retirement age and wanting to spend more time with family.

The U.S. Food and Drug Administration has approved Dupixent (dupilumab) injection to treat adults with moderate-to-severe eczema (atopic dermatitis). Du-pixent is intended for patients whose eczema is not controlled adequately by topical therapies, or those for whom topical therapies are not advisable. Dupix-ent can be used with or without topical corticoste-roids. Atopic dermatitis, a chronic inflammatory skin

disease, is often referred to as “eczema,” which is a general term for several types of inflammation of the skin. Atopic dermatitis is the most common form of the many types of eczema; onset typically begins in childhood and can last through adulthood. The cause of atopic dermatitis is a combination of genetic, immune and environmental factors. In atopic dermatitis, the skin develops red, scaly and crusted bumps, which are extremely itchy. Scratching leads to swelling, cracking, “weeping” clear fluid, and finally, coarsening and thickening of the skin.

• • •A new Universite de Montreal study in the British Medical Journal reveals that antidepressants prescribed to pregnant women could increase the chance of having a baby with birth defects. The risk — 6 to 10 %, versus 3 to 5 % in women who do not take the drugs — is high enough to merit caution in their use, especially since, in most cases, they are only marginally effective, the study says. For example, when Celexa (the brand name for citalopram) was taken in the first trimester, the risk of major birth defects jumped from 5 per cent to 8 per cent. Similarly, use of Paxil (paroxetine) was associated with an increased risk of heart defects; ven-lafaxine (Effexor), with lung defects; and tricyclic anti antidepressants (such as Elavil), with increased eye, ear, face and neck defects.

Choice for smaller ConVal schools - pay extra tax or close your schoolThe ConVal School District tax rate is

going up across the district’s nine towns.The formula is calculated 50 percent by student population and 50 percent of each town’s equalized valuation, so different towns will face different increases. Green-field will see an increase of 27 cents in their school rate, while Francestown will see an increase of $2.19. Hancock will be increas-ing $1.73, with Antrim increasing $1.30. To make matters worse, the ConVal School Board is considering a way to offer towns with low enrollment elementary schools a choice to either pay more money or close your school.

The board voted to draft one warrant article that would tax towns extra if they

have an elementary school with less than 65 kids. A warrant article that would offer towns a choice to pay the additional tax or have their elementary school closed down, if and when their student population reached that level.

The board has also decided to place a consolidation plan on the March ballot, which involves reorganizing the district and shutting down a number of schools.

Peterborough Elementary School and

Great Brook School in Antrim – currently one of the district’s middle schools – would serve the district’s K-3 population, while Peterborough’s South Meadow School would serve 4th through 6th grade and ConVal High School would serve 7th through 12th. Four towns currently have less than 65 elementary school students in their towns based on November 2018 enrollment figures.

Hillsboro-Deering adds LacrosseDuring discussion of the H-D 2019-

2020 budget, it was noted that the Varsity Sport of Lacrosse has been added, at a first year cost of about $27,000, for both a boys’ and a girls’ team. One-time expenses are for two sets of nets, uniforms and balls. Other costs will be for referees, transporta-tion and coaches.

Bennington couple guilty of stealing $90,000Karen and Jim Folley of Bennington have been sentenced to

one year in prison after being convicted of stealing $90,000 from Jim Folley's sister, Barbara. Prosecutors said they used ATM cards and bank transfers to steal the money. The money was supposed to be used to provide for long-term care, but the Folleys spent it on themselves. The victim's stepdaughter, Kathleen Curry, testified that her father left the money for Barbara so she wouldn't have to worry about her future. The victim died in 2017 at age 83. The Fol-leys are appealing the verdict.

newport man arrested for arson in DoverOn December 1st, Troopers responded to the Spaulding Turnpike

southbound in the City of Dover for a report of a vehicle fire. Upon arrival, Troopers observed a 2017 Subaru WRX that became fully engulfed in flames. Preliminary investigation indicates that David Vir-gue, age 30, from Tilton, purposely set his vehicle on fire. Virgue fled the scene, but was taken into custody without incident.He has been charged with Arson and Reckless Conduct, both at the felony level.

Christmas tree sale to Elm Street this year. For the past 15 years or so, the Lions have sold their trees at the shopping plaza on Route 202, also known as Jaffrey Road. This year, the plaza has opened a new Dollar General store, and the portion of the parking lot where the Lions usually sold and stored their trees is now used by Dollar General delivery trucks. The tree sale will go on, held now at the Valley Automotive at 36 Elm Street. The sale begins Saturday.

Deering woman charged with animal abuseA Deering woman has been arrested on suspicion of animal abuse

after a lengthy investigation by police. On Tuesday, Deering Police arrested Bethany Jewell, 39, after concluding an investigation into the abuse and ne-glect of horses and oxen in her care. During various site visits as part of this investigation, five horses and two oxen were surrendered for veterinary care after multiple attempts and opportunities were provided to assist Jewell with learning how to pro-vide proper care and humane treatment requirements. The attempts were unsuccessful. Arrest warrants were issued for Jewell. She faces multiple animal abuse and neglect charges.

Phase I of Franklin's Mill City Park begins in 2019Most people know Marty Parichand

as the executive director of Mill City Park, the nonprofit organization hoping to bring paddlers to a whitewater park in Franklin, along the Winnipesaukee River.

Lesser known is another key element of the project, the Park itself, which sits on an 11-acre plot south of the railroad that for-merly ran through Franklin’s Trestle Bridge and Sulphite Bridge, better known as the “upside down covered bridge.”

The Park is being designed to include a community garden, pavilion, two public bathrooms, picnic areas, educational areas, hiking trails, a parking area, a climbing wall and a mountain bike pump track system. Parichand envisions a tent-camping area, and a path that connects the existing Win-nipesaukee River Trail on the other side of the river over the historic bridges, which are now unstable.

The master plan for the park, funded in part by a $5,000 grant from the Capital Regional Development Council, has been underway for six months, and its report should be finalized by mid-December.

In 2019, developers will begin clear-ing for the access road, and installing the electrical and plumbing necessary for the bathhouses. That work will be funded by a $200,000 grant from the federal Land and Water Conservation Fund and $200,000 in

donations, which was approved in October. In the summer of 2020, work will begin on the park’s timber-frame pavilion.

Once completed, Mill City Park will be the first whitewater park and outdoor recre-ation area in all of the Northeast.

I just learned that this may be the last year the town of Durham decorates a tree for the holidays on public land. Apparently Durham’s Human Rights Commission has recommended ceasing the longtime tradi-tion, with members saying it is associated with the Christian faith and Christmas celebrations, which may be exclusionary to some people who follow different faiths or are atheists.

The issue flared up after Rabbi Berel Slavaticki at the UNH & Seacoast Chabad Jewish Center asked to place a 9-foot menorah in the same public park on Main Street where the tree is lit.

Slavaticki was asked to complete an application for a permit, which was denied by bungling bureaucrat Town Administra-tor Todd Selig who decreed that Slavaticki could host a one-time ceremony at a differ-ent public park, which took place Sunday evening, the first night of Hanukkah. Selig said that he views decorating the town’s tree as a nonreligious symbol, but a me-norah is a religious symbol and subject to

more scrutiny. Kitty Marple, who describes herself as a person of no religious affilia-tion, is the chairman of the Human Rights Commission and the town council. She said she could support a winter carnival theme. The only proper response to Selig and Maple is BULL #@*+.

We all know that the 1st Amendment says,"Congress shall make no law respect-ing the establishment of a religion." We often forget that it goes on to say, "or prohibiting the free exercise thereof." Non Christian or non believers should not be offended when we celebrate the birth of Jesus, any more than we should be of-fended when our Jewish friends celebrate Hanukka.

Whether we honor a different God, or the same God by a different name, we need always remember that all the world's races and great religions share the same moral lessons and values and that on this small planet, we truly are all brothers and sisters. And, we all have the right to celebrate our beliefs freely.

Franklin Police are looking for a man they consider a person of interest regarding the fire that destroyed a mobile home in the city Monday night.

Video cameras inside and outside the home at 11 Rose Lane near Range Road captured images of the man taken just

before the fire broke out after 10:30 p.m. The homeowner’s family reportedly turned over its video to local police.

No one was inside the two-bedroom, one-bath home at the time of the fire that destroyed it. There were no injuries reported.

Joanne Cobb updated the Board on the fundraising for the playground. She noted that so far the fund has increased to $41,755.45 and they expect another $5000 to be generated within the next few months.

Although they haven’t reached their goal of $75,000, it is a good start. Later Board Member Kathryn McGinn noted that the PTO had only $9,000 at the beginning of

the school year, so felt that they had made a very good effort. McGinn also noted that they were working with one company and that $150,000 was a good estimate for the new playground, although that figure did not cover demolition of the existing play-ground, nor additional site work that might be necessary. The Board will later discuss whether or not to include a Warrant Article in March.

Alan Clark, 18, of Hillsbor-ough, was arrested after state po-lice said he tried to leave a traffic accident in two different police cars after he hit a woman with a pipe. The incident happened just before 8 a.m. in Canterbury at the intersection of Route 132 and Kimball Pond Road when a trooper came across a traf-fic accident. Clark, ran toward a cruiser, got into the driver's seat and revved the engine. He was pulled from the cruiser, handcuffed and placed in the back of a

second vehicle. He then climbed through the open part of a parti-tion and got into the driver's seat, put his foot on the gas and tried to escape again. Troopers removed him, re-handcuffed and shackled him. Before the troopers arrived, Clark had assaulted a woman at the crash. Clark was charged with reckless operation, conduct after

an accident, resisting arrest and two counts of felony escape. As one Trooper put it, "He turned into what was a simple traffic crash into a felony arrest."

convening a committee to discuss the possibility of disbanding the Weare Police Department, due to a perceived failure to protect Town citizens, including him. Douglas specifically referenced a dispute with his neighbor dating back to March 18th 2017 (tres-passing and criminal destruction of property). Douglas claims the Police Department has refused to cooperate with him by refusing to meet with him, declining to prosecute his neighbor, allowing statute of limitations to expire, taking excessive time to respond to complaints, and not calling State Police to respond to com-plaints. In addition, Douglas addressed the small size of the culvert on Waterman Road and associated flooding, which has caused property damage. Chairman Hippler will relay both concerns to the appropriate people.

sunapee police arrest andover ma fugitiveOn November 23rd, Sunapee Police were advised that an indi-

vidual with an extraditable warrant out of Andover, Massachusetts is believed to be currently residing in Sunapee. Sunapee Officers Gooch and Therrien responded to the residence and subsequently, Michael Cook of Andover, MA was arrested as a Fugitive from Jus-tice. He was transported to the Sunapee Police Department, bailed and released to the Sullivan County Sheriffs Office for transport to the Sullivan County House of Corrections awaiting arraignment.

newport approves new accounting softwareThe Newport Select Board has decided to replace their account-

ing software, the first such change since 1999. Paul Brown, the town's finance director, described the new product and the Board told him to go ahead with the contract, the funding for which has already been approved. Brown received 10 proposals and reduced this list to three finalists, which he then examined in depth. He selected the software administrated by Edmunds and Associates of Northfield, New Jersey, a firm which has 800 clients up and down the East Coast, but Newport would be their first customer in New Hampshire. The deciding element of their product, Brown said, was the “municipal dashboard” that they include as a standard ele-ment of their package.

Henniker Select Board brings finality to several pending issuesThe Henniker Select Board dealt with

a full agenda during Monday's meeting. In addition to introducing new Town Admin-istrator Matt Henry, the Board received briefings from Central NH Regional Plan-ning Commission's Mike Tardiff on the 10 Year Transportation Plan and Craig Tufts on the Western Rail Trails Plan.

They also brought finality to several long-standing and often contentious is-sues.

1. They approved a resolution authoriz-ing the purchase of .94 acres of land from Walter Polard in order to relocate and reconstruct a portion of Quaker Street. That proposal has been pending for about two years and was approved by an 83-56 vote during the 2018 tone meeting.

2. After hearing a report from the Ener-gy Committee, the Board authorized them to proceed with the Eversource Turn-Key Lighting Audit, rewire one street light with a directed spotlight on a crosswalk as a test case and directed the Highway Depart-ment to install a back shield on a Water Street light to shield the Kupper residence from its brightness.

3. Finally, acting on member Leon

Parker's impassioned motion, the Board asked the Town Attorney to send a letter to Mr. Cote informing him that he has 30 days to remove the stone wall he placed on Town land or be fined daily thereafter.

The issue arose in April after Mr. Cote relocated a stone wall while installing his driveway. The vote came after several heated discussions between the Board and Mr. Cote's attorney, Darrin Brown.

Engineer Jennifer McCourt explained the proposed relocation of a portion of Quaker Street.

The Town of Henniker Planning Board will hold a public hearing on December 12, 2018 at 7 pm at Town Hall, 18 Depot Hill Rd, Henniker NH to discuss the following proposed Zoning Changes (new language underlined):

Are you in favor of amending Chapter 133, Zoning Regulations, as proposed by the Planning Board as follows? Amend Article X Lot Size Regulations, Section 133-39 Minimum lot sizes, by deleting paragraph C.
