General Motors has proposed the establishment of a National Zero Emissions Vehicle (NZEV) program to support a 50-state solution to cleaner air. GM’s comments, directed to the National Highway Traffic Safety Administration and the Environmental Protection Agency, were in response to SAFE’s (Safer Affordable Fuel-Effi- cient) section of Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks. In its comments, the Detroit automaker added that the pro- gram would promote the success of the U.S. automotive industry and preserve U.S. industrial lead- ership for years to come. General Motors said it antici- pates the NZEV program, as rec- ommended, has the potential to place more than 7 million long- range EVs on the road by 2030, yielding a cumulative incremen- tal reduction of 375 million tons of CO2 emissions between 2021 and 2030 over the existing Cali- fornia Zero Emission Vehicles (ZEV) program. “General Motors has a vision of zero crashes, zero emissions and zero congestion,” said Mark Reuss, GM executive vice presi- dent and president, Global Prod- uct Group and Cadillac. “This is a bold vision and get- ting there will take bold actions. We believe in a policy approach that better promotes U.S. innova- tion and starts a much-needed national discussion on electric vehicle development and deploy- ment in this country. “A National Zero Emissions Program will drive the scale and infrastructure investments need- ed to allow the U.S. to lead the way to a zero emissions future.” General Motors supports a na- tionwide program modeled on the existing ZEV program and provides these framework rec- ommendations such as establish- ing ZEV requirements (by cred- its) each year, starting at 7 percent in 2021 and increasing 2 percent each year to 15 percent by 2025, then 25 percent by 2030, Reuss said. That includes use of a credit- ing system modeled on the cur- rent ZEV program: credits per ve- hicle, based on EV range, as well as averaging, banking and trad- ing credits. It’s also based on requirements (after 2025) linked to a path toward commercially viable EV battery cell availability at a cost of $70/kWh, as well as ade- quate EV infrastructure develop- ment. GM also supports establish- ment of a Zero Emissions Task Force to promote complementa- ry policies, Reuss said. 2018 Chevrolet Bolt Ford did very well at the re- cent SEMA show in Las Vegas. Hard to believe it’s been 50years.An anniversary-themed 2019

COPO Camaro race car was intro-duced last week at the SEMAShow celebrating the 50-yearmilestone of the special order, ul-timate performance models andlaunches the 2019 COPO Camaroprogram. The Central Office Production

Order (COPO) Camaro programgot its start in 1969 and was in-spired by Illinois-based Chevro-let dealer Fred Gibb, who usedthe company’s special order sys-tem to build what wasn’t alreadyoffered in the Camaro, said JimCampbell, GM U.S. vice presidentof Performance Vehicles and Mo-torsports.The goal was to make the car

more competitive in Stock Elimi-nator drag racing, which wasrooted in production-based vehi-cles.“Chevrolet is proud to cele-

brate 50 years of the COPOCamaro legacy,” said Campbell.“It’s one of the most enduringlegacies in drag racing, with apowerful past and fast future.”Featuring a special Anniver-

sary Blue Metallic exterior colorthat pays homage to the originalLaguna Blue offered in 1969, theSEMA show car previews the spe-cial color and graphics of theCOPO Camaro 50th AnniversarySpecial Edition package offeredfor 2019, Campbell said.A 50th Anniversary Engine

Appearance Package that emu-lates the look of vintage Chevyperformance engines, with anorange engine block, chromevalve covers and a black high-rise intake manifold, is also avail-able for the naturally aspiratedLSX-based 427 racing engine. The 2019 COPO Camaro’s

available engine lineup includesa revised version of the super-charged, LSX-based 350 engine, now featuring a 2.65L Magnusonsupercharger as well as a 302-cubic-inch engine. The COPO

Camaro also features a distinc-tive and exclusive front-enddesign not shared with other pro-duction Camaro models.Only 69 2019 COPO Camaro

race cars will be built – the samenumber of 1969 COPO Camaromodels built with the all-alu-minum 427 ZL1 engine, Campbellsaid.Customers can register for a

chance to purchase a 2019 COPOCamaro at chevrolet.com/perfor-mance/copo-camaro.When the program started,

COPO Racers scraped for everyextra horsepower the factorycould give them, and it occurredto Gibb that Chevrolet’s in-housespecial order system, known as(COPO), could provide an advan-tage.Typically, the COPO system

was used for fleet vehicle servic-es such as special paint or truckequipment, but Gibb used it toequip the Camaro with the all-aluminum ZL1 427 racing engine. With its lightweight block and

heads, the ZL1 427 engineweighed about 100 pounds lessthan the iron-based 396 Big Blockengine offered in the Camaro andproduced more power. It was theperfect solution for the dragstrip, Campbell said.Chevrolet didn’t simply rub-

ber-stamp Gibb’s request. It tookplenty of convincing and somecajoling from Vince Piggins –Chevrolet Product Promotionsmanager at the time, who was re-sponsible for the Camaro Z28 –to get the project approved.

There was also another catch:To make the engine eligible forNHRA competition, at least 50 ex-amples of the car had to be forsale to the public.Gibb ordered them, but knew

he’d have a hard time selling thepricey muscle cars, which wereessentially twice the cost of astandard Camaro. He sold 13 andthe remaining 37 were redistrib-uted to other dealers. In themeantime, more dealers foundout about the ultimate perform-ance COPO Camaro models andordered their own. When theclutch dust settled, 69 COPOCamaro models with the ZL1 en-gine were built. The 1969 COPO Camaro pro-

gram included a number of mod-els equipped with an iron-blockversion of the 427 engine. In theyears after, drag strip successevolved into collector car dis-tinction, with the comparativehandful of ZL1-engined modelsamong the most coveted musclecars with collectors today.

Campbell introduced the 2019 COPO Camaro to the world at the SEMA show in Las Vegas last week.

DETROIT (AP) – Ford is recall-ing nearly 1.5 million Focus com-pact cars in North America be-cause a fuel system problem cancause the engines to stall with-out warning. The recall covers cars from

the 2012 through 2018 modelyears with 2-liter four-cylinderengines. Ford says a valve in thefuel system can stick in the openposition, causing too much vacu-um, and an engine control com-puter may not detect the prob-lem. Excessive vacuum cancause the gas tank to deform, aswell as other problems.

DETROIT (AP) – Shares of Gen-eral Motors rose more than 7percent Oct. 31 after the compa-ny posted a $2.5 billion third-quarter profit that blew awayWall Street estimates. The Detroit automaker rode

strong prices for much of itsmodel lineup across the globe, especially in the U.S., where itrolled out redesigned versions ofits Chevrolet Silverado and GMCSierra pickups.“Our discipline came through

this quarter,” Chief Financial Offi-cer Dhivya Suryadevara said, adding that she believes strongprices are sustainable as GMbuilds inventory of light-dutypickups and rolls out heavy-dutyversions.The average sale price of a GM

vehicle in the U.S. reached$36,000, $800 more than a yearago and a third-quarter record.Even as auto sales started to

ebb in the U.S., China and else-where, GM said it earned $1.75per share. Excluding one-timeitems, the company made $1.87,far exceeding analyst projectionsof $1.25 per share, according to asurvey by FactSet.Revenue jumped 6.4 percent to

$35.8 billion, also topping fore-casts. The company was resilientin a declining Chinese market, where it posted record third-quarter income of $500 millionfrom July through September. And its pretax profit in NorthAmerica, its most lucrative mar-ket, rose 33 percent to $2.8 bil-

lion with a profit margin of 10.2percent.GM also gave a more opti-

mistic forecast for the full year, saying it expects pretax profits atthe high end of its previous guid-ance of $5.80 to $6.20 per shareas it rolls out the new pickupsand does its best to battle highercommodity costs.“We’re controlling what we can

control,” Suryadevara said.“We’ve had an intense focus oncosts.”The strong profit from GM’s

China joint venture came evenwith a budding tariff war with theU.S. and uncertainty over sales inthe world’s largest auto market.GM’s global retail sales to indi-

viduals, on the other hand, dropped 15 percent during thequarter, to 1.98 million vehicles. But sales to dealers, the point atwhich GM books revenue, rose4.5 percent, to 1.13 million.GM was hit once again by

costs associated with its giant re-call for faulty ignition switches. The company posted a $440 mil-lion charge as it updated estimat-ed costs for legal claims.

A year ago, GM posted a $3 bil-lion net loss due to a $5.4 billioncharge for selling Opel and Vaux-hall to France’s PSA Group. The strong quarter is a result

of GM executing well on its gameplan, said Edward Jones Industri-als Analyst Jeff Windau.“If you’re selling vehicles that

have higher price points, you’reable to offset some of those nega-tive headwinds from the com-modity prices,” he said.Windau was cautious about

GM’s prospects in the long term, rating the company’s shares“hold” due to the risk of rising in-terest rates, higher commodityprices and the potential that ris-ing gas prices could cut intopickup truck sales.Suryadevara said GM expects

tariff-driven commodity price in-creases to cost the company $1billion this year. Tarifss have costGM $400 million in the thirdquarter alone. The Trump administration has

imposed 10 percent tariffs on im-ported aluminum and 25 percenton steel, raising the cost of mate-rials for GM.

Ford vehicles formed a “trunk-or-treat” area for children in Corktown.

What was once an abandonedbuilding became a place wherefriends and neighbors couldmeet for a happy Halloween.Ford and its community part-

ners hosted a family friendly Hal-loween event at Michigan CentralStation, Detroit’s most iconiclandmark, for 800 neighborhoodresidents and Ford employees. From 4 p.m to 8 p.m., the interiorof the long-vacant train stationwas brought back to life withspooky kids’ activities, trick-or-treating stations, live music, dec-orations, and more, said Fordspokeswoman ChristinaTwelftree.Outside the building, a row of

Ford vehicles formed a specialtrunk-or-treat parking lot thatwas open to the public. A grave-

yard in the front lawn and a lightshow on the exterior of the sta-tion added to the festive atmos-phere.The Halloween celebration

brings Ford together with the lo-cal community following its pur-chase of the train station in June.Ford plans to restore MichiganCentral Station to its originalgrandeur and make it the center-piece of a new 1.2 million-square-foot innovation hub in Corktown. The event was supported by

Pickups Drive GM’s Third Quarter Profits

MILAN (AP) – Fiat Chrysler Au-tomobiles said Oct. 30 its third-quarter profits dropped nearly40 percent due to a one-offcharge to cover possible pay-ments in a U.S. diesel probe in-volving SUVs and light-duty pick-ups.The Italian-American car com-

pany reported a net profit of 564million euros ($641 million),compared with 910 million eurosin the same period last year. The lower profits took into ac-

count a 700-million-euro chargeto deal with any future settle-ment over alleged illegal emis-sions devices in 104,000 U.S.-built Ram pickups and JeepGrand Cherokees from 2014-2016.It also covers the costs of a

software update to bring the ve-hicles into compliance. The U.S. Justice Department

sued Fiat Chrysler in May 2017alleging that so-called “defeat de-vice” software in the vehicles al-lowed them to emit fewer pollu-tants in lab tests than during nor-mal driving. In the lawsuit, the government

sought civil fines that could totalover $4 billion, as well as courtorders stopping the companyfrom making or selling vehicleswith undisclosed software. The company has denied de-

liberate cheating and said thecharge was not an admission ofliability. Settlement talks contin-ue.Fiat Chrysler has said it would

vigorously defend itself against

claims and said the devices arelegal to protect engines fromdamage.Excluding the charge, Fiat said

its adjusted earnings before in-terest and taxes were a record1.99 billion euros, while the prof-it margins in North Americareached an all-time high of 10.2percent, hitting double digits forthe first time. The higher margins reflected

the company’s transition frombuilding less profitable passen-ger cars to trucks and SUVs in itsU.S. plants.Overall revenues rose 9 per-

cent, to 28.7 billion euros, onhigher combined shipments of1.12 million vehicles, up fromjust over 1 million last year, in-cluding its joint venture in China.North American profits count-

ed for the lion’s share of earn-ings, while Asia Pacific and Eu-rope posted losses. The company said it saw lower

sales and increased competitionin China. In Europe, lower sales of the

Fiat brand and pricing pressuredue to the transition to a newemission and fuel consumptiontesting regime took a toll, Fiatsaid.CEO Mike Manley said action

had already been taken to ad-dress the weaknesses in Chinaand Europe. He said the newchief operating officer for Eu-rope, Middle East and Africa,Pietro Gorlier, was bringing amore disciplined approach to theregion.

opened race day with a first-round win over Tim Wilkerson. He clocked a 3.908-secondelapsed time (ET) in his PennzoilMopar Dodge Charger SRT Hell-cat Funny Car, the quickest ofthe round. Next up for the No. 9qualifier was Mopar Dodge DonSchumacher Racing (DSR) team-mate Tommy Johnson Jr., andHagan once again paced the fieldwith a winning 3.919 ET.In the semifinals, Hagan trailed

early but was able to reel in BobTasca III with a 3.928/323.89 run, edging out his foe at the stripe ina close race to advance to hisseventh final round of the yearand 54th of his drag racing ca-reer.The two-time Funny Car World

Champion left first in the finalround with a .037 reaction timeto J.R. Todd’s slower .058 markand briefly maintained the leadbefore a dropped engine cylin-der slowed Hagan’s momentumand ended his drive for a fourthwin on the season.Pritchett qualified No. 4 in her

chromed-out Pennzoil MoparDodge Top Fuel machine andstarted her Sunday by outrun-ning part-time racer Troy Buff.Next up against Blake Alexander,Pritchett laid down a winning3.740 ET to Alexander’s 3.968pass.She drew teammate Tony

ly crowned series championSteve Torrence in the final. Eagerto stop Torrence’s streak ofround wins, Pritchett was slight-ly overzealous on the line anddouble-stepped the throttle, im-mediately giving way to tiresmoke as her opponent speddown the track for the roundwin.

lent of more than 700 horsepow-er and 600 lb.-ft. of torque, saidFarah. Chevrolet estimates quar-ter-mile times in the 9-secondrange. Testing is ongoing.“The eCOPO Concept is all

about where we go in the futurewith electrification in the highperformance space,” said RussO’Blenes, director of Perform-ance Variants, Parts and Motor-sports at General Motors.“The original COPO Camaro

program was all about pushingthe envelope, and this concept is

an exploration with the verysame spirit.”Chevrolet partnered with Han-

cock and Lane Racing not onlybecause of the team’s success inNHRA drag racing, but also its in-volvement with Patrick McCue,the driving force behind therecord-holding “Shock and Awe”electric drag racing car, and hisSeattle-area Bothell High Schoolautomotive technology program. With the racing team’s assis-

tance, more than a dozen stu-dents participated in the devel-opment and assembly of the elec-trified drag car, Farah said.“This project exemplifies

Chevrolet and General Motors’commitment to engaging youngminds in STEM education,” saidO’Blenes. “It also represents ourgoal of a world with zero emis-sions, with the next generation ofengineers and scientists who willhelp us get there.”Just as the original 1969 COPO

Camaro models relied on cre-ative engineering to make themsuccessful in Stock Eliminatordrag racing, the eCOPO breaksnew ground with its unique mo-tor and GM’s first 800-volt bat-tery pack. The electric motor is based on

a pair of BorgWarner HVH 250-150 motor assemblies, each gen-erating 300 lb.-ft. of torque, andreplaces the gas engine. It is con-nected to a conventional racing-prepared “Turbo 400” automatictransmission that channels themotor’s torque to the same solidrear axle used in the productionCOPO Camaro race cars. The new 800-volt battery pack

enables a more efficient powertransfer to the electric motor andsupports faster recharging, which is important for the limit-ed time between eliminationrounds in drag racing, O’Blenessaid.

“Eight hundred volts is morethan twice the voltage of the bat-tery packs in the productionChevrolet Volt and Bolt EV, so theeCOPO pushes into new techno-logical territory,” said O’Blenes.“As GM advances its electrifica-tion leadership, a big step mightjust come from the drag strip.”The battery pack is composed

of four 200-volt modules, eachweighing approximately 175pounds, mounted strategically inthe car for optimal weight distri-bution, O’Blenes said. Two are lo-cated in the rear seat area andthe other two are in the trunk –one in the spare tire well and onein the area over the rear axle.A full Battery Management Sys-

tem monitors all critical voltagesand temperatures within thepack. It ties into a comprehen-sive safety system that continu-ously evaluates all vehicle elec-trical components for properfunction and safe operation.
