Spring is upon us and the boating season has begun. And we can look forward to
taking our boats out of storage and get them back on the water.
The Pelican editor will change very soon. This is the last edition issued by Martha
Short and Debbie Sweeten, S will take over as editor with the next issue. The Pelican
has gone through a lot of changes. When I was editor in 2011, the Pelican transi-
tioned from mail deliver to electronic delivery. In 2012, Dennis Rice expanded the
Pelican and added many features. In the last 2 ½ years with Martha as editor, the Peli-
can continued to provide information to the squadron members in an attractive and
readable format. And, National has recognized the Pelican as an outstanding publica-
tion by conveying the “Distinctive Communicator Award” for the Pelican for the last
5 years. Martha, thank you for all of your hard work.
Our Administrative Officer, Wayne Short, S has arranged a series of very informative
speakers at our dinner meetings this year. Now, we
move into the time for dock parties and breakfasts
and other summer events. The first dock party will
be May 2 at the Endo’s. You will be kept informed
of the summer schedule of other events by emails.
Finally, with the dissolution of District 31, the final
recommendation of the district selection committee
will be made in late April after this edition of the
Pelican goes to press. You will be notified of the
district selection in early May.

Burgees and Dock flags ...We have dock flags and burgees on sale for
$20.00. The dock flags are designed to hang on your dock or deck. It alerts people
where they can reach power squadron member on the lake. Burgees are to be used
on your boats. We have some really cute burgee lapel pins for $5.00. I have a pair of
USPS earrings for $20.00.
GLSPS license tags are available for only $10. Lt Carol Goodwin S is planning to bring a basket of these items to

Grand Lake Chart Maps $15 at the Grand Lake Visitor’s Center
Many Grand Lake boaters have taken their boats or chartered other boats to cruise distant waters while others have
dreamed about their ultimate cruise. We are fortunate to have the ability to transport our boats a short distant to the
McClellan-Kerr Arkansas River Navigation System. This waterway provides the means to reach the Mississippi River
and eventually enter the Gulf of Mexico where the destinations are limited only by your time, money and ability.
Once the decision is made on a cruise, the first task is reading and collecting information from as many sources as pos-
sible. There is an abundance of information on the internet including downloading charts from NOAA. Cruising guides
for the area provide important information as can cruising clubs and other boating organizations. Several Grand Lakers
( including Bob &Kathy Hunt) have completed the "Great Loop" and have a wealth of information for boaters wanting
to do it. There is even a web site dedicated to this cruise for information and planning.
The United States Power Squadrons has a "Cruising and Cruise Planning" course that is very worthwhile for anyone
considering boating in distant waters.
The United States Power Squadrons offers many courses such as seamanship, navigation, marine mechanics and ma-

On April 16 Doug Smith, the District #1 County Commissioner of Dela-
ware County, spoke to the Grand Lake and Power Squadron at their
monthly meeting. Mr. Smith is now in his second term as a commission-
er. He came to the Grove area from Norman. He related the problems
that occurred as soon as he took office for his first term. The commis-
sioners faced a record snowstorm, tornado, and settlement of the county
jail lawsuit. There was a hectic transition to good work practices with the
county departments. Today the county is more efficient in what it does
and operates in a more professional manner. There 350 miles of roads in
District #1. The maintenance and repairs of those roads are funded by a
fuel tax. But, with improvements in staffing and efficiency, roads are
now a less portion of the commissioner’s workload.
The Commissioner took questions from the floor. Moving the excess jail
population to Craig County has proven to be a better economic solution
than building a new county jail. Procedures are in place to prevent any
reoccurrence of problems that led to the jail lawsuit. And the payment of
the settlement through sales tax is ahead of schedule.

18 Month Membership Status
Currently as a means to increase membership, students completing the ABC3 course receive a free six month trial member-
ship. After that period the new members are invoiced annually for their dues. National is offering a new way to market the 6
month free membership. We now have the option to offer the new member an 18 month membership with the payment of 12
month dues at the completion of their ABC3 course. In both cases the cost of the first 18 months of membership is the
same. The 18 month membership option is offered as a means to increase membership retention. In March the Grand Lake
Sail and Power Squadron Executive Board considered implementing the 18 month membership plan, but decided to continue
with the free 6 month membership option for the time being. The rationale was the 18 month membership plan hits the new
member will an invoice for dues and the $20 administrative within weeks of paying the ABC3 fees.
National Dues Increase
The dues for National will be increasing effective June 1, 2015 by $2 for a single membership and $3 for a family member-
ship. District 31 and Grans Lake Sail and Power Squadron dues remain unchanged.
*The National Governing Board voted to eliminate the $25 initiation fee beginning in December 2010 with the hope that it
would help attract new members. Eliminating the fee has cost USPS approximately $200,000 and has not had a positive effect
on recruiting new members from National’s perspective. On September 7, 2013 the Governing board approved the addition
of a $20 administrative fee to be billed one-time when a primary active member joins or, in the case of a free trial membership
on the first dues invoice.

Office Max Now Accepting Office Depot Discount Cards Office Max and Office Depot now accept current Office Depot Member Benefits discount cards. The new cards will include both logos, but the existing card is accepted at both. The same great discount will be given at ei-ther store. The best savings is on printing services, but there are discounts on more than 93,000 items. USPS guests-1 Micki and Kevin Kamrath, first time visitors at a GLSPS dinner
On March 19 Bill Keefer, the Grove City Manager spoke to the Grand Lake
and Power Squadron at their monthly meeting. Mr. Keefer came to Grove as
city manager in June of 2013 after 17 years as city manager of Augusta Kan-
sas. He introduced the group the organization of the Grove city government.
This includes the fire, police, gas, water, buildings and grounds, community
development, and Grove Municipal Services Authority (GMSA). He spoke
about the challenges ahead for the city. GMSA’s new meter reading system is
received a major setback with the bankruptcy of the contractor and unaccount-
ed water usage is impacting revenue. The pavement management plan study
began in March. The plan will provide recommendations for preventative
maintenance and major rehabilitation of city streets. He accepted questions
from the floor regarding ongoing improvements at the Wolf Creek launch ar-
ea. These include the ramp improvements this year and the future installation
of a pavilion. He addressed the policies to ensure the proper conduct of city

SQUADRON BOATING COURSES
The Grand Lake Sail & Power Squadron offers a wide variety of
educational opportunities for its member’s needs.
The advanced courses in order of study are: Seamanship, Piloting, Ad-
vanced Piloting, Junior Navigation, Navigation and Senior Navigation (To
achieve this grade the individual must have passed Navigation plus all of the
elective courses).
Elective courses that allow for in-depth study within a specific area are: Cruising and
Cruise Planning, Engine Maintenance, Instructor Development, Marine Electrical Systems, Marine
Communication Systems, Electronic Navigation, Sail and Weather.
Seminars may be given in the areas of: Advanced Powerboat Handling, Anchoring, Basic
Coastal Navigation, Basic Weather and Forecasting, Boat Handling Under Power, Boating on Riv-
ers, Locks and Lakes, Emergencies on Board, Fuel and Boating, How to use a Chart, Hurricanes and
Boats, Knots, Bends and Hitches for Mariners, Marine RADAR, Mariner’s Compass, Mastering the
Rules of the Road, Paddle Smart, Partner in Command, Sail Trim and Rig Tuning, Tides and Cur-
rents, Trailering Your Boat, Using GPS and Using VHF and VHF/DSC Radio.

A perk for being a member of this squadron is that you may take one advanced course or one elec-
tive course free of charge each educational year. An educational year begins July 1st and runs
through June 30th of the following year.
How is a class taught? Seamanship has multiple instructors as each chapter stands alone as to
content and are not dependent upon a previous chapters instruction. That is not the case however for
courses beyond Seamanship. Since they are very dependent and further expand preceding chapters’
information, the same instructor will be with you for the entire course. The same is true for all elec-
tive courses and seminar classes.
For advanced courses and electives there is an examination at the end of each course. For Piloting,
Advanced Piloting, Junior Navigation and Navigation they are TAKE HOME examinations and you
are expected to use your notes and textbooks. The examinations are a demonstration and application
of the concepts covered. The student must score at least 80 percent to receive credit. Seminars do not
have examinations.
Tentative goals are to offer Seamanship and Advanced Piloting in February, 2015. Each of these
courses take 7 to 8 class meetings. Piloting and Junior Navigation are planned for Fall, 2015. Pilot-
ing also takes 7 or 8 weeks. Junior Navigation depends upon the students’ abilities but an average
length of class time is 16 to 20 weeks. An interest survey will go out shortly to see members’ inter-
ests in elective courses and advanced courses. For the brave at heart, self-study under my mentorship
is always available.

Passing their A, B, C's !
The Grand Lake Sail and Power Squadron is making Grand Lake safer through education. Eleven people completed the America's Boating Course (ABC3) on April 13. ABC3 is the introductory boat safety and operation course of the United States Power Squadron. Students learned about boating terms, required safety equipment, navigation rules, local, state, & federal regulations, anchoring, han-dling adverse conditions, water sport safety, trailering, knots and lines, and personal water craft.
The ABC3 course satisfies the boating safety requirement of the Kyle Williams Act, which requires boating safety for persons from 12 to 15 years old. The classroom training and test are followed by on-the-water training that allowed each student to put into practical use on the water the information learned in the classroom. In addition, each person passing the course received a six month introduc-tory membership to the Grand Lake Squadron.

Members, you have received an email written about the Safe Boating Week and the meeting of the City Council on May 5th. IT WILL BE FUN
TO HAVE AS MANY MEMBERS ATTEND IN THEIR LIFE JACKETS AS POSSIBLE.
As you heard at the meeting, Jana Jay supporters nearly packed the City Council last week. The City Council proclaimed that day as Jana Jay
Day. That is great. She does a lot for this community. However, the squadron does a lot as well and some of our efforts are to teach safe boat-
ing, loan out life jackets to the public if they are needed and have boats checked for safety by our Vessel Safety Examiners. We are a GREAT
organization that does a lot of work during the year.
Be proud you are part of the squadron and lets show up with our life jackets at the City Council meeting May 5th at 6:00 P.M. What did we use
to say, BE THERE OR BE SQUARE."
