PRESIDENT’S REPORT

I AM DELIGHTED TO PRESENT THE 106TH REPORT OF THE VICTORIAN OLYMPIC COUNCIL (VOC) AT ITS ANNUAL GENERAL MEETING IN 2018.

First and foremost, I would like to take this opportunity to congratulate the Australian Olympic Team, led by Chef de Mission Ian Chesterman, on their exceptional performance at the PyeongChang 2018 Olympic Games. Being the second largest Australian Olympic Team at a Winter Games, there were some truly exceptional results as well as inspiring demonstrations of sportsmanship in the toughness of competition.

On behalf of the VOC’s Executive I extend our appreciation to the State Government of Victoria for their ongoing support of the Olympic Movement, especially in funding the A.S.P.I.R.E Leadership Program which will result in 8 programs being delivered between 2017-2019. We look forward to working closely with the State Government as we journey towards Tokyo 2020 and continue to build our Olympic legacy in Victoria.

I would like to acknowledge VOC Vice President, The Honourable Justice William Alstergren QC, who in October was appointed Chief Judge of the Federal Circuit Court of Australia and Judge of the Family Court of Australia. The Board and I congratulate Will on this role and wish him every success.

In 2017, Peter Fox AM returned in his capacity as Chair of the Prime Minister’s Olympic Dinner Executive, having taken on the position of Deputy Chair in 2016. We are extremely grateful to Peter for his continued support of this Olympic Year Gala which is the primary

fundraising initiative for the Olympic Team in Victoria raising more than $15M since its inception in 1984.

The Julius Patching Foundation continues to support funding the VOC and I thank Peter Halstead, James Tomkins OAM and my fellow Board member and sub-committee chair Will Alstergren QC for their outstanding guidance and work on the investment portfolio.

The Olympians Club of Victoria (OCV) Committee led by President Leon Wiegard OAM, introduced a new concept to the annual dinner hosting a Gala Cocktail Evening in this non-Games year. It was a successful evening at The Deck at Circa, and we congratulate Leon and his committee on this new initiative. It was also pleasing to have representatives from more than 10 of our State Sporting Associations in attendance. The 2018 format will return to a dinner at the Sofitel Melbourne on Collins.

I would like to recognise the members of the 2017 Education Commission, so well led by Luke Soulos since 2007. The VOC and Executive board appreciate his continued support of the Olympic Movement and programs which have developed over this time. As a result of the revised Strategic Plan and Charter, moving forward the VOC will annually call for nominations for the Education Commission from its members, Olympians and stakeholders. The 2018 members will be acknowledged at the AGM.

2017 also saw the organisational reset from a national perspective, detailed in the Executive Director’s report. The VOC Board acknowledge the national approach moving forward and support the AOC in this new direction led by CEO Matt Carroll AM. I would like to thank VOC staff, Warwick Waters and Maria Cabeliza, for their continued support during this transition, who seamlessly continued in their roles, supporting the Board to ensure our programs are delivered at a high quality and professional standards are carried across all areas of the organisation.

Finally, I thank the Australian Olympic Committee for their ongoing support of the VOC and our Executive. Special thanks to our members, stakeholders, volunteers and Victorian Olympians and Officials for their commitment to the Olympic Movement and the activities and programs delivered by the Victorian Olympic Council in 2017.

AFTER VERY POSITIVE FEEDBACK IN REGARD TO HOW WE PRESENT THE 105TH ANNUAL REPORT WE HAVE ONCE AGAIN DELIVERED THE FULL REPORT ONLINE WITH A WALL PLANNER SUMMARY BEING PRESENTED TO OUR CONSTITUENTS.

I would like to acknowledge the outstanding contribution all VOC Board members make, each in their own way to enable the VOC to deliver events and services to a very high standard. I welcome our new board members Linley Frame, Ramone Copper, Mark Turnbull OAM and Stephanie Moorhouse. A special thanks to David Wansbrough OAM who formally became President after fulfilling an acting role in 2016. David’s professional manner and passion for the Olympic movement continues to encourage and guide the VOC in a true partnership between directors and staff to ensure we continue to strive for excellence in all our activities.

A start to any new Olympic quad is a time to reflect and review our operations, and 2017 has seen many changes at both the Australian Olympic Committee and the Victorian Olympic Council. Post the Organisational reset undertaken by Matt Carroll AM, the VOC along with all State Olympic Councils have started to work in a greater aligned national model designed to maximise effort and outcomes for all our stakeholders.

The VOC Board recognise the ongoing contribution of the Australian Olympic Committee and the direct support from Matt Carroll AM and particularly James Edwards who has worked tirelessly to deliver an aligned vision and more importantly aligned outcomes. From later 2017, we have implemented some major changes that will see some Organisational changes, the two major changes see Maria Cabeliza stepping into a State Manager role, which will see Maria use her 10 years of experience at the VOC to manage the day to day activities. I now move into a National role overseeing the National Fundraising program, but will still be here in Victoria supporting Maria and the Board as required.

I personally would like to acknowledge AOC CEO, Matt Carroll AM, Matt over the past 12 months has provided exceptional support, guidance, strong direction and purpose which has seen some very difficult times over this period post Rio.

2017 saw a big change for the Olympians Club of Victoria as we changed from our traditional dinner to a new Cocktail format for our annual event. We were blessed with a warm evening and it was delightful to be out on The Deck in St Kilda mingling with many new faces. It was also a great pleasure to have Ian Chesterman, Chef de Mission for the PyeongChang Olympic Winter Games 2018 provide some insight on who to watch. The ever-green President Leon Wiegard OAM, also continued to provide his unparalleled energy and commitment to the Olympians Club as demonstrated by his performance on the night.

In closing I would like to acknowledge all the volunteers and Olympians that have worked with us across the range of activities in 2017 and I can truly say that the reason why the VOC continues to go from strength to strength is largely due to your passion and commitment.

THE PRIME MINISTER’S 10TH OLYMPIC DINNER —

Saturday 27 June, 2020Melbourne Convention and Exhibition Centre

I am honoured to once again Chair the Prime Minister’s Olympic Dinner (PMOD) Executive as we journey towards Tokyo 2020. The Victorian Olympic Council have once again assembled a fantastic Executive Team (listed below) to ensure the success of the 10th Prime Minister’s Olympic Dinner on 27th June 2020.

The PMOD is the only event of its type in Australia and sees the Prime Minister joining the Premier of Victoria and Governor of Victoria along with 1,400 plus guests including many of the greatest names in Australian Olympic history. The event has become a proud demonstration of both corporate and community commitment, recognising and supporting those who will represent Australia as members of the Tokyo 2020 Australian Olympic Team.

In what has become a traditional Olympic year gala event, the 2020 PMOD is the tenth in a series which started with the Los Angeles 1984 Olympic Games and has been held every four years since.

The dinner is endorsed by the Australian Olympic Committee and the Victorian Government and aims to raise $2.5M for the Tokyo Team, having raised excess of $15M for the Australian Olympic Team since its inception.

The Victorian Olympic Council, Australian Olympic Committee and our athletes are proud of this prestigious function which marks the final countdown for Australia’s Olympic Team on its exciting journey to the Opening Ceremony of the Games of the 32nd Olympiad in Tokyo on 24 July 2020.

OLYMPIANS CLUB OF VICTORIA 2017 GALA COCKTAIL EVENING

Wednesday 22 November, 2017The Deck at Circa

In 2017, the Committee agreed to implement what we hope will become a new tradition. On non-Olympic years we will hold a Gala Cocktail Evening and our Gala Dinner in Olympic Summer and Winter years. These functions will still be held in November on or around the anniversary of the Opening Ceremony of the Melbourne 1956 Olympic Games as per our long-standing tradition.

We also hope this allows more of our Alumni and guests to attend as there is no need to arrange a table of 10, just come along with your guest, or even better get your team mates together and reconnect or establish new friends within the Olympic family.

The inaugural Gala Cocktail Evening was an opportunity for Olympians to unite, acknowledge their achievements and wish our 2018 Olympic Winter Team every success in PyeongChang; with 2018 Australian Olympic Winter Team Chef de Mission, Ian Chesterman on hand to give an update of the Team as we journey towards the Games.

Olympians from as far back as 1952, right up to the newest Olympians mixed and mingled in perfect weather on the night while overlooking Port Phillip Bay from The Deck at Circa, and we were pleased to welcome several members of the AOC Executive and the newly appointed AOC CEO, Matt Carroll AM.

In 2017, the VOC hosted it’s second Olympians in Business luncheon. The event saw 23 Olympians from 14 Summer & Winter Olympiads represented. It was an opportunity for fellow Olympians from a variety of industries and business sectors to connect and network around the one common element of being an Olympian. Olympic Gold Medallist and Australian Olympic Committee Athlete’s Commission Chair, Steve Hooker OAM led discussions on the AOC’s Athlete Transition and Mentor program. Guests also heard from Olympic Gold and Bronze medallist Alisa Camplin OAM, who gave an update on the PyeongChang 2018 Olympic Winter Games. The VOC looks forward to hosting two further Olympians in Business sessions in 2018, contact the VOC for more details.

WOMEN’S OLYMPIC NETWORK LAUNCH

Wednesday 27 September, 2017Sofitel Melbourne on Collins

The Victorian Olympic Council was thrilled to introduce the Women’s Olympic Network (WON) in 2017. The goal of “WON” is to reconnect female athletes who had retired or were about to retire and had little or no connection with the Olympic Movement; to provide a social connection to like-minded athletes, an environment where they can talk about retirement and life after sport.

The VOC established a working party of Olympic Ambassadors to drive this initiative and the network was launched in style with a high tea at the Sofitel. Special thanks to the following female Olympians who took this challenge on board to assist in growing and supporting this network:

PIERRE DE COUBERTIN AWARDS & OLYMPIC ACADEMY

On International Olympic Day, 188 Victorian Senior Secondary School students and State Sport Association (SSA) athletes were acknowledged with the prestigious Pierre de Coubertin award.

The annual Awards Ceremony returned to the Melbourne Cricket Ground, a fitting venue with much Olympic history as the home of the Melbourne 1956 Olympic Games. The awards are funded by the Department of Education & Training and delivered by the Victorian Olympic Council.

Named after the founder of the Modern Olympic Games, the Pierre de Coubertin Award recognises students who demonstrate academic excellence and sporting prowess whilst exemplifying the Olympic values. Each award recipient must participate in sport and display the Olympic values, in particular, good sportsmanship.

In addition to the awards ceremony an Olympic Academy was held for the students, and an Olympic Forum for Teachers and Sport Administrator’s.

Melbourne’s own Nicole Livingstone OAM Emceed the awards ceremony. Rio Gold Medallist Catherine Skinner OAM was also on hand to present students with their awards.

We were also delighted to have present, representing the Minister for Sport, Judith Graley MP, Member for Narre Warren South and Parliamentary Secretary for Education.

SSA’s were again invited to nominate a recipient for the awards program. Our SSA’s play a huge role in supporting sport in Victoria and we are proud to continue having them involved in this program. We acknowledge the following SSA’s for nominating an award recipient in 2017:

Once more, the VOC was proud to join with Red Dust to present a unique opportunity for SSA’s. Red Dust is a health promotion organisation that delivers innovative programs in partnership with remote communities. The Healthy Living Program encourages Indigenous youth to learn more about health and inspire them to live a healthy lifestyle. Each SSA was invited to nominate their award recipient to attend a Red Dust camp in 2017. The Red Dust Award recipient and program attendee for 2017 was Chloe Di Gemma nominated by Ice Skating Victoria (pictured below).

As part of the Pierre de Coubertin award nomination, each student must submit a literary, artistic or digital media piece to this year’s theme: “Which Rio 2016 Olympic Games moment has had the biggest impact on you?”

The Most Outstanding Digital Media Piece was presented to James Harry from Gleneagles Secondary College, the Most Outstanding Literary piece to Lukas Egger from The Hamilton and Alexandra College, and the

Most Outstanding Artistic Piece to Sierra Danon from Glen Eira College.

Glen Eira College Physical Education and Humanities teacher, Adam Golding notes Sierra as “displaying terrific leadership qualities since her time at the College. She is willing to give up her own time to help coach interschool sports team’s during lunch time and after school. Sierra shows amazing sportsmanship that every student at our school should look up to; encouraging and supporting her opposition, giving her very best when she is pitching in the State Softball Competition or smashing an overhead volley in regional badminton. She epitomises true qualities that the de Coubertin award represents.”

A further 110 School and Sport leaders took part in an Olympic Academy preceding the awards ceremony where students had the opportunity to interact with Olympians, learn about the A.S.P.I.R.E Olympic values, discuss current sport and health topics, as well as visit the National Sports Museum.

TEACHER AND SPORT ADMINISTRATOR’S OLYMPIC FORUM

Further to the Pierre de Coubertin Awards and Academy, for the first time in 2017, the VOC offered the opportunity for Teachers and State Sporting Association Administrators to attend a free Olympic Forum which was delivered concurrently with the Student’s Academy at the MCG. We were overwhelmed with the response which included:

– 53 Secondary School Representatives – 11 State Sporting Representatives– 3 Regional Sport Assemblies and Academies

The Forum was an opportunity to meet with like-minded educators and sport administrators as well as network with key stakeholders. We would like to thank our key stakeholders for their commitment in being a part of this inaugural Forum:

– ACHPER– the MCG and National Sports Museum– Red Dust– School Sport Victoria– VicHealth– the Victorian Institute of Sport– and Olympic legend, Steve Moneghetti AM.

Finally, the VOC would like to acknowledge our awards presentation partner in the Department of Education and Training. The program’s success and continual growth is evident through their involvement and ongoing financial contribution of the Pierre de Coubertin Awards and Olympic Academy.

A.S.P.I.R.E. LEADERSHIP PROGRAM

Tuesday 14 November, 2017Bendigo Stadium

With the 2018 Olympic Winter Games in the foresight, 300 grade 5 and 6 students from the Bendigo region participated in a once in a lifetime opportunity, being coached by Olympians.

The A.S.P.I.R.E. Leadership Program is funded by Sport and Recreation Victoria and delivered by the Victorian Olympic Council. The program aims to connect regional communities with Olympians, increase participation in sport and promote a balanced and healthy lifestyle through values in sport. Eight sessions will be delivered between 2017 – 2019.

The program was launched at Bendigo Stadium, with 10 local schools taking part in the day:

– Bendigo Violet St Primary School,– California Gully Primary School, – Creek St Christian College,– Eaglehawk Primary School,– Eppalock Primary School,– Epsom Primary School,– Girton Grammar School,– Huntly Primary School,– Maiden Gully Primary School, and – St Peter’s North Primary School.

Using their personal experiences, Olympians share messages related to the A.S.P.I.R.E. Australian Olympic Team values, noting how these values can be transferred to everyday life. Students not only have the opportunity to interact with Olympians but also hear insights from their Games experiences; with local club representatives, coaches and elite athletes on hand to also share their stories and the positive impact sport has had in their life.

Following the VOC 2017 AGM, the VOC Executive endorsed the 2017-2020 Strategic Plan which included a review of the Education Commission Charter. As a result of the revised Strategic Plan and Charter, the VOC will annually call for nominations from its members, stakeholders and Olympians to be part of the Education Commission.

The VOC extends its sincere appreciation to all Olympians, volunteers and members involved in our programs during 2017. We would also like to take this opportunity to acknowledge each member of the VOC Education Commission particularly those who have decided not to nominate in 2018.

The VOC Executive and staff value the Education Commission’s remarkable contribution to our programs and appreciates the direction in which you have led the programs with such passion, enthusiasm and commitment for sport and the Olympic movement. We especially would like to acknowledge Chair Luke Soulos, for his 12 years’ service as an Education Commission Member and further 10 years as Chair, your drive and commitment to the commission and all things Olympic has been invaluable. OUR KEY OBJECTIVES ARE TO ENSURE COMPLIANCE WITH LEGISLATION, SOUND FINANCIAL MANAGEMENT AND EFFECTIVE REPORTING STRUCTURES.

LIFE MEMBERSLife Membership of the Council may be conferred by Special Majority on the recommendation of the Executive upon any person who has for a period of not less ten years rendered outstanding service to the Council, Olympic Movement and sport.

ORDER OF MERIT RECIPIENTThe Order of Merit may be conferred upon any person who, in the opinion of the Executive, has achieved remarkable merit in the sporting world, either through personal achievement or contribution to the development of sport.

WILFRID KENT HUGHES AWARDSir Wilfrid Kent Hughes, KGE, MVO, DSC, MC, ED, 1885-1970, will be remembered as Chairman of the Melbourne 1956 Olympic Games Organising Committee, for his great love of sport and for his contribution to the Victorian and Australian Olympic Movement. He was without doubt a great Australian, a soldier, an Olympian, a statesman and a true administrator.

To perpetuate his outstanding contribution, the VOC selects the most outstanding performance by a Victorian Olympian at each Olympic Games to receive the Wilfrid Kent Hughes Award.

A perpetual plaque on permanent display in the foyer of the VOC office is etched with the recipient’s name and a replica plaque is awarded to the recipient.

JULIUS PATCHING SPORTS OFFICIAL OF THE YEAR AWARDThis award is in recognition of the unprecedented and tireless contribution of Julius L. Patching to the VOC and the Olympic community. Judy was a voluntary official from 1947 until his death in 2009. This award recognises the outstanding contribution that officials make to the fabric of the Olympic sporting community in Victoria. One nomination per State Sporting Association is accepted for consideration each year. This award is presented annually at the AGM by Colin and Bruce, sons of the late Judy Patching.
