• Enormous amounts of money and time spent on planning• Goal was to replicate the analog coverage• Mackenzie University developed a prediction system for
reception of ISDBT under real conditions• Coverage also verified by collecting field data of the
signal received at dozens of locations.
ISDB-T initial implementation
• A great deal of testing and planning is typically required before roll out of a new digital standard
• In Brazil …
3
• The National Telecom Agency (ANATEL), established a value of 51 dBmV/m for the field intensity of protected outline in the UHF band in the limit of coverage area.
• 51 dBm/V became the target value to replicate analog coverage• Field tests were conducted in Rio de Janeiro to test the
robustness of the 1Seg mobile system• By 2012 there were DTV transmissions in 100’s of
municipalities across Brazil and coverage was almost at 45.5% of the population
ISDB-T initial implementation
4
• Hundreds of thousands of dollars (Reals) was spent on coverage analysis
ISDB-T initial implementation
• Most of the coverage tests were accurate, but even with all the money and time spent • There were still lots of installations that were not
getting the coverage as planned and further power increases were required or on-channel gap fillers were needed.
• In some cases the transmitters were too big • And in other cases the transmitter power was
not sufficient
5
• Quantity of viewers initially can be small
• DTV implementation in most countries was slower than expected… typically because of….• No Mandated Analog Switch Off Date• Prices of new DTV sets and set top
boxes• Failure to understand the new
technology • No realization of the benefits
ISDB-T initial implementation
So why invest so much now when there are no consumers (revenue)?
6
• Why Invest first?
• This is NOT a Chicken and Egg situation• TV stations must go on air to gather interest.
You cannot expect consumers to invest in digital TV receivers when there are not signals to receive.
• But it is also important to invest wisely
ISDB-T initial implementation
Why not Invest only the amount you need to and grow with consumers
7

• Conclusion
• As TPO increases from 500W to 5kW …some coverage increases
• Which relates to better indoor and mobile coverage
• But strive for maximum coverage when the viewers are not there
• A compromise solution is the
• SCALABLE TRANSMITTER with an ADAPTIVE RACK
ISDB-T initial implementation
20
• What is a SCALABLE TRANSMITTER?One that can be • Quickly• Easily • and cost effectively increased in power
• 500W => 2500W• 2500W => 5000W or more
• With a SCALABLE transmitter… the typical cost to upgrade in power is less than 10 % more than to purchase the original power.

What changes when you increase Power?• The Number of RF Amplifiers
ISDB-T initial implementation
• The protection system settings• Over power
• The PA RF input splitter
• The number of ballast loads• The power calibration
• Reflected Power
• Non-Linear correction & Memory Error effects
• Remote Control needs
• The RF output combiner configuration

• Cost of a SCALABLE (STAR) Transmitter
Example:• 500W STAR = $30,000
ISDB-T initial implementation
• Price to upgrade 500W STAR to a 5kW STAR = $182,000
• Difference is only 6% (or $12,000)• Difference in investment = $170,000• Over three years at 5% interest =
$26,796.• Profit of (26796 – 12000) = $14,796
• 5kW Typical Price = $200,000
34
• A lot of testing and planning will be needed to roll out of ISDB-T• Many field tests should be conducted in large and small cities in urban
and rural areas• 1Seg mobile system testing will be required• Public awareness is key to the success; this will not happen overnight• Analog shut down in some cities should be planned • And the ASO should be adhered to• More cities should soon thereafter shut off analog• Entire country should plan ASO carefully
Conclusion
35
• Being able to make a small investment today, and grow with the population, grow with the take up and acceptance will allow TV stations to invest WISELY, and PRACTICALLY.
• A scalable transmitter is the best investment in order not to make a large financial investment mistake
• Scalable Transmitter and Adaptive Rack (STAR) is offered specifically to the Philippines at very competitive prices
