    Notice of Public HearingA Public hearing will be held June 1, 2010 at 6:00 p'm' at Ansonia CityHall in'the goard of Alderman Chambers, 253 Main St', Ansonia, CT

    FOR TI-IE pURPOSE T'o receive input from citizens of the City of Ansoniaon the sewer use capito fee for the Facility Plant which is as follows:

    The City of Ansonia has a wastewater collection system including a treatment plantserving approximately 20,C00 people as well as commercial and industrial businesses. Theexistinl *ut", pollotion- rootroi plant (WPCP) was designed to provide secondarytreatment for an average fLow of i.5 *iltioo gallons per day. It was constructed in twophases; primary treatment facilities were constructed in 1968 and secondary treatmentfacilities were added in 1970. The plant has operated for over 35 years and much of theplant has served more than its usefui life and needs replacement. In addition, water quahtyitandards issued by state and federal regulatory agencies have become more stringent.since it was built in 1970.On July 2, Igg2, the Cornmissioner of the Connecticut Department of Environmentalprotection by Order No. WC 5013 issued to the City of Ansonia required the City ofAnsonia to, among other tlLings, proceed with:

    A. Facilities Plan prt:Paration;B. lnfiltration/lnflorr (I/I) Study and;C. Elimination of chlorine toxicity-The City has complied vrith the Order in preparing all the above documents and hasobtained the DEP's appro'val. ln its .Tanuny 2007 OrderNo. 5439 issued to the City, theCT DEP found that ihe mechanical reliability of the WPCP is lessening due to itssignificant age; that the f;rcility cannot comply by means of treatment with the nitrogenlimits contained in the Nitrogen General Permit reissued December 21,2005; and thatpollution from the WPCP can be reasonably anticipated. As a consequence, t}re CT DEPicting with the ordered and approval of the Governor of the State of Connecticut, theHonorable Jodi Rell, ordered the City to start construction of upgrades to the WaterPollution Control Authority Facilities Plant on or before June L, 2008.Collection systems improvements are also required to correct defects in the gravity sewenand manholes, siphoni, srrbmersible and grinder sewage pumping stations located withinthe sewerage system. Th*e improvements will reduce the amount of extraneous flowentering the sewerage system and/ ot improve its reliability. The design for theimplementation of the Facilities Plan improvement as 4pproved by the CT DEP have beencompleted in compliance rvith the State Order.

    Department of Envi ronmental Protection'(b) This will establish the method by which funding wilt be secwed by the AnsoniaWpCA, and the Cily of Ansonia, for the design and construction of the mandated

    upgrades to the Waier Pollution Control Facility and the collection system. It willestablish a fee strulture and collection schedule from the sewer users within theCity sewer system .o facilitate repayment of any loans secured by the City for theimplementation of t he improvement'IMPLEMENTATION O]I THE SEWER USE CAPITOL FEE FOR FACILITYPLAITIT:The purpose is to establisfu a fair and effective charge for implementing the Facility Planhnprovements as required by state and federal mandates. The users may consist of but are,roi li*it.d to, residential, :ron residential, non conforming mixed use commercial, private,commercial and noncommercial, industrial and non industrial, charitable and religious andmunicipal and educational institutions served by the Ansonia Sewer System'The fair and effective charge is a $285.00 sewer surcharge per occupancyldwelling unit-Multipliers of $285.00 sev\r surcharges apply for the categories of land use as follows:
