Presidents message
Lets stand together as one in fostering thedevelopment of our youth
Dear readers,
The ourth session o the Arican Union Conerence o Sports Ministers which took
place recently in Addis Ababa taught us a number o lessons and raised a lot o hopesor the uture o Arican sport. It took some landmark decisions.
The dissolution o the Supreme Council or Sport in Arica in January 2012 will un-
doubtedly reshape the Arican Sporting Movement. Thus, besides the Association o

National Olympic Committees o Arica (ANOCA), the supreme governing body o
Olympism on the continent, and the Association o Arican Sports Conederations
(AASC), the technical body in charge o sports practice, there shall henceorth be
a Consultative Council or Sport in Arica, a support body which is yet to be es-
tablished. With this new structure o the Arican Sporting Movement, it shall beeasier to initiate dialogue and open consultations between Governments, Natio-
nal Olympic Committees and Sports Conederations in a bid to better enhance the
development o our youth. Thus united, like one man, we shall do better or the
utter ullment o our continents youth.
Pertaining to sports competitions, the decision to entrust the management and
organisation o the All Arica Games to ANOCA and the AASC also testies to theunbending resolve o stakeholders o Arican Sport to join hands in making this
great sports jamboree more successul.
The Arican Sporting Movement thus spoke with one voice, and made a real clarion
call during this ourth session o the Arican Union Conerence o Sports Ministers.
Every day, we, sports administrators, come to realise that unity is a must, sincesporting Arica needs all hands on deck: States, Olympic bodies, as well as public
and private partners, all determined and ocused on doing just one thing: serving
Arican youth!
The world is evolving, and the world o sport is even doing so at a aster pace. We
should thus, more than ever, stand together as one in ostering the development
o our youth.

ANOCA in actionBamako to host the 28th Seminar for Secretaries General of
African NOCs
ANOCA at the International Peace and Sport Forum
The 28th Seminar or Secretaries General o Arican NOCsshall hold in Bamako, Mali, rom 16 to 18 November2011, under the theme Availing ourselves o oppor-
tunities ofered to NOCs.
Participants shall discuss a wide range o issues: lessons tobe drawn rom the 10th All Arica Games in Maputo; prepara-tions or the 2nd edition o the Arican Youth Games billed orBotswana in 2014; participation o NOCs in the 6th edition oCISA in 2012; the spread o the Olymparica programme; pro-
gress o the London 2012 Arican Olympic Village project; urtherance o Olympic Educationin NOCs o developing countries and inormation about the 11th All Arica Games billed orBrazzaville in 2015.

A
NOCA President, Intendant General Lassana Paleno was in Monaco recently to
participate in the 5th International Peace and Sport Forum which took place
there rom 26 to 28 October 2011.
ANOCA mainly participated in workshop B o the said orum, which discussed how
collaboration between decision makers can become a reality on the eld. Here, Inten-
dant General Lassana Paleno took the foor and demonstrated how such collabora-
tion has been possible and viable through ANOCAs Olymparica programme.
The keys to government diplomacy (geopolitical base,) was another theme
explored by these panellists. Here, General Lassana Paleno pointed out that sport is adevelopment and image building tool, illustrating his point by citing the specic case
o Judo or Peace, the race or peace in Burundi and the use o the Ivorian national
team to raise youth awareness against war and to advocate national unity.
The ANOCA President equally met with several political and sports leaders, notably
the Head o State o Burundi, the Secretary General o CONFEJES, IOC Vice President,
Thomas Bach, IAAF President, Lamine Diack, the sports ministers o Cote dIvoire andMorocco and the Treasurer General o the Conederation o Arican Canoe-Kayak.

Sport and the environment: focal concerns of NOC Togo
N
OC Togo on 16 and 17 September 2011 organised a seminar on sport and the
environment. Initiated by the President o NOC Togo, General Poutoyi NABEDE,
the event took place in Kpalime, near Lome, under the central theme Whysport and the environment?The seminar that opened on 16 October at the Natio-
nal Nursery Teacher Training School eatured a number o key speakers. The rst, Mr
Luc Kouassi Doontien, President o NOC Togos Sport and Environment Commission,
began by dening the environment and later reverted to the importance the IOC has
attached to the environment since the 3rd Conerence on Sport and the Environment
held in Rio in 1999, to the extent that it was made the third pillar o Olympism.The second speaker, Prosper KOTOKO, pointed out the dierence between nature and
the environment. He urther discussed the impact o sport on the environment, which
he qualied as measurable and quantiable.

Professor Francis Dodoo at the helm of Ghana Olympic Committee
Congo: workshop for women sports administrators
Former triple jump champion and current President o
the Ghana Athletics Federation, Proessor Francis Dodoo,
was recently elected to the helm o the Ghana Olympic
Committee (GOC). This was during the General Assembly
o that Olympic governing body, which had been sus-pended by the IOC in January 2011 to quell down internal
squabbles. Proessor Francis Dodoo, who replaces Benson
Tongo Baba, has promised to build on unity during his te-
nure in ofce. He will be assisted by Dr Deborah Cubagee,
Nii Adote Din Barima and Nestor Galley, elected rst, second and third Vice Presidents
respectively. Richard Akpokavie will on his part head the Secretariat General.
The elections were conducted in the presence o Joao Manuel da Costa Alegre Aonso,
an international observer mandated by the IOC and ANOCA.
A training workshop on the management o sports organisations took place in Braz-zaville rom 17 to 22 October 2011. Organised by the Women and Sport Commissiono NOC Congo, the training aimed at drilling women representatives in the maste-ry o sports administration concepts and upgrading their knowledge on workable
David Kossivi REINHARDT, who presented the 3rd paper, gave a brie historical back-
ground to Olympism, rom ancient Greece to Modern day Olympics ounded by Baron
Pierre de COUBERTIN.
The ourth speaker, Kaka LAWSON, who is also Director o Sports at NOC Togo, dwelled
on Olympic symbols and emblems.
Sufce it to note that each paper was spiced by ruitul exchanges between the va-
rious panellists and participants.

Daimler Foundation donates bus to NOC Congo
NOC Congo on 21 October 2011 received a bus rom the DaimlerFoundation, which donation is actually the allout o a coopera-
tion agreement between the IOC and the reputed rm.
The 15-seater Mercedes minibus, valued at some 40,000 trans-
lates the desire o the IOC and the Daimler Foundation to equip
National Olympic Committees o the world with rolling stock.
During the handing over ceremony, the Daimler representative, Dieter Kuhnle, had
this to say : this vehicle symbolises our commitment to sport in general and
is a sign of encouragement to Congolese sportsmen and women in particular,
especially for those of your athletes preparing for the forthcoming Olympic
Games in London and the 2015 All Africa Games in Brazzaville.
The Vice President o NOC Congo, Emmanuel Mpioh, on his part assured Daimler that
the minibus will be put into proper use for the good of the Olympic family which
is currently bracing up for London 2012.

London 2012: The DRC prepares ground for its athletes
A delegation o NOC DR Congo was in London recently to
prepare the ground or its athletes. It met with the Lon-
don Organising Committee o the Olympic Games (LOCOG)
on Saturday 22 October, and both delegations reviewed
conditions or a betting participation. They especially dis-
cussed accreditations, registration, the sports master plan,
as well as acilities and services oered by Olympic Solida-rity to National Olympic Committees.
The NOC Congo delegation comprised executive committee members like Messrs Amos
Mbayo Kitenge, President, Alain Badiashile, Secretary General, Bobo Bondembe and Ken-
zo Mukendi Treasurer General and Vice Treasurer General respectively.
NOC Congo hopes to round o with qualiers by March 2012.
London 2012: Cameroon and South Africa to represent Africa in womens
football
South Arica and Cameroon will be Aricas ag bearers in the womens ootball tourna-ment at the 2012 Olympic Games in London.
Cameroon grabbed one o the available tickets on 15 October in Yaounde, edging Nigeria4-3 on the second leg ater post match penalty shootouts. This is a rst or the Cameroo-nian ladies, who also bagged gold during the All Arica Games in Maputo, Mozambique,last September. The Nigerian ladies thus ailed to qualiy or the ourth consecutive timeater participating in 2000, 2004 and 2008.
It shall also be a rst or South Aricas ladies, who clearly outclassed Ethiopia 4-1 on aggre-gate (3-0 and 1-1). 12 teams representing the various continents shall vie or the womensootball Olympic crown in London next summer.

African sport
Sudan recently ratied the UNESCO international convention against doping in sport,
becoming the161st member state to do so. In reaction, WADA President, John Fahey,
said the organisation was happy that Sudan has joined the anti-doping community
which is growing bigger and bigger the world over.
The UNESCO international anti-doping convention is the rst ever universal treaty against
doping in sport. It was unanimously adopted by the 191 States that participated in the 33rd
session o the UNESCO General Conerence in October 2005 and it took efect in February
2007.
Bamako, capital city o Mali, will rom 03 March 2012 host the 6th edition o the Inter-
national Convention on Sport in Arica (CISA).
Some 400 delegates are expected to take part in the event, which is organised in partnership
with NOC Mali. CISA is an initiative o JAPPO S.A. and placed under the distinguished patro-nage o the Association o National Olympic Committees o Arica (ANOCA).
In the words o the President o NOC Mali, The entire sports amily and all government
departments support the hosting o such an event, and we are impatiently waiting
to warmly welcome all delegations and invited guests, given that CISA is a great Ari-
can initiative!
The International Convention on Sport in Arica afords a platorm or meeting and sharingo experiences. It also ofers major networking opportunities or three days through an exhi-
bition, a lecture and a gala night, a major eature o which is the induction into the Arican
sport Hall o Fame.

Cape Verde and Namibia obtain FISA membership
Cape Verde and Namibia are among the ve new members o the InternationalFederation o Rowing Associations (FISA), ollowing world rowings congress
held early September in Bled, Slovenia.
The other three newly admitted members are the Bahamas, Bosnia-Herzegovina and
Mongolia. FISA now counts 136 members. Its next ordinary congress is billed or Plo-
vdiv, Bulgaria, on 17 August 2012, while the extraordinary congress shall take place
in Copenhagen, Denmark, in 2013. Meanwhile, FISA has awarded the organisationo the 2015 world rowing championships to Aiguebelette, France, and the -23 world
rowing event to Varese, Italy in 2014.

he Olympic Museum in Lausanne on November 01 and 02 hosted a conerence
on bidding to host the Olympics. It aimed at collecting inormation on the
presentation o bids to host the Olympic Games and the Youth Olympic Games
(YOGs).
The conerence, which was opened by IOC President, Count Jacques Rogge, was at-
tended by some 25 cities and NOCs, together with IOC experts.
They discussed issues relating to recently organised or uture games (Singapore
2010, London 2012, Sochi 2014 and Rio 2016), planning, the peculiarity o the YOGs
and the games legacy. The conerence rounded o on November 02 with an update
on preparations or Rio 2016. This conerence is part o the IOC knowledge transer
programme in support o uture host countries o the games.
