The 3rd joint meeting AU-ANOCA-AASC-COJA took place on 2 and 3 June 2015 in Brazzaville to fine tune preparations ahead of the 50th anniversary of the All Africa Games billed for the Congolese capital in September this year. While opening the deliberations, the Minister of State, Florent Ntsiba, assured delegates that the Congolese Govern-

ment will heed the meeting’s decisions. In this regard, he underscored that the meeting, the last of its kind, “now conso-lidates our collective hope for successful games.... Three months to the Games, there is no more room for scepti-cism... Congo is fully mobilised to work for African integration through sport and hereby renews this commitment in golden letters in the annals of African sport history.» Taking the floor later, the ANOCA representative, 2nd Vice President, Joao Manuel Da Costa Alegre Afonso, spoke along the same lines : «ANOCA’s participation in this 3rd joint meeting in preparation for the 11th All Africa Games is quite special. We have attended this meeting to show clearly and unequivocally that ANOCA is strongly in support of the organisation of these All Africa Games, which are the greatest sports event on our continent.» As for Michel Tchoya, Pro tem Administrator of the AU Sports Council, he did not mince matters: “Three months to the kick off of the Games, it is pointless speculating on corrective measures, and I am convinced that the seasoned exper-tise of participants in this meeting will help us arrive at constructive resolutions.» On his part, Leon Alfred Opimbat, Congolese Minister of Sports, said he was pleased to note that ANOCA and the AASC, while looking forward to signing the Memorandum of Understanding with the AU, are clearly voicing their support to COJA Brazzaville 2015 for the success of the Games. During the deliberations, participants appreciated the remarkable progress made by COJA 2015 in the preparations. They equally lauded the professionalism demonstrated by the confederations by sharing the Congolese government’s vision to make the Games special.

During the 3rd joint meeting held with the AU, ANOCA and the AASC, COJA Brazzaville 2015 presented a report on pro-gress made in preparations for the 11th All Africa Games since the report presented by the specialised commissions during the last meeting.

Pertaining to accreditations, it was revealed that 41 countries had expressed their intention to participate as as at 30 may 2015. Eight others qualified during the qualifiers organised in various zones, taking the number of expected participants up to 49. As concerns cultural activities, they shall take place on 2 and 3 September 2015, in the presence of special guests invited by the Congolese Head of State and a host of other eminent African sports dignitaries who have served the cause of sport. A special programme was thus drawn up to this effect. It features, amongst others, a medal award ceremony, the erec-tion of the All Africa Games monument, a ceremony retracing the history of the Games and a gala night with African artists. The COJA progress report also made special mention of volunteerism. Several volunteers (interpreters, guides, drivers, secu-rity agents, ball boys and girls...) have already received basic training. With respect to competition infrastructure, the main accommodation site for athletes and technical officials, the Games Village, shall be set by 20 August 2015. As for competition venues, the Kintele Olympic Complex is virtually ready; finishing works are currently going on at the four additional sports halls, while two more tennis courts will be added to the tennis complex of the Congolese tennis federation to take it up to eight courts. As for sports competitions, the COJA report indicated that the schedule of competitions was revised taking into considera-tion the sports facilities that COJA could provide. It should be noted that badminton, boxing and fencing events shall kick off on 2 September 2015. The 22 sports disciplines on schedule include : athletics, badminton, basketball, boxing, cycling, fencing, football, gymnastics, handball, judo, karate, wrestling, swimming, bowling, volleyball, beach volleyball, tennis, table tennis, weightlifting, disabled sport, rugby sevens and taekwondo.

Pertaining to the competitions proper, virtually all technical regulations have been forwarded to COJA. At the level of protocol, some 1,000 guides, hostesses and interpreters shall be placed at the disposal of various delegations. Airport and Ports facilities shall operate round the clock time to provide the best of conditions for visitors.COJA hopes in the coming days to provide 400 more cars and buses in addition to the already impressive fleet of rolling stock. Besides, for easier traffic flow, Congo has constructed an express highway from downtown Brazzaville to the Games Village. The ride takes just a few minutes. As concerns accommodation and catering, and based on Algiers and Maputo statistics, COJA has estimated that some 6,500 will be at the Games Village, which will host athletes, technical officials and Chefs de Mission. Apart from hotels where VIPs shall have their meals, there is a restaurant at the Games Village, together with two festival tents with a sitting capacity of 1,500. COJA is working with a catering service of international repute in this regard. The health commission has already worked with the caterer so that the menus will respect feeding habits of participants.Pertaining to marketing and communication, image production and broadcast rights were awarded to «Sport five», which has exclusive rights to broadcast internationally. Within Congo, the national radio and television corporation is fully contri-buting. It plays a jingle of the event regularly, while other media outfits are expected to step in. The COJA facebook page is accessible to all.There is provision for a health centre at the Games Village in Kintele. There shall also be a health post in every games venue and accommodation site. Equipped ambulances shall shuttle between these posts and referral hospitals.With assistance from WADA, ORAD and ONAD, the first group of ACDs and escorts have been trained. Suffice it to also note that COJA plans to construct a «Village for budding talents», an ideal venue for recreational scien-tific and cultural activities. «The Village for budding Talents» shall be erected at the «Djiri Sports Learning Centre” located in the same subdivision like Kintele, from 9 to 19 September 2015. Each NOC is requested to delegate a young boy and a young girl born between 2000 and 2001.

On the sidelines of the 3rd joint meeting AU-ANOCA-AASC-COJA and the 2nd meeting of Chefs de Missions of countries expected to participate in the Brazzaville Games held from 1 to 3 June 2015, representatives of these structures made an inspection tour of infrastructure scheduled to host competitions of the All Africa

Games from 4 to 19 September 2015. The experts were shown round by Congo’s Minister of Sports and Physical Education, Leon Alfred Opimbat, who was assisted on the occasion by the Director General of COJA, Jean Lounana Kouta. Their first stop was the stadium at the Kintele sports complex. With a seating capacity of 60,065 and an adjoining tribune, the three-level stadium is fully covered. The seats and field are already in place. Experts thus saw first hand progress made here. As for the Sports Complex, with a seating capacity of 10,140, just the sound system, lighting and signs still have to be completed. The floor is fully covered and the seats are in place. It has a basketball hall and a 228-seat swim-ming complex. Here, the pool has a tribune for spectators and the mass media. The team was really impressed with progress made so far. The President of the Confederation of African Badminton, Raj Gay did not veil his satisfaction. He observed that they were worried last November, but that those worries have given way to confidence, given that the facilities are near completion. He was upbeat that all will be set by July, insisting that they are reassured that the Games will hold in good conditions and that sporting youths will enjoy them. The Athletes’ Village in Kintele will later be used as a university hostel after the Games.The next stop was the Olympic Village. This facility comprises 12 buildings with 800 beds. Officials visited one of

the rooms, which they found to be quite spacious and accommodating. Minister Opimbat later said that it had four gymnasiums with a seating capacity of 2000. The latter, with multipurpose halls, include the Talangï, Ouenzé, Alphonse Massa-Debat stadium and Makélékélé gymnasiums. They will host boxing, judo and karate events. The officials also inspected the six newly constructed clay courts at the Massamba-Debat Stadium. After their tour, Leon Opimbat was upbeat : “Judging from the progress made, the deadlines will be met. Sports facilities will be completed as scheduled. The gymnasiums will soon be completed. We wish to as-sure our African partners that the Congolese Government is fully committed to properly organising the 11th All Africa Games. They are the 50th Anniversary games.”

During the 3rd joint meeting AU-ANOCA-AASC-COJA in the build-up to the 11th All Africa Games held Brazzaville, the 2nd Vice President, Joao Manuel Da Costa Alegre Afonso, delivered a speech in which he highlighted ANOCA’s role on the organisation of the 11th All Africa Games. To this end, he said : «Speaking specifically about this edition of

the All Africa Games Brazzaville 2015, which marks the 50th Anniversary of the Games, ANOCA was of course at the disposal of the Congolese authorities and the Organising Committee right from the beginning, to make this continental jamboree a success.”«This commitment has been demonstrated during various missions undertaken in Congo, some of which were led by the ANOCA President, Intendant General Lassana Palenfo, in order to help and to demonstrate our strong inte-rest to work for the success of these Games, which we have termed the 50th Anniversary Games.» Joao Manuel Da Costa Alegre Afonso also voiced ANOCA’s stance on the future of the All Africa Games. In this regard, he underscored that : “ANOCA has of recent worked hard and in a sustained manner with the AU and the Association of African Sports Confederations to reach an agreement on the organisation of future editions of the All Africa Games; it has been no easy task for diverse ideological and strategic reasons. Today, the parties have, in the in-terest of African youths, come to a consensus with convergent points of view which, we hope, shall lead to the signing, in the days ahead, of an agreement between the African Union and ANOCA, for the organisation of this major event with the technical coordination of the Association of African Sports Confederations and the backing of the International Olympic Committee. We are aware that it is quite a daunting challenge, but we think that our common resolve will help us rise above the hurdles and pursue the lofty desire of the African Olympic and Sports Movement to make these Games part and parcel of the African sporting landscape and a factor for social dyna-mics. We are impatiently looking forward to the solemn instrument that will officialise this profound aspiration of the parties, who are working relentlessly for the development of African sport and the fulfilment of its youth,» he declared.

Chefs de Missions of the 11th All Africa Games meet in Brazzaville

Chefs de Mission of the All Africa Games met in Brazzaville from 5 to 7 June 2015. During the meeting, participants sought to keep themselves abreast with the various measures taken for a hitch free organisation of the 11th All Africa Games scheduled from 4 to 19 September this year. The meeting took place at the Kintele venue, in a suburb of the

Congolese capital. According to many participants, deliberations rounded off on a good note as they lauded the quality of sports infrastructure constructed by Congo to host the event. Representatives of countries expected at the Games also toured the various venues scheduled to accommodate athletes as well as the competition grounds. They thus made a first hand appraisal of progress made at the various sites, especially as concerns sports facilities and the Olympic Village constructed at the Kintele site, with its three-level, completely covered 60,000 capacity stadium. Towering 50.70 m, the equivalent of 14 storeys, it covers 79,533 m2. It has a 120m x 60 m football field with natural grass and an 8 lane athletics track, with areas for hammer throw, discus, javelin, long jump, triple jump, etc. The Olympic Complex also has a 10,140 capacity sports complex with two tribunes. It comprises one basketball, one volleyball and one handball field, as well as two tennis courts. There is also a 20,000 capacity, 28m high Swimming Centre on a surface area of 12,990 m2. The buildings include a 100-room hotel with a 1,704 seat cafeteria, offices, a technical room, shops, warehouses, a media and administrative centre with 40 media offices including a recording studio. As for the Olympic Village, which will be at the Dennis Sassou N’Guesso University, it comprises 12 buildings capable of accommodating 8,000 athletes and officials. The continental event will feature 22 sports disciplines. Scientific, cultural and youth camp activities are also on schedule. It should be noted that the 50th Anniversary Games (Brazzaville hosted the maiden edition in 1965) will bring together more than 15,000 athletes, officials and journalists from the 54 African countries.
