The Central York School District is pleased to provide you with the 2012-2013 Annual Report. The information contained in this report includes an overview of Central York School District, including student demographic information, a financial report for the 2012-2013 school year, and an academic profile of our students’ performance on state-mandated assessments.

The School Board and Administration work together to efficiently and effectively manage the District’s resources while ensuring our students are prepared for the challenges and opportunities they face now and in the future. The 2012-2013 Annual Report serves as part of our accounting of our stewardship of the Central York School District’s financial resources to the School Board and community. Additionally, this report is retained as an historical record that is used to document and track accomplishments over a period of time.

As you page through this report, you will note many examples of the achievements and accomplishments of our faculty, staff, administration and students. DISTRICT PROFILEDistrict Leadership

The Central York School District Board of School Directors is comprised of nine members who have been elected at-large by citizens of the Central York School District. Each School Board member is elected to a four-year term and serves without pay.

School Boards set policy and manage the financial operations of the school districts they govern. Board members also provide guidance to school district administrators on a number of issues. An administrative team manages the Central York School District, within the scope of the existing School Board-approved policy. The administrative team is led by the Superintendent, who is appointed by the School Board.

The Board holds public meetings twice each month on Mondays at 7:15 p.m. at the Educational Service Center, 775 Marion Road, York. Meeting dates and times can be found online at the District website under the “School Board” tab. Meeting agendas, handouts and minutes are also posted to the School Board section of the District website.

Location & SizeCentral York School District is a suburban school

district located to the north and east of the city of York, Pa. The District encompasses nearly 25 square miles of land in South Central Pennsylvania, including Manchester Township, North York Borough and parts of Springettsbury Township.

Central York School District has been serving students for more than 50 years. Today, it has a growing population and provides more than 5,000 students in Grades K-12 with an enriching and challenging educational experience designed to prepare them for success in post-secondary education and the work force.

There are approximately 23,000 households located in Central York School District. The District’s population grew steadily from 2003 through 2008, but has leveled in recent years. The student enrollment in 2012-2013 was 5,706 for Grades K-12. The student enrollment as of October 1, 2013, was 5,732.

Enrollment TrendsCentral York School District serves

5,732 students in Grades K-12 according to an October 2013 Enrollment Update, compared to 5,706 students in the 2012-2013 school year.

Central York School District has an increasingly diverse community of students and families. The percent of minority students enrolled in Grades K-12 has grown from 4.9% in 1991 to 26.6% as of October 1, 2013.

The number of students receiving free and reduced lunches continues to increase in Central York School District. In 2012-2013, 28% of students qualified. As of October 1, 2013, that 28% of students qualified for the program.

There were 77 students enrolled in the English as a Second Language (ESL) program in Central York School District during the 2012-2013 school year,

Post-Secondary ProfileCentral York High School hosted Commencement

Exercises for the Class of 2013 - the 59th Graduating Class - at 6:45 p.m. Friday, May 31, 2013, at Central York High School.

The total number of graduates for the 2012-2013 school year was 407.

Of the Class of 2013 graduates:

• 86% enrolled in a Four-Year or Two-Year College or University Program;

• 1% enrolled in a Certificate Program;

• 7% Entered the Work Force;

• 2% Entered the Armed Forces; and

• 4% Reported “Other” when asked about their post-graduation plans.

Seventy-seven (77%) of the Central York High

School Class of 2013 took the Scholastic Aptitude Exam during the 2012-2013 School

Year.

Of those who took the test:

• The Mean Verbal/Critical Reading Score

was 498;

• The Mean Math Score was 516; and

• The Mean Writing Score was 482.

DISTRICT PROFILEAcademic Profile

2012-2013 School Performance ProfilesThe School Performance Profile provision is a result of the Pennsylvania Department of Education-

approved waiver from the U.S. Department of Education. The waiver officially ends the No Child Left Behind provisions, and replaces those with a multi-measure accountability system for public schools.

While public schools across the state have previously received designations under No Child Left Behind (e.g., Made Adequate Yearly Progress, Making Progress, Warning, School Improvement, Corrective Action), schools will now receive an academic performance score based upon many data points. 

Test scores, progress in closing achievement gaps, and degree of student growth over time are factored into the scoring while other identifiers of high achieving schools are also considered: graduation, promotion, and attendance rates, as well as evidence of offering rigorous courses, factor into the calculation. Schools may also earn extra points beyond the 100 point scoring system for those students who have earned advanced scores on the state, industry, and Advanced Placement Exams. Individual schools are given a score within the following ranges:

The score for a school is based upon indicators that define a high performing school. Many data elements come together to create the academic score. These elements are categorized into five areas.

• Indicators of Academic Achievement - Include PSSA/Keystone performance, industry standards-based competency assessments, grade three reading proficiency, and SAT/ACT college ready benchmarks.

• Indicators of Closing the Achievement Gap - All student scores are used to define how well a school is making progress toward proficiency of all students.

• Indicators of Closing the Achievement Gap - Historically Underperforming Students’ scores are used to define how well a school is making progress toward proficiency. The high needs students are students who have historically not demonstrated proficiency.

• Indicators of Academic Growth/PVAAS - Measures the school’s impact on the academic progress of groups of students from year-to-year.

• Other Academic Indicators - Assesses factors that contribute to student achievement (e.g., graduation rate, promotion rate, attendance rate).

TransportationCentral York School District provides bus and van transportation

for public and non-public school students each year. During the 2012-2013 school year:

• 5,715 public school students received bus or vantransportation

• 311 non-public school students received bus or van transportation

• The District operated 8 vans for public school students, 2 vans for non-public school students, 9 buses for non-public school students and 51 buses for public school students.

TechnologyCentral York School District provides technology

resources that enable our faculty, staff and students to improve the teaching and learning experience within our K-12 schools. The following is an overview of our technology resources during the 2012-2013 school year:

• Approximately 3,500 computers

• Approximately 1,100 mobile devices

• Other Technology Resources Available: Digital Still Cameras, Digital Video Cameras, Video Projectors, iPod Touch Carts, PRS Clickers, Document Cameras, Interactive Whiteboards

During the 2012-2013 School Year, the District implemented an iPad Pilot throughout the 9th grade at Central York High School as part of the District's ongoing commitment to prepare students for success in their post-secondary endeavors.

The Grade 9 iPad Pilot, which launched in November 2012, provided each 9th grade student with a customizable, personal learning device for use in school and eventually at home. The goal of the pilot was to provide each student with the same platform for learning with technology, increase student engagement and help students acquire critical 21st century skills.

In the fall of 2013, the District expanded the program to provide iPads to all 9th and 10th grade students and to provide laptops to all 11th and 12th grade students.

DISTRICT PROFILECommunity Programs

Community/Adult EducationCentral York School District participates in the York County Cooperative Community Education Program.

This program provides community residents with quality educational experiences through a variety of courses that are fun and educational. Courses are offered through seven local school districts and the York County School of Technology. You do not need to reside in a specific district to take courses offered through that district. Course brochures are distributed to residents in the fall and spring of each year.

Community Aquatics ProgramThe Central York Community Natatorium is

located at Central York High School, 601 Mundis Mill Road, York. Construction was completed in November 2008. The Natatorium is 18,100 square feet and includes a swimming pool, viewing area and lockers. Specific features of the Central York Community Natatorium include the following:

• Eight lane, 35-meter pool with adjustable bulkhead

• 500-seat spectator area• Adjoining bathrooms and locker facilities• Pool Tank and Pool Deck Area• Private entrance with adjacent parking (near the Athletic Wing and Stadium)• Two 1-meter springboardsThis community resource offers many opportunities for children and adults to participate in educational and

recreational swimming and aquatic activities. For more information on aquatics programs, visit the District website, www.cysd.k12.pa.us and click on “Community,” then “Aquatics Program.”

Athletic EventsCentral York School District students in Grades 7-12 participate in numerous athletic events each school

year. Athletics provide our students with important lessons in teamwork, determination, discipline and sportsmanship.

Our athletic schedules for the current school year, 2013-2014, are available online on the District Website at www.cysd.k12.pa.us. Click on the “Quick Links” button on the website homepage and then select “Athletic Schedules.” Directions to the various athletic events are also available with the schedules.

DISTRICT PROFILECommunity Programs

Fitness CenterCentral York School District residents, faculty and staff are invited

to use the Fitness Center and Indoor/Outdoor Walking Tracks located at Central York High School.

The center is equipped with cardio equipment, including treadmills, elliptical fitness machines, rowing machines and stationary exercise bikes, along with weightlifting equipment.

The following are the hours of operation for the Fitness Center and Indoor/Outdoor Walking Tracks for 2012-2013:

• Mondays-Thursdays, 6 to 7:30 a.m. and 5 to 8 p.m.• Fridays, 6 to 7:30 a.m.Please note that the Fitness Center and Indoor/Outdoor Walking

Tracks are open when school is in session. The center and tracks are CLOSED when the schools are closed due to a weather emergency or delay, or a scheduled holiday or full-day Teacher In-Service Day as noted on the district calendar.

The center’s “Hours Page” on the District website includes any closings or delays, along with hours and contact information. Visit the site at www.cysd.k12.pa.us and click on “Community,” then “Fitness Center.”

Golden Age Passes

Each school year, the Central York School District’s faculty and students offer the community several opportunities to enjoy cultural events for little to no cost right in your own backyard!

• The Music Department performs a series of concerts each winter and spring that are open to the community;• The Performing Arts Department stages a fall and spring musical production, many times offering community members opportunities to participate in the performances; • The Art Department hosts community art shows in the fall and spring; and • The K-12 faculty, staff and student Technology Showcase is offered each spring.District residents are encouraged to attend these offerings and enjoy these cultural activities, often for

little to no cost. The District Calendar contains a listing of these events held each year, and the District Website, www.cysd.k12.pa.us offers a link to the calendar and more information on the above events and other opportunities to participate in district activities and events.

Concerts, Plays, Musicals

Central York School District celebrates its senior citizens by offering Golden Age Passes to ALL district residents who are 65 years of age or older.

This pass entitles bearers to free admission to all school-sponsored events, including sports activities, musical and performing arts programs, and anything else that might normally include an admission fee.

Passes are issued at the Educational Service Center, 775 Marion Road, York. Residents will be asked to present a driver's license or identifying information verifying their age when applying for the pass.

Central York High SchoolDuring the 2012-2013 School Year, Central York High School launched several new initiatives to help better

prepare students for post-secondary endeavors in higher education, technical careers and/or the work force. The following are some highlights of the programs or initiatives introduced during the 2012-2013 School Year at Central York High School:

• Career Academy Fair: Last winter, the High School sponsored its annual Academy Fair allowing over 500 freshmen to learn more about Central York High School's four different Academies (Health and Human Services, Business and Finance, STEM (Science, Technology, Engineering, and Math), and Arts and Humanities). Groups of freshmen, led by their Advisors, were able to tour each Academy's wing of the high school. During the tours, freshmen were able to listen to presentations, engage in activities, explore careers, and ask questions specific to each Academy. Ultimately, freshmen were then asked to select an academy during the course selection process based upon their interests, plans for post-secondary eduction, and/or career goals. The High School's Academy model assists students in making relevant, meaningful connections between school and the real world.

• The Grade 9 iPad Pilot: In November 2012, Central York High School launched the Grade 9 iPad Pilot, a program that provided each 9th grade student with a customizable, personal learning device for use at school and at home. Throughout the year, administrators surveyed participating students, faculty and parents/guardians to learn how access to the same technology platform, 24/7, enhanced student learning and engagement.

• College in the High School: Central York School District partnered with Harrisburg Area Community College to offer College in the High School, a program that enables qualified high school students to enroll in college-level courses at Central York High School during the regular school day. CHS students earn concurrent high school and college credit at a greatly reduced cost of approximately $90/CHS course.

• Dual Enrollment at the High School: In 2012-2013, Central York High School partnered with Penn State York to offer a dual enrollment program held after the school day at the high school. The program allows high school students to take college courses at a 50 percent tuition reduction, earn college credits and apply the credits to a college degree without leaving the Central York High School campus.

Central York Middle SchoolLadies Night Out: In May 2013, Central York

Middle School celebrated its10th anniversary of Ladies Night Out, an evening designed to help female students from Central York High School and Central York Middle School connect, be empowered and build self-esteem and community as the Middle School students prepare for the transition to High School. Twenty-nine high school and 82 middle school students joined 29 chaperones for an evening of dancing, dining and discussion. The evening was spent connecting as women and as Central York students.

North Hills Elementary School

Author Gordon Korman Visits School: In May of 2013, popular children's and young adult author Gordon Korman visited North Hills Elementary School. Korman, author of bestelling titles such as "Swindle" and "One False Note," visited with students during the school day. Mr. Korman then stayed for an evening Family Cookout, where over 300 students and family members shared in food and fellowship followed by a presentation by Mr. Korman to the students and families.

Ending the "R" Word: Throughout 2012-2013, Sinking Springs Elementary School student Hannah Cunningham embarked on a mission to educate her Sinking Springs classmates about the importance of not using the "R" word to refer to persons with intellectual disabilities.

Hannah, inspired by her sister Leah, a Roundtown Elementary School student with an intellectual disability, took her campaign throughout her school and, with the support of administrators, faculty and staff, to events such as the District's annual Diversity Celebration held in April 2013 at Central York Middle School. Hannah received a special honor from the Central York School District Diversity Education Committee in the spring of 2013 for her efforts to increase tolerance and acceptance of differences through education.

Hayshire Elementary SchoolThroughout the 2012-2013 School Year, Hayshire Elementary students benefited from extended their classroom learning into the outdoor Hayshire Courtyard, where students, faculty and staff have dedicated time and talent to growing a beautiful outdoor environment for learning and enjoying. The students also maintained the courtyard themselves through an after-school Garden Club.

ANNUALREPORT 2012-2013Third grade students of Mrs. Mary Lehman helped educate their classmates about the recent elections and even gave students a chance to cast their votes for U.S. President through school-wide mock election held in November 2012. Students learned about each candidate's platforms throughout the week, then voted for their choice for U.S. President in a polling station manned by third grade students. Mrs. Lehman's class tallied votes cast and announced the winner Tuesday afternoon.

Roundtown Elementary School

Roundtown Elementary School hosted the District's annual "Math Madness" event in the spring of 2013. Third grade math students from each K-3 school tested their knowledge of math concepts in a day of fun-filled challenges.
