Executive Summary Measure M was passed by the District voters on November 4, 2014 for $125million.
Ballot Language
“To continue critical school renovation and modernization projects, replace old portables with permanent classrooms, update school safety and security, improve student access to computers and technology, upgrade athletic facilities, increase the energy efficiency of classrooms and buildings, replace, acquire, construct and renovate District facilities and provide District-wide technology improvements, shall the New Haven Unified School District issue $125 million in bonds at legal interest rates with an independent citizens’ oversight committee?”

Establishment
Established on March 10, 2015 by NHUSD Board of Education Required to Meet Atleast once a year Governed by the Brown Act The Committee shall automatically terminate and disband at the earlier of
the date when (a) all bond proceeds are spent, or (b) all projects funded by bond proceeds are completed.
Purpose To Ensure that spending decisions made by elected officials will be subject
to direct taxpayer review and that public will be promptly alerted to any waste or abuse.
May review the annual, independent financial and performance audits required by Proposition 39.
Review Deferred Maintenance plans and other cost-saving efforts in building design and use.
Inform the public about the expenditure of bond proceeds. Ensuring that the bond revenues are only spent for the specific projects. Ensure that no funds are used for any teacher salaries, or for other school
operating expenses.
