In the past there were two chartered organizations operating within Obion County with the responsibility

of generating new growth in the areas of Tourism, Housing, Commercial, and Industrial Development (The

Obion County Chamber of Commerce since 1922 and the Obion County Industrial Development Corpora-

tion since 1987). In many instances these agencies encountered duplication in both program delivery and

expenditure. In an effort to improve efficiency in programmatic and budgetary areas, the two agencies

formed the "Obion County Joint Economic Development Council" (JEDC) in early 2004.

The JEDC acts as the administrative organization of the Obion County Chamber of Commerce and the Obi-

on County Industrial Development Corporation. The JEDC’s overall objective is to keep abreast of munici-

pal and county government activities and legislation dealing with commerce or infrastructure and changes

in the law that will affect retail or industry.

For the JEDC to become and remain an effective resource and advo-

cate for the local community, the organization, its staff, and Board of

Directors, we must establish and maintain an effective working rela-

tionship with the elected officials at the local, regional, state and fed-

eral levels. In addition, strong ties must be formed with regional, state

and federal agency personnel to ensure the strongest advocacy possi-

ble for the local community. Active liaison activities between these

groups is essential for success and is an ongoing integral part of the

JEDC work scope. All state and federal agencies, private sector business development organizations, as well

as regional advocacy groups distribute information to their membership and to the general population

through regular and annual seminars and conferences. It is essential that JEDC staff attend all such events

to keep abreast of new information program changes that will affect funds delivery or impact local busi-

ness, and to maintain a strong relationship with service providers.

Our Membership Director, Lauren Bennett, had

the opportunity to speak at the Kiwanis Club of

of the Chamber can benefit your business and you

The WestStar Class of 2016 visited Obion

County. The class toured Tyson Foods, heard

from elected officials, and enjoyed a

presentation on I-69 from the Commissioner

of TDOT, the Port of Cates Landing and Discov-

ery Park.

This fall, we had our first social media series!

September-December, we highlighted something

local within Obion County: Play, Eat, Shop, Donate.

Community members participated by using the

hashtag specific to what month it was. They would

take pictures of themselves or with friends and fam-

ilies and post to social media! Each month we had

a grand prize drawing for a basket full of gift cards

and business swag! We had a fun four months and

the participation was awesome! There are so many

unique things in Obion County and this was a fun

way to showcase that!

Economic Development Day

The day consisted of a presentation from

the Obion County JEDC on Community and

Economic Development followed by a

presentation from Texas Gas. The group

then toured Titan Tire, Everett-Stewart Re-

gional Airport and Final Flight.

Legislative Day

The class visited our Tennessee State Capi-

tol in Nashville. The class was welcomed

by Secretary of State Tre Hargett, Senator

John Stevens, and Representatives Bill

Sanderson and Andy Holt. Each of the leg-

islators addressed the class followed by

questions from the attendees.

ALOC is a unique opportunity with nine ses-

sions that serve to acquaint Obion Countians

with the many positive aspects of industry,

business, education, the arts, medical care,

media, local government and law enforce-

ment in their part of the Volunteer State. Pic-

tured is the graduating class of 2016. Phyllis

Rauchle is the Executive Director of the pro-

gram.

Obion County Agriculture Issues Breakfast

We had a great morning on July 26th at the Farm Bureau Agriculture Issues

Breakfast! We were able to discuss ag is-sues on a local, state, and national lev-

el. We are so fortunate to have passion-ate farmers, landowners, and agribusi-

ness professionals in Obion County!

The 2016 Farm Bureau Legislative Breakfast was a huge success! Reps. Bill Sanderson & Andy Holt, Sen. John Stephens all attended. This was a great opportunity for local landowners and agriculturist

to hear what are legislators do to help our community.

Tennessee Gov. Bill Haslam and Economic and Community Development Commis-sioner Randy Boyd announced today that 15 communities will receive $5.7 million in Site Development Grants to prepare eco-nomic development sites for market. The Site Development Grant program is part of the larger Rural Economic Development Fund announced by Haslam and Boyd last October. The grants assist communities in fi-nalizing infrastructure and engineering im-provements for project ready certified sites. The grants are intended to help rural communities overcome barriers to site certification and prepare them to receive an economic development project. "Through this investment, we expect to see more op-portunities and deal flow in rural Tennessee by assisting communities in overcoming obstacles for certifica-tion or by improving a Certified Site," Assistant Commissioner for Rural Development Amy New added. "We want to partner with communities to complete the finishing touches on their sites so that we see more gold shovels tossing the ceremonial dirt." An advisory committee made up of staff from the department, the Tennessee Valley Authority, the Tennessee Department of Environment and Conservation, the Tennes-see Department of Transportation and the U.S. Department of Agriculture selected these 15 sites from a pool of 24 applications. The application process was competitive with grants awarded based on benefit to the community, economic impact and projected return on investment. The Union City Northwest Tennessee Regional Industrial Center $450,000-Grading of approximately 15.5 acres to create a pad ready site for a 105,000 square foot building that is expandable to 200,000 square feet.

Lindsay Frilling, CEcD, CEO of the Obion County Joint Economic Development Council in Un-ion City, TN earned the designation of Certified Economic Developer (CEcD), a national recognition that denotes a mastery of skills in economic development, professional attain-ment and a commitment to personal and professional growth. The CEcD exam was adminis-tered by the International Economic Development Council (IEDC) on June 11-12, 2016 in Tul-sa, OK. With seven years of economic development experience, Lindsay has facilitated the recruitment and retention of over 1,000 jobs in Obion County including:

• Institutional Casework, Inc.: Laboratory Equipment Manufacturer ($6.2M/200 new jobs)

• MIA Seating: Office Seating Manufacturer ($39.5M/510 new jobs)

• Greenfield Products: Custom Heavy Equipment Manufacturer ($6.3M/100 new jobs) • MVP Brands: Candle Manufacturer ($2M/100 new jobs)

• Williams Sausage: Food Manufacturer ($3M/150 new jobs)

The Southern Economic Development Council (SEDC), the oldest and largest regional economic development association in North America, is pleased to announce Lindsay Frilling, CEO of the Obion County Joint Economic Development Corporation in Union City, Tennessee, as the state director of Tennessee on the SEDC Board of Directors. The state director will serve a two-year term on SEDC's board. Ms. Frilling will take the seat on Jan-uary 1, 2016. Frilling is a dedicated long-time SEDC member for

almost 5 years. She was chosen for this position by her peers within her state of Tennessee. "I congratulate Lindsay on being elected to serve on SEDC's Board of Directors for 2016. The honor be-stowed validates her leadership traits and dedication to the economic development profession. My goal is to work with the Board to ensure that we are providing value added programs or content that will benefit our members long term, both, personally and professionally! It is this commitment to excellence that ena-bles this organization to maintain the tradition of being the standard bearer for economic development professional associations'. We are confident that Lindsay will assist us in facilitating our 2016 program of work, in addition to helping us chart our course for future programming," said SEDC 2016 Chairman Chuck Whipple.

Frilling Named to Southern Economic Development Council's Board of Directors

Lindsay Frilling, CEO, Obion County Joint Economic Development Council, based in Union City, Tennessee, was presented with the an-nual Chairman's Award by the Southern Economic Development Council (SEDC). Ms. Frilling received the award at the SEDC Annual Conference held July 31- August 2, 2016 at the Sheraton Kansas City Hotel at Crown Center in Kansas City, MO. SEDC 2016 Chairman Chuck Whipple presented Frilling this special award in recognition of her outstanding contributions and dedication to the association at SEDC's Annual Business Meeting and Awards Ceremony. "I was pleased to present the 2016 Chairman's Award to Lindsay Frilling," Whipple said. "I've witnessed the dedication and commitment to her professional development which has been ex-traordinary since she joined this organization in 2011." In her SEDC volunteer role, Frilling has served two terms as the Alternate Director for Tennessee and will finish her term as the voting director for the state at the end of 2017. "Lindsay always brings enthusiasm, clear thinking and strong understanding to meetings and events and fully carries her responsibilities as a board member," Whipple stated. "She brings that same passion and drive to the development of the communities she serves."

Obion County was once again certified as a Three-

Star Community at the Governor's Conference for

Economic and Community Development. Lindsay

Workforce Development Meetings

Each quarter, the Obion County JEDC convened

education and workforce officials to discuss re-

gional education efforts and the existing and fu-

ture workforce pipeline. Current programs are

presented and potential ideas for strengthening

the workforce are exchanged. This has been a

successful workforce development effort for Obi-

on County!

USDA Rural Development

Marketing Grant

Members of the Obion County Chamber of

Commerce and their guests gathered at the

chamber office recently to celebrate receiving

a $10,000 Rural Business Development Grant.

director presented the check. The matching grant opportunity resulted in

the chamber having $15,500 to assist with the development and purchase

of various marketing materials and website upgrades. Marketing materi-

als included a new podium for presentations, a new brochure rack, a re-

tail brochure, jump drives, a camera, a video camera and a pop up banner

to promote the area.

Obion County recognized again as one of the top places to live in Tennessee

A new study from SmartAsset has ranked Obion County as one of the best places to get a mortgage in the state. The financial technology company previously ranked Union City among the top 10 places to retire in the state.

Northwest Tennessee Regional Industrial Center Named "Best Small Town Industrial Site in Tennessee"

Obion County also received votes for: "Tennessee's Best Local Economic Development Agency" "Tennessee's Best Small Market Manufacturing Workforce"

This year, we had the opportunity to offer another benefit to cham-

ber members by partnering with another membership-based pro-

gram, Air Evac Lifeteam. AEL is part of AirMedCare Network, the

largest air ambulance program of its type in the nation. The AMCN network currently operates more than (230)

aircraft in (32) states. Locally, Air Evac Lifeteam operates air ambulance bases in Dyersburg, Martin, Jackson, and

now right here in Obion County. Air Evac 143 began service in Troy on October 30th. With this partnership, all em-

ployees of Chamber Member businesses qualify for a discount on the membership offered by Air Evac Lifeteam!

THEC Awards OC Chamber $225,000 for Tennessee Reconnect Community

These Tennessee Reconnect Communities (TRCs) will join the three existing programs which launched earlier this year serving the regions of Middle Tennessee, Upper Cumberland, and the Southwest Tennessee region. Together, these eight centers will provide adults across Tennessee with free advising, career counseling, and a personalized path to and through college. The TRCs' collective impact strategies engage higher education institutions, local government, local employers, community organizations, and adult learners alike. "Through launching the first three Tennessee Reconnect Communities, we have realized how crucial locally-based collaboratives are in achieving the Drive to 55," said Jessica Gib-son, assistant executive director at the Tennessee Higher Education Commission. "Our mis-

sion is to make these personalized advising services available to any adult Tennessean who wants to return to school to pursue a credential or degree." This initiative is based on The Graduate! Network's (TGN) proven model for improving outcomes for adult learners. TGN is a non-profit organization whose work is based on collective impact strategies and bringing together entities from different sectors to in-novate ways to increase college attainment among adults. The partnership between Tennessee and TGN provides the communities with training, guidance, support, and information to develop sustainable and locally-focused Drive to 55 efforts for adults. Each TRC grantee will adapt this service model to their local context, unique strengths, community partnerships, and collaborations. As seen with the current TRCs, this will result in a community-based effort of service delivery to adults that is unique to each community's needs and characteristics. "There has never been a better time for adults in Tennessee to complete a certificate or degree," said THEC Interim Executive Direc-tor Russ Deaton. "The Tennessee Reconnect Communities are one facet of programs that will provide adults the support they need to guide them through the process of returning to higher education." The most recent round of TRC grants was awarded to five regions across the state; grant amounts include start-up funds of $225,000 per community and include technical assistance provided through The Graduate! Network. Implementation will begin June 2016 and the community programs will launch in November 2016. The grants were awarded through a competitive application process. Dear Local Chamber Members and Obion County Citizens, As we transition into a new year, I would like to share with you a few roles our Chamber is striving to ac-complish for our local industry and business communities. Some of these include, collaborating with state organizations that aid in the expansion and growth of local businesses, assisting in workforce development programs, and acting as a liaison between the business community and local, state, and federal govern-ments. To help accomplish these roles, we recently hosted a Workforce Development breakfast where we introduced local industry and small business leaders to local contacts from our state organizations, pro-grams, and business service consultants. The sheer number of programs available can be overwhelm-ing, but they benefit both large and small businesses in our area. Some of the programs offered are: Re-cruitment and Training, Incumbent Worker Training Grants, Worker Opportunity Tax Credits, Growth, Sus-tainability, and Regulatory and Performance Solutions. Additional programs offer local contacts for Jobs4TN.gov, Lean Manufacturing & Six Sigma training, ISO 9001 & OSHA training, Tennessee Reconnect for adults wanting to go back to school, and Work Ethics Certification for Obion County High School students. When the chamber hosts these breakfasts and/or short meetings, we allow the presenters to introduce these services and programs so that the attendees can impact some of our local students, employers, job seekers, and current employees in Obion County. These programs help businesses succeed, grow, and cre-ate high quality jobs, develop a quality workforce system to meet the needs of area employers and job seekers, and help our state’s adults enter higher education to gain new skills and to advance in the work-place.
