THE NEW BRUNSWICK HOSPICE PALLIATIVE CARE ASSOCIATION - L'ASSOCIATION DE SOINS PALLIATIFS DU NOUVEAU-BRUNSWICK

MISSION STATEMENT ÊNONCÉ DE MISSION

The New Brunswick Hospice Palliative Care Association provides leadership to enhance quality end-of-life-care for individuals and families living with life threatening illnesses in New Brunswick, and works in collaboration with the Canadian Hospice Palliative Care Association and other provincial and national stakeholders to advance hospice palliative care in New Brunswick and in Canada.

L’Association des soins palliatifs du Nouveau-Brunswick assure un leadership afin d’améliorer la qualité des soins de fin de vie pour les personnes atteintes d’une maladie qui met leur vie en danger et pour leur famille. Elle travaille en collaboration avec l’Association canadienne de soins palliatifs et d’autres intervenants provinciaux et nationaux afin de faire avancer les soins palliatifs au Nouveau-Brunswick et au Canada.

Rinette Côté for receiving the Queen Elizabeth II Diamond Jubilee Medal for her contribution to palliative care

Sharon O’Brien for being awarded the George Wakeling Award from the Third Age Centre of St. Thomas University for her contribution to improving the quality of life for New Brunswick seniors

Dr. Pam Mansfield for being the media spokesperson for the new Do Not Attempt Resuscitation (DNAR) policy –

CBC Radio; Maritime Noon; National Post. Ann Nickerson for receiving a Fellowship to the

Canadian Society of Hospital Pharmacists for her practice- based research and leadership in affecting pharmacists’ practice across Canada

CANADIAN HOSPICE PALLIATIVE CARE ASSOCIATION (CHPCA)

ASSOCIATION CANADIENNE DE SOINS PALLIATIFS (ACSP)

The CHPCA is the national voice for Hospice Palliative Care in Canada. Advancing and advocating for quality end-of-life/hospice palliative care in Canada, its work includes public policy, public education, and awareness. Established in 1991, its volunteer Board of Directors is composed of hospice palliative care workers and volunteers from Canadian provinces and territories as well as members-at-large.

Get Involved – Stay Informed! Membership lends a collective voice to reinforce that all Canadians have the right of access to comprehensive and coordinated hospice palliative care services regardless of where they live. This belief is entrenched in both the New Brunswick Hospice Palliative Care Association (NBHPCA) and the Canadian Hospice Palliative Care Association (CHPCA). Joint membership with the CHPCA and the NBHPCA occurs with just one membership fee. Your membership will support both organizations in their quest to work together in achieving their individual and collective missions.

Registration in this education conference ensures you have a one year membership to both NBHPCA ($15) CHPCA ($20) =$35/yr

Expiry Date of Membership: In order to comply with CHPCA policy, and to be more fair to new members, the expiry date of memberships will be one year from the date of application rather than March 31st each year

This change was approved by the Board of Directors to ensure that members enjoy association privileges for a full year in their first year of membership

“GROUP” CATEGORY

“Group” Category: The establishment of a Group membership category at an annual fee of

$70.00 was approved by the Board at its December 4, 2012 meeting

This Group category will include associations who wish to be members of NBHPCA,e.g., NB Cancer Society.

Other provincial associations have increased revenue this way and found substantial benefit to advancing hospice and palliative care through partnerships with other associations

Group participation will give more power to our causes when presenting position statements.

New Deleted 6. Membership Note: At a meeting of the Board of Directors on December 4, 2012, the establishment of a Group membership category was approved. The purpose of this category is to allow health-related or other groups interested in the delivery of palliative care in the Province and to furthering of the Association’s objectives to become full members. 6.4 c) Group: Groups or organizations – members of the group or organization shall be entitled to attend any meeting of the Association, with one member designated to carry the vote of the organization at any general or annual meeting. A member of the group may hold any office in the Association. Note: It was recommended to the Board of Directors that because of geographical location, Zone 6 be divided into Zone 6A – Bathurst and 6B – Tracadie, Caraquet, and Lameque. This was approved by the Board on February 21, 2013, and it is recommended that Article 6.10 of the Constitution and Bylaws be amended as follows: 6.10 The Association shall be divided into zones as the Department of Health has designated with the exception of Zone 6 which shall be divided into Zone 6A (Bathurst and surrounding areas) and Zone 6B (Tracadie, Caraquet, and Lameque and surrounding areas). 9. Directors Note: There has been discussion at the Board level whether or not there is a need to delineate between primary and alternate zone representatives. At its meeting on February 21, 2013, the Board of Directors agreed that this was not necessary and to recommend that Article 9.1 b) of the Constitution and Bylaws be amended as follows: 9.1 Unless otherwise determined by general meeting, the Board of Directors shall be composed of: a) The Executive Committee, which includes the President, Past President, Vice President, Secretary and Treasurer. The offices of treasurer and secretary may be combined; b) There will be 2 representatives for each zone. the primary and the alternate. c) There will be 2 members at large.

HIGHLIGHTS Display Stands/Order of St. Lazarus Funding:

At an official presentation in Moncton on November 22, 2012, a cheque for $777.34 was presented to the Association to cover the cost of producing eight display stands.

This funding covered the cost of the stands, NBHPCA letterhead, and thank-you cards.

Seven of the eight stands have been distributed to the zones

Asked for suggestions on how to get material to the one remaining zone – Campbellton.

CHARITABLE STATUS Canada Revenue Agency letter dated

November 30, 2012, informing us that our charitable status application has not been approved based on the information provided.

We decided to go with option (a). Responded within 60 days and provided more information.

CHPCA drafted a letter to endorse the New Brunswick Hospice Palliative Care Association (NBHPCA) in their endeavour to obtain Charitable Status. April 2013.

MEDICAL ADVISORY COMMITTEE DEVELOPS POSITION STATEMENTS The Medical Advisory Committee has decided to

focus on two issues to develop position statements for the Provincial Committee:

Home Care Personal Care Aides certification and continuity. Dr Renée Turcotte (Zone 1A) has volunteered to take the lead on this

Nursing home palliative care protocol – help needed

Development of these position statements enhances the involvement of physicians and other interested groups in the work of the NBHPCA.

The MAC needs volunteers - MDs, nursing home RNs, Personal Care Aides - see Dr. Pam Mansfield.
