An Annual Report faithfully records the journey of 365 days ofan institution. The purpose of an annual report is to record,preserve and visualise the stories of success and achievements ofthe institution. A University does not stand alone. It is a socialinstitution. Therefore it has social responsibilities and it sincerelytries to carry those responsibilities transgressing all the barriersand hurdles. Krishna Kanta Handiqui State Open University isthe first and only Open University in the north-east. It has a hugelearner base and its educational programmes are well appreciatedfor their effectiveness and academic relevance. Our academicjourney clearly justifies our presence in the educational sector ofthe state. This university is pleased to accommodate theeducational aspirations of the marginalised and under privilegedsection of the society. It tries to present itself not as figures in thelandscape but shapes of it.

The year 2016-17 is crucial for the University. It is the time periodwhen the University honours stalwarts like Prof. Mrinal Miri, aprominent name in the country's educational scenario with KrishnaKanta Handiqui National Award, hosts Krishna Kanta HandiquiMemorial Lecture delivered by internally acclaimed film makerShri Budhadev Dasgupta. All the efforts result in strengtheningour capabilities, enriching our Open-ended approach towardsincessant inquisitiveness, etc., Education in the globalised worldhas to face various problems of multifarious insensitivity.Educational aspirations have attained complex dimensions. Wetherefore, have to keep ourselves abreast of all the happenings inour surroundings so that we can perceive and analyse changes.

Changes are crucial. They are our guiding spirits to devisenecessary plans and formulation of objectives in accordance withshifting priorities. They give us an idea of how things have moveddespite our ignorance and resistance. We need to take themseriously to enlighten our framework of analysis. KKHSOUstrongly believes in the idea of integration for creating ample space

of our diversified learner base so that changes maybe accommodated.

This is also the time when the University hasorganised the Second Convocation. Prof. RavindraKumar Vice Chancellor (i/c), IGNOU was theChief Guest. He presented the convocationaddress where he laid emphasis on the openlearning system as the foremost tool indemocratisation of education and urged thelearners to take pride as they are free to select theeducation they pursue. Prof. Kumar also printedout that with the revival of educational radio andbroadcast channels like Gyan Vani and Gyan

Darshan, there would be ample opportunities forcontent sharing and reaching out to learners.

All these indicate our areas of interest and concernsin order to strengthen our academic journey. Aneducational institution is led by certain goals and itencourages us to cross all the possible barrierswithin a specific time frame. This Annual Reportgives us a glimpse of our enlightened ventures toaddress issues of educational priorities within theframework of social commitment.

Executive Summary

The Krishna Kanta Handiqui State Open University, a leadinginstitution in the field of Distance Education in the state of Assamcontinues its journey towards expanding its horizon, extending educationbeyond barriers, reaching out to the unreached and making a differencein the lives of all sections of the society. The University continues in itsstrong commitment and untiring efforts at providing quality highereducation and lifelong learning to the deprived, as well as, denied sectionsof the state and the region. At present KKHSOU continues to functionfrom its Main Campus at Patgaon, Rani and simultaneously from theCity Office located at Housefed Complex, Dispur Last Gate, Guwahati.

The University offers 6 Bachelor Degree, 10 Master Degree, 6 PostGraduate Diploma, 9 Diploma and several Certificate programmestogether with the Bachelor Preparatory Programme (BPP) and Diplomain Elementary Education (D. El. Ed) programme. It requires specialmention that the University continues to provide free education to thejail inmates of the Central Jails, Guwahati, Abhayapuri and Jorhat, aswell as, District Jail, Mangaldai. Also, KKHSOU provides free educationto the differently-abled persons along with Self Learning Materials inBraille and audio formats for the visually impaired learners.

The year 2016-2017 is significantly marked by several importantevents and activities such as the academic activities, social initiatives,cultural activities, second Convocation and yearly held Krishna Kanta HandiquiMemorial Lecture. This year on the 11th Foundation Day, celebrated on 11December, 2016, the Krishna Kanta Handiqui National Award 2016 waspresented by the Hon’ble Chief Minister of Assam, Shri. Sarbananda Sonowalto Padma Bhushan Dr. Mrinal Miri for his wide contribution to the field ofeducation and literature, who had also served as the Director of Indian Instituteof Advanced Study, Vice Chancellor of NEHU, Shillong, Chancellor of RajivGandhi University, Arunachal Pradesh and as the Member of Rajya Sabha(2012-2016).

Notably, on the occasion of the 118th birth anniversary of the greatSanskrit scholar of Assam, Shri. Krishna Kanta Handiqui, the Krishna KantaHandiqui Memorial Lecture, 2016 was delivered by eminent filmmaker,Shri. Buddhadeb Dasgupta on the theme “Ärt and Experience onCelluloid”, highlighting the role of the artistic vision, nuances offilmmaking combined with his own personal experiences as a filmmaker.

To provide a brief overview of the internalactivities of the university, the Centre forInternal Quality Assurance (CIQA) of theUniversity is actively engaged in qualityenhancement, developing ICT, Learners’Support Systems (LSS) and ExaminationReforms to mention a few. In the area of theLearners’ Support Services which comprises arange of easily accessible learning facilities,the University continues to extend its servicesto the learners through the official Universitywebsite, University mobile web application, e-BIDYA, Open Access Journals Search Engine(OAJSE), Question-paper Repository,Community Radio Service (CRS) andMultimedia Production Unit (MPU) of theUniversity. The Central Library of KKHSOUcontinues to play its vital role in the collection,development and dissemination of academic,scientific and technical information to meet thepresent and the future needs of the University.Significantly, it may be mentioned that in acompetition (audio challenge), the CRS ofKKHSOU, was conferred the SpecialRecognition Award by CEMCA and NSDC.

As the Study Centers of KKHSOU actsas a bridge between the University and its

learners some of the new and interactive events. In the year 2016, a totalnumber of 26 institutions have been approved as Study Centers covering14 districts of Assam. As far as the Jail Study Centres are concerned, theUniversity has also set up 10 new centres across various jails of Assamand the counselling sessions are underway with a total of 24 learnersenrolled under programmes such as BA, MA, BCA, CCA and CSTCPM.With a view towards motivating the jail learner-inmates towards becomingreformed individuals of the society, the Brajen Barua MemorialDocumentary Festival has been organised by KKHSOU in various Jails acrossthe state in collaboration with the Assam Prison Head Quarters.

In the academic session that begins in the month of July 2016, atotal number of 31,941 learners were enrolled in the first semester ofvarious programmes offered by the university and as per the declaredresults of final semester for various Master Degree Programmes, PostGraduate Diploma, Diploma and Certificate programmes, the passpercentage indicates an improvement in the overall academic performanceand success rate of the distance learners of KKHSOU.

Thus, the University continues to march ahead with both its strongvision and mission, striving towards excellence in the field of DistanceEducation while also maintaining its commitment to the larger socialresponsibilities.

The University is functioning from its permanent campus at Patgaon, Rani Gate, Guwahati.The city office of the university is located at Housefed Complex, Last Gate, Dispur, Guwahati andis functioning from four blocks encompassing Administrative, Examination and two Academicblocks.

The Jorhat Regional Centre (JRC), underKKHSOU was established on 1st December, 2013. It wasestablished to assist the Study Centres of Five UpperAssam Districts namely- Golaghat, Jorhat, Sibasagar,Dibrugarh and Tinsukia. At present, there are 67 (SixtySeven) Study Centres under JRC. The main functionsand responsibilities of the JRC as notified by theUniversity vide Notification No. KKHSOU/ RegionalCentre/21/2012/43/dated 24-06-2014 are classified underthe following heads: Assistance to Learners, Assistanceto Study Centres, Assistance to University andMonitoring Functioning of Study Centres.Besides the above mentioned responsibilities, the JRCStaff has successfully accomplished the responsibilitiesof various Examinations’ Evaluation Zones (from BPPto Degree 6th Semester).

The University has two in-built study centres locatedat Rani campus and Housefed complex. The two studycentres initiated by KKHSOU at Rani and HousefedComplex are offering certain academic programmes inthe areas of Computer Science, Library Science andManagement.

KKHSOU ICT Enabled Programmes

KKHSOU ICT Enabled Programmes waslaunched on 22nd January 2015. The idea behindthe ICT Programmes was to present the existingODL system with an enhanced approachleveraging the strengths of ICT to enable betterlearning objectives in the quality of educationimparted to the learners and keeping abreastof the times.

KKHSOU ICT Enabled Programmescontinued to accept admissions in 6professional programmes. ICT EnabledProgrammes continued its services to itsexisting students enrolled during last 2 sessions,while welcoming 181 new learners on boardin the year 2016-17 :a) Master of Business Administration (MBA)b) Master of Computer Application (MCA)c) Master of Science- IT (MSc-IT)d) PGD in Human Resource Management

LEARNERS' SUPPORT SERVICESLearners' Support Services (LSS) constitute the most important component of the Open and Distance

Learning system. The University provides self-learning print materials, audio-video programmes andcounselling sessions to the learners along with Information and Communication Technology (ICT) basedlearner support services. The university also provides audio CDs to visually impaired learners.

The following are the ICT based support services provided to the learners-

1. KKHSOU Website: KKHSOU has developed a full-fledged website (www.kkhsou.in) with a view toproviding all necessary information regarding theUniversity. The Website is also equipped with the socialnetworking site like Facebook (http://facebook.com/kkhsoucitycentre) to interact with the learners, facultymembers and other people. The website also includesthe customised study centre search facility based ondistrict or academic programme. The website alsosupports a facility for learners where learners cansubscribe for university related news.

2. KKHSOU Mobile Web Application: KKHSOUMobile application has been launched for androiddevices, which can be downloaded from Google PlayStore. The same application can also be used for non-android devices. The application provides students anaccess to the university portal using mobile phones.

3. Web and Audio Lectures:Video classes and academicdiscussions are produced and uploaded at You Tubeand University’s website.

4. e-BIDYA: An e-learning portal by the name of e-BIDYA has been launched. It is a digital repositorywhere the study materials are uploaded for the benefitof the learners. All the study materials of theprogrammes (including BPP, Degree, Diploma, MasterDegree, Certificate course, etc) can be accessed in thisweb-portal.

5. Community Radio Service: The Community Radio, mainly being a platform for the communityfor taking up community issues, is also an important platform for the broadcast of educationalprogrammes which include debates, discussions, and talk shows.The programmes that are continuously prepared by the Section are given below-

The educational programme EKLAVYA is broadcasted by All India Radio (AIR) everySaturday and Sunday from 8 p.m. to 8:30 p.m.

Live Phone- in programme on every Thursday by AIR from 9: 15 a.m. to 10:15 a.m. Live Phone- in programme on every 4th Saturday by AIR from 11:30 a.m. to 12 p.m. Every Sunday there is an interactive phone-in programme from 4.30 PM to 5.00 PM

6. Open Access Journals Search Engine (OAJSE): The OAJSE (www.oajse.com) can beused to browse and search 4,775 Open Access Journals from rest of the world excludingIndia, 532 journals from India, and 32 Indian Open Access Institutional Repositories. Itprovides all essential details about Central Library, KKHSOU including access to electroniclibrary, Online Public Access Catalogues (OPAC), and subscribed journals and databases.It also provides email alert service (current awareness sevice) to the learners and is linkedwith major social networks including Facebook and Twitter.

7. Question Paper Repository: A question paper repository has been developed for allprogrammes offered by the university. The repository includes past examination questions(updated where relevant), and also exam style and standard questions to support and preparestudents for their exams.

Multimedia Production Unit

The Multimedia Production Unit (MPU)performs various activities by amalgamatingdifferent forms of media in teaching-learningprocess. In the age of information technology,learners look for more innovative ways to learnrather than relying on the conventional modesof education. Open and distance learning beinga flexible mode of education should try toremove the gap existing between teachers andthe learners. As such, new modes of educationaltechnology like the audio and audio visualmaterials can suffice this requirement. Thelearners can either listen to audio or view theaudio visual programmes for their betterunderstanding. The MPU of the Universityproduces academic programmes in audio aswell as audio-visual format.

It also produces a weekly educational

audio programme named as ‘Ekalavya’ whichis broadcast by All India Radio, Guwahati andDibrugarh simultaneously on every Saturday from8 pm - 8.30 pm. This is one of the most popularprogrammes where the listeners provide us theirfeedback. The Unit also produces audio learningmaterials for the visually impaired learners of theUniversity.

Ekalavya, an academic programmeproduced by the multimedia unit of KKHSOUwitnessed interviews and experience sharingof some eminent and renowned personalitiesof the state. Apart from Ekalavya programmes, the Unitproduces different programmes for the learners,as well as, regular listeners. Some of the initiativesof the unit are as follows:a) Audio programmes: The unit also

produces different academic programmesin accordance with the University’scurriculum for the benefit of the learners.Faculties from the University, as well as,different institutions participate in theprogramme to talk about a particularsubject. These programmes are mostly intalk or discussion format. More than 800audio programmes have been produced tilldate and are available at the unit and the

University’s website.b) Video programmes: In accordance with the

audio programmes, a number ofprogrammes are produced in video format.Noted academicians, journalists, faculties,social workers, researchers, writers, filmmakers etc. have come to the studio anddiscussed on various socially relevanttopics. These programmes are recorded,edited, and finally produced by the MPU.There are more than 300 such videoprogrammes some of which are uploadedin YouTube and are also available in theUniversity’s website. All the audio andvideo programmes are also produced inCDs and DVDs and provided to the studycentres. Some of the memorable eventsarchived are–KKHSOU has been striving to preserve theculture, tradition and ethnic values ofdifferent groups of the state. It has alreadytried to document some of them likeOjapali, Deodhani, Nangeli Geet andDhepa Dhol from Darrang; Doul Utsavfrom Barpeta Satra and terracotta artifactsfrom Gauripur in Dhubri district. In yetanother endeavour, the MultimediaProduction Centre of KKHSOU undertooka visit to Sattra Nagari Majuli in anattempt to capture the popular and wellknown festival of Raas which is celebratedin a most unique and colourful way.

Under the supervision of Dr. ArupjyotiChoudhury, a team of two memberscomprising Shri. Hemprokash Mout andShri Bitu Das visited Majuli. They visiteddifferent sattras namely Gormur,Kamalabari, Samuguri, Auniati and otherrelevant places like Kamalabari MilanSangha, etc. The team videographed theRaas festival in different sattras andconducted several interviews withdifferent Sattradhikars of the Sattras.Significantly, the team also conducted an

interview with the famous mask sculptor ofAssam, Shri. Hemchandra Goswami.

c) Audio CDs for visually impaired learners:There are about 30 visually impairedlearners who are pursuing their higherstudies in KKHSOU. The learners facegreat difficulties in accessing thetraditional modes of learning unlike otherlearners. As such, the University has comeup with the decision to provide the learnerswith audio CDs to overcome theirdifficulties in learning. Now such learnersare continuing their studies and are contentwith this initiative of the University.Faculties of concerned subjects read outthe text with necessary explanations forbetter understanding of the learners. It issignificant that few learners havecompleted their graduation and nowpursuing their post graduationprogrammes by learning from the audioCDs provided by the MPU of theUniversity.

Radio Phone-in Programme

It is an innovative learner support serviceprovided by the University for the betterunderstanding of the issues related to its smoothfunctioning of the University through its StudyCentres.The main objective of the phone-inprogramme has been to answer the queries ofthe distant learners as well as the general publicwith regard to the University’s activities andprogrammes. UNIVERSITY ACTIVITIES

Krishna Kanta Handiqui Memorial Lecture

In keeping with its social responsibility towards the graduallydisappearing art of filmmaking, the University was greatlyprivileged to invite one of the brightest minds in the world ofcinema for the K.K Handiqui Memorial Lecture, 2016 on20 July at the ITA, Machkhowa, Guwahati. The Hon’bleVice Chancellor, Dr. Hitesh Deka opined that a film was areflection of a community andits larger society and not merelymass entertainment and therefore, it was necessary to bothencourage and examine the reception of Indian filmmakingso that it does attain a worldwide reception. The theme ofthe lecture was “Art and Experience on Celluloid”. In histhought provoking lecture Shri. Buddhadeb Dasguptahighlighted the role of artistic vision, the subtle nuances offilmmaking, his personal experiences and most of all hispassion for cinema.

Workshop on Anger Management

The University organised aworkshop on“Understanding andManaging Anger” atSudmerson Hall, CottonCollege, Guwahati on 23 and24 July, 2016. Notedfilmmaker and columnist Smt.Vandana Kohli conductedthe workshop. She laidemphasis on the importanceof anger and stressmanagement both at the workplace and in personal life. All the staff and employees of the universityactively participated in the workshop and were greatly benefitted.

Workshop on Counselling the Counsellors

A Workshop titled “Counselling the Counsellors” wasorganised on 31July 2016 at Sudmersen Hall, Cotton College,Guwahati. The resource person for the Workshop was ProfessorCRK Murthy from IGNOU. The workshop was attended bythe counsellors of the study centres of KKHSOU. The districtsincluded in the firstphase of thec o n d u c t e dworkshop were-

Darrang, Barpeta, Nalbari, Udalguri and Kamrup (Rural andMetro). It began with the welcome address by the Hon’bleVice Chancellor, Dr. Hitesh Deka. The workshop laidemphasis on the training of the counsellors in teaching methodsand classroom practices for the learners and effectivemeasures to be taken for evaluation and assessment of theAssignments. Professor Daisy Borah Talukdar from the Department of Teacher Education, KKHSOUand Professor Nripendra Narayan Sarma from the Department of Management, KKHSOU sharedtheir valuable insights with the participants.

Inauguration of Model Village and Health Camp by KKHSOU

The University under its “Mother Teresa Social WelfareMission”, adopted two remote backward tribal villages ofRani Block, namely, Hanapara and Dakhin Bholagaon withthe aim of developing them as model villages in the courseof time. Emphasising the role of the educational institutionstowards the welfare of the society, the Vice Chancellor,Dr. Hitesh Deka inaugurated the village adoptionprogramme in Hanapara villageon 7 August 2016. Theinaugural programme was followed by a free Health Campsupported by a team of doctors from Gauhati MedicalCollege. The health camp received an overwhelmingresponse by the village folks. The health check up wasfollowed by distribution of medicines to the members ofabout 45 families living in the village. In a humble effort toencourage students to attend schools, the universitydistributed free school bags among the students of pre-primary and primary schools.

It is often seen that the development schemes of the government do not reach such tribal andremote villages which is why the University as a social institution has come forward to undertakeefforts in this regard. The village adoption scheme of the University would include activities such asgenerating awareness about various government schemes and facilitating proper utilisation of the

developmental schemes provided by the government.

Flood Relief Camp Organised by KKHSOU

An initiative was undertaken by KKHSOU under the “Mother Teresa Social Welfare Mission”in organising a flood relief camp on 9 August 2016 at Lengerabari village of Morigaon district ofAssam. Accordingly, a team comprising both academic and non-academic staff members of KKHSOUvisited the village and distributed flood relief materials and essentials like rice, pulses, oil, salt, infantfood, mosquito nets and medicines among around three hundred families affected by the flood.

Preserving the Works of Music MaestroShri Ramen Barua

The University has undertaken the initiative to preservethe songs of the music maestro of Assamese cinema andtheatre, Shri. Ramen Barua. This was officially announced inan event organised by the University at Press Club on 26August, 2016. The meeting was presided over by the ViceChancellor of the University, Dr. Hitesh Deka. He said thatas part of its effort to preserve the culture of the state, KKHSOU has taken up the social responsibilityof preserving the old Assamese songs along with their musical notations and tunes in digital mode sothat they would be preserved with the passage of time. The archived works of Shri. Ramen Barua isthe maiden effort by the University in this respect. The occasion was marked by the presence ofdistinguished guests including Shri. Jyoti Prakash Das, Ms. Pahari Das, Shri. Ramen Das, Shri. KulaBarua, Ms. Malabika Bora among others.

Inauguration of University’s Journal and Celebration of Teachers’ DayThe first issue of the journal of KKHSOU titled, Journal of Open Learning and Research

Communication was (JOLRC) was inaugurated by the Vice Chancellor Dr. Hitesh Deka on 5September 2016 at the City Office at the Housefed Complexin the presence of the key officials and the faculty membersof the university. The journal is inter-disciplinary in natureand shall be published annually. However, research in thefield of Open and Distance Learning will be given emphasisas is evident from the name of the journal while alsoencouraging researchers to present their new researchfindings. Celebrating Teachers’ Day, the Vice Chancellor Dr.Hitesh Deka and the Dean Academic, Dr. ArupjyotiChoudhury shared their memorable experiences as teachersalong with other senior faculty members of the university who

shared their views and experiences to mark the celebration of Teacher’s Day.

Bhupen Hazarika’s Birth AnniversaryThe University paid rich tribute to the music

legend of Assam, Dr. Bhupen Hazarika on 8September 2016 on the occasion of his 90 BirthAnniversary. The Bhupen Hazarika School ofMass Communication of the University organiseda small event at the University’s city campus tocommemorate the contributions of the musicmaestro. Dr. Hitesh Deka, Vice Chancellor of theUniversity stressed on the various contributions ofDr. Hazarika in multiple spheres for the welfare of the larger society. He also emphasised on the fact thatthe new generations should embrace and try to follow the teachings and philosophy propounded by thelegend.

Dr. Arupjyoti Choudhury, Dean Academic and Registrar (i/c) also shared his personalexperiences with Dr. Hazarika. All the faculty members and other staff members of KKHSOU citycampus along with the staff members of radio Jnan Taranga were present on the occasion.

Talk on Potential Use of Herbs in the Management of Diabetes Mellitus

Professor Bishnu Prasad Sarma, Department of Kaya Chikitsa, Government Ayurvedic College,Guwahati, delivered a talk on the “Potentiality of Indigenous Herbs in the Management of DiabetesMellitus” at the Conference Hall of KKHSOU at Head Office, Rani on 4 November 2016. ProfessorSarma had also delivered a similar talk on “Potential Use of Herbs in the Management of Disease” on 25November, 2016 at the city office of the University at Housefed Complex.

In his speech, Professor Bishnu Prasad Sarma identified some indigenous herbs which havebeen used in the management of Diabetes Mellitus in recent years after the medicinal value of theherbs were substantiated by strong research findings. The advancement in Ayurvedic studies andrecent research activities in this field has yielded interesting results. As a result, more and morepeople of North East India, have begun to realise the richness and medicinal value of our homegrown fruits, vegetables, herbs and spices. This becomes all the more pertinent, given the fact, thatthe region is a bio-diversity hotspot of the world. In his concluding remarks, Professor Sarma laidstress on healthy living and adopting positive food habits accompanied by some physical activitiesor physical exercises so that we do not fall prey to diseases like diabetes.

Swachh Bharat Pakhwada

Swachh Bharat Pakhwada– a massive mass movement of Government of India to create a cleanIndia, was organised by the University on 6November, 2016 both at the Head Office of the Universityat the Headquarters, Rani and the City Office, Housefed Complex, Dispur. The Dean Academic andRegistrar (i/c) Dr. Arupjyoti Choudhury, the Finance Officer Shri Bishnu Chakraborty initiated thecleanliness drive. All the employees of the University, both academic and non-academic, activelyparticipated in the cleanliness drive at both the campuses and made the event a successful one.

Jnan Taranga Celebrates Completion of Six Years of Community Broadcasting

Community Radio Station (CRS), Jnan Taranga celebrated its completion of six years of communitybroadcasting on 20 November, 2016. To mark the occasion, an event was organised at the Audio-visualstudio of the city campus of the University. A good number of regular listeners from the community alongwith the university staff members were present on the occasion. The event began with the lighting of lampby the Station Manager and Station Director (i/c) of the community radio station, Dr. Arupjyoti Choudhury.

Md. Sarifuz Zaman, senior radio programme producer of Jnan Taranga was felicitated for his sincerecontribution and dedication towards producing the longest running Live outdoor programme titled ‘AmarKobologia Ekashar’ with the community people. Chinmoy Kalita, a 10 year old school-going child wasalso felicitated for his contribution as a radio anchor and field reporter of the children programme titledSishu Tirtha.

Ms. Reetu Gogoi, radio programme producer of Jnan Taranga was also felicitated as she has recentlybrought accolades to the station by winning the ‘Laadli Media and Advertising Award 2016’. BikashBordoloi and Ms. Jugasmita Sarmah were also felicitated for winning the special recognition award at theCommunity Radio Challenge organised by National Skill Development Corporation (NSDC) and CEMCAfor presenting the best skilling story of the community.

Inter-study Centre Music Competition

KKHSOU organised an inter-study centre music competition among the learners of different studycentres of the University on December 4, 2016. This was in keeping with the decision of the University toorganise such an event every year with the aim promoting a peer culture among the learners while givingthem a platform to showcase their talent. Such fruitful occasions of interaction promote feelings of solidarityand cooperation among the learners. At the same time, it also gives the University the opportunity tocelebrate the creations of some great cultural icons of the state.

Accordingly, the theme chosen for the music competition this year constituted the memorable songsof Shri Bishnu Prasad Rabha. A total of 27 learners from different study centres of the University participatedin the competition and exhibited their musical talents. The panel of judges comprised three acclaimedmusicians of the state namely Shri Ramen Baruah, Shri Ramen Choudhury and Shri Kula Baruah.

Krishna Kanta Handiqui NationalAward

Celebrating the Eleventh Foundation Day ofKKHSOU on the 11 December 2016, this year,the Krishna Kanta Handiqui National Award, 2016was presented to eminent philosopher and educator,Dr. Mrinal Miri. Through his long career, Dr. Mirihad served as the Director of Indian Institute ofAdvanced Study, Vice Chancellor of NEHU,Shillong, Chancellor of Rajiv Gandhi University,Arunachal Pradesh and as the Member of Rajya

Sabha (2012-2016) and is also the recipient of Padma Bhushan for his wide contribution in the field ofeducation and literature.

The occasion was marked by the ceremony of lighting of lamps and the singing of the UniversityAnthem in the gracious presence of a host of dignitaries. The welcome speech was forwarded by DrHitesh Deka, Vice Chancellor KKHSOU and followed by the speech of the Hon’ble Guest-of-Honour,Chief Minister of Assam, Shri. Sarbananda Sonowal. During the award ceremony, the Hon’ble ChiefMinister presented the ‘Krishna Kanta Handiqui National Award, 2016’ to Dr. Mrinal Miri who deliveredhis invigorating speech in the presence of the august gathering.

Second Convocation of the University

The second convocation of KKHSOU was held on 5 February, 2017. The Vice Chancellorreceived the Chief Guest of the occasion, Professor Ravindra Kumar, Vice Chancellor (in-charge) ofIGNOU. Followed by an academic presentation, the Vice Chancellor, Dr. Hitesh Deka declared theconvocation open and delivered his welcome address.

In his address, Dr. Deka expressed ardent desires of the university to produce learners whounderstand its vision and are able to contribute substantially to regional and transnational changes.He added that the University has laid emphasis on less privileged and marginalized sections of thesociety and has aimed to bring these strata of the society within the educational ambit thereby, ensuringthem to exercise and enjoy their rights as citizensof the country. The Registrar presented theawardees of Gold Medals for the years 2014,2015 and 2016 for the programmes BA, BCom,BCA, BMC, BBA, Best PG and Certificates tothe senior most learners (Male and Femalepassed out in the last three years) and jail inmates.In the convocation, the university conferreddegree on 34,928 learners of which 32,236 aregraduates and 2678 are post graduates. Theuniversity conferred the degree of Ph.D. on nine(9) of its research scholars.

The Chief Guest of the event, Professor Ravindra Kumar then presented the ConvocationAddress. He said that Open learning system is the foremost tool in democratisation of educationand the learners should take pride that they are free to select the education they pursue. Prof.Kumar added that with the revival of educational radio and broadcast channels, Gyan Vani andGyan Darshan; there will be enough scope in terms of content sharing and reaching out to learners.He also mentioned that IGNOU has planned to assist the open learning system in other states ofthe country.

Friendly Football Match

A friendly football matchwas held between the KKHSOUFootball team ‘Vice-Chancellor’sEleven’ and Gauhati UniversityFootball team ‘Vice-Chancellor’sEleven’ on January 3, 2017 atGauhati University SportsComplex. The responses from alllevel were praiseworthy. Most ofthe male employees of both theUniversities took active part in

the match as players, organisers or as audience. The Hon’ble Vice- Chancellor, KKHSOU himself tookpart as a player which inspired KKHSOU players to a great extent and ultimately they won the game by2-1. G.U. players also exhibited their formidable skill. The kind presence of the Hon’ble V.C., G.U. alsograced the occasion. However, it was a matter of great pleasure that the match was inaugurated by GilbertsonChangma – the living legend of Assam football.

International Women’s DayOn March 8, 2017, KKHSOU celebrated the International Women’s Day by organising a day long

programme at the University Headquarters. A talk was organised during the first half of the day and invitedspeaker invited on the occasion was Smt. Polly Vauquiline, Associate Professor, in the Centre for Women’sStudies, Gauhati University. The talk was titled “Gender and Climate Change” and she spoke at length, onthe impact of environment particularly on women and the vulnerability to which they are often exposed.

The talk was attended by all the faculty members along with the administrative staff of the University.Another highlight of the programme was the inauguration of the wall magazine that comprised the articles,poems written by the University staff. In the second half of the day, a documentary show was held in whichthe faculties had the opportunity to watch a few documentaries centred on Women Issues which wereprovided by the Gauhati Cine Club Society.

Vice Chancellor of KKHSOU Attends theInternational Council for Open and DistanceEducation (ICDE) 2016 Presidents’ Summitheld at Sydney, Australia

The Hon’ble Vice Chancellor of KKHSOU, Dr. HiteshDeka attended the International Council for Open andDistance Education (ICDE) 2016 Presidents’ Summit heldat Sydney, Australia from November 20-23, 2016. Thetheme of the summit was “The New Era of Leadership andQuality: The Business of Online, Open and Flexible Learning2020.” The Summit was hosted by the Charles SturtUniversity. The ICDE Presidents’ Summit focused on newtrends in executive leadership, changing paradigms, andinnovative approaches for distributed leadership andmanagement practice in the realm of open and distanceeducation. The summit deliberated on bringing together qualityand accessible higher education in sync with sound businessand partnership practices.

Dr. Prasenjit Das, Assistant Professor in the Department of English; Dr. KantaChakravarty, Assistant Registrar, and Shri. Binod Deka, Systems Analyst participatedin two training workshops—“Designing and Managing ODL Programmes”, and“Designing and Delivering Online Courses Including MOOCs” held at WawasanOpen University, Penang, Malaysia from 3 to 4 December and 5 to 7 December,2016 respectively. This training workshop addressed various issues relating toplanning, developing, delivering and managing online courses in the context of highereducation institutions mostly in the developing countries.

As more and more institutions and individuals are interested in offering onlinedistance education programmes, it is of paramount importance for the educationistsand teachers to acquire sufficient knowledge and skills required to offer such courses.In these workshops, sufficient basic inputs were provided to the participants tohave the understanding of the pedagogical principles and issues involved in designingan online course including MOOCs. The workshops also looked into ideas ofdesigning online courses/MOOCs, strategies for providing ‘online facilitations’,understanding the basic issues concerning OER, adopting OER to design onlinecourses, platforms available to offer online courses, product evaluation of onlinecourses, evaluation strategies, role of ODL institutions in developing and deliveringMOOCs including time frame and strategies to monitor the implementation andso on.

COLLABORATIONS

Collaboration with UNICEF:

Krishna Kanta Handiqui State Open University, Guwahati in collaboration with UNICEFhas undertaken a project entitled, ‘Experiments in Adolescents Participation’ w.e.f 16March, 2016 for a period of nine and a half months. The project is mainly intended toengage the adolescents of the state of Assam. KKSHOU has taken up the leadership ofengaging adolescent issues through select CBOs in Assam- Kasturba Gandhi NationalMemorial Trust (KGNMT) and Sadou Asom Moina Parijat (SAMP). The threecomponents (reporting, street theatre and radio) will be brought under one umbrellaand the initiative will be conducted by the Mass Communication Department ofKKHSOU in partnership with UNICEF, Assam.

As a part of the project, a workshop was organised by the University in collaborationwith UNICEF Assam on ‘Module Development and Capacity Building for Adolescentsin Radio’ on 29 -30 March, 2016. The University has also been entrusted with the majorresponsibility of producing a radio programme per month for a period of nine and ahalf months w.e.f April, 2016. A total of 18 meetings were held over a period of threemonths (6 meetings per month) with the adolescents, experts of the Community Radiostation of KKHSOU and district facilitators of SAMP & KGNMT. The radio programmeswere collectively known as ‘Puhoror Baat’ each dealing with a significant issueconcerning adolescents. Some of the issues dealt with were child labour, drug abuse,saving girl child, RTE, hand washing, hygiene and sanitation etc.

Collaboration with NCSTC, Department of Science and Technology, Govt. ofIndia

Jnan Taranga has collaborated with National Council for Science and TechnologyCommunication, Department of Science and Technology, Government of India to do abase line study followed by capacity building and content creation for the project RadioMathematics for the year 2017. The baseline study workshop started on 6 March 2017at City Campus, KKHSOU. Ms. Shalini Raghaviah, resource person of DST visitedJnan Taranga and trained the participants which included community people, studentsand few radio staff members. The baseline study of 1100 tribal women within thecoverage area of Jnan Taranga was successfully completed on 9 March followed bycompletion of online data entry by 10 March, 2017. An Advisory Committee meetingwas held on 14 March 2017 which comprised of DST nominee and well knownDoordarshan personality, Mr. Abhijit Das Gupta, Mr. Sanket Mahajan from Media forCommunity Foundation, Dr. Aarti Bhattacharya, Former Academic Officer SEBA, Mr.Atanu Bhattacharya, Executive Editor, Satsori, two community members namely Dr.Dipali Oja, Former Principal of Beltola College and Mrs. Bharati Deka, Member ofRadio Advisory Committee along with Harekrishna Deka, Academic Consultant,Mathematics, KKHSOU, Dr.Dibyajyoti Mahanta, Dean Study Centre and ProjectInvestigator and Ms. Gitali Kakati, Project Coordinator of the project. The meeting

provided suggestions for the content generation and production of radio programmes onMathematics.

The meeting was followed by a content generation workshop on production ofRadio Mathematics programmes from 14 March to 19 March 2017. Ms. Srabani Rayfrom Jadavpur University visited the radio station and trained the participants for thesesix days. By the end of the workshop, ten radio programmes were developed from theparticipants that will be broadcast after formal launch of the project.

A new project on Disaster Management has been provided to Radio Jnan Tarangaby Assam State Disaster Management Authority in collaboration with ARMT. Underthis project ten radio programmes will be produced on different disasters after properresearch and focus group discussions held with the community people. Presently theproject is on pre-production stage.

Another ongoing project of Jnan Taranga CRS is from Commonwealth EducationalMedia Centre for Asia (CEMCA) on skill development of the youths. The baselinesurvey of 700 youths has been completed so far.

Research and Development is an important dimension of a University’s academic pursuits. An academicorganisation remains incomplete in the absence of proper research activities. Keeping this in mind, theUniversity has set up a research wing dedicated itself to social science research with special emphasis onarea studies. The Institute has been named after great scholar Dr. Banikanta Kakati as Banikanta KakatiResearch Institute (BKRI).

The Institute has started functioning with the joining of Dr. Abu Nasar Saied Ahmed, formerly a Professorof Political Science at Dibrugarh University, Visiting Professor at the IIT Guwahati, Dean, School of SocialSciences at the University of Science and Technology Meghalaya, and currently Director Research at theCentre for Development and Peace Studies, Guwahati, as its Honorary Director.

COMMUNITY RADIO STATION

With the motto of providing voice to thevoiceless, KKHSOU launched the CommunityRadio Station christened as Jnan Taranga. JnanTaranga (90.4 FM), the Community RadioStation, broadcasts for 24 hours regularly. Thebroadcast schedule consists of 9 hours livewhich starts from 9am till 2pm. The livetransmission consists of programmes on health,environment, and life of great persons alongwith birthday wishes, recipes and beauty tips.Educational broadcast is for one hour i.e from 1pmto 2 pm. Next live transmission starts from 2 pmto 6 pm. Programmes include voices of thecommunity, their issues, culture, education,entertainment and one of the most popularprogramme ‘Monor Khabor’- a regular livePhone-in programme on different social issues ofthe community. The listeners make calls to thestation and provide their views and opinions onthe issues.

Jnan Taranga has been trying to reach outto different sections of the society so that everyonegets an opportunity to provide his/her opinion. Assuch, the community radio service has beenbroadcasting programmes for woman, children,senior citizens, tribal and ethnic groups, youth andmarginalised people. There are differentprogrammes on health, environment, culture,education and entertainment. Differentprogramming formats like radio drama, talk,discussion, story-telling, vox pop, noveltranscription, radio magazine, radio quiz andphone-in have been used to deliver positivemessages to the community.

Jnan Taranga has been conferred SpecialRecognition Award by CEMCA-NSDC for acompetition (audio challenge) titled MeriPrerna-Mera Hunar organised by National Skill

Development Corporation and CommonwealthEducational Media Centre for Asia.

Jnan Taranga celebrated completion of itssixth year of broadcast on 20 th November,2016. Radio staff, community people, regularlisteners and well wishers all visited the radiopremises on the event and celebrated it bysinging songs, expressing their experiences andaspirations being a part of the radio station.Mr.Sarifuz Zaman was felicitated for producingthe popular and longest running Live programmetitled ‘Amar Kobologia Ekashar’, a weeklyprogramme on environment conservation.Chinmoy Kalita, child reporter/producer of JnanTaranga was also felicitated for producing thechildren programme ”Sishu Tirtha” He is theanchor, as well as, child reporter of theprogramme who takes interviews and conductdiscussions among children of different schools.Ms. Reetu Gogoi, producer of the programmesAngana and Sasthya Charcha was alsofelicitated for bringing accolades to the stationby winning Laadli Media and AdvertisingAward. Mr. Bikash Bordoloi and Ms. JugasmitaSarma were also felicitated for producing theprogramme that won the Special Recognitionaward by CEMCA-NSDC.

In Preserving Retkinong Aalun (FolkSong of Karbi)

Since its inception, Community RadioStation (CRS) Jnan Taranga has constantly beeninvolved in working towards the overallcommunity development. In an effort toshowcase different ethnic groups of the state, aradio team led by senior programme producer,Shri. Manoj Kumar Deka had visited a villageknown as ‘Rewa Maheswar’ situated nearSonapur. A teacher by profession and also anauthor of Rewa Maheswar, Shri. Rajendra

Tumung has extensively studied and analysed theJhum cultivation songs sung by the Karbis. TheKarbi people refer to the folk songs they oncesang prior to the cultivation of Jhum as‘Retkinong Aalun’ which today are almost onthe verge of extinction. Moreover, with thediscontinuation of Jhum cultivation, these songsare nowhere to be heard.

The new generations have either notheard these songs or are not much keentowards performing or preserving these folk

songs. The radio team has been successful inrecording many of these songs which has beensung by a local artist named Lohit Ranghang.Shri. Tumung has also provided explanationsof the songs sung by him. In its own way, CRSJnan Taranga has attempted to preserve thesefolk songs that contain the treasures ofcommon beliefs, local culture and age oldtraditions of the Karbi people which shallenable the newer generations to learn andpursue further research in this area.

SPECIAL ACTIVITIES

Free Education to Jail InmatesKKHSOU owes some social responsibility of providing education to certain deprived

sections of the society. In conformity with its motto “Education Beyond Barriers”, theUniversity established its Study Centre inside the Central Jail Guwahati, Jorhat and Abhayapuriand District Jail Mangaldoi.

The University provides education to differently abled persons absolutely free of cost.The visually impaired learners are provided SLMs both in Braille and audio forms.

Jail Study Centres

In the present era of globalisation, an educational institution such as the University shouldnot be confined to the mere circle of imparting education in a common way. Rather, it should be theduty on the part of the University to make contribution to the greater interest of the society invarious ways. Accordingly the University had decided to set-up its study centres at different jails ofthe state, aiming towards intellectual development of the jail learner-inmates. The first study centrewas established at the Guwahati Central Jail and followed by two other jails at Jorhat and Abhayapuri.

In the year 2016-2017, the University decided to start 10 more new study centres in various jails ofAssam and accordingly, the study centres have been set-up at Dibrugarh, Jorhat, Silchar, Tezpur andNagaon Central Jails; Sibsagar, Barpeta, Goalpara, Dhubri and Mangaldoi District Jails. Several inmatelearners have enrolled themselves in the BPP, Bachelor Degree and Post Graduate programmes of the

University. The counselling sessions are underway in all the jail Study Centres of KKHSOU. During2016-17 sessions, a total of 24 learners were enrolled under programmes like MA, BA, BCA, CCA,CSTCPM.

With a view towards inspiring the jail learner-inmates, the University had arranged the “BrajenBarua Memory Documentary Festival” in various jails throughout the state. In the first phase ofthis documentary festival, the Central Jails of Dibrugarh,Jorhat and Guwahati together with the DistrictJails of Golaghat and Mangaldoi were covered with active support from Prisons Headquarters Assam,Guwahati. Renowned film-maker Shri Jahnu Barua had been closely associated with the festival and heinteracted with the jail learner-inmates during the festival. Five documentary films selected by him wereshown with an aim of inspiring them to be better individuals in the society. Renowned Psychologist Dr.Sangeeta Goswami had interacted with the inmates of Guwahati Central jail and Mangaldoi District jailand had also conducted counselling sessions with them.

Handiqui State Open University plays a vital rolein the collection, development and disseminationof academic, scientific and technical informationto meet the present and future needs of theUniversity.

Central Library, KKHSOU is located at theRani Campus, Guwahati. The library remains openfrom 10.00 am to 5.00 pm in all working days.The library is consisting of nearly 18000 printbooks on various disciplines. Apart from the printresources, a good number of electronic resourcescomprising e-journals, online databases, gatewayportal to e-journals are made accessible to thepatrons within the University campus.

The library is fully computerised with an ILS(integrated library system) and also equipped withRFID (Radio-frequency identification) technology.

PUBLICATIONS

Publication initiatives are crucial for any institution operating in the field of higher education. Theissue becomes more important when one comes into contact with an open university. An open universitywith its vast learner base desires to introduce a number of publications intrinsically related to its mission andvision. Since an open mode does not have the facility of regular classroom interactions, it has to design itspublication initiatives in a more systematic way. Krishna Kanta Handiqui State Open University since itsinception in 2006 has been actively pursuing its publication initiatives for a wider audience. In the financialyear 2016—2017, the University has introduced through its publication wing several working paperswhich have academic value and social relevance. These working papers reflect the course of intellectualdiscourse active within the academic atmosphere of the University. In addition to this, these workingpapers address issues of social interest and other relevant themes. Again the University’s research journalJournal of Open Learning and Research Communication encompasses discourses which are of specialinterest to the distance and open mode of delivering education. Entries carefully selected and reviewed byrenowned scholars of the region have made this journal a prominent name within an extremely short periodof time. Further, with its regular news letter Horizon the University has been successful to disseminatevarious pieces of information for the members of the academic community in particular and other membersof the society in general.

Presently the university’s academic session starts from July every year. As per the enrolmentdata of July, 2016, a total number of 31,941 learners were enrolled in first semester under variousprogrammes offered by the University of which number of male learners are 18,280 and femalelearners are 13,661. Bachelor Preparatory Programme (BPP):

Krishna Kanta Handiqui State Open University offers Bachelor Preparatory Programme (BPP) oftwo years duration for those who are unable to clear Matriculation or Higher Secondary examination.Presently BPP is offered in three streams –

Stream 1: BPP for BA/BMC,Stream 2: BPP for B.Com/BBA,Stream 3: BPP for BCA

On successful completion of the programme, a learner can enroll in any one of the Bachelor DegreeProgramme offered by the University on the basis of his/her stream in BPP. According to the BPPenrolment data in July, 2016, a total number of 6,201 learners were enrolled in the first year BPPcourse.

Post Graduate Diploma (PG Diploma) programme:

A total of 470 learners were enrolled in post graduate diploma programmes in the 1st semester,July 2016.

A total number of 4,968 learners were enrolled in July, 2016 in various programmes of Masterdegree. The highest number of enrolment was recorded for MA programmes covering Assamese,English, Education, Political Science and Sociology.

SIGNIFICANT ACCOUNTING POLICIES

1. Basis of preparation of accounts :-

a) The financial statements are prepared under the historical cost convention on the accrual basis ofaccounting and comply with the mandatory accounting Standards issued by the Central Govern-ment.

b) The assessee generally follows the mercantile system of accounting and recognises all items ofincome and expenditure on accrual basis.

2. Fixed Assets & Depreciation

a) Fixed assets are stated at their historical cost, less accumulated depreciation.

b) Depreciation of fixed assets have been provided under the written down value method in the mannerand at the rates prescribed under the Income Tax Act, 1961.

c) All costs, including borrowing costs, attributable to bringing the fixed assets to working conditionsare capitalised.

3. Inventories

a) Inventories are valued cost or net realisable value whichever is low.

4. Revenue recognition

a) Revenue from sale of goods is recognised upon passage of title to the customers when the goodsare transferred which generally coincides with the delivery.

Significant Accounting Policies

1. Basis for Preparation of Accounts

Krishna Kanta Handiqui State Open University is a State Open University established in 2006 atGuwahati by an Act of the Assam Legislative Assembly (Assam Act XXXVII of 2005) with aRegional Centre at Jorhat of Assam. It is substantially funded by Government of Assam. TheAccounts are prepared in Accordance with the principles and procedures laid down by Govt. ofIndia in the new format of accounts prescribed for educational institutions.

2. Revenue Recognition and AccountingAll revenues and expenses are accounted for on accrual principle with necessary provisions forknown liabilities except for the followings :a) The fee collected from the students are accounted for on cash basis;b) The sale of admission forms are accounted for on cash basis;c) Interest on Savings Bank Accounts are accounted for on cash basis; andd) Expenditure on charges prepaid except subscription of jurnals, are accounted for on cash

basis.

3. Transfer To The Capital Fund

a) Assets created out of Earmarked/Designated Funds where the ownership of such assetsare vests with the University are accounted for by transferring the amount to the CapitalFund and correspondingly merged with the Fixed Assets of the University. Depreciation ischarged at the rates applicable to the respective assets.

4. Fixed Assets And Depreciationa) Fixed Assets are stated at cost of acquisition including all direct expenses related to acqui-

sition and installation. Depreciation is provided on the Fixed Assets under "Written DownValue method" at the rates prescribed by Income Tax Deptt.

b) Fixed assets of the University are acquired out of the Grants received from the Government.c) Depreciation is provided for the year on additions during the year as per guidelines of In-

come Tax Deptt.d) In the Books of Accounts the cost of acquisition of assets are shown to its full value and the

accumulated depreciation thereof are depicted separately.e) Depreciation on Tangible Fixed Assets are provided on Written Down Value Method at the

following rates :

penditure as Income of the year.c) Unutilised Capital Grant is exhibited in the Govt. grant A/c and there is no unutilised rev-

enue grant.

6. Income TaxThe Income Tax of the University is exempted from Income Tax as per provisions of Section10(23 C) (iiiab) of the Income Tax Act, 1961. Hence, no provision for income tax is made in theaccounts.

7. Current assets, Loans & Advances and Depositsa) The details of balances in the Savings Bank Accounts with the Banks are enclosed.b) Previous years figures have been re-grouped and re-classified, wherever necessary to make

them comparable and compatible with those of the Current Year.c) Schedule "1 to 9" are annexed to and from an integral part of the Balance Sheet at 31st

March, 2017 and the Income & Expenditure Account for the year ended on that date.

8. Defined Contribution PlanContribution to defined contribution i.e. Employers Contribution to EPF are charged off to theIncome & Expenditure A/c.

9. Creation of Fund for Social ActivitiesAs per resolution No. BM/30/28/2016 dated 31/03/2016 of the BOM two separate funds for Rs.1.00 crore each was created for social activities in the name of "Mother Teresa Social WelfareFund" and "Abdul Kalam Student Welfafe Fund". Both the funds were invested in the form ofFixed deposit and two Savings Bank A/c were opened in the name of the fund for credit of theinterest by the Bank and to deposit the employees contribution to the funds and to meet theexpenses. The balance of the two funds along with interest and employees contribution and theexpenditure incurred out of the income till 31.03.2017 are as follows–
