Chapter 1. Introduction 1.1 PROJECT BACKGROUND
The Department of Water Resources (DoWR), Govt. of Odisha has a medium to
longterm comprehensive programme for providing irrigation to the farmers in the upland
areas by lifting water from rivers and reservoirs which could not be irrigated by normal
means of flow irrigation. Each Megalift irrigation scheme is a minor irrigation project and
will cover an area varying from 500 Ha. to 2000 Ha. to enhance the overall development.
It is the pre-eminent state level water resources authority in Odisha which deals with
issues relating to Feasibility Study and preparation of Detailed Project Report including
the Route Selection, even for relatively water stressed irrigation lands.
In response to the issues of improving irrigation potential in the state, the Government of
Odisha formulated a strategy to improve the socio-economic conditions of the state. The
implementation of the strategy depends on effective water resources infrastructure to
improve socio economic status of the citizens. Accordingly, the programme has been
launched by Govt. of Odisha during 2011-12 for providing irrigation to the farmers in the
upland areas by lifting water from rivers and reservoirs which could not be irrigated by
normal means of flow irrigation.
After detail study of 174 schemes, taking into account the ease of execution and power
connectivity with their revised CCA., the schemes have been arranged under 15 different
clusters. Accordingly, It is proposed to take up 174 nos. of mega lift schemes covering
command area of 2,14,270 ha. and grouped into 15 clusters as per the pre-feasibility
study done during 2011.The first phase has been taken up in 2012-13. These schemes
have been grouped into 15 clusters to facilitate tendering, execution and power
connectivity. The execution of these clusters have been taken up through contractors in
EPC mode as decided in the State Level Monitoring Committee held on 13 March 2012
under the Chairmanship of the Chief Secretary of Odisha.
The Government of Odisha has arranged funds from its State Fund and also secured a
loan from the NABARD under RIDF scheme towards the execution of Megalift Projects.
Projects having irrigation command area 500-2000 ha are taken up under the scheme.
The scheme is proposed to be taken up in 23 districts, which lie in the following river
basins i.e. Vansadhara, Indravati, Tel, Mahanadi, Brahmani, Baitarani and Burhabalanga
of Odisha.
Besides, some schemes have been identified in the periphery of reservoirs like Hirakud
and Rengali reservoirs.

Lift irrigation schemes must accomplish two main tasks: -
• First to carry water by means of pumpsfrom the water source to the main delivery
chamber, this is situated at the top most point in the command area.
• Second they must distribute this water to the field of the beneficiary farmers by
means of a suitable and proper distribution.
Government of Odisha through Water Resources Department under its State Funded
Scheme is undertaking Implementation of Mega Lift Irrigation Schemes from Rivers and
Reservoirs for providing supplemental Kharif irrigation to upland rain fed areas. Total 174
Nos. Lift Irrigation Schemes have been identified (2, 14,270 Ha area) throughout the
State and these schemes will be executed in Clusters manner (15 Nos.)
1.2 REQUIREMENTS OF MEGALIFT IRRIGATION SCHEMES
• Water Source-Suitable and constant water source should be available for whole
year at the site of Lift Irrigation Scheme. Water can be made available through
Dams, Weir, River canal etc.
• Lifting Medium-To lift water to the desired location, lifting medium i.e. pumps are
required. Depending upon the Duty point head, discharge the different types of
pumps are selected.
• Conveying Medium-Rising main may be of steel, concrete or any other suitable
material.
1.3 BENEFITS OF THE PROJECT
• L.I made irrigation possible at higher level.
• Land acquisition problem in L.I.S. is less.
• Water losses are low.
• Reliability of water and power.
• Increase supplement of Kharif Irrigation due to stable reliable water supply.
• Manpower is less used.
• Growth of this sector due to stable power supply will help in increase in Gross
Domestic Product (GDP) growth of the State. It will help in growth of per capita
income of the people leading towards economic growth of the State.

2.1 BACKGROUND

The Jeypore Division of Mega lift Projects was created on 22.12.2011 under Project
Management Unit (PMU) Bhubaneswar, Odisha headed by the Executive Engineer, Mega
lift Projects, Jeypore and functional w.e.f. 11.09.2014 for the execution and monitoring of
Mega lift Schemes in the Districts of Rayada, Gajapati, Kalahandi, Nabrangpur, Koraput
and Malkangiri.The main objective of the Division is to provide irrigation to the farmers in
the upland areas by lifting waters from rivers and reservoirs where conventional method of
irrigation is not possible.
The Office of Executive Engineer, Jeypore Division is situated in Jeypore, Odisha with
different site offices built up at all the concerned districts headed by the concerned
Assistant Executive Engineers.

Chapter 3. Modus Operandi 3.1 BACKGROUND
Government of Odisha has launched Mega Lift Schemes during 2011-12 for providing
irrigation to the farmers in the upland areas by lifting water from rivers and reservoirs
which could not be irrigated by normal means of flow irrigation. This program envisages
providing protective Kharif Irrigation by utilizing the surplus water which was otherwise
running off to the sea. It was envisaged to take up the Clusters on EPC-Turn key” basis.
The scope of EPC mode is as follows:
3.2 ENGINEERING AND PROCUREMENT CONTRACTS
ENGINEERING:-
Carry out the related surveys of the project site for construction of Intake Well, Pump
House, Delivery Chamber & laying of Rising Main & Distribution System.
Identify the localized area to be irrigated along with command area survey.
Collection of ROR of the firms to be covered and prepare the command area map.
Carry out exploration of sub-soil & prepare hydraulic particulars of river, reservoirs
required for design of various structures such as Intake Well, Delivery Chambers, Pump
House, Laying of Rising main & Distribution Network.
Prepare land plan schedule for acquisition of requisite land (Pvt. & Govt.) for submission of
proposal to the Department for further processing and making the land available for
construction.
Prepare drawing & design of different components such as Intake well, Pump House,
Delivery Chamber, Rising Main, Distribution & Electrical System Connectivity.
PROCUREMENT:-
Work out the requirement of different materials required for construction of the project &
procurement of all the materials of approved quality as per the Quality Assurance Plan
(QAP) approved by the competent authority.
All the materials are being procured after inspection by the Third-Party Inspection Agency
(TPIA).
CONSTRUCTION: -
Construction should be taken up and completed as per the milestones agreed to and as
per the approved Design memorandums, designs and drawings of various components of
the project.
Establish quality control lab, conduct various tests and maintain all the required records of
the materials, test results for satisfying the department as well as the Third-Party Quality
Assurance Teams
Quality of construction is being supervised & monitored by the Department or by PMC
appointed by the Deptt.
3.3 EMPANELMENT OF EPC FIRMS

To ensure that the projects are completed within the stipulated timeframe and to eliminate
the delays involved in going for an elaborate tendering process for each & every work

contract, the State Government decided & empaneled a list of EPC, contractor who
satisfied the pre-qualification criteria.
The engineering and construction contractor will carry out the detailed engineering design
of the project, procure all the equipment and materials necessary, and then construct to
deliver a functioning facility or asset to their clients.
M/s L&T Construction Limited, M/s GVPR Engineers Ltd. and M/s Megha Engineering &
Infrastructure Ltd. are the EPC contractors appointed for MLIP Schemes.
3.4 EMPANELMENT OF CONSULTANCY FIRMS
ENGAGEMENT OF CONSULTANCY FIRMS
Consultancy firms such as PEC, PMC & TPIA have been appointed by the department for
checking & vetting of drawing & design, supervision & monitoring of execution of work and
quality inspection of the materials required for the project.
PEC- Proof Engineering Consultancy (PEC) is appointed for checking & vetting of drawing
& design of different components prepared by the EPC Contractor before approval of the
same by the competent authority. The cluster wise details of PEC firms appointed are

ENGAGEMENT OF THIRD PARTY INSPECTION AGENCY
TPIA- Third Party Inspection Agency (TPIA) has been appointed by the department for
inspection of the materials including electro-mechanical items in different stages as per
the approved QAP. Dispatch Clearance of the materials from the manufacturing Unit is
issued by the owner after getting pass/ok certificate from TPIA. The cluster wise details of

Mega Lift Irrigation Schemes are proposed under EPC Contract on turnkey basis by

Chapter 4. Cluster wise Briefing 4.1 INTRODUCTION
Project Management Unit (Mega lift Projects), Nodal Agency of Government of Odisha
has engaged SGS India Limited
for Project Management Consultant (PMC) for Implementation of Mega lift Projects in
Cluster No.: - I.
The Program has been launched by Government of Odisha during 2011-12 for

structures and foundations, roads, drains, pipelines, etc.

MECHANICAL WORKS
• TPAI Quality Control was conducted by P.D.-cum-C.E., PMU.
• Check completeness of Distribution network, proper jointing of connections,
continuity and laying.
• Check correctness and quality control of welded or jointed connections in
distribution network.
• Check correctness of installation, completion of work, soundness of VT pumps,
motors, EOT and valves.
ELECTRICAL WORKS
• TPAI Quality Control was conducted by P.D.-cum-C.E., PMU.
• Check completeness of Earthing network, soundness of connections, continuity and
earth resistance. Completeness, soundness and continuity checks of lightening
protection installation.
• Check correctness, soundness and quality control of interlocks and power
connections
• Check continuity, polarity, phase sequence etc. of controls, interlocks protection
and power circuits.
• Check correctness of installation, completion of work, soundness of switchgear,
motors, transformers, cables and supplying IR test, test of computerized index,
dielectric withstand test, NV test as required by standards, codes, rules and
regulations to establish soundness of charging.
• Check protection equipment/gear and setting for pre-commissioning run by primary
run, secondary run as required.
• Check operation of controls, interlocks, auto change over, etc. and establish correct
operation.
• Check of dust and water protection and classifications
• Assist in Statutory approvals
• Step by step energization after applying IR test, etc.
• Check and test energization of lighting circuits.
• Cleaning of switchgear internals and bracing up.
• Check, test and energization of motors in decoupled condition and checking of
physical condition of motors, noise level, direction of rotation, identifying rubbing,
etc.
• Alignment of motors for coupling with machines.
• Set protective equipment for “ONLOAD” running.
• Inspect motors, transformer, switchgears, etc. during running “ONLOAD”.
