A YEAR OF GROWTH AND CHANGE
When I moved to Erie in 1988 to begin my tenure as executive director of what was then called Erie
Infants and Youth Home, I never imagined I’d be part of the agency’s mission and story 26 years
later. Three exciting developments took place during fiscal year 2013-14. Our Options program
experienced phenomenal growth in numbers served, posting a 26 percent increase that follows 20
percent growth the preceding year. We opened a group home in the Lakeshore area of Fairview
Township and will soon open another in Millcreek. Finally, we purchased a facility that will become
the new location of our MOVE licensed adult day program. This expansion will enable us to provide
more weekday services to more area individuals and their families. (Paul retired from EHCA July 1, 2014.)
I am absolutely thrilled to be a part of the impressive history and incredible mission of EHCA. Based
on my initial observations, it is clear to me that EHCA far exceeds the service standards of our
industry and does many things above and beyond the policies that regulate us. For that, I extend my
sincere thanks to everyone—our staff, our volunteers, and our community supporters. To be sure,
exceeding expectations can only come from the combined efforts of the entire team. I feel
extremely fortunate to be afforded the opportunity be part of such a superb agency. You have my
pledge and commitment that I will make every effort possible to help further our successes in
providing compassionate services to the remarkable individuals placed in our care. (Chuck joined EHCA in June 2014.)
The Board of Directors was very busy during 2013-2014. Paul Carpenedo, who provided
tremendous service to EHCA during the last quarter century, retired, and the Board honored his
service through naming our main facility the Paul Carpenedo Commons. The Board managed an
exhaustive executive search and was very pleased to announce the hiring of Chuck Walczak as our
new CEO. While managing this transition, we also rededicated ourselves to ensuring that we were
providing for long range planning and sustainability through initiating new strategic planning
processes, building capacity within our Development Office and identifying additional manners in
which to diversify funding opportunities. It was my honor to serve as the President of the Board
during this period, and I look forward to continuing to serve EHCA in the future.
When EHCA opened its first group home, my son, Adam, was the very first resident in the new
venture. That venture gave Adam so much more than a quality residential setting with medical care.
He is involved in volunteering at Second Harvest and Twinbrook, and he has made friends through
social outings in all areas of the Erie community. When asked what kind of difference EHCA has
made in Adam's life, I can only respond that EHCA has helped Adam to have a life—a life that
centers around family, friends, and community with no boundaries and total acceptance of him as
an individual, unique and special as each of us are.
I have been working for EHCA since 2006 and am now the program specialist for both of EHCA’s
group homes in Titusville. Our individuals volunteer at the library, the movie store, the senior
center, and many other agencies and businesses around town. They attend concerts and sporting
events in Erie and Pittsburgh, go camping at Cook Forest, take dance classes, participate in
Venango Area Riding for the Handicapped, bake cookies for police and firemen, help with recycling,
and distribute home-made dog treats. I love my work because I know I am making a positive
difference in people’s lives every day. Your family just gets a little bigger when you work at EHCA.

Residential
Options
MOVE
Options offers customized weekday programming for adults with disabilities who are living
with family members or on their own. Options is EHCA’s most rapidly growing service,
expanding by 26 percent during 2013-14 fiscal year. Staff members work one-on-one with
participants to help them learn everyday skills and participate in social and recreational
opportunities. This year, Options and its SNAP (Social Networking Among Peers) and Life
Sharing through Family Living components served 231 people in Erie, Crawford, and
Venango counties. Participants volunteered or held jobs in their communities, attended
picnics and field trips, learned skills to enhance independence, developed hobbies, and
socialized with friends.
Project First Step (PFS) works with expectant mothers who are at risk of having babies born
with disabilities. In addition, PFS receives referrals from the Office of Children and Youth
(OCY) to help families establish safe home environments. During 2013-14, PFS’ Enhanced
Family and Doula provided services to 62 families in Erie County and 24 families in Venango
County. The combined Family Stabilization and Family Engagement programs served 91
families with a total of 199 children. Challenges facing these families include intellectual and
physical disabilities, mental health issues, drug and alcohol dependency, domestic abuse,
homelessness, and medical concerns.
MOVE (Making Opportunities for Volunteerism and Exploration) is an adult day
program offering a wide variety of enriching activities and community involvement.
Participants volunteer for local organizations, participate in dance classes, create art
projects, make friends, and explore their interests in the community. In June 2014,
plans were initiated to move MOVE to an expanded facility in Westport Centre in
Millcreek. The additional space will allow MOVE to serve more individuals, expand its
visual and performing arts programs, and explore new community opportunities.
EHCA’s system of community residences provides each individual with a true home
where he/she is surrounded by a trained, compassionate staff to ensure the utmost
quality of care. The residential program opened a new group home in Fairview in
January 2014 and purchased a house in Millcreek that will become the agency’s 18th
group home in fall of 2014. In addition, capacity was increased at two other group
homes. EHCA now provides residential services for 92 individuals. All bedroom
décor, program goals, and activities are personalized to reflect the unique interests
and personality of each resident.
