FOREWORD

The Micro, Small and Medium Enterprises Development

Institute, Ranchi has been contributing significantly to cater the

requirements of existing as well as new entrepreneurs of MSME

Sector in the state of Jharkhand. The institute not only provides

information to entrepreneurs on various aspects but also motivates

them to set-up their own ventures in different segments of

manufacturing and servicing sector of the economy.

The Annual Report 2015-16 of the institute depicts

important activities and programmes undertaken and executed by

the Institute and its Branch office during the year 2015-16. It is

expected that the Report would portray the significant role being

played by the Institute for promotion and development of MSMEs in

the State.

I would like to appreciate the sincere efforts of concern officers

and staff who contributed significantly in preparation of the Report.

SECTION – II

2.1. ABOUT MSME-DI, RANCHI

Micro, Small & Medium Enterprises-Development Institute (MSME-DI),

Ranchi a field Institute office of the Development Commissioner (MSME), Ministry

of Micro, Small and Medium Enterprises, Govt. of India has been playing a key

role for development of Micro, small and Medium Enterprises through counseling,

consultancy and training. The Institute is dedicated to provide need based

support to MSMEs of Jharkhand by providing technical consultancy and

counseling regarding selection of product, location, raw materials, machinery,

layout, and production process, managerial consultancy etc. The Institute also

provide relevant knowledge to MSMEs on modernization, technology

upgradation, energy conservation, acquiring international quality management

system, pollution control etc. MSME-DI is also responsible for implementing and

conducting various schemes and training programmes of Ministry of MSME, Govt.

of India in the state. It was established in 1960 as a Small Industries Service

Institute Extension Centre, there after upgraded as Small Industries Service

Institute in 1975 and renamed as MSME – Development Institute since June, 2007

as a follow up of the merger of the two Ministries of Small Scale Industries and

Agro & Rural Industries into Ministry of Micro, Small and Medium Enterprises.

MSME – DI, Ranchi is ably supported by its Branch Institute located at

Dhanbad. The Branch Institute’s jurisdiction is covered by 9 districts of Jharkhand

viz., Giridih, Deoghar, Sahebganj , Pakur, Dumka, Dhanbad, Bokaro, Jamtara &

Godda while remaing 15 districts i.e Garhwa, Palamu, Chatra, Hazaribagh,

Koderma, Ramgarh, Ranchi, West Singhbhum, East Singhbhum, Saraikela-

Kharsawan, Khunti, Simdega, Gumla, Latehar, Lohardaga are coming under the

jurisdiction of MSME-DI , Ranchi.

2.2. BRIEF NOTE ON JHARKHAND STATE

The Jharkhand State which comprises of 24 districts was created by carving

out the Southern parts of erstwhile Bihar. This 28th State of the union came into

existence on 15th November 2000. From administrative point of view Ranchi is the

State Capital. Jharkhand has 5 Divisions namely Palamu Division, North

Chotanagpur Division, South Chotanagpur Division, Kolhan Division & Santhal

Pargana Division comprising of all the 24 districts of the State.

Jharkhand is endowed with vast natural resources specially the vast variety

of mineral resources like Uranium, Mica, Bauxite, Granite, Magnetite, Dolomite,

Fire Clay, Quartz, Fieldspar, Coal(32% of India), Iron, Copper(25% of India) etc.

Jharkhand is the leading producer of mineral wealth in the country. The total

value of mineral production is amounted to over Rs. 3000 crores. Jharkhand is No.

1 producer in Iron ore, Mica, Kainite & Uranium, No.3 in Coal Production after

Odisha and Chattishgarh. Forest and Wood lands occupy more than 29 % of the

State is amongst the highest in India.

2.3. THE MSME SECTOR IN THE STATE

As per Fourth all India Census of Micro, Small and Medium Enterprises

there were 6.75 Lakh MSMEs working in the State of Jharkhand in which 13 Lakh

persons were employed. Details of EM Part-II/ UAM filed by Micro, Small &

2.4. RESOURCES AVAILABLE WITH THE INSTITUTE

2.4.1. BUILDING

The Institute is operational from its New Building since November, 2014

which has been built at Kokar Industrial Area, Ranchi. Before this, the Institute

was operational from Two Shed Industrial Structure at Kokar, Ranchi till April

2011. After that it was shifted to RIADA Bhawan, Namkum, Ranchi where it was

operational from April 2011 to October 2014. Finally it was shifted to its newly

constructed building at Kokar Industrial Area, Ranchi and became operational

from its new building since November, 2014. The building has 2 floors (Ground

Floor & First Floor) comprises of Director’s Room, Rooms for Technical/Field

Officers, Rooms for P.A to Director, /Administration Division/Accounts

Division/SENET Division, Conference Rooms, Store room, Tiffin room and a

Library.

2.4.4. OFFICE VEHICLE

One Ambassador Car, Registration No. BPN‐947, Model - 1976 is available

at MSME-DI, Ranchi. The Car is not in a working condition and is laying in office

campus from a long period due to non-availability of spare parts and costly

maintenance. The Condemnation report of this has been sent to o/o of DC (MSME)

and awaiting for approval of the same.

During the year 2015-16, 18 no.s of Industrial Motivation Campaigns (IMC)

and 18 no.s of Entrepreneurship Development Programmes (EDP) were allotted

to this Institute along with its Br.office, Dhanbad. All the programmes were

3.3 SEMINARS ORGANISED BY THE INSTITUTE DURING 2015-2016

3.3.1 BAR-CODE

In order to provide Marketing assistance to MSEs under core programme

target this institute has organized 2 No.s of one day Awareness Programmes on

Bar-Code during the year 2015-2016.

A one day Awareness programme on BAR CODE was orgnised by this Institute on

06-07-2015 at M/S Ramanujam Jankalyan Trust, Kokar, Ranchi for the benefit of

MSMEs. The Programme was attended by 40 participants. Course fee of the

Programme is Nil because all the participants belongs to SC/ST category. Total

expenditure of the Programme is Rs 30,000/-

A one day Awareness programme on BAR CODE was orgnised by this Institute on

03-12-2015 at Dhanbad for the benefit of MSMEs. The Programme was attended

by 34 participants. Course fee of the Programme is Rs 3400 /-. Total expenditure

of the Programme is Rs 29,983 /-

3.3.2 INTELLECTUAL PROPERTY RIGHTS (IPR)

A one-day awareness Programme on Intellectual Property Rights was

organized by this Institute in association with Laghu Udyog Bharati (LUB), Ranchi

on 05.08.2015 at Hotel Ashoka, Doranda, Ranchi. The programme was attended

by 62 no’s of participants (OBC=12, PH=03, Minorities=02 & OC=45). The total

cost incurred for organizing the programme is Rs 1,11,395 in which Government

of India has contributed Rs 99,260/- and Laghu Udyog Bharati has contributed Rs

12,135/- as per the guidelines of the programme.

3.3.3 PACAKAGING FOR EXPORT

A one day awareness programme on Packaging for Export for the benefit of

MSEs was organized by Br.MSME-DI, Dhanbad on 15/02/2016 at Hotel Relax

campus, Deoghar. The Programme was attended by 30 No.s of Participants. Total

expenditure of the Programme is Rs. 48,000/- and total Rs. 9,000/- revenue was

generated.

3.3.4 TEQUP (TECHNOLOGY UPGRADATION)

3.3.4.1 PRODUCT CERTIFICATION

A one day awareness programme on Product Certification was organized

by this institute on 16-09-2015 at Kokar Industrial Area Industries Association,

Ranchi for the benefit of MSMEs. The Programme was attended by 52 no.s of

entrepreneurs representing various MSME units. Total expenditure of the

Programme is Rs.33,750/-

A one day awareness programme on Product Certification was organized

by Br.MSME-DI, Dhanbad on 29-02-2016 at Kumardubi, Dhanbad for the benefit

of MSMEs. The Programme was attended by 40 no.s of entrepreneurs

representing various MSME units. Total expenditure of the Programme is Rs

33,630/-

3.3.4.2 ENERGY EFFICIENT TECHNOLOGY

A one day awareness programme on Energy Efficient Technology was

organized by this institute on 24.02.2016 at Laghu Udyog Bharti, Ranchi for the

benefit of MSMEs. The Programme was attended by 43 No.s of Participants. Total

expenditure of the Programme is Rs. 59,900/-

A one day awareness programme on Energy Efficient Technology was

organized by this institute in association with Kokar Industrial Area industries

Association, Ranchi on 15-03-2016 at Kokar Industrial Area Industries Association

Hall, Ranchi for the benefit of MSMEs. The Programme was attended by 46 Nos.

of Participant. Total expenditure of the Programme is Rs 59,992.

3.3.4.3 QMS/QTT

MSME-DI Ranchi along with its branch office, Dhanbad organizes 5

awareness progrmmes on Quality Management Standard/ Quality Technology

Tools during the year 2015- 16.

A one day awareness Programme on QMS/QTT was organised by this

Institute in association with Fly Ash Bricks Association, Adityapur Industrial Area,

Jamshedpur on 17.07.2015 at IDTR MSME Tool Room, Jamshedpur. The

programme was attended by 61 no.s of participants. Total Expenditure of the

programme is Rs.64,295/-.


Institute in association with Singhbhum Chamber of Commerce, Jamshedpur on

24.07.2015 at Singhbhum Chamber of Commerce, Jamshedpur. The programme

was attended by 47 no.s of participants. Total Expenditure of the programme is

Rs.78,092/-.

A two day awareness Programme on QMS/QTT was organised by this

Institute on 18.09.2015 & 19.09.2015 at Hotel Maplewood, Ranchi. The

programme was attended by 70 nos. of participants. Total Expenditure of the

programme is Rs. 3,19,376/-.

participants. Total Expenditure of the programme is Rs. 78,380/-.

A one day awareness Programme on QMS/QTT was organised by Br. Office,

Dhanbad on 04.02.2016 at Union Club, Dhanbad .The programme was attended

by 92 nos. of participants. Total Expenditure of the programme is Rs. 78,955/-.

3.3.5 CLCSS (CREDIT LINKED CAPITAL SUBSIDY SCHEME)

A one day awareness programme on Credit Linked Capital Subsidy

Scheme(CLCSS) was organized by this institute on 23-02-2016 at Ravindra Bhawan

CMPDI Campus, Kanke Road, Ranchi for the benefit of MSMEs. The Programme

was attended by 38 no.s of Participants. Total expenditure of the Programme is

Rs. 40,000/-.

A one day awareness programme on Credit Linked Capital Subsidy

Scheme(CLCSS) was organized by this Institute in association with Tupudana

Industrial Area Industries Association, Ranchi on 25.02.2016 at Tupudana, Ranchi.

The Programme was attended by 42 no.s of Participants. Total expenditure of the

Programme is Rs. 40,000/-.

3.3.6 SUPPORT FOR ENTREPRENEURAL AND MANAGERIAL DEVELOPMENT OF SMEs

THROUGH INCUBATORS

A one day awareness programme on Support For Entrepreneurial and

Managerial Development of SMEs through Incubators was organized by this

institute on 12-03-2016 at BIT, Mesra, Ranchi for the benefit of SMEs. The

Programme was attended by 42 no.s of Participants. Total expenditure of the




institute on 18-02-2016 at Conference Hall, JG-MSME Tool Room Tatisilwai,

Ranchi for the benefit of SMEs. The Programme was attended by 50 no.s of

Participants. Total expenditure of the Programme is Rs. 20,000/-.


Managerial Development of SMEs through Incubators was organized by Br. Office,

Dhanbad on 10-03-2016 at office premises for the benefit of SMEs. The

Programme was attended by 32 no.s of Participants. Total expenditure of the




institute on 14-03-2016 at Vinoba Bhave University, Hazaribagh for the benefit of

SMEs. The Programme was attended by 51 no.s of Participants. Total expenditure

of the Programme is Rs. 19,880/-.

3.3.7 AWARENESS PROGRAMME ON LEAN MANUFACTURING

A one day awareness programme on Lean Manufacturing was conducted by

Quality Council of India, New Delhi on 23.02.2016 at CMPDI Campus, Ranchi. The

Programme was Co-ordinated by MSME-DI- Ranchi. 40 no.s of participants

attended the programme.

A one day awareness programme on Lean Manufacturing was conducted by

Quality Council of India, New Delhi on 24.02.2016 at CMPDI Campus, Ranchi. The

Programme was Co-ordinated by MSME-DI- Ranchi. 38 no.s of participants

attended the programme.

3.4 REIMBURSEMENT UNDER BAR- CODE

The Institute motivated the MSME units of the state to avail financial

assistance for using global standards in Bar-coding. Under this scheme the

Institute disbursed an amount of Rs. 1,14,319 /- as re-imbursement of Bar Code

registration fee to 3 MSE units.

3.5. REIMBURSEMENT UNDER ISO 9000/14000

The Institute motivated the MSME units of the State to adopt certification on

various items such as food and safety, health, IT parameters etc. Under the

Incentive Scheme for ISO-9000/14000 certification 2 no.s of application had been

received during the year 2015-16.The Institute disbursed an amount of Rs.30000/-

as re-imbursement to one unit as per the details given below.

Institutes/others. Total Expenditure of the programme is Rs. 4,21,234/- and

Rs. 1,89,000/- revenue were generated during the Programme.

A two day National level Vendor Development Programme was organized by

MSME-DI, Ranchi on 23rd & 24th February,2016 at CMPDI Campus, Ranchi. The

Programme was Participated by 74 MSMEs and 15CPSUS/LSE/fin.

Institutes/others. Total Expenditure of the programme is Rs. 6,23,470/- and Rs.

3,71,000/- revenue were generated during the Programme.

3.8 CLUSTER DEVELOPMENT PROGRAMME

3.10 PRADHAN MANTRI MUDRA YOJANA (PMMY)

A one day awareness programme on Pradhan Mantri Mudra Yojana was

organized by this institute on 29.01.2016 at Lalpur. The programme was attended by

55(SC= 01, ST=29, OBC=11, General=13 & Minorities=01) nos. of participants.

3.11 DISTRICT INDUSTRIAL POTENTIAL SURVEY REPORT

Brief Industrial Profile of districts Ranchi & Dhanbad have been prepared to

analyze the different resources, infrastructure, and present status of the industrial

set up and future prospects of MSME Sector. It contains information on different

aspects related to industrial development of the area. The information will be

valuable for policy makers, planners, developmental agencies involved in the

development of industry and other economic activities in the district and state as

well. The report shall also be of much use to prospective entrepreneurs, existing

industries, associations and the concerned organisations. An action plan for

accelerating the pace of industrial development explaining strengths and constraints

for the industries has also been suggested.

3.12. STATE PROFILE

This institute has prepared a state Profile to assist the Entrepreneurship

Development in Jharkhand – the focus of Start–ups taking into consideration the

secondary data available with this institute, various reports published by different

24 districts, through field survey and primary data collection from all related

Government Departments and Agencies both in district & state level responsible for

development and promotion of Micro & Small Enterprises.

The State Profile bears significance to New Generation Entrepreneurs willing to

set up an enterprise in the state as well as to the policy makers for the promotion of

MSMEs.

The report highlights infrastructural facilities, mineral resources, availability of

human resources, financial support, state industrial policy 2012, classification of

lands available for agri-products, fishery, animal husbandry/live stock, dairy,

sericulture etc. available in 24 districts of the state in details to facilitate

entrepreneurs for startup activities towards entrepreneurship development.

3.14 NSIC REGISTRATION

During the year inspections for NSIC registration of 85 Micro & Small

Enterprises have been carried out and an amount of Rs. 4,37,695/- has been earned

as revenue.

3.15 JOINT CAPACITY ASSESMENT

Capacity assessment of 9 Nos. of units was carried out jointly by MSME-DI

and the representatives of the respective IADAs and DICs. A total revenue of Rs.

99,428/- was earned.

3.16 PROJECT APPRAISAL

15 Nos. of Projects Reports were appraised by the Institute to enable the

Project Clearance Committee to take suitable decision on allotment of land in

Industrial Estate. Through Project Appraisal a revenue of Rs. 3,10,000/- was earned.

3.17 SKILL MAPPING FOR MSMEs

Govt. of India has taken a decision on skill development of educated

unemployed youth for sustainable growth of Indian Economy. Skill development is a

pre requisite for starting any micro, small or medium enterprises. A skilled

workforce contributes to the development of an entrepreneurial spirit in the

economy. In order to address the concerns of MSMEs with respect to skilled

workers, this institute assisted Skill mapping activities of the Ministry by visiting all

technical institutions of 24 districts (both Govt. and Private) along with officials from

all District Industries Centers and submitted report providing information on the

supply side of skill availability in each district at a glance in the format as supplied by

the ministry.

3.18 COORDINATION WITH OTHER AGENCIES & ASSOCIATIONS:

Director, MSME-DI, Ranchi is the Member of the State Level Advisory Board.

The objective of the board is to discuss various matters related to promotion and

development of MSMEs in the state.

Director, MSME-DI, Ranchi has been made Convener of the State Level Co-

Ordination Committee on cluster development for co-ordination of work under

clusters in the state of Jharkhand.

Director, MSME-DI, Ranchi is a member of various Committees in the State, set

up by different Organizations, for implementing various policies of the Govt. of India

and Govt. of Jharkhand. The important among them are the Empowered

Committee, State Level Bankers Committee(SLBC), State Level Selection Committee

for National Awards, Task Force Committees in the districts for PMEGP candidates

selection, Selection Committee of NSIC, JG-MSME-Tool Room etc.

MSME-DI, Ranchi is represented by its Nodal officers for the respective district

in the State.

During the year 2015-16, MSME-DI, Ranchi worked in close association with

many SME organizations, Industrial Associations, NGOs, Technical Institutions, PSUs,

Financial Institutions for development of MSEs in the State. Important among are

Dept. of Industries, Govt. of Jharkhand, District Industrial Centers ,RIADA, BIADA,

AIDA, SPIADA, KVIC, SIDBI, NABARD,CMPDI, CCL , MECON, NSIC, RBI, Bank Of India,

State Bank of India, KIAIA, ASIA, JSIA, Laghu Udyog Bharati etc.

3.19 NATIONAL AWARDS

The Government of India, Ministry of MSME encouraging successful entrepreneurs

by awarding National Awards for outstanding achievements in different categories.

During the year the Institute received 6 numbers of applications under various

categories of National Awards from whole State of Jharkhand. Out of which 03

application were for outstanding efforts in entrepreneurship (manufacturing), 01

application for products/process innovation, 02 applications for quality products.

All 06 applications were submitted before the State Level Selection Committee

chaired by the Principal Secretary (Industry), Government of Jharkhand. Out of these 05

applications were recommended by the State Level Selection Committee under various

categories of National Award 2014.

3.21 OFFICIAL LANGUAGE(HINDI) IMPLEMENTATION

During the year 2015-16 for promotion of Hindi Language Hindi Pakhawada

was organized by the Institute from 14.09.2015 to 28.09.2015 in which 2 No.s of

Hindi Competitions i.e Hindi English Anuwad and Hindi Prashnottari Pratiyogata

were organized and successful participants were awarded by the Chief Guest.

A workshop on Hindi Language was also organized by the Institute on

28.09.2015. All Officers and staff attended the workshop.
