ReportoftheTrusteesfortheperiod1April2017to31March2018TheTrusteespresentitsAnnualReportandIndependentExaminer’sReportfortheperiod1April2017to31March2018.ThefinancialstatementshavebeenpreparedinaccordancewithAccountingandReportingbyCharities:StatementofRecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancialReportingStandardsapplicableintheUKandtheRepublicofIreland(FRS102)(effective1January2015)-(CharitiesSORP(FRS102).ObjectivesandactivitiesTheobjectsofBristolOlderPeople’sForumCIOare:1) TopromotesocialinclusionforthepublicbenefitbyworkingwiththoseintheCityofBristol
whoaresociallyandeconomicallyexcludedonthegroundsoftheirage,relievingtheneedsofsuchpeopleandsupportingtheirparticipationinsociety.
2) ThereliefofpovertyandsicknessandthepreservationandprotectionofgoodphysicalormentalhealthamongstpersonswhoareinneedasaresultoftheirageintheCityofBristol.
Infurtheranceoftheseobjects,theTrusteesshall:a. Increase,co-ordinateandprovideinformationaboutopportunitiesforoldermembersofall
ofBristol'scommunities;b. Giveolderpeopleavoiceandfacilitatetheirengagementwithserviceproviders,soasto
influencethequalityandrelevanceoflocalservicesandprovisionsandsobettermeettheneedsofpeopleover55
c. ResearchorparticipateinresearchintothecausesandeffectsofsocialexclusionofolderpeopleintheCity
d. Achievementsandperformance2018sawthe25thyearinwhichBristolOlderPeople’sForumhasservedtheCity,andwecontinueourworkonchangingthestereotypesofolderpeopleas‘inactive,passiveanddependent’,to‘active,independent’andabletousetheopportunitiesthatexisttoexercisetheirskillsandlifeexperienceforthegoodofthecommunityasawhole.Ourmanifestoisayearoldandwecontinuetoworktowardsitsimplementationinthesedifficultandeverchangingtimes.WhilethewithdrawalofourgrantfromBristolCityCouncilhasmeantmuchofourenergyhasbeenofnecessitydevotedtowritingfundingapplications,wehavecontinuedtoworktokeepourmembersinformedsothatolderpeople,manyofwhomarenoton-lineandsufferdigitalexclusionareawareofissuesthataffectthem,andareablethereforetotakeinformeddecisions.OurnewslettersandOpenForummeetingsarethemeansbywhichwecommunicatewithsuchpeople;althoughwehaveanincreasingnumberofmembersnowonemail(from294lastyearto336thisyear),thevastmajorityofmembersprefertoreceiveprintcopiesoftheirnewsletterastheyarenotonline.Our2017membershipsurveyshowedthatwhilenumbersofolderpeopleonlineincreasedto55%(comparedto49%in2015)oftheremainder,33%hadnointerestorintentionofbecomingdigital,evenwhenofferedcheapcomputersandfreetraining.Ofthosethatareonline,only25%wishtogettheirBOPFnewsletterbyemail(weknowthatconfidence/frequencyofonlineuseisanissueformany).Sotheneedforourservicesremainsandisunlikelytochangeforsometime.Whileourmembershipisveryslightlydown,interestinBOPF.continuestoincrease,andournewslettersandregularupdatesreachnotonlyourmembersbutaneverincreasingemaillist(circa1400)ofinterestedorganisationswhoworkwitholderpeoplewhomwecall‘Supporters”-thesearecitywide.OurChairhasbeenDeputyChairofBristolAgeingBetter,sincetheinceptionoftheLotterybidwhichbrought5.9millionpoundsintothecityforprojectstoeaselonelinessandisolationinolderpeople,andthispartnershipcontinuestobringpeopletogetherandnewlifeintocommunities.Wehaveformeda‘VoiceandInfluence’PartnershipwithsomemembersoftheoldBristol“BEING”group(Equalities’InfluencingandNetworkingGroup)andwithanewleadbody,TheCareForum,withwhomweareseekingtoraisefundingforEqualitiesfromtheCityCouncilforathreeyearperiod.Thesecollaborationsshowourintentiontoworktogetherforthegoodofallolderpeopleinthecommunity.Asweremainthebiggestorganisationrunbyandforolderpeopleinthecity,weareconstantlysoughtoutbyresearchersofalldescriptions.Thisyearwecametotheendoftwoprojectswith

theBristolUniversity;onefiveyearprojectdealingwiththeuseofaparticularmethodofusingG.P.time,withmulti-morbiditypatients,andanotherthreeyearresearchintotheuseoftechnologyinlocalhousing.Wehavealsobeenapproachedby‘IndependentAge’,thenationalbody,toprovideafocusgrouponmethodsoffundingcare;UniversityoftheWestofEnglandaboutresearchintohealthandwalkingwhichisongoing;andaprivatecompanywishingtogatherourmembers’viewsonhometechnology.Itisgoodtoknowthatourmembers’viewsarebeingrepresentedinsomanyways.OurManifestoisakeystrategicdocumentandhasenabledeffectivecommunicationwithmanydecision-makersandpartners.SomewaysinwhichwecarriedoutaspectsofourmanifestoincludeworkingwiththeDeputyMayorAsherCraigandFirstBusonhowtodeliverthenew“SafeJourneyCard”whichfoldstoindicatevariousconditionsandcouldbeshowntobusdrivers,e.g.“PleasebepatientIamvisuallyimpaired”,andwithBristolCityCounciltodesignaleaflettoencouragepeopletoattenda“StayingSteady”classforpeoplewhohadpreviouslyhadafall.Avolunteer(whoworksintheprivatesector),isworkingforustwohoursaweekfor6months.ShehaskepttheprofileofourSkydivers’,TonyandZia,highonsocialmedia,byregulartweetsandupdatesinlocalpapersandourwebsite.Wehaveover950followersonTwitter(https://twitter.com/BristolOPF)andaredevelopinganewFacebookpage.BOPFisoftencalleduponbylocalBBCRadiototalkaboutissuesaffectingolderpeople,andhasaplaceontheDiversitypanelofITV.MembersoftenappearonUjimaRadioonthe‘Babbers’programmeforolderpeople.OpenForumMeetingsOuropenforumsareanopportunityformembers,andothers,togettogether,interact-andmostcriticallyprovideachancetomeetandquestion/influencekeydecisionmakersaffectingtheirlives.Thespeakersaregiventheopportunitytomeetandlistentoolderpeople.Someofourmeetingswereheldcentrally,witheasybusaccess,andotherswereinmoreoutlyingareasofthecitytoenablepeopletoattendwithouthavingtotraveltoofar,andtoattractnewattendees.ThevenueswereBristolBaptistChurch,MonicaWillsHouseandBartonHillSettlement.Wepubliciseourmeetingsinournewsletter,onourwebsiteandsocialmedia.OpenForumattendance 2017-18 2016-17Noofmeetings 9 8Members 274 202Non-members 152 92Total 426 294

who,hearingofthelossofourgrantvolunteeredtodoaskydivetoraisefunds.Tonyis81.Thismagnificenteffortraised£903.MemberSurvey2017MemberSurvey2017-Socio-demographics.BOPFhasover2700membersacrossthecityinc2300households.Wesurveythemregularly(lastin2015)andreceivehighreturnrates.Inspring2017wesentaquestionnaireandhad292responses.Herearethefindings:
• 68%havetheamountandtypeofsocialcontacttheywant(12%don’t)• 40%disagreethattheycaninfluencedecisionsthataffecttheirlocalarea(32%agree)• 38%contributetotheircommunityatleastmonthly.Ofthosethatwouldliketodomore,
illhealth/mobility/disabilitybarriersmentionedmost• 55%areon-line(anincreasefrom49%in2015);ofthosethatarenot,33%havenowishto
join.• Ofthosethatareonline,only25%wishtogettheirBOPFnewsletterbyemail(weknow

Ourmembersliveacrossthecityincludingareaswithhighindicesofdeprivation(e.g.32inLawrenceHill,223inKnowle&Filwood,40inSouthmead,71inEaston,109inStockwoodetc.)NewsletterWeproduce3newslettersayearandeachhasareachofover4000.Ourmembersreceivethemdirectlyandwealsodistributetolibraries,communitycentres,carehomesandmore.OurnewslettersareclearlytargetedatthoseolderagecohortswithinBristol-over75s,mostofwhomarenotonlineandmaysuffermultipledisadvantagesthroughhealthordisabilityorcaring.ThenewslettersectionsbroadlyreflecttheManifestothemes,andenableself-carethroughsignpostingandprovidingtelephonenumbersforthemanysupportorganisationsinthecity.Wedosignpostsupportforgettingonline,andwealsoencouragememberstoreceivethenewsletterbyemailifpossible-thenumberdoingthishasincreasedthisyearto336comparedto294lastyear.Wealwaysincludeourfull,named,contactinformation,andarealwaysopentocomments.Wecarrysomepaid-foradvertising,andhavetobeselectiveabouttheeditorialwewriteaswegetanever-increasingnumberofrequests.OurSpringissue55wassponsoredbyBristolHealthPartnerswhoalsodistributed615copiestoCommunity&LeisureCentres(285),GPsurgeries(114)andLibraries(216).

FinancialreviewAttheendofthisyeartherewas£4714inunrestrictedreservesmainlyduetoadecreaseinsalarycostsastheForumManagerleftinJanuary2018.GoingconcernWehavesignedathreeyearcontractworth£60,000withBristolCityCounciltogetherwithourVoice&Influencepartnersforcommissioningequalitywork,startingfromMay2018.WealsoreceivedasmallgrantfromBABParticipatingNetworkfortwoyearsof£2225peryear.AfurtherapplicationhasbeenmadetoBristolOlderPeople’sFundingAllianceTransformationFundandweareawaitingtheresultofthat.Wewillalsocollectdonationsfrommembersviameetingsandanannualappeal,andattractincomeforadvertisinginthenewsletter.ThereforetheTrusteesareconfidentthatthecharityisagoingconcernandwillremainsoforthecomingfinancialyear.ReservespolicyTheTrusteeshavesetapolicyofmaintainingunrestrictedreservesequivalenttosixmonths’expenditure.Atpresentthereisadesignatedreserveforanexitstrategyof£18,000,whichisapproximatelysixmonths’expenditure.Thisisreviewedannually.RiskmanagementTheTrusteeshaveidentifiedthepotentialriskstotheorganisation,andrankedthemaccordingtolikelihoodandseverity.Foreachrisktheyhaveidentifiedaresponsibleperson,andtheriskregisterisreviewedateveryregularmeetingoftheTrustees.

Structure,governanceandmanagementGoverningdocumentBristolOlderPeople’sForumCIOisaCharitableIncorporatedOrganisationgovernedbyitsConstitutiondated30June2015.Anyoneovertheageof55canbecomeamemberandon31March2018therewere2707members.RecruitmentandappointmentofTrusteesPotentialTrusteesareidentifiedbytheChairpersonandotherTrusteesorthroughappropriateadvertisement,andareinvitedtoattendaboardmeetingbeforedecidingwhethertoacceptappointment.AllTrusteesmaystandforre-electionbymembersattheAGMandlastyear9didso.Wehavesubsequentlyappointed1newTrusteestotheboardbasedonvotesfromexistingTrustees,andtheyaddkeyskills,experienceandnetworkstoourwork.TrusteeinductionandtrainingNewTrusteesreceiveinformationonrolesandresponsibilitiesandaredirectedtoCharityCommissionGuidance.Theregisterofinterestsisreviewedateachmeeting.Trusteesareencouragedtoattendappropriateexternaltrainingandnetworkingeventswherethesewillfacilitatetheundertakingoftheirrole,andmanyhavetakenleadrolesonareasofourmanifestotoenablefocussedknowledgebuildingandinfluencingwork.OrganisationTheboardofTrustees,whichcanhaveupto15members,administersthecharity.Theboardmeets6timesayear.TheTrusteesdelegatetheday-to-dayoperationsofthecharitytotheProjectManagerandtheFinanceandAdministrationManager.NoneoftheTrusteesreceiveremunerationorotherbenefitfromtheirworkwiththecharity.Anyconnectionbetweenatrustee/staffmemberofthecharitywithasupplieroranyothercontractualrelationshipmustbedisclosed.Inthecurrentyearnosuchrelatedpartytransactionswerereported.

ThefinancialstatementshavebeenpreparedinaccordancewithAccountingandReportingbyCharities:StatementofRecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththeFinancialReportingStandardsapplicableintheUKandtheRepublicofIreland(FRS102)(effective1January2015)-(CharitiesSORP(FRS102).
TheBristolOlderPeople’sForumCIOmeetsthedefinitionofapublicbenefitentityunderFRS102.Assetsandliabilitiesareinitiallyrecognisedathistoriccostortransactionvalueunlessotherwisestatedintherelevantaccountingpolicynote(s).

Incomeisrecognisedwhenthecharityhasentitlementtothefunds,anyperformanceconditionsattachedtotheitem(s)ofincomehavebeenmet,itisprobablethattheincomewillbereceivedandtheamountcanbemeasuredreliably.
