THE NEW PHILANTHROPY
Toronto Foundation, as the community foundation for the city, is a cause-neutral centre of philanthropy committed to donor education and engagement. Did you know that 60% of all donations in Canada go to only 1% of charities? We feel it is our role to expose more philanthropists to the great “under the radar” work that is happening at the grassroots.
Over the last year, this approach has
taken many shapes. Whether through
our Good to Give Guide, City Tours
with our Fundholders, or our Toronto’s
Vital Signs Report, which for the first
time used an equity lens to better link
research with philanthropic action.
This lens brought into focus the
growing divide between those who
benefit from wealth and those whose
prospects of financial security, health,
and wellbeing are bleak.
If anything 2017/18 reinforced that we
live in disruptive times. It is easy to get
frustrated or have a sense of futility.
So why is it that we feel more
optimistic than ever? A big reason is
because of our new program called
Vision 2020 that has engaged Millennial
and GenX philanthropists. These 115
young philanthropists represent 72
new foundations in Toronto—a group
that has put a stake in the ground,
making a permanent commitment to
philanthropy by establishing their first
Donor Advised Funds.
As one of our young philanthropists
said, when asked why she wasn’t
waiting to accumulate wealth and
then start giving, “Because I’m selfish.
I want a better city now.”
Our team spent this year working hard
to bring to life our new values of brave
and thoughtful action, humility in our
relationships, and public trust above all.
We believe that the biggest problems
in this city or in this country won’t be
solved by any one institution or any one
donor. We believe that spending time
learning and understanding complex
problems, working from grassroots
up versus top down, will lead to the
solutions needed to make our city,
and our country better.
At the end of the day, community
foundations are in the business of
inspiring radical generosity. We believe
by collaborating and listening to those
most affected we can tackle even the
most intractable problems.

TORONTO’S VITAL SIGNS 2017
LOOKING AT TORONTO WITH AN EQUITY LENS
What informs how you see the world? Is it your own experiences, what you have been taught, or what you have observed? Or is it your DNA? This year, we chose to look at equity, and explore how it could be used as a lens to look at all of our issue areas in Toronto’s Vital Signs Report.
Specifically, we explored the ways in
which our culture, systems, institutions,
behaviours and mindsets might create
barriers that block some residents
from accessing Toronto’s immense
opportunities. In other words, we
looked at how we can level the playing
field. Understanding the gaps in equity
is the best way to determine where to
focus the attention and resources of
policy-makers, everyday residents,
and philanthropists.
The following questions are guides
we have used, and that you can use
to look at issues in the city. These
responses are from our City Voices
featured in our report. Each individual
shares a little about their Toronto.
WHAT ARE WE STARTING WITH?

For Bob, Toronto’s trees are a
missed economic and environmental
opportunity. In Uganda, fruit bearing
plants are available to everyone.
Bob envisions a Toronto where public
land is used to grow fresh produce.
As a refugee, it’s Bob’s love for
Canada that drives his vision.
WHAT DO WE EXPERIENCE?
“Sometimes I feel tired and I just want to go to bed early. Why? Because I need to wake up at 4:30 again.”

Every day Edith wakes up at 4:30 a.m.
and drops her son off at daycare
before taking transit. On the best days,
she travels for a total of 6 hours. When
weather is bad, or trains are delayed, it
cuts into her workday. Since she is paid
hourly, she earns less on these days.
WHAT ARE OUR OUTCOMES?

Rosie is an active member of the
Black Creek Food Justice Network
and a masters of public health student.
She grew up at Jane & Finch, where
there is a strong sense of community
and a lot of resilience. It’s also a “food
swamp” – where a high concentration
of fast food exists, with very little
access to nutritious food.

KEY FINDINGS ON EQUITY
Arts and Culture 60% of those living downtown
have access to the arts but only
37% who live in Scarborough do.
Housing Nearly half of renters spend
more than 30% of their income
on housing, compared to 27%
of owner households.
Learning 15% of TDSB students taking
applied courses drop out of
school before graduating,
compared to only 3% of students
taking academic courses.
Environment Overall, 25% of our city has
tree cover. In Rosedale-Moore
Park, it is 62% whereas in
other neighbourhoods, it is
as little as 7%.
Income & Wealth Toronto is the child poverty capital
of Canada, with over one-in-four children living below the poverty
line. Nearly half of all newcomer
children are living in poverty.
Safety There were 2,258 reported
sexual assaults in 2016, a
30% increase since 2010.
Getting Around More than half of us drive
and it takes 29 minutes or less
to commute. 37% take transit and 30% of those spend more
than an hour to get to work
(7% for drivers).
Leadership, Civic Engagement & Belonging Individuals earning $50,000 per
year on average contribute 2.3%
of their income to charity, compared
to 1.6% of those earning $100,000.
Work On average, racialized men
earn approximately $15,000 less than non-racialized
men; racialized women earn
approximately $10,000 less than non-racialized women.
Health 73% of high-income earners
report good or excellent health
while 48% of low-income earners
report the same. Diabetes rates in
Rosedale-Moore Park are 5% and
17% in Malvern.
Philanthropy has an essential role to play in making Toronto a kinder and more equitable city.

NEW MODELS FOR CHANGE
Today, 97% – the vast majority – of a Canadian foundation’s assets are invested in traditional investments. This means that for most Canadian foundations, the bulk of their assets are currently not being harnessed to make any kinds of intentional social impact. This represents a major opportunity for foundations to create new impact in Canada.
In 2017, Toronto Foundation shifted our social impact investing work from a pilot program to a core business. Our Board of Directors approved a $10M pool of available funds, and working with our social impact partners at the MaRS Centre for Impact Investing, we made a number of high impact investments this year that address some key issue areas from our Toronto’s Vital Signs Report.
Looking Ahead INVESTMENT FOR SOCIAL GOOD
Thanks to an $818,000 matching grant received from the provincial government, Toronto Foundation will pilot a unique Social Impact Investment Fund in 2018/19 for donors interested in establishing a permanent fund where we maximize every dollar of the investment for social good.

IMMIGRANT ACCESS FUND ($250,000 loan)
WORK
IAC provides low interest micro loans up to $10,000 for internationally trained professionals to earn their Canadian credentials.
Over 12 years, IAC has had impressive impact outcomes:
For individuals: Average wages go from $15K to $45K, unemployment goes from 40% to 10%, 74.5% end up with a job in their field by the time of repayment.
For society: Increased inclusion and less inequity, filling of labour shortages, and an increased pool of taxes.
EVERGREEN FUTURE CITIES CENTRE ($500,000 construction bridge financing)
ENVIRONMENT/CITY BUILDING
Evergreen is undertaking a major capital redevelopment of the Kilns building at the Evergreen Brick Works. The redeveloped “Future Cities Centre” will be a convening space to support multi-sectoral collaborations to make cities flourish. This initiative is committed to accelerating the transition to a low carbon economy.

THE NEW FACE OF PHILANTHROPY
We have been watching the brave and bold actions of many Millennials and GenX’ers with admiration for some time. These are the next generation of leaders who live by the principle that the time for change is now. Not only have we watched, we have also been inspired to find a way to support their need to understand how to make our communities stronger. This is core to the new philanthropy.
The new philanthropy also means providing new tools to Millennials and GenX’ers, so they can respond to the needs in their communities in ways different from the generations before. To this end, we began by asking ourselves:
What new models exist to alter this reality? How can we scale what we know to be effective? Who needs to be at the table? And what will shake us out of the status quo we find ourselves in?
We invited 50 visionary Torontonians to start this journey of learning and giving with empathy with us.

THE RESILIENT CITY
In May 2016, Toronto was named one of the Rockefeller Foundation’s 100 Resilient Cities, making it part of a growing global community that’s working together to build urban resilience.
A resilient city is one that has the
ability to survive, adapt and grow
while meeting the physical, social
and economic challenges of the
21st century.
In partnership with the City of
Toronto’s Chief Resilience Officer,
we have been working with 10
anchor organizations across the city,
supporting their ongoing work to
make neighbourhoods more resilient.
We provided grants to these
organizations to work with resident
groups or ‘Resilience Labs’ to work
together to define what resilience
means in their own context, and fund
their own self-directed project.
Our Vision 2020 philanthropists
have been given the opportunity to
join these Resilience Labs, to learn
about community development at
a grassroots level face-to-face.

OUR FUNDS
The Foundation’s total fund balances amount to $223.4M at March 31, 2018, including the Operating Fund of $4.2M. Endowed Funds total $168M, made up of funds designated by the donor to be held permanently or for a period of at least ten years, as well as funds endowed by the Board of Directors when there is no current intention of making the original donation available for granting. Endowed Funds include $128.9M of Donor Advised Funds and $39.1M of Board-advised funds.

the Foundation’s mission and vision in

The Foundation’s non-endowed
Restricted Funds total $51.1M. These
funds are not subject to granting
restrictions.
As of March 31, 2018, the Foundation was
home to 609 funds (excluding 24 funds
held on behalf of others), a 9% rise from

a record year with the total value of
donations at $23M, a 6% increase
over the prior year, and an increase
of 150% from the fiscal 2013/14 year.
The number of donations decreased
compared to the previous two years,
due to fewer donations to the Lifeline
Syria fund.
Donations to the Foundation come
through newly established Funds,
contributions to existing Funds,
and/or donations to our city
building initiatives through the
Vital Toronto Fund.

In 2017/18, 1,543 grants were made
to 747 charitable organizations, for a
total value of $13.3M. Our granting is
initiated in two key ways: donor-led
through our Donor Advised, Field of
Interest, and Designated Funds, and
Foundation-led through our strategic
granting programs. In addition, the
Toronto 2015 Sport Legacy Fund
distributed $5.4M for the three TO2015
Pan Am/Parapan Am Games venues
(two in Toronto and one in Milton).

INVESTMENT RETURNS
The Foundation’s Investment Committee
monitors the performance of its third
party investment management firms
against the overall investment strategy
and their specific objectives.
The Foundation has an objective of
generating stable returns over a 5-year
cycle. Under its investment policy, the
Foundation targets a real average
annual investment return of 5% (or 5%
after inflation), rather than following a
more traditional market benchmark.
This return target is designed to meet
the granting needs of the Fundholders
and the Foundation’s administrative
requirements, as well as maintain the
value of the capital, all within
acceptable risk parameters.
Pooled fund investments returned an
average 6.5% for the one year ended
March 31, 2018 and an annualized five
years return of 9.1%.

OPERATIONS
The Foundation staff (20 full-time and
five part-time) manages the elements
of our model of philanthropy: Donor
Relations, Community Knowledge, and
City Building. We connect many of our
450 individual and family Fundholders
with organizations working on
solutions to issues highlighted in our
annual Toronto’s Vital Signs Report.
High-impact organizations receive our
strategic grants and are featured in
our Good to Give Guide (available on
our website).
In addition, our unique position as
a catalyst for change enables us to
mobilize philanthropic, private, and
public sectors and collaborate on
initiatives to tackle community
challenges in innovative and
inspiring ways.
We also facilitate granting across
Canada and steward assets under
administration of more than $440M.
Total operating fund expenses,
including investment management
fees, for fiscal 2016/17 were $4.9M.
Philanthropic services fees and fees
levied on invested assets covered
almost 85% of these costs.
